Now the LORD spoke to Moses

God gave Moses further instructions for Israel’s worship and for the duties of the priesthood. Moses served as God’s appointed mediator, receiving His commands and delivering them to the people.

after the death of two of Aaron’s sons

Aaron served as Israel’s high priest and bore responsibility for approaching God on behalf of the people. His office carried privileges, but also strict limits established by God.

not to enter freely into the Most Holy Place

The Most Holy Place was the inner chamber of the tabernacle, set apart as the dwelling place of God’s manifested presence. Aaron could not enter whenever he wished; he was permitted to enter only under God’s appointed conditions on the Day of Atonement.

behind the veil in front of the mercy seat on the ark,

The veil marked the boundary between the Holy Place and the Most Holy Place. The mercy seat covered the ark and was the place where atoning blood was presented before the Lord for the sins of Israel.

Unauthorized approach brought death because God is holy and Israel’s priests were sinful men. Access to Him required the sacrifice, cleansing, and priestly mediation He commanded.

The cloud revealed the glory of the Lord above the ark. God’s presence among His people was real, yet guarded, showing both His nearness to Israel and the seriousness of entering His presence.

This is how Aaron is to enter the Holy Place:

Aaron could approach the sanctuary only according to God’s appointed order, particularly on the Day of Atonement. His entrance into the inner sanctuary emphasized both the holiness of God and the need for cleansing before drawing near to Him.

with a young bull for a sin offering

The bull was offered for Aaron and his household, reminding the high priest that he also stood in need of atonement before representing the people before God.

He is to wear the sacred linen tunic,

Unlike his regular ornate vestments, the high priest wore plain white linen on the Day of Atonement. The simplicity of these garments reflected humility, purity, and the solemn work of entering the Most Holy Place before the LORD.

These garments covered the priest appropriately as he served before God, preserving the reverence required in the sanctuary.

He must tie a linen sash around him

The sash secured the garments for service. Dressed in linen from head to foot, the high priest was set apart for the atoning duties of that day.

The turban completed the sacred clothing and marked him as the consecrated representative of the people before God.

These are holy garments,

They were reserved exclusively for the Day of Atonement and could not be treated as ordinary clothing. Their use emphasized that access to God required holiness and obedience to His instructions.

and he must bathe himself with water before he wears them.

Before putting them on, Aaron was required to wash, showing that even the high priest needed cleansing before carrying out the sacrifices for Israel’s sins.

The required animals came from the nation as a whole, since the Day of Atonement concerned the sins of all Israel. Aaron served as high priest for the people, bringing their need for cleansing before the LORD.

two male goats for a sin offering

The goats formed one sin offering with two distinct purposes. By lot, one goat was slain and its blood used in the atonement rites; the other was sent alive into the wilderness, bearing away the confessed sins of the people. Together they portrayed both the judgment of sin and its removal from the camp.

Aaron is to present the bull for his sin offering

Aaron first brought a bull to atone for his own sin before performing the central duties of the Day of Atonement. As Israel’s high priest, he could not represent the people before God without first being cleansed. The costly animal and its blood testified to the seriousness of sin and the need for substitutionary sacrifice.

Aaron’s need for atonement revealed the limitations of the Levitical priesthood. Though set apart for holy service, he remained a sinner and had to offer sacrifices repeatedly. Aaron’s household, including the priestly family, shared in the need for cleansing. Those closest to the sanctuary were especially responsible to live in holiness because of their service before the Lord. Then he shall take the two goats

On the Day of Atonement, Aaron was to bring two male goats from the congregation. Together they formed one sin offering, yet each would serve a distinct purpose: one would be sacrificed before the LORD, and the other would bear the people’s confessed sins into the wilderness.

The goat chosen “for the LORD” was offered as a sin offering. Its death showed that forgiveness required a substitute to bear sin’s penalty.

and the other for the scapegoat,

“The other for the scapegoat” was kept alive and sent into the wilderness after Israel’s sins were confessed over it. This act visibly portrayed the removal of the people’s sin from the camp and from God’s presence.

he shall present the goat

Aaron brought the goat before the LORD as an appointed offering for the Day of Atonement. The act publicly set the animal apart for the sacred work of cleansing Israel from sin.

But the goat chosen by lot as the scapegoat

The goat was brought before the LORD at the entrance of the tabernacle and kept alive. Unlike the goat offered as a sacrifice, it remained for the later act of removal.

to make atonement

The atonement rite addressed both the guilt of the people and the defilement caused by their sin. After the sacrificial blood had been used for cleansing, the high priest placed the sins of Israel upon the living goat.

by sending it into the wilderness

A designated man led the goat away from the camp into an uninhabited land. Its departure pictured the removal of Israel’s sins from the community.

as the scapegoat.

Bearing the people’s sins away, the goat represented substitution and the complete separation of sin from those for whom atonement had been made. The rite anticipated the final removal of sin accomplished by Christ.

When Aaron presents the bull for his sin offering

Aaron begins the Day of Atonement by bringing a bull designated for his own sin. As Israel’s high priest, he stood before God on behalf of the nation, yet he was himself a sinner who required cleansing before serving in the sanctuary.

Passing beyond the veil, the high priest entered the Most Holy Place, a privilege granted to him alone and only on this day. His entrance testified both to God’s holiness and to humanity’s need for a mediator, anticipating Christ’s once-for-all access into God’s presence on behalf of His people.

