Jerusalem was still the center of Judah’s national and religious life, though Babylon’s power over the city was increasing. Jeremiah wrote from the city before its final destruction.

to the surviving elders among the exiles

The elders were recognized leaders within the displaced community. They bore responsibility for preserving order, counsel, and the identity of the people far from their homeland.

Priests and prophets continued to influence the spiritual life of the exiles. Jeremiah’s letter distinguished God’s true word from the misleading assurances offered by false prophets.

Nebuchadnezzar’s deportations removed many of Judah’s leaders, craftsmen, soldiers, and citizens. The exile came under Babylonian authority, yet it also fulfilled God’s judgment on Judah’s persistent rebellion.

Babylon represented the power that had humbled Judah and taken its people from the land God had given them. In that foreign setting, the exiles were called to live faithfully while awaiting God’s promised restoration.

the court officials,

The king’s advisers and palace officers were removed along with the royal family. Their departure stripped the remaining government of experienced leadership.

Civil and military leaders from the nation and its capital were also deported, leaving a weakened population under a Babylonian-appointed ruler.

the craftsmen, and the metalsmiths

Babylon carried away skilled workers who could produce tools, weapons, and fortifications. Their removal limited Judah’s ability to recover strength or organize resistance.

The deportation fulfilled the judgment God had announced against Judah’s persistent rebellion. Jerusalem still stood, but its king, leaders, and much of its strength had already been taken away.

The letter was entrusted to Elasah son of Shaphan and Gemariah son of Hilkiah,

Jeremiah sent the message through respected men connected to prominent families in Judah. Elasah’s father, Shaphan, had served as a royal scribe under Josiah and was associated with the recovery of the Book of the Law. Their standing gave the letter credible and secure carriers for its journey to Babylon.

whom Zedekiah king of Judah sent to King Nebuchadnezzar in Babylon.

Zedekiah ruled Judah as Babylon’s vassal after Nebuchadnezzar deported King Jehoiachin and many leading citizens in 597 BC. The delegation likely carried official business from Jerusalem to the Babylonian court, providing Jeremiah an opportunity to send God’s instruction to the exiles.

What follows is the Lord’s message to the displaced people of Judah. Though they were living under Babylonian authority because of Judah’s sin, they remained under God’s rule and care.

This is what the LORD of Hosts, the God of Israel, says

The message comes with the full authority of Israel’s covenant God, who rules over the armies of heaven and earth. Though His people are under Babylonian rule, their God has not been defeated or absent.

to all the exiles

The recipients are Judeans removed from their land by Babylon after years of rebellion against God. Their displacement was both a historical judgment and part of God’s continuing purpose for His people.

who were carried away from Jerusalem

Jerusalem had been the center of Judah’s kingship, worship, and national life. Its inhabitants were taken by force under Nebuchadnezzar, fulfilling the warnings God had given through His prophets.

to Babylon:

Babylon, the dominant empire of the age, became the place of Judah’s captivity. Even there, far from Jerusalem and the temple, the Lord remained present with His people and directed their future.

“Build houses and settle down.

Jeremiah instructed the Judean exiles in Babylon to prepare for an extended captivity rather than expecting an immediate return to Jerusalem. They were to establish households, provide for their families, and live responsibly within the land where God had placed them. Though Babylon was foreign and their displacement was painful, the exile remained under God’s rule and served His purposes for Judah.

Plant gardens and eat their produce.

Cultivating gardens required patience and assumed years of residence. The exiles were to work the land, receive its harvest, and sustain their households rather than live as people awaiting a quick escape. God’s command gave them a practical way to endure captivity while preserving family life and community until the promised return.

Though living under Babylonian rule, the exiles were to establish households and continue ordinary life. God’s judgment had brought them from Judah, but His covenant purposes for Israel had not ended.

Parents were to provide for the next generation and preserve stable families within the covenant community. The command required the exiles to plan for a long future in Babylon rather than expect an immediate return.

Israel’s identity, faith, and hope were to be passed on through succeeding generations. The exile would not destroy the people God had chosen.

Multiply there; do not decrease.

Rather than fading away among the nations, the exiles were to grow in number. Their years in Babylon were part of God’s discipline, yet He would preserve them until the promised restoration.

Seek the prosperity of the city to which I have sent you as exiles.

God addressed the Judeans carried to Babylon under Nebuchadnezzar, following the deportations that preceded Jerusalem’s destruction in 586 BC. Their exile was not outside His control but part of His judgment for Judah’s persistent disobedience. Rather than foment rebellion or withdraw from Babylonian life, they were to build stable lives and contribute to the welfare of the city where God had placed them.

Pray to the LORD on its behalf,

The exiles were to bring Babylon before the Lord in prayer, though it was the power that had conquered their land and destroyed their city. This required them to recognize that the Lord rules over kings, nations, and the course of history. Their prayers were to seek peace and order in the place of their captivity.

