Simeon’s Inheritance

The second lot came out for the clans of the tribe of Simeon:

The land was assigned by lot under the Lord’s direction, with each tribe receiving its appointed inheritance. Simeon, descended from Jacob and Leah’s second son, was allotted land according to its clans and households.

Num 26:12-14 These were the descendants of Simeon by their clans:…
Jos 18:10 And Joshua cast lots for them in the presence of the LORD…
Gen 49:5-7 Simeon and Levi are brothers; their swords are weapons…

Their inheritance lay within the territory of Judah

Simeon received towns and surrounding pasturelands in the southern portion of Judah’s larger inheritance. This reflected Simeon’s smaller population and fulfilled the scattering of the tribe among Israel. Though Simeon retained its tribal identity, its settlements were surrounded by Judah and became closely connected with Judah’s history.

Jdg 1:17 Then the men of Judah went with their brothers…
1Ch 4:28-33 They lived in Beersheba, Moladah, Hazar-shual,…

and included Beersheba (or Sheba),

Beersheba was a major settlement in the Negev, associated with Abraham’s covenant with Abimelech and Isaac’s worship of the Lord. Its wells made it an important center for pastoral life, and it marked Israel’s southern extent in the familiar description “from Dan to Beersheba.” The alternate name preserves the form found in some ancient textual traditions.

Gen 26:33 So he called it Shibah, and to this day the name of the city…
1Ki 19:3 And Elijah was afraid and ran for his life.…

Moladah,

Moladah was a southern town assigned to Simeon from within Judah’s territory. Situated in the dry Negev region, it served a people whose flocks and herds depended on scattered wells and grazing lands. Its inclusion shows that Simeon received established towns rather than a separate tribal region.

1Ch 4:28 They lived in Beersheba, Moladah, Hazar-shual,
Jos 15:26 Amam, Shema, Moladah,
Neh 11:26 in Jeshua, Moladah, and Beth-pelet;

Hazar-shual,

Hazar-shual, meaning “village of the fox,” stood in the Negev among the towns assigned to Simeon from Judah’s larger inheritance. Its setting reflects Simeon’s scattered settlement pattern in the southern borderlands, where small agricultural communities depended on limited water and pasture.

Jos 15:28 Hazar-shual, Beersheba, Biziothiah,
1Ch 4:28 They lived in Beersheba, Moladah, Hazar-shual,
Neh 11:27 in Hazar-shual; in Beersheba and its villages;

Balah,

Balah was one of the Simeonite towns within Judah’s territory. Though its precise site is uncertain, it belonged to the network of settlements that formed Simeon’s inheritance in the south.

Jos 15:9 From the hilltop the border curved to the spring…
2Sa 6:2 And he and all his troops set out for Baale of Judah…
1Ch 13:6 David and all Israel went up to Baalah of Judah…

Ezem,

Ezem was likewise included among Simeon’s towns in the Negev. Its name may derive from a root meaning “bone” or “strength.” Its location is not securely identified, but its inclusion records the orderly distribution of the land among Israel’s tribes under Joshua.

1Ch 4:29 Bilhah, Ezem, Tolad,
Jos 15:29 Baalah, Iim, Ezem,

Eltolad,

Eltolad, meaning “God’s kindred” or “God’s generation,” was one of the towns assigned to Simeon within Judah’s territory in the Negev. Simeon’s inheritance consisted largely of towns inside Judah’s larger allotment, reflecting the tribe’s comparatively small population and its close association with Judah.

Jos 15:30 Eltolad, Chesil, Hormah,
1Ch 4:29 Bilhah, Ezem, Tolad,

Bethul,

Bethul, also known as Bethuel in some translations, was another Simeonite town in the southern region. Its name means “house of God.” Its precise site is unknown, but it belonged to the network of settlements that supported life in the dry lands of the Negev, where families depended on grazing, wells, and seasonal agriculture.

1Ch 4:30 Bethuel, Hormah, Ziklag,
1Ch 4:31 Beth-marcaboth, Hazar-susim, Beth-biri, and Shaaraim.…

Hormah,

Hormah, meaning “devotion” or “destruction,” had a troubled earlier history. Israel suffered defeat there after acting presumptuously, but later the city was conquered and devoted to destruction under God’s direction. Its inclusion in Simeon’s inheritance marked a place once associated with judgment and victory as part of Israel’s settled possession.

