The Holy Spirit at Pentecost

When the day of Pentecost came,

Pentecost, or the Feast of Weeks, was celebrated fifty days after Passover and marked the completion of the grain harvest. Jewish tradition also connected the feast with the giving of the Law at Mount Sinai. On this appointed day, God poured out the Holy Spirit on the disciples, inaugurating the Church and fulfilling the promise that the Spirit would be given to Christ’s followers.

they were all together in one place.

About 120 believers had remained in Jerusalem in obedience to Jesus’ command to wait. Gathered in unity for prayer and expectation, they were prepared to receive the power needed for the mission Christ had given them.

Suddenly

The event began without warning, marking the decisive arrival of the promised Holy Spirit.

a sound like a mighty rushing wind

A powerful sound filled the gathering, signaling God’s active presence and power. Though no wind is said to have blown, the sound, like a powerful wind, announced the Spirit’s coming in a manner all could perceive. The Hebrew word ruach means spirit, wind, or breath.

came from heaven

The sound originated from God, confirming that the Spirit’s arrival was a divine act rather than a human experience or invention.

and filled the whole house

Everyone in the house was encompassed by the manifestation, recalling the way God’s presence had filled places set apart for His worship. The disciples now became the beginning of a people in whom God would dwell.

where they were sitting.

They were gathered together in obedience, waiting as Jesus had instructed. Their ordinary meeting place became the setting for the public beginning of the church’s Spirit-empowered witness.

They saw tongues

A visible manifestation accompanied the Spirit’s coming, witnessed by the gathered disciples.

The appearance resembled fire, a sign of God’s holy presence and purifying power.

The tongues divided so that no one believer alone received this sign or empowerment.

The Spirit’s presence was given personally to every disciple, preparing each one to bear witness to Christ as the Church’s mission began.

And they were all filled with the Holy Spirit

At Pentecost, Jesus’ promise of power for His witnesses was fulfilled. The Spirit’s outpouring marked the beginning of the church’s public mission and fulfilled God’s promise to pour out His Spirit on His people. Those gathered were equipped for the work Christ had given them.

and began to speak in other tongues

They spoke real languages they had not previously learned, enabling Jews from many nations to hear God’s works proclaimed in their own native speech. The sign showed that the Gospel was intended for every people and nation.

as the Spirit enabled them.

Their speech came by the Spirit’s direct power, not natural skill or preparation. God supplied what was needed for the apostles and other believers to bear witness to Christ before the nations gathered in Jerusalem.

Now there were dwelling in Jerusalem

Jerusalem was filled with Jews who had come for Pentecost, including residents and others staying for the feast. As Israel’s religious center, the city drew worshipers from throughout the Jewish Diaspora.

God-fearing Jews

These were devout Jews committed to the worship of God and the observance of His law. Their presence during the feast reflects the importance of Pentecost in Israel’s worship.

from every nation under heaven.

Jews had been scattered among many lands through exile, migration, and trade. The gathering of people from diverse regions prepared the way for the Spirit’s message to be heard in their own languages and carried back to their home countries.

And when this sound rang out,

The noise from the house drew public attention during Pentecost, when Jerusalem was crowded with Jewish pilgrims from many lands. God’s dramatic arrival marked the beginning of the Spirit’s work through the apostles.

a crowd came together in bewilderment,

People gathered quickly, confused by what they were hearing and seeing. The unexpected event prepared the way for Peter to explain that God had fulfilled His promise by pouring out the Holy Spirit.

because each one heard them speaking his own language.

Though the apostles were Galileans, pilgrims heard God’s message in the languages of their homelands. The miracle showed that the gospel was intended for every nation and that the Spirit would empower the Church’s worldwide witness.

Astounded and amazed,

The crowd recognized that an extraordinary event was taking place. The disciples’ ability to speak languages they had not learned pointed to the Holy Spirit’s work and fulfilled Jesus’ promise to empower His witnesses.

they asked,

Their questions arose from genuine confusion as they searched for understanding and meaning in what they were hearing. Their response prepared the way for Peter to explain that God was acting according to His revealed plan.

“Are not all these who are speaking Galileans?

The speakers were ordinary men from Galilee, a region not known for scholarly training or influence in Jerusalem. Their ability to communicate the message of God in the native languages of the gathered pilgrims showed that the power came from God, not human skill.

How is it then that each of us

The pilgrims in Jerusalem were astonished because the apostles were Galileans, not men known for speaking the languages of the many Jewish communities gathered for Pentecost. Yet each listener recognized the message being spoken in a familiar tongue.

Men and women from widely scattered regions heard the message in the language of their homes. Where Babel had divided humanity through confused speech, God now made the good news understandable across those divisions.

