Isaiah 49
Berean Study Bible

The Servant and Light to the Gentiles

Listen to Me, O islands;

The call reaches beyond Israel to the coastlands and distant nations, showing that the Servant’s work concerns the whole world.

Isa 41:1 Be silent before Me, O islands, and let the peoples renew…
Isa 42:4 He will not grow weak or discouraged before He has…
Isa 51:4 Pay attention to Me, My people, and listen to Me;…

pay attention, O distant peoples:

God’s purpose includes peoples far removed from Jerusalem and extends to the nations that would later hear the message of salvation.

Isa 45:22 Turn to Me and be saved, all the ends of the earth;…
Isa 52:10 The LORD has bared His holy arm in the sight of all the nations…
Psa 22:27 All the ends of the earth will remember and turn to the LORD…

The LORD called Me from the womb;

The Servant’s mission was appointed by God before His birth, not formed by human ambition or circumstance. This finds its fullest fulfillment in Jesus Christ, whose coming and saving work were determined by God.

Jer 1:5 Before I formed you in the womb I knew you…
Gal 1:15 But when God, who set me apart from my mother’s womb…
Psa 139:13 For You formed my inmost being; You knit me together…

from the body of My mother He named Me.

The Servant’s identity and purpose were established before birth. Jesus was named before His birth and sent to save His people from their sins.

Luk 1:31 Behold, you will conceive and give birth to a son,…
Mat 1:21 She will give birth to a Son, and you are to give Him…
Isa 7:14 Therefore the Lord Himself will give you a sign:…

He made My mouth like a sharp sword;

The servant speaks with God-given authority, exposing falsehood, declaring judgment, and accomplishing God’s purpose through truth. The image finds its fullest fulfillment in Christ, whose words revealed the hearts of men and announced the kingdom of God.

Rev 19:15 And from His mouth proceeds a sharp sword…
Rev 1:16 He held in His right hand seven stars, and a sharp…
Heb 4:12 For the word of God is living and active.…

He hid Me in the shadow of His hand.

God protected and preserved His servant for the work appointed to Him. Jesus’ enemies repeatedly sought to seize Him, yet He remained beyond their reach until the hour determined by the Father.

Isa 51:16 I have put My words in your mouth, and covered you……
Exo 33:22 and when My glory passes by, I will put you in a cleft…

He made Me like a polished arrow;

The servant was carefully prepared for a precise mission. Christ came at the appointed time, fully equipped to fulfill the Father’s will through His teaching, obedience, death, and resurrection.

Jer 51:11 Sharpen the arrows! Fill the quivers! The LORD has aroused…
Zec 9:13 For I will bend Judah as My bow and fit it with Ephraim.…
Psa 127:4 Like arrows in the hand of a warrior, so are children…

He hid Me in His quiver.

Like an arrow held until the moment of release, the servant was kept in readiness until God sent Him openly into His ministry. The hidden years before Jesus’ public work displayed God’s sovereign timing in carrying out redemption.

Lam 3:13 He pierced my kidneys with His arrows.
Psa 127:5 Blessed is the man whose quiver is full of them.…

He said to Me,

God addresses His Servant directly, establishing the divine authority and purpose behind the mission.

Psa 2:7 I will proclaim the decree spoken to Me by the LORD:…
Heb 1:5 For to which of the angels did God ever say:…
Mat 3:17 And a voice from heaven said, “This is My beloved…

“You are My Servant,

The Servant belongs to God and carries out His will in obedience. Israel was called to serve the Lord among the nations, yet the nation repeatedly failed in that calling. The promised Messiah fulfills the role of God’s faithful Servant without failure.

Isa 42:1 Here is My Servant, whom I uphold, My Chosen One,…
Isa 52:13 Behold, My Servant will prosper; He will be raised…
Isa 53:11 After the anguish of His soul, He will see the light of life…

Israel,

The name identifies the Servant with God’s covenant people. It also points beyond the nation to the individual Servant who represents Israel and accomplishes what Israel was chosen to do.

Isa 41:8-9 But you, O Israel, My servant, Jacob, whom I have chosen,…
Isa 44:21 Remember these things, O Jacob, for you are My servant,…
Isa 44:1-2 But now listen, O Jacob My servant, Israel…

in whom I will display My glory.”

God’s glory would be revealed through the Servant’s faithful work, bringing His saving purpose before the nations. Jesus Christ perfectly displays the Father’s character, power, and salvation.

Isa 60:21 Then all your people will be righteous;…
Jhn 17:4 I have glorified You on earth by accomplishing…
Jhn 12:28 “Father, glorify Your name!” Then a voice came from heaven:……

But I said, “I have labored in vain,

The Servant speaks from the burden of apparent rejection. Israel had often resisted the prophets, and the Servant’s call to restore Jacob and bring light to the nations seemed, for a time, to produce little visible fruit. His words reveal real sorrow without abandoning His calling.