Num 14:45 Then the Amalekites and Canaanites came down…
Deu 1:44 Then the Amorites who lived in the hills came out…
Jdg 1:17 Then the men of Judah went with their brothers…

Ziklag,

Ziklag was assigned to Simeon within Judah’s territory and later became David’s refuge while he fled from Saul. Achish king of Gath gave the town to David, who used it as a base for his household and men. From Ziklag David returned after Saul’s death, and there he also faced the Amalekite raid that carried off the families of his men.

1Ch 4:30 Bethuel, Hormah, Ziklag,
Jos 15:31 Ziklag, Madmannah, Sansannah,
1Sa 27:6 That day Achish gave him Ziklag, and to this day…

Beth-marcaboth,

Beth-marcaboth was a town in Simeon’s southern inheritance. Its name, meaning “house of chariots,” suggests an association with horses or chariots, possibly as a place where chariots were kept or manufactured, fitting the military importance of the Negev border region.

1Ch 4:31 Beth-marcaboth, Hazar-susim, Beth-biri, and Shaaraim.…
1Ch 4:28-33 They lived in Beersheba, Moladah, Hazar-shual,…

Hazar-susah,

Hazar-susah, meaning “village of horses,” was another settlement assigned to Simeon. Located among the southern towns of Judah, it likely served the pastoral and defensive needs of the region.

1Ch 4:28-31 They lived in Beersheba, Moladah, Hazar-shual,…

Beth-lebaoth,

Beth-lebaoth was a town in Simeon’s southern inheritance within Judah. Its name, “house of lions,” may reflect the character of the surrounding country or the town’s strength and protection in the Negev.

Ain,

Ain is a city mentioned in the allotment of land to the tribe of Simeon. The name "Ain" means "spring" or "fountain," indicating a location with a water source, which was crucial for settlement in ancient times. This city is also mentioned in the context of the Levitical cities, suggesting its importance in religious and community life.

Jos 21:16 Ain, Juttah, and Beth-shemesh—nine cities…
Jos 15:32 Lebaoth, Shilhim, Ain, and Rimmon—twenty-nine cities in all…

Rimmon,

Rimmon is another city allocated to Simeon. The name "Rimmon" means "pomegranate," a fruit symbolizing abundance and fertility in the Bible. This city is sometimes associated with En Rimmon, indicating a possible connection or proximity to a water source. Rimmon's mention in other biblical contexts, such as in the story of the Benjamites, highlights its historical significance.

Neh 11:29 in En-rimmon, Zorah, Jarmuth,

Ether,

Ether is a lesser-known city in the biblical narrative, but its inclusion in the list of cities for Simeon indicates its role in the tribal inheritance. The name "Ether" means "abundance" or "plenty," which may reflect the fertility or resources of the area. Its exact location is uncertain, but it is part of the southern Judah region.

Jos 15:42 Libnah, Ether, Ashan,
1Ch 4:32 And their villages were Etam, Ain, Rimmon, Tochen,…

and Ashan—

Ashan is a city that appears in the tribal allotments of both Judah and Simeon, suggesting a shared or border location. The name "Ashan" means "smoke" or "cloud," possibly indicating a geographical feature or a historical event associated with the city. Ashan is also listed among the Levitical cities, emphasizing its religious significance.

Jos 15:33-47 These were in the foothills: Eshtaol, Zorah, Ashnah,…
1Ch 6:59 Ashan, Juttah, and Beth-shemesh, together with…

four cities, along with their villages,

The cities served as centers for the smaller villages around them, providing places for local administration, worship, defense, and trade. The record preserves Simeon’s recognized inheritance among the tribes of Israel.

Num 35:2 Command the Israelites to give, from the inheritance…
Jos 21:11 They gave them Kiriath-arba (that is, Hebron)…

and all the villages surrounding these cities

Simeon’s inheritance included the smaller settlements connected to these towns, providing farmland, pastureland, labor, and access to local resources throughout the region.

as far as Baalath-beer (Ramah of the Negev).

This southern boundary reached into the Negev, where Baalath-beer (“Lord of the well”) and Ramah (“height”) reflect the importance of dependable water sources and defensible locations for settlement and livestock.

1Ch 4:33 and all their surrounding villages as far as Baal…
1Sa 30:27 He sent gifts to those in Bethel, Ramoth Negev, and Jattir;

This was the inheritance of the clans of the tribe of Simeon.