Parthians, Medes, and Elamites;

Jews and proselytes had come from lands east of the Roman Empire, including Parthia, Media, and Elam in present-day Iran. Their presence shows how widely Jewish communities had been dispersed and gathered for the feast in Jerusalem.

residents of Mesopotamia,

Mesopotamia, meaning “land between rivers,” lay between the Tigris and Euphrates rivers and included regions associated with Babylon and the early history of mankind. Jewish communities remained there long after the exile.

Judea and Cappadocia,

Pontus and Asia,

Pontus bordered the Black Sea, and Asia was the Roman province in western Asia Minor that included major cities such as Ephesus. The varied places represented at Pentecost reveal that people from throughout the known world heard the apostles proclaiming God’s works in their own languages.

Phrygia and Pamphylia,

Phrygia lay in central Asia Minor, while Pamphylia bordered the southern coast. Jewish communities in both regions had traveled to Jerusalem for Pentecost, showing the breadth of the diaspora across Asia Minor.

Rome also had a substantial Jewish population. Those visiting from the imperial capital heard the gospel in their own language, anticipating its later advance into the center of the Roman world.

both Jews and converts to Judaism;

Jerusalem’s Pentecost pilgrims included native Jews and Gentile proselytes who had accepted Israel’s God, received circumcision, and lived under the Law of Moses. Their presence showed that the crowd came from many peoples and regions.

Cretans and Arabs—

Cretans had traveled from the Mediterranean island of Crete, while Arabs likely came from Nabatea and neighboring lands east and south of Judea. The list reflects the breadth of the Jewish dispersion and the international character of the feast.

The Spirit enabled the apostles to proclaim God’s mighty acts in languages understood by the visitors. Their message centered on God’s saving work, culminating in Jesus’ death, resurrection, and exaltation.

Each listener heard the proclamation in his native language. The miracle confirmed that the message came from God and signaled that the gospel would reach every nation rather than remain confined to one people or language.

Astounded and perplexed,

Pilgrims from many regions had heard Galilean disciples declaring God’s mighty works in their own native languages. The unexpected sign could not be explained by ordinary means.

“What does this mean?”

Their question opened the way for Peter to explain that God had poured out the Holy Spirit as promised and that Jesus, whom they had crucified, had been raised and exalted by God.

But others mocked them

Not everyone responded with wonder or faith. Some dismissed the apostles’ Spirit-enabled speech with ridicule, revealing resistance to the evident work of God.

and said, “They are drunk

Rather than consider that God was acting, the mockers offered a natural and contemptuous explanation for the apostles’ behavior. Their accusation sought to discredit both the messengers and their testimony.

They claimed the apostles were intoxicated by freshly made wine. Peter immediately answered the charge, explaining that it was too early in the day for such an accusation and identifying the event as the fulfillment of God’s promise to pour out His Spirit.

Peter Addresses the Crowd

Then Peter stood up with the Eleven,

Peter emerged as the leading spokesman for the apostles, standing with the full apostolic body after Judas’s death. Their united presence showed that the witnesses appointed by Jesus were acting together as the church’s public ministry began at Pentecost.

lifted up his voice,

Speaking openly before the gathered pilgrims, Peter showed the courage produced by the Holy Spirit’s filling. The disciple who had once denied Jesus now publicly proclaimed Him in Jerusalem.

and addressed the crowd:

The audience included Jews from Judea and visitors from many lands who had come for the feast. Their presence made Jerusalem the setting for a message that would soon reach far beyond the city.

“Men of Judea and all who dwell in Jerusalem,

Peter addressed both local residents and those staying in the city, identifying with them as fellow Jews and calling for their attention.

What the crowd had witnessed was not drunkenness or disorder but God’s promised work through the outpouring of the Holy Spirit.

and listen carefully to my words.

Peter called them to hear his explanation of the events surrounding them and to consider the truth about Jesus, His resurrection, and God’s saving purpose.

These men are not drunk, as you suppose.

The apostles’ Spirit-enabled speech had drawn both amazement and ridicule from the crowd. Peter directly rejects the charge of drunkenness, identifying their conduct as the work of God rather than human intoxication.

It is only the third hour of the day!

About 9:00 AM, this was an early hour for drinking, especially on a festival day when many Jews observed morning prayers and worship. The timing strengthened Peter’s defense and directed attention to the supernatural outpouring of the Holy Spirit.

‘In the last days, God says,

The last days began with Christ’s first coming and continue until His return. At Pentecost, Peter identified the outpouring of the Spirit as the beginning of Joel’s promised fulfillment.

I will pour out My Spirit on all people.

Men and women alike would proclaim God’s revealed truth. The Spirit’s work would not be restricted by gender or social standing.

The younger generation would also receive divine guidance and revelation through the Spirit.

your old men will dream dreams.

Age would not prevent anyone from participating in the Spirit’s work. Together, visions and dreams show that God would make His will known throughout the whole community of believers.

Even on My menservants and maidservants

God’s promise reaches those of every social standing, including servants, who held little status in the ancient world. The coming of the Spirit would not be reserved for rulers, priests, or the socially prominent.

