But now, this is what the LORD says—

After exposing Israel’s sin, blindness, and coming judgment, the LORD turns to His covenant people with assurance. Their failures had not canceled His purpose for them.

He who created you, O Jacob, and He who formed you, O Israel:

God had brought Israel into being as a people descended from Jacob and set apart for His covenant purposes. The names Jacob and Israel recall both the patriarch and the nation that came from him.

“Do not fear, for I have redeemed you;

God’s redemption reaches back to Israel’s deliverance from Egypt and looks ahead to His rescue of them from exile. Though discipline was necessary, He would not abandon the people He had chosen.

I have called you by your name;

When you pass through the waters, I will be with you;

Israel had seen God make a path through the Red Sea and later stop the Jordan River so the nation could cross safely. Waters represented real danger and helplessness, yet God’s presence preserved His people.

and when you go through the rivers, they will not overwhelm you.

Flooding rivers could block travel, destroy fields, and threaten life. The Lord did not promise Israel an easy path, but He assured them that hardship would not overcome them while He remained with them.

When you walk through the fire, you will not be scorched;

Fire portrays severe suffering, judgment, and testing. God is able to preserve His servants even in circumstances as dangerous as the furnace faced by Shadrach, Meshach, and Abednego.

the flames will not set you ablaze.

The trials ahead would be real, but they would not destroy the people God had redeemed. His power over creation and nations ensured that affliction would serve His purposes rather than overturn His covenant with Israel.

For I am the LORD your God,

Israel’s security rests on the covenant God who redeemed them from Egypt and bound Himself to them as His people. He alone directs their history and remains faithful to His promises.

the Holy One of Israel,

The God set apart in perfect holiness is also Israel’s God. His holiness distinguishes Him from the idols and false gods of the nations, and it guarantees the righteousness of His saving purpose.

I give Egypt for your ransom,

In preserving Israel, God would hand over other powerful nations to judgment and conquest. Egypt’s later defeat under Persia demonstrated that the Lord governs the destinies of kingdoms for the sake of His covenant people.

Cush and Seba in your place.

The lands south of Egypt, known for their wealth and influence, would likewise fall within the movements of empires God raised up. Israel’s survival and restoration showed the special value God placed on His people.

Because you are precious and honored in My sight,

God reminds Israel that they are His chosen people, valued not because of their strength or merit, but because He has set His covenant love upon them. Though they have faced judgment and exile, their standing before Him has not been forgotten. He regards them as a people with dignity and purpose, called to bear witness to Him among the nations.

and because I love you,

God’s commitment to Israel rests on His faithful character and His promises to the patriarchs. His hesed, meaning loving-kindness or steadfast love, endures even when His people have been unfaithful. Their deliverance from Babylon will display that He has not abandoned the nation He redeemed for His name.

I will give men in exchange for you

God declares that He will direct the affairs of other peoples and kingdoms to secure Israel’s restoration. In the rise of Cyrus and the Persian Empire, nations would fall under Persian rule while the Jews were permitted to return to their land.

and nations in place of your life.

The Lord rules over every nation and can use empires, rulers, and political changes to preserve His people. Israel’s survival and return from exile would demonstrate that their God alone governs history and fulfills His covenant purposes.

Do not be afraid, for I am with you;

God assures Israel that exile and scattering will not mean abandonment. His presence remains with His covenant people, preserving them through judgment and preparing their restoration.

The return would extend beyond Babylon to every region where Israelites had been scattered. God’s power is not limited by distance or foreign rule; He will gather His people completely, anticipating the final gathering of His elect from every nation.

I will say to the north, ‘Give them up!’

God commands the lands where His people had been carried away, including the northern routes associated with Assyria and Babylon. No nation can permanently retain those whom the Lord purposes to restore.

The command reaches southward as well, including Egypt and other places of Israel’s dispersion. The gathering will be complete, extending in every direction beyond the former boundaries of the land.

Bring My sons from afar,

Israel remains God’s covenant people, scattered far from their homeland through conquest, exile, and displacement. Their distance does not place them beyond His authority or remembrance.

everyone called by My name

“Everyone called by My name” refers to Israel as God’s covenant people, belonging to Him and bearing His authority among the nations. Even in exile, they remained His chosen possession.

“Whom I created for My glory” reveals that God formed Israel to display His holiness, faithfulness, and saving power.

whom I have indeed formed and made.”

The phrase “whom I have indeed formed and made” emphasizes God’s deliberate work in creating and preserving His people. Their existence was not accidental; the Creator who made them also claimed them as His own.

Bring out a people

God calls Israel to stand before the nations as His covenant people and witnesses. Though chosen to know Him and display His faithfulness, they had often failed to recognize His work in their history.

who have eyes but are blind,

They had seen the Lord’s judgments, deliverance, and provision, yet idolatry and rebellion kept them from understanding what He had shown them.

and who have ears but are deaf.