Simeon received its towns within Judah’s larger territory, giving each clan a defined place in the land while reflecting Simeon’s scattered position among Israel’s tribes.

1Ch 4:28-30 They lived in Beersheba, Moladah, Hazar-shual,…
Num 26:12-14 These were the descendants of Simeon by their clans:…
Gen 49:5-7 Simeon and Levi are brothers; their swords are weapons…

The inheritance of the Simeonites was taken from the territory of Judah,

Simeon did not receive a separate region along Israel’s borders but cities and villages within Judah’s southern inheritance. This fulfilled the scattering foretold for Simeon while preserving the tribe’s place among Israel.

Jdg 1:3 Then the men of Judah said to their brothers the Simeonites…
Jos 15:1-12 Now the allotment for the clans of the tribe of Judah…

because the share for Judah’s descendants was too large for them.

Judah’s allotted territory was extensive and included more land than the tribe required at that time. Part of it was therefore assigned to Simeon, showing an orderly distribution of the land according to Israel’s needs.

Zebulun’s Inheritance

The third lot came up for the clans of the tribe of Zebulun:

The land was assigned by lot under the Lord’s direction, giving Zebulun its appointed inheritance among the tribes of Israel. Descended from Jacob and Leah’s sixth son, Zebulun received territory in northern Canaan, an area of fertile valleys and important travel routes. In later generations, this region formed part of Galilee, where Jesus carried out much of His public ministry.

Num 26:55-56 Indeed, the land must be divided by lot;…
Num 34:13-14 So Moses commanded the Israelites, “Apportion this land”…

The border of their inheritance stretched as far as Sarid.

Sarid marked part of Zebulun’s southern boundary, likely near modern Tell Shadud. Clearly defined borders preserved each tribe’s inheritance and established its responsibilities within the land. Zebulun’s location provided access to commerce and connected its territory with the northern regions of Israel.

Asher’s Inheritance

The fifth lot came out

At Shiloh, the land was apportioned by lot before the LORD under Joshua and Eleazar. Asher received the fifth of the remaining tribal inheritances, after Benjamin, Simeon, Zebulun, and Issachar.

for the clans of the tribe of Asher:

Asher, descended from Jacob’s son by Zilpah, received fertile northern territory near the Mediterranean coast. Its land was suited for agriculture, especially olive production, in keeping with Jacob’s blessing of rich food. Although Asher possessed valuable coastal and inland regions, the tribe did not fully remove the Canaanite inhabitants from several cities.

Num 26:44-47 These were the descendants of Asher by their clans:…
Gen 49:20 Asher’s food will be rich; he shall provide royal delicacies…
Deu 33:24-25 And concerning Asher he said: “May Asher be the most favored…

Their territory included Helkath,

Achshaph,

Achshaph had been a royal Canaanite city whose king joined the northern coalition against Joshua. Its inclusion in Asher’s territory showed that former Canaanite strongholds were placed under Israel’s tribal administration.

Jos 11:1 Now when Jabin king of Hazor heard about these things…
Jos 12:20 the king of Shimron-meron, one; the king of Achshaph, one;

Allammelech, Amad, and Mishal.

These towns marked part of Asher’s inheritance in the fertile northern region of Canaan. Though little is known of them beyond this boundary record, their names testify to the detailed division of the land among Israel’s tribes.

Jos 21:30 From the tribe of Asher they were given Mishal, Abdon,
1Ch 6:74 From the tribe of Asher they were given Mashal, Abdon,
Jdg 1:31 Asher failed to drive out the inhabitants of Acco, Sidon,…

On the west the border touched Carmel

Mount Carmel formed a prominent western landmark for Asher’s territory. Its wooded slopes and productive land stood near the Mediterranean coast and helped define the tribe’s access to a rich agricultural region.

and Shihor-libnath,

Shihor-libnath marked another point along Asher’s western boundary, likely near the coastal plain or a watercourse. Its name may refer to a dark stream near a lighter or sandy area. Its location is no longer certain, but it served as a recognized boundary marker when Joshua distributed the land.

touched Zebulun and the Valley of Iphtah-el,

Asher’s inheritance bordered Zebulun at the Valley of Iphtah-el, a natural landmark used to distinguish the tribal territories. These boundaries preserved the allotments assigned to each tribe in the land.

Shaalabbin,

Shaalabbin, meaning “place of foxes” or “place of jackals,” lay within Dan’s inheritance in the western foothills, where Israel faced persistent pressure from Amorite and Philistine populations. Dan’s difficulty in securing towns such as this reveals that the allotted territory was not always immediately possessed.