On the Day of Atonement, the high priest brought burning coals and incense into the Most Holy Place as part of the atonement ritual. The incense was offered before the LORD in accordance with God’s command, marking the priest’s careful approach into the place of God’s dwelling.

and the cloud of incense will cover the mercy seat above the Testimony,

The rising cloud covered the mercy seat atop the ark, which contained the tablets of the covenant. It concealed the high priest from the manifested presence of God above the ark and emphasized that access to the holy God required the appointed mediator and sacrifice.

The priest could not enter God’s presence according to his own terms. His safety depended on obedience to every instruction God had given, demonstrating the seriousness of sin, the necessity of atonement, and the holiness of the LORD.

And he is to take some of the bull’s blood

The bull had been offered for the high priest and his household, acknowledging that even the mediator needed atonement before serving before the holy God. Its blood, representing life given in sacrifice, was brought into the Most Holy Place.

and sprinkle it with his finger

The high priest personally applied the blood in the manner God commanded, showing that atonement was not a general ritual but a solemn act requiring careful obedience.

on the east side of the mercy seat;

The sevenfold sprinkling completed the required act of cleansing before the mercy seat, displaying the fullness and sufficiency of the atonement God prescribed.

Aaron shall then slaughter the goat for the sin offering for the people

After offering the bull for his own sin, Aaron sacrifices the goat on behalf of the nation. The offering acknowledges Israel’s guilt before God and provides the appointed means of atonement for the people.

So he shall make atonement for the Most Holy Place

The high priest entered the Holy of Holies only on the Day of Atonement, bringing sacrificial blood before the Ark of the Covenant. This sacred chamber required cleansing because Israel’s sin defiled the sanctuary where God dwelt among His people.

because of the impurities and rebellious acts of the Israelites

Israel’s uncleanness included ceremonial defilement as well as deliberate disobedience against God’s commands. Sin was not merely personal; it affected the nation’s worship and its relationship to the holy God.

The atonement encompassed the full guilt of the people, restoring them to covenant fellowship with the Lord. The repeated sacrifices showed that a greater, final sacrifice was still needed.

He is to do the same for the Tent of Meeting

The Tabernacle, including its outer sanctuary, also required atonement. Though appointed as the place of God’s meeting with Israel, it stood in the midst of a sinful people and had to be purified each year.

No one may be in the Tent of Meeting

During the high priest’s work on the Day of Atonement, no other priest or Israelite could remain in the tabernacle. The sanctuary was set apart for this solemn act of cleansing before the Lord.

Though no person entered it except the high priest on the Day of Atonement, Israel’s sin defiled the sanctuary and required cleansing through sacrificial blood.

the Tent of Meeting,

The Tabernacle was the appointed place where God met with His people and where Israel’s worship was conducted. Its atonement showed that sin affected the whole sphere of worship, not merely the individual offender.

Exo 29:44-46 So I will consecrate the Tent of Meeting and the altar,…
Exo 40:9-11 Take the anointing oil and anoint the tabernacle…

and the altar,

The altar received the sacrifices offered for Israel’s sins and served as the place of approach to God. It too was cleansed, demonstrating that even the means God provided for reconciliation required consecration because of the people’s uncleanness.

Exo 30:10 Once a year Aaron shall make atonement on the horns…
Exo 29:36-37 Sacrifice a bull as a sin offering each day for atonement.…

and for the priests

Aaron and his sons needed atonement before representing the nation before the Lord. Their own sinfulness distinguished them from the coming perfect High Priest, Jesus Christ, who offered Himself without sin.

Lev 8:30 Next, Moses took some of the anointing oil…
Exo 28:41 After you put these garments on your brother Aaron…

and all the people of the assembly.

The Day of Atonement covered the entire covenant community, including every Israelite. The ceremony emphasized that sin was a national as well as personal matter and that forgiveness came only through God’s appointed sacrifice.

2Ch 29:24 And the priests slaughtered the goats and put their blood…

This is to be a permanent statute for you,

The Day of Atonement was to be observed by Israel in every generation as part of the covenant law given through Moses. Its continuing observance showed the seriousness of sin and the need for the nation to remain ceremonially clean before the holy God.

Lev 23:31 You are not to do any work at all. This is a permanent statute…
Exo 12:14 And this day will be a memorial for you,…
Exo 12:17 So you are to keep the Feast of Unleavened Bread,…

to make atonement once a year

On this one day, the high priest entered the Most Holy Place with sacrificial blood to make atonement for the sanctuary, the priesthood, and the people. The annual rite revealed that forgiveness required a God-appointed sacrifice and mediator.

Exo 30:10 Once a year Aaron shall make atonement on the horns…
Heb 9:7 But only the high priest entered the second room,…
Heb 10:3 Instead, those sacrifices are an annual reminder of sins,

for the Israelites because of all their sins.”

The sacrifice addressed the sins of the whole nation, including sins not fully recognized or remembered. Israel’s guilt was not merely individual but affected the worship and purity of the entire community.

Lev 4:20 He shall offer this bull just as he did the bull…
Psa 130:8 And He will redeem Israel from all iniquity.

And all this was done as the LORD had commanded Moses.

Aaron and the people carried out the service according to God’s instructions. Their obedience preserved the order God established for approaching Him and foreshadowed the complete atonement accomplished by Christ.
