Exodus 14

Pharaoh Pursues the Israelites

Then the LORD

The covenant God who had delivered Israel from Egypt personally directed their next movements, leading them into a position where Pharaoh would pursue them and His power would be displayed.

Exo 6:1 But the LORD said to Moses, “Now you will see what I will do…
Num 1:1 On the first day of the second month of the second year…
Lev 1:1 Then the LORD called to Moses and spoke to him…

said to Moses,

Moses received God’s instructions as Israel’s appointed leader and was to communicate them faithfully to the people.

Exo 31:12 And the LORD said to Moses,
Exo 33:11 Thus the LORD would speak to Moses face to face, …

“Tell the Israelites to turn back

God directed Israel away from the direct route and into a position that appeared vulnerable. Their course was not confusion or delay but part of His purpose to draw Pharaoh into pursuing them and to reveal His power.

Deu 1:40 But you are to turn back and head for the wilderness…

and encamp before Pi-hahiroth,

Pi-hahiroth lay near the shores of the Red Sea, though its precise location is no longer known. Israel was to remain there rather than continue forward, placing the camp where escape by ordinary means would seem impossible.

Psa 78:13-14 He split the sea and brought them through;…
Neh 9:9-12 You saw the affliction of our fathers in Egypt;…

between Migdol and the sea.

Migdol, meaning “tower” or “fortress,” was likely an Egyptian military station or fortified landmark. With the sea before them and Egyptian-controlled territory nearby, the Israelites would appear trapped in a narrow and exposed position.

Ezk 30:6 For this is what the LORD says: The allies of Egypt…
Jer 44:1 This is the word that came to Jeremiah…

You are to encamp by the sea,

The camp by the sea prepared the setting for Israel’s deliverance. What looked like a barrier became the place where God would open a way for His people and destroy the pursuing Egyptian army.

Exo 13:20-22 They set out from Succoth and camped at Etham…
Psa 77:19 Your path led through the sea, Your way…
Psa 106:9 He rebuked the Red Sea, and it dried up;…

directly opposite Baal-zephon.

Baal-zephon was associated with pagan worship near the region. Israel’s position there would display the Lord’s authority over Egypt, its gods, and the forces Pharaoh trusted to secure his power.

Exo 12:12 On that night I will pass through the land of Egypt…
Deu 10:17 For the LORD your God is God of gods and Lord of lords,…
Psa 95:3 For the LORD is a great God, a great King above all gods.

For Pharaoh will say of the Israelites,

Pharaoh interpreted Israel’s movements through the lens of military strategy and political control. Unaware of God’s purpose, he assumed the people had become vulnerable after leaving Egypt.

Exo 1:10 Come, let us deal shrewdly with them, or they will increase…
Exo 5:2 But Pharaoh replied, “Who is the LORD that I should…
Exo 10:10 Then Pharaoh told them, “May the LORD be with you…

‘They are wandering the land in confusion;

Israel’s route may have appeared disordered, but the Lord was leading them deliberately toward the sea. Their journey was neither accidental nor uncertain.

Num 32:13 The anger of the LORD burned against Israel,…
Deu 1:33 who went before you on the journey, in the fire by night…

the wilderness has boxed them in.’

With the sea before them and the wilderness around them, Israel appeared trapped and unable to escape Pharaoh’s army. God arranged these circumstances to draw Pharaoh into pursuit and to demonstrate His power in Israel’s deliverance.

Exo 13:18 So God led the people around by the way of the wilderness…

And I will harden Pharaoh’s heart

God directs the course of the Exodus while holding Pharaoh accountable for his proud resistance. Pharaoh’s settled rebellion becomes the means by which God brings judgment on Egypt and displays His authority over its king.

Exo 7:3 But I will harden Pharaoh’s heart, and though I will…
Exo 4:21 The LORD instructed Moses, “When you go back to Egypt, ……
Rom 9:18 Therefore God has mercy on whom He wants to have mercy,…

so that he will pursue them.