They had received God’s law and the warnings of His prophets, but repeatedly refused to listen and obey. Their spiritual blindness and deafness exposed their need for the Lord to restore them and make them faithful witnesses.

All the nations gather together and the peoples assemble.

The nations are pictured before the Lord as in a courtroom, summoned to answer for their claims and the gods they trust. Israel’s God rules not only His own people but every land and people.

Who among them can declare this, and proclaim to us the former things?

No idol or false god can reveal God’s purposes, explain His works in history, or announce what He has determined. The Lord alone directs events and fulfills what He has spoken.

Let them present their witnesses to vindicate them,

The nations are invited to produce evidence that their gods possess knowledge, power, or authority. Their inability to do so exposes the emptiness of idolatry.

The evidence will establish the truth before all who listen: the God of Israel alone is God, and His word stands over history and the nations.

“You are My witnesses,” declares the LORD,

Israel, God’s chosen people, was called to bear public testimony to the nations that the LORD alone had acted in history with power, judgment, mercy, and covenant faithfulness. Their existence, deliverance, law, and preservation were evidence against the claims of idols.

“and My servant whom I have chosen,

The servant is Israel, chosen by God for His purposes rather than because of its own worthiness. As God’s covenant people, Israel was to display His character and make known His rule among the nations.

God’s works were meant to bring His people to settled faith and clear knowledge of who He is. He is not one deity among many, but the living God who reveals Himself, rules history, and keeps His word.

Before Me no god was formed,

The LORD has no origin and no rival. The gods worshiped by surrounding peoples were human inventions, unable to create, save, or govern the world.

and after Me none will come.

No future power or deity can replace the LORD. His sovereignty is eternal, and His claim to worship and trust is absolute.

I, yes I, am the LORD,

God identifies Himself as Israel’s covenant God, the eternal and sovereign ruler who remains faithful despite the nation’s exile and past unfaithfulness. No foreign power, idol, or human ruler can rival His authority or alter His purposes for His people.

and there is no Savior but Me.

Israel’s deliverance from Egypt, preservation through judgment, and future restoration rest in God alone. The nations and their gods cannot rescue, redeem, or restore; salvation belongs exclusively to the LORD and is ultimately fulfilled in the Savior He provides.

I alone decreed and saved and proclaimed—

The LORD alone directed Israel’s history, delivered His people, and made His purposes known. Their rescue from Egypt, preservation in the wilderness, and continued existence as a covenant nation came by His power, not human strength or the help of other gods.

I, and not some foreign god among you.

Israel had repeatedly encountered and sometimes adopted the idols of surrounding nations. Those gods neither foretold events nor delivered anyone. The LORD distinguishes Himself from every rival and exposes idolatry as powerless.

So you are My witnesses,” declares the LORD,

Israel’s national history provided public testimony to the LORD’s faithfulness, judgment, and saving power. Their survival despite rebellion, invasion, and exile demonstrated that He had acted among them and remained true to His covenant.

Even from eternity I am He,

God exists without beginning or end, independent of all creation. His identity does not change with time, nations, or human events. Before the world was formed, He was God, and He remains the same Lord over history and the future.

and none can deliver out of My hand.

God’s power is absolute. No nation, ruler, idol, or spiritual force can rescue those whom He judges or overthrow those whom He preserves. Israel’s enemies could not prevent His purposes, and His covenant people remained under His authority and care.

When I act, who can reverse it?”

What God decrees cannot be canceled or defeated. His judgments against the nations and His promises of Israel’s restoration would stand. His sovereign plan moves forward without opposition succeeding against it.

A Way in the Wilderness

Thus says the LORD your Redeemer,

The LORD identifies Himself as Israel’s Deliverer, bound to His people by covenant and able to rescue them from oppression. His redemption of Israel anticipates the greater redemption accomplished through Christ from sin and death.

the Holy One of Israel:

God is wholly righteous and set apart from all sin. This title also emphasizes His faithful covenant relationship with Israel and His authority to judge both His people and the nations.

“For your sake,

The coming judgment on Babylon is undertaken for Israel’s deliverance. Though Judah would be carried into exile because of her sin, Babylon would not remain unpunished for its pride, cruelty, and rebellion against God.

I will send to Babylon

God directs the course of nations and rulers. Babylon, which would conquer Judah and destroy Jerusalem, would later fall according to His purpose.

Babylon’s conquerors would become those fleeing in defeat. The empire that carried others away captive would itself be overcome and humiliated.

even the Chaldeans,

The Chaldeans, Babylon’s ruling people, were renowned for their power, wealth, and learning. None of their strength or counsel could prevent the judgment God had appointed.

in the ships in which they rejoice.