Gal 4:11 I fear for you, that my efforts for you…
Php 2:16 as you hold forth the word of life in order that I may boast…
1Co 15:58 Therefore, my beloved brothers, be steadfast and immovable.…

I have spent My strength in futility and vanity;

The work required endurance amid opposition, unbelief, and hostility. Though His ministry appeared fruitless to many, God’s purpose was not defeated. The rejection of the Servant would become part of the means by which God accomplished redemption.

Job 9:29 Since I am already found guilty, why should I labor in vain?
Ecc 2:11 Yet when I considered the works my hands had accomplished…
Hag 1:6 You have planted much but harvested little…

yet My vindication is with the LORD,

The Servant leaves the judgment of His work with the LORD. Human response does not determine the truth of God’s mission. God would publicly vindicate His Servant after suffering and rejection.

Isa 50:8 The One who vindicates Me is near. Who will dare?…
Psa 43:1 Vindicate me, O God, and plead my case…
Psa 37:6 He will bring forth your righteousness like the dawn,…

and My reward is with My God.”

The Servant’s reward rests securely with God rather than with earthly recognition. His faithfulness would lead to exaltation, and through His completed work God would bring salvation to His people and extend it to the nations.

Rev 22:12 “Behold, I am coming soon, and My reward is with Me,…
Col 3:24 because you know that you will receive an inheritance…
Gen 15:1 After these events, the word of the LORD came to Abram…

And now says the LORD,

God speaks with covenant authority, declaring His purpose for the Servant.

Isa 43:1 But now, this is what the LORD says—He who created you……
Isa 44:6 Thus says the LORD, the King and Redeemer of Israel…
Mal 1:2 “I have loved you,” says the LORD. But you ask……

who formed Me from the womb to be His Servant,

The Servant’s calling was appointed by God before His birth. He was set apart to carry out the Father’s redemptive will.

Jer 1:5 Before I formed you in the womb I knew you…
Isa 42:1 Here is My Servant, whom I uphold, My Chosen One,…
Psa 139:13-16 For You formed my inmost being; You knit me together…

to bring Jacob back to Him,

The Servant is sent to restore Israel from rebellion and separation from God.

Isa 10:21-22 A remnant will return—a remnant of Jacob—to the Mighty God.…
Jer 31:18-20 I have surely heard Ephraim’s moaning: ‘You disciplined me…
Hos 14:1-4 Return, O Israel, to the LORD your God for you have stumbled…

that Israel might be gathered to Him—

Israel’s gathering includes spiritual restoration to the LORD and anticipates the fulfillment of His promises to His people.

Deu 30:3-4 He will restore you from captivity and have compassion…
Jer 23:3 Then I Myself will gather the remnant of My flock…
Ezk 11:17 Therefore declare that this is what the Lord GOD says:…

for I am honored in the sight of the LORD,

Though the Servant would be rejected by many, God regards His obedience and mission with honor.

Jhn 8:54 If I glorify Myself, My glory means nothing.…
Isa 52:13 Behold, My Servant will prosper; He will be raised…
1Sa 2:30 Therefore, the LORD, the God of Israel, declares:…

and My God is My strength—

The Servant accomplishes His work in dependence upon God, whose power sustains Him in fulfilling His appointed task.

Hab 3:19 GOD the Lord is my strength; He makes my feet like those…
Psa 18:2 The LORD is my rock, my fortress, and my deliverer.…
Psa 28:7 The LORD is my strength and my shield; my heart trusts…

He says:

God announces His purpose for the Servant and reveals the full scope of His mission.

Heb 1:1-2 On many past occasions and in many different ways,…
2Pe 1:20-21 Above all, you must understand that no prophecy of Scripture…

“It is not enough for You to be My Servant,

The Servant’s work will exceed the restoration of Israel alone.

Isa 42:1-4 Here is My Servant, whom I uphold, My Chosen One,…
Isa 52:13-15 Behold, My Servant will prosper; He will be raised…

to raise up the tribes of Jacob,

He will restore the descendants of Jacob, bringing Israel back from ruin, exile, and division.

Jer 31:10 Hear, O nations, the word of the LORD, and proclaim it…
Ezk 37:21-22 you are to tell them that this is what the Lord GOD says:…

and to restore the protected ones of Israel.

God preserves a faithful remnant among His people, and the Servant will bring them into renewed blessing.

Mic 2:12-13 I will surely gather all of you, O Jacob; …
Isa 11:11-12 On that day the Lord will extend His hand a second time…

I will also make You a light for the nations,

The Servant will reveal God’s truth and salvation to the Gentile nations as well as to Israel.

Isa 42:6 I, the LORD, have called you for a righteous purpose,…
Luk 2:32 a light for revelation to the Gentiles, and for glory…
Act 26:23 that the Christ would suffer, and as the first to rise…

to bring My salvation to the ends of the earth.”

God’s saving purpose reaches beyond Israel to every people and land, fulfilled through the Messiah’s worldwide reign and redemption.