After allowing Israel to depart, Pharaoh gathers his forces to reclaim the people he had enslaved. His pursuit leads Israel to the Red Sea, where escape appears impossible by human means.

Exo 15:9 The enemy declared, ‘I will pursue, I will overtake.…
Neh 9:11 You divided the sea before them, and they crossed through it…
Psa 106:11 The waters covered their foes; not one of them remained.

But I will gain honor by means of Pharaoh and all his army,

Egypt’s chariots, soldiers, and military strength cannot stand against the God of Israel. Their defeat shows that neither Pharaoh nor Egypt’s gods can oppose the Lord’s purpose.

Exo 9:16 But I have raised you up for this very purpose…
Rom 9:17 For the Scripture says to Pharaoh: “I raised you up”…
Psa 76:10 Even the wrath of man shall praise You;……

and the Egyptians will know that I am the LORD.”

The coming deliverance and judgment reveal the LORD’s power to Egypt as well as to Israel. The events at the sea make clear that He alone rules over nations, kings, and armies.

Exo 7:5 And the Egyptians will know that I am the LORD,…
Ezk 29:6 Then all the people of Egypt will know that I am the LORD.…
Ezk 29:9 The land of Egypt will become a desolate wasteland.…

So this is what the Israelites did.

Israel follows the Lord’s direction through Moses, beginning the journey that will lead them from bondage toward the land God promised them.

Exo 12:50 Then all the Israelites did this—they did just as…
Num 9:5 and they did so in the Wilderness of Sinai,…

When the king of Egypt was told that the people had fled,

Pharaoh learned that Israel’s departure was complete and that Egypt had lost its vast labor force.

Deu 16:3 You must not eat leavened bread with it; for seven days…

Pharaoh and his officials changed their minds about them

The king and his court abandoned the decision forced by the plagues. Their regret arose from the loss of Israel’s service, not from repentance.

and said, “What have we done?

Their question revealed a resolve to reverse Israel’s release.

Jos 7:19 So Joshua said to Achan, “My son, give glory to the LORD,…
Gen 44:15 “What is this deed you have done?” Joseph declared.…
Jer 8:6 I have listened and heard; they do not speak what is right.…

We have released Israel from serving us.”

Egypt’s rulers regarded the Israelites as servants whose labor belonged to them. Their pursuit would bring Pharaoh into open conflict with the Lord at the Red Sea.

Exo 5:2 But Pharaoh replied, “Who is the LORD that I should…
Exo 7:16 Then say to him, ‘The LORD, the God of the Hebrews,…
Exo 9:1 Then the LORD said to Moses, “Go to Pharaoh and tell him…”…

So Pharaoh prepared his chariot

Pharaoh readied himself to lead the pursuit, displaying both royal authority and personal resolve. Egyptian chariots represented speed, mobility, and military strength, giving Egypt a clear advantage over the fleeing Israelites.

1Ki 18:44 On the seventh time the servant reported, “There is a cloud”…
2Ki 9:21 “Harness!” Joram shouted, and they harnessed his chariot.…

and took his army with him.

He mobilized Egypt’s forces to force Israel back into slavery. Pharaoh’s confidence rested on the strength of his army, while Israel stood exposed and without military power. The pursuit would reveal that Egypt’s greatest resources could not overcome the Lord’s purpose to deliver His people.

Deu 11:4 what He did to the Egyptian army and horses and chariots…
Psa 136:15 but swept Pharaoh and his army into the Red Sea.…

He took 600 of the best chariots,

Pharaoh assembled a large force of Egypt’s finest military vehicles, likely crewed by trained soldiers. Chariots gave Egypt speed, mobility, and striking power, revealing Pharaoh’s determination to overtake the departing Israelites and bring them back under his control.

Exo 15:4 Pharaoh’s chariots and army He has cast into the sea;…
Jdg 4:13 he summoned all nine hundred of his iron chariots…

and all the other chariots of Egypt,

Egypt’s military response extended beyond its elite units. Pharaoh committed the strength of his kingdom to the pursuit, showing both his anger over Israel’s departure and his confidence that superior force could reverse what God had done.