Jdg 1:35 And the Amorites were determined to dwell in Mount Heres…
1Ki 4:9 Ben-deker in Makaz, in Shaalbim, in Beth-shemesh…

Aijalon,

Aijalon stood in a strategic valley controlling routes between the coastal plain and the hill country. Its position made it important for travel, trade, and military movement, and it remained a contested border town in Israel’s early history.

Timnah,

Timnah, near Philistine territory, was associated with Judah and Tamar and later with Samson’s marriage to a Philistine woman. Its location reflected the close contact and frequent tension between Dan and the Philistine cities.

Jos 15:10 The border curled westward from Baalah to Mount Seir…
2Ch 28:18 The Philistines had also raided the cities…

Ekron,

Ekron, one of the principal Philistine cities, lay within the territory assigned to Dan but remained under Philistine control. The captured ark was brought there before God’s judgment compelled the Philistines to return it to Israel.

Eltekeh,

Eltekeh, meaning “God is my fear,” stood within Dan’s allotted territory and was later assigned to the Kohathite Levites as a Levitical city. Its place among the lowland towns reflects Dan’s position along the contested western approaches of Israel.

Jos 21:23 From the tribe of Dan they were given Elteke, Gibbethon,
1Ch 6:69 Aijalon, and Gath-rimmon, together with their pasturelands.

Gibbethon,

Gibbethon, meaning “mound” or “height,” became a recurring battlefield in Israel’s conflict with the Philistines. During a siege there, Baasha assassinated Nadab, ending Jeroboam’s dynasty and taking the throne of Israel.

2Ch 8:6 as well as Baalath, all the store cities…

Jehud,

Jehud stood within Dan’s original inheritance in the central coastal plain, near the route leading inland from Joppa. Its location reflects the territory Dan received before Philistine pressure limited the tribe’s control and contributed to its later move northward.

Me-jarkon,

Me-jarkon, meaning “waters of the yellow” or “yellow waters,” lay within Dan’s inheritance, likely near a watercourse whose yellowish appearance gave the place its name. In a region where dependable water was valuable, such a site would have supported settlement and agriculture.

Num 34:6 Your western border will be the coastline of the Great Sea;…
Jos 15:12 And the western border was the coastline of the Great Sea.…

and Rakkon,

Rakkon was another town in Dan’s coastal plain. Though its precise location is uncertain, it belonged to the western portion of Dan’s territory, an area exposed to pressure from surrounding peoples.

Ezr 3:7 They gave money to the masons and carpenters,…
Jon 1:3 Jonah, however, got up to flee to Tarshish…

(Later, when the territory of the Danites was lost to them,

Deu 33:22 Concerning Dan he said: “Dan is a lion’s cub,…

This was the inheritance of the clans of the tribe of Dan,

Dan received territory in the central coastal plain and western foothills of Canaan. Though the land was fertile and strategically located, the tribe faced strong opposition from surrounding peoples and did not fully secure its allotted territory. Many Danites later moved north and established a new settlement at Laish, renaming it Dan.

Joshua’s Inheritance

When they had finished distributing the land into its territories,

The allotment of Canaan among the tribes was complete, fulfilling God’s promise to give Israel the land. The tribes now moved from life in the wilderness and military conquest toward settled life in their appointed territories.

Jos 21:43-45 Thus the LORD gave Israel all the land He had sworn…
Jos 11:23 So Joshua took the entire land, as the LORD had spoken…
Jos 14:1-2 Now these are the portions that the Israelites inherited…

the Israelites gave Joshua son of Nun an inheritance among them,

Joshua, whose name means “The Lord is salvation,” received his portion only after the people had received theirs. Though he had led Israel in the conquest and supervised the division of the land, he did not take an inheritance for himself first. The people gave him Timnath-Serah in the hill country of Ephraim, where he built a city and lived. His inheritance recognized his faithful service and confirmed his place among the tribes he had led.

Jos 24:30 And they buried him in the land of his inheritance…
Jdg 2:9 They buried him in the land of his inheritance…
Num 14:30 Surely none of you will enter the land in which I swore…

as the LORD had commanded.

The distribution of the land followed God’s direction and completed His promised inheritance to Israel. Joshua, who had led the people in obedience through the conquest, received his own portion only after the tribes had been assigned their territories.