Act 13:47 For this is what the Lord has commanded us:…
Isa 45:22 Turn to Me and be saved, all the ends of the earth;…
Psa 98:3 He has remembered His love and faithfulness…

Thus says the LORD, the Redeemer and Holy One of Israel,

The LORD speaks as Israel’s covenant Redeemer, the One who delivers His people, and as the Holy One whose purposes are righteous and certain.

Isa 48:17 Thus says the LORD your Redeemer, the Holy One of Israel…
Isa 43:14 For your sake, I will send to Babylon…
Isa 41:14 Do not fear, O Jacob, you worm, O few men of Israel…

to Him who was despised and abhorred by the nation,

The Servant would be rejected and treated with contempt, though He was sent by God. This rejection finds its fullest fulfillment in Christ, who was refused by many of His own people.

Isa 53:3 He was despised and rejected by men, a man of sorrows…
Psa 22:6-8 But I am a worm and not a man, scorned by men…
Jhn 1:11 He came to His own, and His own did not receive Him.

to the Servant of rulers:

Though rulers would regard Him as lowly, the Servant willingly entered a position of humility and submission in accomplishing the Father’s will.

Luk 22:25-27 So Jesus declared, “The kings of the Gentiles…
Mat 20:25-28 But Jesus called them aside and said, “You know…
Php 2:7-8 but emptied Himself, taking the form of a servant…

“Kings will see You and rise, and princes will bow down,

Those who once ignored or opposed the Servant will recognize His authority. Earthly rulers will honor the One whom God has exalted.

Isa 60:3 Nations will come to your light, and kings…
Psa 72:10-11 May the kings of Tarshish and distant shores bring tribute;…
Psa 68:29 Because of Your temple at Jerusalem kings will bring…

because of the LORD, who is faithful, the Holy One of Israel, who has chosen You.”

The Servant’s vindication rests on the LORD’s faithfulness and sovereign choice. God’s plan for His chosen Servant will stand, despite His rejection and suffering.

Deu 7:9 Know therefore that the LORD your God is God,…
Psa 89:3-4 You said, “I have made a covenant with My chosen one,…
Mat 12:18 Here is My Servant, whom I have chosen…

This is what the LORD says:

God announces His own decree through Isaiah, giving the promise divine authority and certainty.

Jer 1:9 Then the LORD reached out His hand, touched my mouth……
Deu 18:18 I will raise up for them a prophet like you…
Ezk 2:7 But speak My words to them, whether they listen…

“In the time of favor I will answer You,

God’s appointed time would bring His gracious response to the Servant and to the people He represents.

Psa 69:13 But my prayer to You, O LORD, is for a time of favor.…
Psa 102:13 You will rise up and have compassion on Zion,…
Psa 30:5 For His anger is fleeting, but His favor lasts a lifetime.…

and in the day of salvation I will help You;

The promised salvation includes deliverance from Israel’s exile and points beyond it to the Messiah’s work of redemption.

2Co 6:2 For He says: “In the time of favor I heard you,…
Isa 41:10 Do not fear, for I am with you; do not be afraid…
Isa 41:13 For I am the LORD your God, who takes hold of your hand…

I will keep You and appoint You to be a covenant for the people,

God preserves His Servant and makes Him the means by which His covenant blessings reach the people.

Isa 42:6 I, the LORD, have called you for a righteous purpose,…
Luk 22:20 In the same way, after supper He took the cup, saying,…
Heb 8:6 Now, however, Jesus has received a much more excellent…

to restore the land,

The immediate fulfillment included Israel’s return from Babylon and the rebuilding of its desolated homeland.

Amo 9:14-15 I will restore My people Israel from captivity;…
Ezk 36:33-36 This is what the Lord GOD says: On the day I cleanse you…
Isa 61:4 They will rebuild the ancient ruins; they will restore…

to apportion its desolate inheritances,

Lands left empty during the exile would again be assigned to their rightful families, demonstrating God’s restoration of Israel’s inheritance.

Ezk 47:14 You are to divide it equally among them.…
Jer 3:18 In those days the house of Judah will walk with…
Jer 30:3 For behold, the days are coming, declares the LORD…

to say to the prisoners, ‘Come out,’

God promised the exiles in Babylon that their captivity would end and that they would return to their land. The command also anticipates the greater deliverance accomplished by Christ, who frees sinners from bondage to sin and death.

Isa 42:7 to open the eyes of the blind, to bring prisoners out…
Isa 61:1 The Spirit of the Lord GOD is on Me, because the LORD…

and to those in darkness, ‘Show yourselves.’

Those living in the obscurity and hardship of exile would emerge into the light of restoration, no longer hidden, oppressed, or forgotten by God.

Psa 107:10-14 Some sat in darkness and in the shadow of death,…
Luk 1:79 to shine on those who live in darkness…

They will feed along the pathways,

The returning people would not be abandoned during their journey home. God would provide for them as they traveled through difficult and desolate places.

Ezk 34:13 I will bring them out from the peoples, gather them…
Isa 40:11 He tends His flock like a shepherd; He gathers the lambs…

and find pasture on every barren hill.