2Ki 18:24 For how can you repel a single officer among the least…
Isa 31:1 Woe to those who go down to Egypt for help…

with officers over all of them.

The army advanced under established command, with officers directing the chariot forces and maintaining order. Egypt’s organized and powerful military stood in sharp contrast to Israel’s vulnerable position, yet Pharaoh’s preparations could not prevent God from delivering His people.

1Ki 9:22 But Solomon did not consign any of the Israelites to slavery…
2Ch 8:9 But Solomon did not consign any of the Israelites…

And the LORD hardened the heart of Pharaoh king of Egypt

God gave Pharaoh over to the stubborn rebellion he had repeatedly chosen, confirming the judgment already at work in him. Pharaoh’s resistance would display the LORD’s authority over Egypt, its rulers, and its false gods.

Exo 7:3 But I will harden Pharaoh’s heart, and though I will…
Exo 4:21 The LORD instructed Moses, “When you go back to Egypt, ……

Pharaoh gathered his military strength and set out after the departing people, treating their escape as a challenge to his power. His pursuit placed Israel in immediate danger and prepared the way for the LORD’s decisive deliverance at the sea.

who were marching out defiantly.

Israel left Egypt openly and confidently after generations of bondage, protected by the presence and command of God. Their departure marked the end of Egyptian control and the beginning of their journey toward the land promised to their fathers.

Num 33:3 On the fifteenth day of the first month,…
Exo 13:18 So God led the people around by the way of the wilderness…

The Egyptians—all Pharaoh’s horses and chariots, horsemen and troops—

Egypt’s full military force moved against the Israelites. Its chariots, supported by horses and trained troops, gave Pharaoh a swift and intimidating advantage. Despite the devastation of the plagues, Pharaoh’s hardened resolve drove him to pursue the people he had released.

Deu 11:4 what He did to the Egyptian army and horses and chariots…

pursued the Israelites and overtook them

The Israelites had left slavery only days before and now faced the army of their former masters. Their position exposed the depth of Pharaoh’s rebellion against God and prepared the way for God’s decisive deliverance.

Deu 28:45 All these curses will come upon you. They will pursue you…
Psa 7:5 then may my enemy pursue me and overtake me;…
Psa 18:37 I pursued my enemies and overtook them;…

as they camped by the sea near Pi-hahiroth,

Israel was encamped beside the sea, with little apparent means of escape as the Egyptians approached. The exact location of Pi-hahiroth is uncertain, but the setting made their danger real and immediate.

opposite Baal-zephon.

Baal-zephon was likely associated with a regional pagan deity or sanctuary. Israel’s deliverance at this location would show that the Lord alone rules over Egypt, the sea, and every supposed power of the nations.

Psa 107:6 Then they cried out to the LORD in their trouble,…

They said to Moses,

by bringing us out of Egypt?

Egypt had been a place of cruel bondage, but in fear they remembered its familiarity more than its oppression. Their words reveal the recurring struggle between fear of present danger and confidence in God’s promised deliverance.

Num 20:5 Why have you led us up out of Egypt to bring us…
Exo 17:3 But the people thirsted for water there, and they grumbled…
Deu 1:27 You grumbled in your tents and said, “Because the LORD hates…

Did we not say to you in Egypt,

The Israelites claim they had warned Moses while still under Pharaoh’s rule. Years of bondage had made Egypt’s harsh conditions seem more predictable than the dangers now surrounding them.

Exo 5:19-21 The Israelite foremen realized they were in trouble…
Exo 6:9 Moses relayed this message to the Israelites,…

‘Leave us alone so that we may serve the Egyptians’?

Faced with the Egyptian army, they preferred familiar slavery to trusting God’s deliverance. Fear caused them to forget the Lord’s judgments on Egypt and His purpose in bringing them out.