Babylon’s commercial vessels and maritime resources, once symbols of prosperity and confidence, would become the means of its fugitives’ escape and part of its flight and collapse. What the nation trusted for security could not save it from God’s judgment, illustrating that what people trust in apart from God can become their downfall and foreshadowing Christ, who turns instruments of human pride and sin into means of salvation.

I am the LORD,

Israel’s God is the eternal and covenant-keeping God who revealed Himself to Moses and delivered His people from Egypt. His name assures Israel that He remains faithful and unchanged.

your Holy One,

God is wholly pure and distinct from every false god. Though Israel had sinned, He had set the nation apart as His own people and called them to live under His holy rule.

The LORD alone held ultimate authority over Israel, above every earthly ruler. Their security and future rested not in political strength or human kings but in His sovereign reign.

and a path through the surging waters,

The waters that threatened Israel were under God’s command. The same Lord who delivered His people from Egypt could lead them through the coming exile and restore them according to His promise.

who brings out the chariots and horses,

God brought Egypt’s feared chariot forces into the Red Sea during Pharaoh’s pursuit of Israel. Egypt’s military power, including its horses and chariots, could not resist the Lord’s purpose to deliver His people.

the armies and warriors together,

Pharaoh mobilized his military strength to force the Israelites back into slavery. The united force of soldiers, chariots, and officers represented the full threat of Egypt against a defenseless people.

The Egyptian army was decisively destroyed when the waters returned over them. Their defeat ended Pharaoh’s pursuit and removed Egypt’s power to reclaim Israel.

to be extinguished, snuffed out like a wick:

The Lord ended Egypt’s strength as easily as extinguishing a small flame. What appeared overwhelming to Israel was powerless before the God who judges His enemies and preserves His people.

“Do not call to mind the former things;

Israel’s exile could have left the people fixed on former sins, national ruin, and even God’s earlier deliverance from Egypt. The Lord does not deny those events or their significance, but directs His people to look beyond them because He is about to act again in a way that will display His faithfulness and power.

Isa 65:17 For behold, I will create new heavens and a new earth.…

pay no attention to the things of old.

The covenant unfaithfulness that led to judgment would not be the final chapter for Israel. God would restore His people and establish a new work that surpassed their former experiences. Their hope rested not in past privileges or achievements, but in the Lord’s promised redemption and future restoration.

Behold, I am about to do something new;

God announces a work unlike Israel’s former deliverances: He will bring His exiled people out of Babylon and restore them to their land. Their captivity will not cancel His covenant purposes.

even now it is coming.

Though Babylon still appeared powerful, God’s plan was already moving toward fulfillment. The coming deliverance would demonstrate His faithfulness and control over the nations.

Do you not see it?

Israel was called to recognize God’s work rather than judge their future by present circumstances. His people needed faith to understand that He had not abandoned them.

Indeed, I will make a way in the wilderness

As He had led Israel through the wilderness after the Exodus, God would provide a path for their return from exile. Obstacles that seemed impassable would not prevent His purpose.

and streams in the desert.

God would supply what His returning people needed in barren places. The image promises renewal, provision, and life where human strength could not produce them.

The beasts of the field will honor Me,

God’s restoration of the wilderness will be so complete that even wild animals will benefit from His provision and, in their created order, testify to His power.

the jackals and the ostriches,

Creatures known for inhabiting desolate regions will find water and life where barrenness once prevailed.

because I provide water in the wilderness

God promises to sustain His people through places of hardship and apparent impossibility, as He did during Israel’s wilderness journey.

and rivers in the desert,

The desert will be transformed by God’s direct provision, portraying the renewal He will bring to the land and to His people.

to give drink to My chosen people.

Israel remains the people God chose for His covenant purposes, and His provision demonstrates His faithfulness to restore and preserve them.

The people I formed for Myself

Israel was created and set apart by God as His covenant nation, distinct from the surrounding peoples. Their existence, preservation, and calling rested on His sovereign purpose, not their own strength or merit. God formed them to bear His name and display His character among the nations.

will declare My praise.

Israel was to honor God through worship, obedience, and public testimony to His faithfulness. Though the nation often failed in this calling, God’s purpose remained unchanged. The restoration promised in Isaiah would lead His redeemed people to acknowledge Him openly as the only true God.

Israel’s Unfaithfulness

But you have not called on Me, O Jacob,

Israel had neglected prayer, worship, and dependence on the Lord despite being the people descended from Jacob and bound to God by covenant. Their history showed that turning from God brought spiritual decline, idolatry, and judgment.

Isa 64:7 No one calls on Your name or strives to take hold of You.…
Jer 10:25 For they have devoured Jacob; they have consumed him…

because you have grown weary of Me, O Israel.