Even the heights that normally offered no food or shelter would become places of provision, showing that the Lord could sustain His people beyond ordinary means and restore what captivity had taken from them.

Ezk 34:14 I will feed them in good pasture, and the lofty mountains…
Isa 30:23 Then He will send rain for the seed that you have sown…

They will not hunger or thirst,

God promises full provision for the people He restores. As He sustained Israel with manna and water in the wilderness, He will remove the deprivation and insecurity associated with exile. The picture includes both physical care and the lasting satisfaction found in His presence.

Rev 7:16 Never again will they hunger, and never will they thirst;…
Jhn 6:35 Jesus answered, “I am the bread of life. Whoever comes to Me…
Psa 107:9 For He satisfies the thirsty and fills the hungry…

nor will scorching heat or sun beat down on them.

Those returning through dry and exposed lands will not be overcome by the dangers of the journey. God’s protection recalls His guidance of Israel through the wilderness, when His presence sheltered and directed the nation.

Psa 121:6 The sun will not strike you by day, nor the moon by night.
Isa 4:6 a shelter to give shade from the heat by day…
Isa 25:4 For You have been a refuge for the poor…

For He who has compassion on them

Their security rests on God’s mercy rather than their own strength. Though His people had endured judgment because of sin, He would not abandon them. His compassion moves Him to restore, protect, and care for them.

Deu 30:3 He will restore you from captivity and have compassion…
Psa 78:38 And yet He was compassionate; He forgave their iniquity…
Psa 103:13 As a father has compassion on his children…

will guide them

The Lord Himself will lead His people as a shepherd leads a flock. Their return from exile and their future well-being depend on His direction, not merely on human rulers or favorable circumstances.

Psa 48:14 For this God is our God forever and ever;…
Psa 73:24 You guide me with Your counsel, and later receive me…
Psa 32:8 I will instruct you and teach you the way you should go;…

and lead them beside springs of water.

In a land where water meant survival, springs portray abundant refreshment and life. God will bring His people to what they need, reversing the barrenness, hardship, and thirst connected with their affliction.

Psa 23:2 He makes me lie down in green pastures;…
Rev 7:17 For the Lamb in the center of the throne…
Jer 31:9 They will come with weeping, and by their supplication…

I will turn all My mountains into roads,

God promises to remove every barrier that stands between His scattered people and their return. The mountains, normally impassable terrain, will become roads by His sovereign power, ensuring that the exiles can come home.

Isa 40:4 Every valley shall be lifted up, and every mountain and hill…
Isa 45:2 I will go before you and level the mountains;…
Isa 42:16 I will lead the blind by a way they did not know;…

and My highways will be raised up.

The elevated highways portray a prepared, secure, and unobstructed route. God will provide safe passage for His people from distant lands and lead them back to the place of His blessing.

Isa 62:10 Build it up, build up the highway; clear away the stones;…
Isa 35:8 And there will be a highway called the Way of Holiness.…
Isa 57:14 And it will be said, “Build it up, build it up,…

Behold, they will come from far away,

God promises the restoration of His scattered people, including those driven into distant lands by exile and judgment. Their return demonstrates that no place is beyond His knowledge or power.

Isa 60:4 Lift up your eyes and look around: They all gather…
Isa 43:6 I will say to the north, ‘Give them up!’…
Deu 30:4 Even if you have been banished to the farthest horizon,…

from the north and from the west,

Israel’s exiles were carried into regions north and east of the land, especially Assyria and Babylon, while others were dispersed throughout surrounding nations. The gathering reaches beyond the immediate lands of captivity.

Psa 107:3 and gathered from the lands, from east and west,…
Jer 31:8 Behold, I will bring them from the land of the north…
Zec 8:7 This is what the LORD of Hosts says: “I will save My people…

and from the land of Aswan.”

Aswan lay in southern Egypt near the edge of the known world for many Israelites. Jewish refugees had settled in Egypt after Jerusalem’s fall, and the reference includes even those farthest from the land. God’s promised salvation extends to His people in every direction.

Ezk 29:10 therefore I am against you and against your rivers.…
Ezk 30:6 For this is what the LORD says: The allies of Egypt…

Shout for joy, O heavens;

Heaven is summoned to celebrate God’s saving work for His covenant people.

Isa 44:23 Sing for joy, O heavens, for the LORD has done this;…
Deu 32:43 Rejoice, O heavens, with Him, and let all God's angels…
Psa 148:1 Hallelujah! Praise the LORD from the heavens;…

rejoice, O earth;

The joy extends throughout creation because the Lord’s redemption brings restoration to those under His judgment and discipline.

Psa 97:1 The LORD reigns, let the earth rejoice;…
1Ch 16:31 Let the heavens be glad, and the earth rejoice.…
Psa 96:11 Let the heavens be glad and the earth rejoice;…

break forth in song, O mountains!

Even the enduring features of the land are pictured as witnesses to God’s faithfulness in bringing His people home.