I will pour out My Spirit

At Pentecost, God began to fulfill Joel’s prophecy by giving the Holy Spirit abundantly to believers. The Spirit’s presence marked the beginning of the New Covenant community and equipped Christ’s followers for worship, witness, and service.

in those days,

These are the days inaugurated by Christ’s death, resurrection, and ascension, extending until His return. During this period, the Spirit actively empowers the Church as the gospel goes to the nations.

and they will prophesy.

Men and women, including servants, would speak God’s revealed truth under the Spirit’s direction. Their prophecy testified that the promised age of salvation had begun.

I will show wonders in the heavens above

God will display unmistakable acts of power in the created order, revealing His authority over heaven and earth. These signs anticipate the Day of the Lord and announce His direct intervention in human history.

and signs on the earth below,

Events on earth, tangible signs of God’s active involvement, will likewise testify to God’s judgment and rule, affecting the physical world as well as the nations who inhabit it.

But God raised Him from the dead,

Baptism under Jesus’ name declared allegiance to Him as the Christ and acknowledged His authority as Lord.

Forgiveness rests on Christ’s saving work and is received by those who repent and believe. Through Him, sinners are released from guilt and reconciled to God.

and you will receive the gift of the Holy Spirit.

The Spirit, poured out at Pentecost, would be given to all who belonged to Christ. His presence marked them as God’s people and equipped them for faithful obedience and witness.

This promise belongs to you and your children

The gift of the Holy Spirit and the salvation proclaimed through Christ extend to Peter’s Jewish hearers and to their descendants. God’s covenant faithfulness has always included succeeding generations, though each person must respond to God’s call in repentance and faith.

and to all who are far off—

The promise reaches beyond those present in Jerusalem to Jews scattered abroad and to Gentiles throughout the nations. The gospel would move outward from Jerusalem until it reached the ends of the earth.

Salvation begins with God’s gracious initiative. He calls people from every people and place to Himself, fulfilling His promise to save all who call on the name of the Lord.

With many other words he testified,

Peter continued addressing the Pentecost crowd beyond Luke’s recorded summary. As an apostle and eyewitness of the risen Christ, he bore witness to Jesus’ death, resurrection, and exaltation, explaining the gospel with the authority entrusted to him.

Peter pressed his hearers to respond personally to what they had seen and heard. The signs of Pentecost and the proclamation of Christ required repentance and faith rather than mere curiosity or agreement.

“Be saved from this corrupt generation.”

Jerusalem’s generation had rejected and crucified the Messiah, and judgment was coming upon the city and nation. Peter called people to turn from the unbelief and sin around them and to identify with Jesus Christ, receiving the salvation God provided through Him.

Those who embraced his message

About three thousand people responded that day, demonstrating the Spirit’s powerful work through the apostles’ witness. In contrast to the death of about three thousand Israelites after the idolatry at Sinai, Pentecost marked the gathering of thousands into new life under the new covenant.

The Fellowship of Believers

They devoted themselves to the apostles’ teaching

The first believers remained steadfast in the instruction of the apostles, who had accompanied Jesus and testified to His death and resurrection. Their teaching explained Jesus’ words and works in light of the Scriptures, showing that He fulfilled God’s promises concerning the Messiah. This instruction established the doctrine and pattern of life for the growing church.

and to the fellowship,

Believers lived as a united people rather than as isolated individuals. They shared their lives, resources, burdens, and worship, recognizing their common faith in Christ. Their unity crossed social and economic divisions and displayed the new community formed through the gospel.

and to prayer.

Prayer marked both their public gatherings and daily life. They sought God’s direction, gave thanks, interceded for others, and depended on His power as they carried out the mission Christ had given them.

A sense of awe came over everyone,

The Holy Spirit’s work in the newly formed church produced reverence throughout the community. The believers’ unity, worship, teaching, and shared life displayed God’s presence and reminded both disciples and observers of His holiness and power.

and the apostles performed many wonders and signs.

Through the apostles, God confirmed the truth of the gospel and the authority of their witness to the risen Christ. Their wonders and signs revealed God’s power and provoked amazement. These miracles continued the public work of Jesus, bringing help to those in need and directing attention to the kingdom of God.

All the believers

The early Christian community included those who had received the apostles’ message about Jesus, repented, and were baptized. Their common faith in Jesus as the promised Messiah formed the basis of their new identity and shared life.

Selling their possessions and goods,

“Selling their possessions and goods” describes voluntary generosity among the Jerusalem believers. They used their resources to meet urgent needs within the growing church, not as a requirement to abandon all private ownership. Later accounts show that Christians still owned homes and resources. United by faith in the risen Christ, they valued the care of fellow believers above personal security and wealth.

Their love, unity, generosity, and public devotion gave the church a good reputation among many in Jerusalem.

The church grew by the Lord’s work, not merely through human effort. He continued to gather believers into the fellowship of His people.