Their worship had become empty and burdensome, while surrounding pagan practices drew their hearts away from the Lord. God exposes not mere failure in ritual, but a settled loss of devotion and loyalty to Him.

You have not brought Me sheep for burnt offerings,

Israel had neglected sacrifices that expressed devotion, atonement, and covenant fellowship with the Lord. Their failure revealed more than incomplete ritual; it exposed a people who had turned from wholehearted worship.

nor honored Me with your sacrifices.

The offerings God commanded were intended to acknowledge His holiness and His rightful rule over His people. Israel’s neglect showed dishonor toward the God who had redeemed and sustained them.

I have not burdened you with offerings,

The Lord had not made His worship oppressive or unreasonable. His commands provided a means for sinful people to approach Him and remain in covenant fellowship.

Even the costly elements of worship were not demands meant to exhaust the people. God sought faithful hearts rather than burdensome displays of religion.

You have not bought Me sweet cane with your silver,

Israel withheld the costly, fragrant offerings associated with wholehearted worship. Though the Lord had given detailed provision for worship, the people’s outward religion lacked devotion and gratitude.

nor satisfied Me with the fat of your sacrifices.

The fat represented the choicest portion of the sacrifice, belonging to the Lord. Israel continued religious observances while failing to offer the obedience, repentance, and faithfulness those offerings were meant to express.

But you have burdened Me with your sins;

Rather than honoring God, the nation brought before Him persistent rebellion, idolatry, injustice, and covenant unfaithfulness. Their sins had become a grievous offense against the One who had redeemed and sustained them.

Isa 1:4 Alas, O sinful nation, a people laden with iniquity…
Lam 1:14 My transgressions are bound into a yoke,…

you have wearied Me with your iniquities.

God’s patience with Israel’s continued corruption is emphasized. Yet the surrounding context reveals His mercy: He alone would blot out their transgressions for His own sake, ultimately fulfilled in the atoning work of Christ.

I, yes I, am He

The Lord alone is God, distinct from the idols of the nations and fully able to save His people. He speaks as Israel’s sovereign Creator, Judge, and Redeemer.

who blots out your transgressions

God removes the guilt of His people’s rebellion, canceling the debt their sins have incurred. Forgiveness comes from His authority and mercy, not from Israel’s worthiness.

for My own sake

The Lord acts in keeping with His holy name, covenant promises, and purpose to display His faithfulness. His grace preserves the honor of the God who has chosen and redeemed His people.

and remembers your sins no more.

God does not hold forgiven sin against His people for judgment. Their restored standing rests on His deliberate act of mercy.

Remind Me,

God summons Israel to consider its history before Him. Though He alone can forgive sins, He calls His people to face their conduct and the covenant relationship they have neglected.

The setting is a courtroom in which God, the righteous Judge, invites Israel to answer His charges. His judgment is open and just, exposing the nation’s unfaithfulness while leaving no doubt about His authority to pardon.

Job 23:4 I would plead my case before Him and fill my mouth…

State your case,

Israel is challenged to offer any defense for its actions. The following verses show that neither the nation nor its leaders can claim innocence, for sin marked their history from the beginning.

Isa 41:21 “Present your case,” says the LORD. “Submit your arguments…”…
Isa 45:21 Speak up and present your case—yes, let them take counsel…
Mic 6:2 Hear, O mountains, the LORD’s indictment,…

so that you may be vindicated.

No one can be declared righteous before God by personal merit. Israel’s hope rests in God’s mercy, who blots out transgressions for His own sake and provides the forgiveness sinners cannot secure themselves. Vindication means being cleared of blame or justified.

Your first father sinned,

Adam’s disobedience introduced sin and death into the human race, and Israel’s own ancestors shared that same fallen condition. No human lineage, even one marked by God’s covenant promises, could claim innocence before Him.

Hos 6:7 But they, like Adam, have transgressed the covenant;…

and your spokesmen rebelled against Me.

Israel’s priests, prophets, and rulers—the “spokesmen” meant to guide the people in faithfulness—repeatedly failed to lead the people in faithfulness, often participating in idolatry and injustice themselves. Their failure exposed the need for the sinless mediator and high priest fulfilled in Jesus Christ.

So I will disgrace the princes of your sanctuary,

God’s judgment would fall first on the priests and leaders connected with the temple, whose unfaithfulness had helped lead the nation into sin. Their public disgrace showed that position and religious privilege did not excuse rebellion against God.

Jacob represents the covenant people as a whole. Because Judah persisted in idolatry and disobedience, God would hand the nation over to devastating judgment, fulfilled in the Babylonian conquest, the destruction of Jerusalem, and the exile.

Israel’s fall would bring shame before surrounding nations rather than the honor associated with God’s covenant blessing. Yet the judgment served within God’s larger purpose to preserve a remnant and later restore His people.