Isa 55:12 You will indeed go out with joy and be led forth in peace;…
Psa 98:8 Let the rivers clap their hands, let the mountains sing…
Psa 65:12-13 The pastures of the wilderness overflow;…

For the LORD has comforted His people,

Israel’s comfort rests in God’s promise to end their affliction, forgive their sin, and restore them.

Isa 40:1 “Comfort, comfort My people,” says your God.
Isa 51:3 For the LORD will comfort Zion and will look with compassion…
Zec 1:17 Proclaim further that this is what the LORD of Hosts says:…

and He will have compassion on His afflicted ones.

The Lord has not forgotten the suffering of His people; He acts with mercy toward those humbled by exile and hardship.

Deu 32:36 For the LORD will vindicate His people and have compassion…
Lam 3:32 Even if He causes grief, He will show compassion…
Psa 72:13 He will take pity on the poor and needy…

But Zion said,

Zion, Jerusalem and the people of Israel, speaks from the anguish of exile. Taken from their land by Babylon, the people saw the destruction of Jerusalem and the temple as evidence that God had abandoned them.

Lam 1:17 Zion stretches out her hands, but there is no one…
Lam 1:1 How lonely lies the city, once so full of people!…
Psa 137:1 By the rivers of Babylon we sat and wept…

“The LORD has forsaken me;

Israel’s suffering led many to believe that the covenant Lord had withdrawn His care. Their lament reveals the despair of a nation bearing the consequences of sin while living under foreign captivity.

Psa 22:1 For the choirmaster. To the tune of “The Doe of the Dawn.”…
Isa 54:7 For a brief moment I forsook you, but with great compassion…
Deu 31:6 Be strong and courageous; do not be afraid or terrified…

the Lord has forgotten me!”

The people felt abandoned and without hope, yet God had not forgotten them. Their exile was a judgment with a promised end, and the Lord would restore His people according to His covenant purpose.

Psa 13:1 For the choirmaster. A Psalm of David. How long, O LORD?…
Lam 5:20 Why have You forgotten us forever? Why have You forsaken us…
Psa 44:24 Why do You hide Your face and forget our affliction…

“Can a woman forget her nursing child,

A mother’s care for an infant, especially one dependent on her for nourishment, represented one of the strongest bonds known in family life. God uses this familiar picture to assure Zion that His concern for His people is neither distant nor uncertain.

Isa 66:13 As a mother comforts her son, so will I comfort you,…
1Th 2:7 On the contrary, we were gentle among you…
Num 11:12 Did I conceive all these people? Did I give them birth,…

or lack compassion for the son of her womb?

The child carried and born by a mother naturally calls forth her tenderness and protection. Yet the comparison does not measure God’s love by human devotion; it shows that His compassion exceeds even the deepest human affection.

Hos 11:8 How could I give you up, O Ephraim? How could I surrender…
1Ki 3:26 Then the woman whose son was alive spoke to the king…
Psa 103:13 As a father has compassion on his children…

Even if she could forget,

Human love, however strong, can fail in a fallen world. Israel had experienced exile and judgment and could conclude that God had abandoned them, but their circumstances did not cancel His covenant purposes.

Psa 27:10 Though my father and mother forsake me,…
Deu 31:6 Be strong and courageous; do not be afraid or terrified…
1Sa 12:22 Indeed, for the sake of His great name…

I will not forget you!

God’s promise answers Zion’s fear directly. He remained committed to restoring His people, preserving them through judgment, and fulfilling His purposes for them.

Isa 44:21 Remember these things, O Jacob, for you are My servant,…
Heb 13:5 Keep your lives free from the love of money and be content…
Psa 94:14 For the LORD will not forsake His people;…

Behold, I have inscribed you on the palms of My hands;

God assures Zion that her people are permanently remembered and cherished. Engraving conveyed an enduring record, and the image of His hands portrays His constant care and active commitment to restore His covenant people. The words also anticipate Christ, whose pierced hands bear the cost of redemption.

Exo 28:11-12 Engrave the names of the sons of Israel on the two stones…
Deu 6:8 Tie them as reminders on your hands and bind them…
Sng 8:6 Set me as a seal over your heart, as a seal upon your arm.…

your walls are ever before Me.

Though Jerusalem lay broken during the exile, God kept its restoration continually in view. The ruined walls represented the city’s loss, vulnerability, and future rebuilding, yet God had not abandoned His purpose for Zion or her inhabitants.

Isa 62:6-7 On your walls, O Jerusalem, I have posted watchmen;…
Psa 122:7 May there be peace within your walls, and prosperity…
Neh 2:8 And may I have a letter to Asaph, keeper of the king’s…

Your builders hasten back;

God promises that Jerusalem will be restored after the devastation of exile. Those who rebuild the city and renew its worship will return with urgency, reversing the ruin brought by Babylon. The return under leaders such as Zerubbabel and Ezra began this restoration, while the promise ultimately anticipates God’s enduring work of gathering and establishing His people.

Isa 61:4 They will rebuild the ancient ruins; they will restore…
Isa 44:28 who says of Cyrus, ‘My shepherd will fulfill……
Psa 102:16 For the LORD will rebuild Zion; He has appeared…

your destroyers and wreckers depart from you.