Exo 1:13-14 They worked the Israelites ruthlessly…
Exo 5:6-9 That same day Pharaoh commanded the taskmasters…

For it would have been better for us to serve the Egyptians

They measured their situation by immediate safety rather than by the reality of their former oppression and God’s promise to lead them into the land He had given them.

The wilderness appeared to them as a place of death rather than the path God had chosen for their rescue. Their complaint revealed unbelief at the moment when the Lord was about to deliver them through the sea.

Num 21:5 spoke against God and against Moses: “Why have you led us…
Num 14:2 All the Israelites grumbled against Moses and Aaron,…

But Moses told the people,

As Israel stood trapped between the sea and Pharaoh’s army, Moses spoke as God’s appointed leader, directing the nation away from panic and toward trust in the LORD.

Deu 5:1 Then Moses summoned all Israel and said to them:…
Num 12:7 But this is not so with My servant Moses;…

The danger was immediate, but Egypt’s military strength did not limit God. Israel was to look beyond what they could see and rely on the God who had brought them out of bondage.

Parting the Red Sea

Then the LORD said to Moses,

God answered Moses at the decisive moment when Israel stood trapped between the Red Sea and Pharaoh’s approaching army. The Lord remained fully in control of Israel’s deliverance and directed Moses as His appointed leader.

Num 12:8 I speak with him face to face, clearly and not in riddles;…

Moses had appealed to God amid the nation’s fear and confusion. The time had come for God’s instruction to be carried out, not because prayer was unneeded, but because the Lord had determined to act through Moses’ obedience.

Exo 17:4 Then Moses cried out to the LORD, “What should I do…”…
Jos 7:10 But the LORD said to Joshua, “Stand up!”…
Psa 34:17 The righteous cry out, and the LORD hears;…

Tell the Israelites to go forward.

Israel was to advance toward the sea at God’s command, trusting that He would provide the way of escape. Their movement would demonstrate obedience before the waters were divided and would begin their final deliverance from Egypt.

And I will harden the hearts of the Egyptians

God’s action brings Egypt’s rebellion to its appointed end. Though Pharaoh and his people had repeatedly resisted God’s commands, their continued defiance would now display the certainty of divine judgment.

Exo 4:21 The LORD instructed Moses, “When you go back to Egypt, ……
1Sa 6:6 Why harden your hearts as the Egyptians…
Rom 9:18 Therefore God has mercy on whom He wants to have mercy,…

so that they will go in after them.

Egypt’s army pursued Israel into the path God had opened through the sea, seeking to recover the people they had enslaved. Their advance placed them where the Lord would deliver Israel completely and remove the threat of Pharaoh’s forces.

Exo 15:19 For when Pharaoh’s horses, chariots, and horsemen…
Jos 24:6 When I brought your fathers out of Egypt…

Then I will gain honor by means of Pharaoh

Pharaoh had exalted himself and claimed authority over Israel, but God would publicly reveal His supremacy through Pharaoh’s defeat. Egypt would see that the God of Israel alone rules over kings and nations.

Rom 9:17 For the Scripture says to Pharaoh: “I raised you up”…
Exo 9:16 But I have raised you up for this very purpose…

and all his army and chariots and horsemen.

Egypt’s chariot force represented the strength of the empire and its ability to dominate surrounding peoples. Its destruction in the sea showed that no military power could withstand the Lord’s purpose or prevent His rescue of Israel.

Exo 15:4 Pharaoh’s chariots and army He has cast into the sea;…
Psa 136:15 but swept Pharaoh and his army into the Red Sea.…

The Egyptians will know that I am the LORD

Egypt’s gods and Pharaoh’s claimed divinity could not withstand the God of Israel. Through the plagues and the coming destruction at the sea, the Lord would openly display His authority over Egypt and make His name known beyond Israel.

his chariots, and his horsemen.”

Egypt’s finest military force pursued the Israelites, trusting in its chariots, horses, and trained soldiers. The Lord would defeat this army at the Red Sea, proving that human power cannot prevail against Him.