Jos 11:15 As the LORD had commanded His servant Moses,…
Jos 14:5 So the Israelites did as the LORD had commanded Moses…
Deu 34:9 Now Joshua son of Nun was filled with the spirit of wisdom…

They gave him the city of Timnath-serah

Joshua received Timnath-serah as an inheritance in recognition of his faithful service and leadership. Though he had authority over Israel, he took a city within his own tribal region rather than claiming a larger or more prominent territory.

Jos 24:30 And they buried him in the land of his inheritance…
Jdg 2:9 They buried him in the land of his inheritance…

in the hill country of Ephraim,

The city lay in the central highlands occupied by Ephraim, Joshua’s tribe. This area became important in Israel’s national life and was near Shiloh, where the tabernacle was established.

1Sa 1:1 Now there was a man named Elkanah who was from…
Jdg 17:1 Now a man named Micah from the hill country of Ephraim
1Ki 12:25 Then Jeroboam built Shechem in the hill country of Ephraim…

as he requested.

Israel honored Joshua’s request, reflecting the people’s respect for the leader who had guided them from the wilderness into the land.

Jos 14:12 Now therefore give me this hill country…
1Sa 1:27 I prayed for this boy, and since the LORD has…
1Ki 3:11 So God said to him, “Since you have asked for this…

He rebuilt the city and settled in it.

Joshua restored Timnath-serah and made it his home, marking the completion of his long service and his settled inheritance in the Promised Land.

Jdg 18:28 There was no one to deliver them, because the city was far…
Jdg 21:23 The Benjamites did as instructed and carried away the women…
1Ki 16:34 In Ahab’s days, Hiel the Bethelite rebuilt Jericho.…

These are the inheritances

The land assigned to Israel’s tribes fulfilled the Lord’s promise to give Canaan to Abraham’s descendants and established each tribe within its appointed territory.

Num 26:52-56 Then the LORD said to Moses,…
Num 33:54 And you are to divide the land by lot according to your clans…
Jos 13:6 All the inhabitants of the hill country…

that Eleazar the priest, Joshua son of Nun, and the heads of the families

Eleazar represented the priestly leadership descended from Aaron, Joshua directed the nation as Moses’ successor, and the tribal heads safeguarded the interests of their clans. Together they administered the settlement of the land in an orderly manner.

Jos 14:1 Now these are the portions that the Israelites inherited…
Num 34:17-18 These are the names of the men who are to assign the land…
Num 34:29 These are the ones whom the LORD commanded to apportion…

distributed by lot to the tribes of Israel

Lots were cast before the Lord so that the assignments would not rest on human preference. Each tribe received its allotted territory, while Levi received no tribal inheritance because the Lord and the priestly service were its inheritance.

Jos 14:2 Their inheritance was assigned by lot for the nine tribes…
Jos 18:6 When you have mapped out the seven portions of land…
Pro 16:33 The lot is cast into the lap, but its every decision…

at Shiloh

Shiloh became Israel’s central sanctuary after the Tabernacle was set up there. Located in Ephraimite territory, it served as the national place of worship and assembly during much of the period of the judges.

Jos 18:1 Then the whole congregation of Israel assembled at Shiloh.…
Jdg 18:31 So they set up for themselves Micah’s graven image…
1Sa 1:3 Year after year Elkanah would go up from his city…

before the LORD

The division of the land took place under God’s authority and in recognition that the land belonged to Him. Israel received it as His gift, not merely through military conquest.

Jos 18:8 As the men got up to go out, Joshua commanded them…
Num 27:21 He shall stand before Eleazar the priest…
Exo 23:17 Three times a year all your males are to appear…

at the entrance to the Tent of Meeting.

The Tabernacle was the appointed place of God’s dwelling among His people, making it the proper setting for decisions affecting the whole nation.

Num 27:2 the entrance to the Tent of Meeting, stood before Moses,…
Lev 1:3 If his offering is a burnt offering from the herd,…
Lev 4:4 He must bring the bull to the entrance to the Tent…

So they finished dividing up the land.

Israel’s tribal inheritances had been formally assigned, completing the major work of settling the Promised Land and confirming the Lord’s faithfulness to His covenant.

Jos 11:23 So Joshua took the entire land, as the LORD had spoken…
Jos 21:43-45 Thus the LORD gave Israel all the land He had sworn…
Neh 9:8 You found his heart faithful before You…