The nations and forces that brought Jerusalem to ruin will no longer hold power over her. Babylon’s judgment served God’s purpose for a time, but He would remove the oppressors and restore security to His people.

Isa 54:14 In righteousness you will be established,…
Zec 9:8 But I will camp around My house because of an army,…
Nam 1:15 Look to the mountains—the feet of one who brings good news,…

Lift up your eyes and look around.

Zion is called to look beyond her desolation and see the people God is bringing back. What appeared lost through exile and judgment will be restored by the Lord’s faithful action.

Isa 60:4 Lift up your eyes and look around: They all gather…
Jhn 4:35 Do you not say, ‘There are still four months……
Gen 13:14 After Lot had departed, the LORD said to Abram,…

They all gather together; they come to you.

Zion’s children will return, and the nations will also be drawn into the blessing God has promised. The immediate setting anticipates the return from exile, while the gathering reaches toward God’s greater restoration of His people.

Ezk 34:13 I will bring them out from the peoples, gather them…
Jer 31:8 Behold, I will bring them from the land of the north…
Isa 43:5-6 Do not be afraid, for I am with you; I will bring…

As surely as I live,” declares the LORD,

God confirms the promise with an oath grounded in His own eternal life. The restoration of Zion is certain because it depends on the Lord’s unchanging purpose.

Ezk 20:33 As surely as I live, declares the Lord GOD,…
Num 14:21 Yet as surely as I live and as surely as the whole earth…
Deu 32:40 For I lift up My hand to heaven and declare:…

“you will wear them all as jewelry

The returning people will become Zion’s honor and beauty rather than a burden. Her former emptiness will be replaced by a visible abundance of sons and daughters.

Ezk 16:11-13 I adorned you with jewelry, and I put bracelets…
Gen 24:22 And after the camels had finished drinking,…
Pro 1:9 For they are a garland of grace on your head…

and put them on like a bride.

Zion will be adorned as a bride prepared for celebration. The image portrays renewed covenant joy, restored dignity, and the fullness of God’s blessing upon His people.

Rev 21:2 I saw the holy city, the new Jerusalem, coming down…
Psa 45:13-14 All glorious is the princess in her chamber;…

For your ruined and desolate places

Fields, towns, and homes had been emptied or destroyed by invading armies. Yet the devastation would not be permanent; the land would again be inhabited by those returning from exile.

Isa 51:3 For the LORD will comfort Zion and will look with compassion…
Amo 9:14-15 I will restore My people Israel from captivity;…

will now indeed be too small for your people,

The restored population would become so numerous that the formerly empty land would seem inadequate. God’s promise reverses the losses of exile and confirms His continuing purpose for Israel.

Isa 54:2-3 “Enlarge the site of your tent, stretch out the curtains…
Zec 2:4-5 Run and tell that young man: ‘Jerusalem will be a city…
2Ki 6:1 Now the sons of the prophets said to Elisha,…

and those who devoured you will be far away.

The nations that had consumed Israel’s strength and carried its people away would no longer dominate the land. God would remove the oppressors and establish security for His restored people.

Jol 2:20 The northern army I will drive away from you,…
Jer 30:16 Nevertheless, all who devour you will be devoured…
Zep 3:15 The LORD has taken away your punishment…

Yet the children of your bereavement

Zion, pictured as a mother who had lost her children through judgment, exile, and the devastation of Jerusalem, will again be surrounded by descendants. Those once removed from the land will not remain lost.

Isa 54:1 Shout for joy, O barren woman, who bears no children;…
Gal 4:27 “For it is written: “Rejoice, O barren woman, who bears no children;”…
Psa 113:9 He settles the barren woman in her home as a joyful mother…

will say in your hearing,

Their return and increase will be openly evident to Jerusalem. The restoration will be experienced by the people who had endured the loss of home, family, and national security.

Rut 4:14-15 Then the women said to Naomi, “Blessed be the LORD,…
Jer 31:16-17 This is what the LORD says: “Keep your voice from weeping…
Zec 8:5 And the streets of the city will be filled with boys…

‘This place is too small for us;

The formerly desolate land will be repopulated beyond expectation. Jerusalem and the surrounding territory, once emptied by invasion and captivity, will no longer seem sufficient for the returning people.

2Ki 6:1 Now the sons of the prophets said to Elisha,…
Jos 17:14-18 Then the sons of Joseph said to Joshua,…
1Ch 4:10 And Jabez called out to the God of Israel,…

make room for us to live here.’

God’s restoration includes a real return to the land and the renewal of its cities. The image anticipates a people multiplied after exile, with Zion again serving as their home.

Gen 26:22 He moved on from there and dug another well,…
Isa 54:2-3 “Enlarge the site of your tent, stretch out the curtains…
Zec 2:4-5 Run and tell that young man: ‘Jerusalem will be a city…

Then you will say in your heart,

Zion will be astonished as she considers the reversal of her condition. What once seemed impossible will become visible proof of God’s restoring work.