Jos 24:6 When I brought your fathers out of Egypt…
Deu 11:4 what He did to the Egyptian army and horses and chariots…

And the angel of God, who had gone before the camp of Israel,

God’s presence had led Israel from Egypt, directing their journey through the wilderness. The angel of God, meaning “messenger,” acted with divine authority, guiding the people according to God’s purpose.

Exo 23:20 Behold, I am sending an angel before you to protect you…
Isa 63:9 In all their distress, He too was afflicted…
Psa 34:7 The angel of the LORD encamps around those who fear Him,…

withdrew and went behind them.

As Pharaoh’s army approached, the divine presence moved from leading Israel to guarding them. God placed Himself between His people and the Egyptians, preventing their destruction.

Isa 52:12 For you will not leave in a hurry nor flee in haste,…
Psa 139:5 You hem me in behind and before; You have laid Your hand…

The pillar of cloud also moved from before them and stood behind them,

The cloud that had guided Israel now formed a barrier at the rear of the camp. It marked God’s continued presence with Israel and prepared the way for their deliverance through the sea.

Exo 13:21-22 And the LORD went before them in a pillar of cloud…
Num 14:14 And they will tell it to the inhabitants of this land.…
Neh 9:12 You led them with a pillar of cloud by day……

so that it came between the camps of Egypt and Israel.

The pillar of cloud moved behind Israel and stood between the pursuing Egyptian army and the Israelites. God Himself placed a barrier between His people and their enemies, stopping Pharaoh’s forces from advancing.

Jos 24:7 So your fathers cried out to the LORD…
Psa 34:7 The angel of the LORD encamps around those who fear Him,…
Psa 27:3 Though an army encamps around me, my heart will not fear;…

The cloud was there in the darkness,

On the Egyptian side, the cloud brought darkness and confusion, hindering the army that had come to seize Israel again.

Deu 4:11 You came near and stood at the base of the mountain…
Psa 97:2 Clouds and darkness surround Him; righteousness and justice…
Psa 18:11 He made darkness His hiding place, and storm clouds a canopy…

but it lit up the night.

On Israel’s side, the same divine presence gave light, enabling the people to continue safely toward the sea. The cloud showed that the Lord remained with Israel in the danger of that night.

Exo 13:21-22 And the LORD went before them in a pillar of cloud…
Psa 105:39 He spread a cloud as a covering and a fire…
Psa 78:14 He led them with a cloud by day and with a light of fire…

So all night long neither camp went near the other.

Egypt could not reach Israel, and Israel was protected until God opened a way through the Red Sea.

Then Moses stretched out his hand over the sea,

Moses obeyed God’s command as the appointed leader of Israel. His action showed that the deliverance came from the LORD, not from human strength or strategy.

Psa 106:9 He rebuked the Red Sea, and it dried up;…
Psa 77:16 The waters saw You, O God; the waters saw You…

and all that night the LORD drove back the sea with a strong east wind

God used the wind He created and governs to accomplish His purpose. The extended duration required Israel to wait while the LORD prepared their escape from the Egyptian army.

So the waters were divided,

The sea stood apart at God’s command, separating Israel from the pursuing Egyptians and opening the way toward freedom. This decisive act confirmed the LORD’s faithfulness to His covenant people and marked their departure from slavery in Egypt.

Psa 136:13 He divided the Red Sea in two His loving devotion…

and the Israelites went through the sea on dry ground,

God opened a safe path through the Red Sea, bringing Israel out of Egypt beyond Pharaoh’s reach. The dry seabed showed that the crossing was not merely an escape aided by natural conditions but a direct act of divine power. Israel passed from bondage toward the land God had promised, while Egypt’s pursuing army was unable to stop them.

with walls of water on their right and on their left.

The divided waters stood as boundaries along the path, preserving Israel as the nation crossed in safety. God exercised complete authority over the sea and used it both to deliver His people and to judge their enemies. The crossing became a defining witness to His faithfulness, later understood as a picture of salvation from death into new life.