1Sa 1:13 Hannah was praying in her heart, and though her lips…
Gen 17:17 Abraham fell facedown. Then he laughed and said to himself…
Psa 77:6 At night I remembered my song; in my heart I mused…

‘Who has begotten these for me?

The returned and gathered people will appear like children born to a mother who believed she had no future. Their presence will reveal that God has preserved and increased His people.

Gen 33:5 “These are the children God has graciously”…
Gen 21:1-2 Now the LORD attended to Sarah as He had said…
1Sa 1:20 So in the course of time, Hannah conceived and gave birth…

I was bereaved and barren;

Jerusalem had suffered the loss of her inhabitants through judgment, war, and exile. She had seemed unable to produce or sustain a new generation.

Jer 31:15 This is what the LORD says: “A voice is heard in Ramah…
1Sa 1:5-6 But to Hannah he would give a double portion,…
Isa 54:1 Shout for joy, O barren woman, who bears no children;…

I was exiled and rejected.

The Babylonian captivity had left the nation scattered and its land desolate. Though disciplined for sin, Israel had not been abandoned by the Lord.

Psa 60:1 You have rejected us, O God; You have broken us;…
Jer 31:10 Hear, O nations, the word of the LORD, and proclaim it…
Ezk 36:19 I dispersed them among the nations, and they were scattered…

So who has reared them?

The restoration will be so great that Zion will recognize it could not have been accomplished by human strength. God Himself will have brought and sustained those who return.

Isa 1:2 Listen, O heavens, and give ear, O earth…
Deu 1:31 and in the wilderness, where the LORD your God carried you…
Hos 11:3 It was I who taught Ephraim to walk, taking them by the arms…

Look, I was left all alone,

The city had been emptied of its people and deprived of security, inheritance, and hope.

1Ki 19:10 I have been very zealous for the LORD, the God of Hosts,…
Psa 25:16 Turn to me and be gracious, for I am lonely and afflicted.
Psa 102:7 I lie awake; I am like a lone bird on a housetop.

so where did they come from?’”

The sudden gathering of her children will display God’s faithfulness to His covenant promises and His power to restore what judgment had taken away.

Isa 60:4 Lift up your eyes and look around: They all gather…
Jer 31:8 Behold, I will bring them from the land of the north…
Deu 30:4 Even if you have been banished to the farthest horizon,…

This is what the Lord GOD says:

The sovereign Lord announces His own purpose, guaranteeing that what follows rests on His authority and will.

Ezk 37:5 This is what the Lord GOD says to these bones:…
Ezk 36:22 Therefore tell the house of Israel that this is…

“Behold, I will lift up My hand to the nations,

God will openly act among the Gentile nations, directing them according to His purpose for Israel.

Ezk 20:33-34 As surely as I live, declares the Lord GOD,…
Isa 52:10 The LORD has bared His holy arm in the sight of all the nations…
Exo 7:5 And the Egyptians will know that I am the LORD,…

and raise My banner to the peoples.

The nations will recognize His summons and gather under His command, becoming instruments in Israel’s restoration.

Isa 62:10 Build it up, build up the highway; clear away the stones;…
Isa 5:26 He lifts a banner for the distant nations…
Isa 11:12 He will raise a banner for the nations and gather…

They will bring your sons in their arms

Israel’s scattered children will be returned with care and protection rather than driven away in exile.

Mrk 10:16 And He took the children in His arms…
Isa 60:4 Lift up your eyes and look around: They all gather…
Isa 43:5-6 Do not be afraid, for I am with you; I will bring…

and carry your daughters on their shoulders.

The nations will honor and assist Israel’s daughters as the Lord restores Zion and reverses her former desolation.

Luk 15:5 And when he finds it, he joyfully puts it on his shoulders,
Isa 66:12 For this is what the LORD says: “I will extend peace to her…
Deu 1:31 and in the wilderness, where the LORD your God carried you…

Kings will be your foster fathers,

Foreign rulers who once dominated Israel will aid her restoration. Cyrus of Persia provided a historical example by permitting the exiles to return and rebuild Jerusalem. The promise also anticipates a broader future recognition of Israel’s place in God’s purposes.

Isa 60:10 Foreigners will rebuild your walls, and their kings…
Psa 72:10-11 May the kings of Tarshish and distant shores bring tribute;…
Rev 21:24 By its light the nations will walk, and into it…

and their queens your nursing mothers.

The nations will supply protection, resources, and care rather than oppression. Israel’s restoration will not depend solely on her own strength, for God will move rulers and peoples to support what He has established.

Isa 60:16 You will drink the milk of nations and nurse…
Isa 66:11-12 so that you may nurse and be satisfied…
1Th 2:7 On the contrary, we were gentle among you…

They will bow to you facedown and lick the dust at your feet.

Nations and rulers will openly acknowledge the God-given vindication of His people. The imagery portrays complete submission, reversing the humiliation Israel endured under foreign powers.

Isa 60:14 The sons of your oppressors will come and bow down to you;…
Psa 72:9 May the nomads bow before him, and his enemies…
Mic 7:17 They will lick the dust like a snake, like reptiles…

Then you will know that I am the LORD;

Israel’s deliverance and exaltation will demonstrate that the Lord has remained faithful to His covenant promises despite exile, judgment, and long affliction.

Exo 6:7 I will take you as My own people, and I will be your God.…
Ezk 36:23 I will show the holiness of My great name,…
Ezk 37:13 Then you, My people, will know that I am the LORD,…

those who hope in Me will never be put to shame.”

Those who wait for the Lord will not be abandoned or finally disgraced. Their confidence will be confirmed when God brings His promised salvation and restoration.

Psa 25:3 Surely none who wait for You will be put to shame;…
Rom 5:5 And hope does not disappoint us, because God has poured out…
Rom 10:11 It is just as the Scripture says: “Anyone who believes…

Can the plunder be snatched from the mighty,

Israel’s exile under Babylon appeared irreversible, as though a powerful conqueror could never be forced to release what he had taken. Yet no human empire, however strong, can retain those whom the Lord purposes to redeem.

Mat 12:29 Or again, how can anyone enter a strong man’s house…
Luk 11:21-22 When a strong man, fully armed, guards his house,…
Mrk 3:27 Indeed, no one can enter a strong man’s house…

or the captives of a tyrant be delivered?

The exiles had no political strength to secure their own release from Babylon’s rule. Their deliverance would come by God’s direct intervention, demonstrating His authority over oppressive rulers and His faithfulness to restore His people.

Isa 61:1 The Spirit of the Lord GOD is on Me, because the LORD…
Luk 4:18 The Spirit of the Lord is on Me, because He has anointed Me.…
Psa 146:7 He executes justice for the oppressed and gives food…

Indeed, this is what the LORD says:

Yahweh speaks with His own authority, assuring Zion that the promise comes from Israel’s covenant God and will certainly be fulfilled.

Jer 30:2 This is what the LORD, the God of Israel, says…
Ezk 36:33 This is what the Lord GOD says: On the day I cleanse you…
Isa 40:1 “Comfort, comfort My people,” says your God.

“Even the captives of the mighty will be taken away,

Israel’s oppressors appeared too powerful to overcome, especially under empires such as Babylon. Yet no human ruler can keep those whom God determines to redeem.

Isa 14:2 The nations will escort Israel and bring it to its homeland.…
Jer 31:11 For the LORD has ransomed Jacob and redeemed him…
Psa 68:18 You have ascended on high; You have led captives away.…

and the plunder of the tyrant will be retrieved;

What ruthless conquerors had seized—Israel’s people, security, and inheritance—would be restored by God’s judgment against their oppressors.

Mat 12:29 Or again, how can anyone enter a strong man’s house…
Mrk 3:27 Indeed, no one can enter a strong man’s house…
Luk 11:21-22 When a strong man, fully armed, guards his house,…

I will contend with those who contend with you,

The Lord Himself would take up the cause of His people and oppose the nations and rulers who attacked them.

Psa 35:1 Of David. Contend with my opponents, O LORD;…
Isa 41:11-12 Behold, all who rage against you will be ashamed…
Zec 12:3 On that day, when all the nations of the earth…

and I will save your children.

God’s deliverance would preserve Zion’s descendants and secure the future of His covenant people.

Jer 31:16-17 This is what the LORD says: “Keep your voice from weeping…
Isa 43:5-6 Do not be afraid, for I am with you; I will bring…
Deu 30:3-4 He will restore you from captivity and have compassion…

I will make your oppressors eat their own flesh;

God promises severe judgment on those who afflict Zion. Their violence will turn back upon them as they fall into ruin and destruction.

Jer 19:9 I will make them eat the flesh of their sons and daughters,…
Ezk 5:10 As a result, fathers among you will eat their sons…
Deu 28:53 Then you will eat the fruit of your womb,…

they will be drunk on their own blood, as with wine.

The imagery portrays utter defeat, confusion, and the terrible consequences of resisting the Lord and persecuting His people.

Rev 17:6 I could see that the woman was drunk with the blood…
Rev 16:6 For they have spilled the blood of saints and prophets,…
Psa 75:8 For a cup is in the hand of the LORD, full of foaming wine…

Then all mankind will know that I, the LORD, am your Savior and your Redeemer,

Israel’s deliverance will publicly reveal that the Lord alone rescues and restores His covenant people, as their Redeemer who protects and reclaims them in distress.

Isa 60:16 You will drink the milk of nations and nurse…
Isa 43:11 I, yes I, am the LORD, and there is no Savior but Me.
Ezk 36:23 I will show the holiness of My great name,…

the Mighty One of Jacob.”

The God who bound Himself to Jacob and his descendants possesses the power to fulfill His promises, judge their enemies, and preserve His people.

Psa 132:2 how he swore an oath to the LORD, and vowed…
Psa 132:5 until I find a place for the LORD, a dwelling for the Mighty One…