And the Egyptians chased after them—

Pharaoh’s army pursued Israel despite the judgments Egypt had already endured, revealing Pharaoh’s continued defiance of the Lord. Israel appeared trapped between the sea and the advancing forces of the strongest military power in the region.

Egypt’s chariots gave Pharaoh a decisive advantage in open warfare. Their speed and force made the pursuing army formidable, while the Israelites had left Egypt as a fleeing people rather than an armed force.

The Egyptians entered the path God had opened through the waters for Israel, presuming they could follow without consequence. Their pursuit brought them into the place where the Lord would display His power, deliver His people, and destroy the army that sought to return them to bondage.

At morning watch,

The last watch of the night, roughly from 2:00 to 6:00 a.m., came as Israel crossed the sea and the Egyptian forces pressed behind them. Dawn approached at the moment God acted against Pharaoh’s army.

Egypt’s trained charioteers could not overcome the conditions God had brought upon them. Their military skill and equipment proved useless against the Lord’s purpose to deliver Israel.

Exo 15:4 Pharaoh’s chariots and army He has cast into the sea;…

Jos 10:19 But you, do not stop there. Pursue your enemies…
Jdg 7:22 And when the three hundred rams’ horns sounded,…

“for the LORD is fighting for them against Egypt!”

Egypt’s army acknowledged that the God of Israel was acting against them. The Lord defended His covenant people and brought judgment on the nation that had enslaved them.

Then the LORD said to Moses,

God continued to direct Israel’s deliverance through Moses, His appointed servant. Moses acted only at God’s command, making clear that the coming judgment upon Egypt was the LORD’s work.

so that the waters may flow back

The path through the sea had served its purpose: Israel had crossed safely to the opposite shore. Now the waters would return to their natural course, bringing deliverance for God’s people and judgment on those pursuing them.

Jos 4:18 When the priests carrying the ark of the covenant…

Pharaoh’s army, with its chariots and mounted troops, represented Egypt’s greatest military strength. Yet its power could not resist the LORD, who fulfilled His purpose against Pharaoh and ended Egypt’s pursuit of Israel.

So Moses stretched out his hand over the sea,

Moses obeyed God’s command, acting as His appointed leader before Israel. His outstretched hand marked the exercise of authority God had given him and the completion of the deliverance God had begun.

Psa 106:9 He rebuked the Red Sea, and it dried up;…

Jer 46:21 Even the mercenaries among her are like fattened calves.…

the LORD swept them into the sea.

God judged Egypt’s army and ended its pursuit of His people. The destruction of Pharaoh’s forces secured Israel’s freedom from slavery and displayed the Lord’s power over nations, armies, and creation.

The waters flowed back

At God’s command, the sea returned to its normal course after Israel had crossed on dry ground. The same waters that provided a path of escape became the means of judgment against Egypt.

Egypt’s chariots and cavalry represented the strength of Pharaoh’s army, yet they could not withstand the power of God. The pursuing force was overwhelmed in the place where Israel had been delivered.

the entire army of Pharaoh

Pharaoh had sent his full military force after the Israelites despite the judgments already brought upon Egypt. Its defeat revealed that neither Pharaoh’s claimed authority nor Egypt’s military power could oppose God’s purpose for His people.

Psa 78:53 He led them safely, so they did not fear,…
Exo 15:1 Then Moses and the Israelites sang this song to the LORD:…

But the Israelites had walked through the sea on dry ground,

God brought His people safely through the divided sea, providing firm ground where there had been deep water. Their escape from Egypt was not achieved by military strength or human planning but by the Lord’s direct intervention. The crossing marked a decisive break from Pharaoh’s bondage and the beginning of Israel’s journey toward the land God had promised them.

with walls of water on their right and on their left.

The waters remained restrained on both sides until the Israelites had passed through, guarding the path God had opened. What protected Israel became judgment upon the pursuing Egyptian army when the waters returned. The event displayed God’s authority over creation, His faithfulness to His covenant people, and His power to save them from an enemy they could not overcome themselves.