Babylon’s peace and stability would directly affect the safety and livelihood of the Jewish exiles living within it. God called them to seek the common good while they waited for the promised end of the seventy-year exile and their eventual return to Judah.

For this is what the LORD of Hosts, the God of Israel, says:

God speaks with the authority of the ruler over all powers and as the covenant God who has not abandoned Israel in exile. Though Babylon has conquered Jerusalem, Israel’s future remains under His control.

“Do not be deceived by the prophets and diviners among you,

False prophets among the exiles promised a swift end to Babylonian rule and contradicted God’s announced discipline. Their messages appealed to those who wanted immediate return rather than the long exile God had ordained.

and do not listen to the dreams you elicit from them.

The people were actively seeking reassuring visions and encouraging claims from those willing to provide them. Such self-generated dreams did not overturn God’s purpose; the exiles were to reject false hope and heed the word He had given through Jeremiah.

For they are falsely prophesying to you in My name;

Jeremiah warned the Judean exiles that prophets in Babylon were claiming divine authority for messages God had not given. Their promises of a swift return contradicted God’s revealed judgment: Judah would remain in Babylon for seventy years. By attaching the Lord’s name to their own words, they deceived the people and encouraged false hopes.

I have not sent them,

The false prophets had no commission from God. Their message stood against Jeremiah’s ministry, which God had confirmed through the unfolding events surrounding Jerusalem’s fall and the exile. God alone appoints His messengers and determines the truth of their proclamation.

The Lord Himself established the verdict against these prophets. Though they spoke confidently and claimed spiritual authority, their words did not represent Him. God’s declaration assured the exiles that His judgment, His timetable, and His promises would prevail.

Jeremiah speaks with God’s authority, not his own, assuring the exiles that the coming promise is certain.

“When Babylon’s seventy years are complete,

Judah’s exile under Babylon would last seventy years, beginning with the first deportations and ending when Cyrus of Persia permitted the Jewish people to return in 538 BC. The period marked God’s judgment on Judah’s rebellion while preserving a remnant for restoration.

God had not abandoned His people in exile. At the appointed time, He would act on their behalf and direct their return.

The Lord would fulfill His covenant promise to bring Judah back from captivity. His judgment would not cancel His purposes for Israel.

God promised to return the exiles to Jerusalem and Judah, their ancestral land. The return under Persian rule and the rebuilding of the temple and city demonstrated the fulfillment of this promise.

For I know the plans I have for you, declares the LORD,

God spoke to the Judeans living in Babylon after Jerusalem’s defeat and their removal from the land. Their exile was a just judgment for persistent disobedience, yet it did not cancel God’s covenant purposes for His people. The LORD’s declaration assured them that their future remained under His authority.

plans to prosper you and not to harm you,

The hardship of exile was real, but it was not God’s final intention for Judah. He would preserve them, restore their shalom—peace, completeness, and welfare—and bring them back from captivity at the appointed time. His discipline served His purposes of correction and restoration rather than destruction.

to give you a future and a hope.

God promised that the exile would not be the end of the nation. After the years of captivity, He would return His people to their land and continue the promises He had made to them. Their hope rested not in Babylon’s power or their own strength, but in the faithfulness of the LORD.

Then you will call upon Me

After the appointed years of exile, the people would turn to the Lord in repentance and dependence. Their captivity in Babylon was the result of covenant disobedience, yet God had not abandoned them.

You will seek Me

After the seventy years in Babylon, the exiles would turn again to the Lord who had disciplined them for Judah’s idolatry and covenant unfaithfulness. Their restoration would begin with renewed dependence on Him.

and find Me

God would not remain hidden from a repentant people. He promised to hear them, restore their relationship with Him, and eventually bring them back to the land He had given their fathers.

when you search for Me

The return to God would require earnest pursuit rather than outward religious activity alone. In exile, separated from Jerusalem and the temple, the people were called to seek the Lord Himself.

God required undivided devotion. The heart includes the inner life of thought, desire, and will; therefore, true seeking involved repentance, obedience, and wholehearted return to the covenant God.

I will be found by you, declares the LORD,

Though Judah was in Babylonian exile, God had not abandoned His covenant people. He promised that those who sought Him would encounter His faithfulness and mercy.

and I will restore you from captivity

Judah’s exile followed Jerusalem’s fall to Babylon in 586 BC. God promised that the captivity would not be permanent; after the appointed period, He would bring the people back to their land. Cyrus of Persia later permitted Jewish exiles to return beginning in 538 BC.

The dispersion of Israel and Judah occurred under God’s judgment for persistent rebellion. Yet the same Lord who scattered them retained authority over every nation and would regather His people according to His covenant purposes.

The return centered on the land God had given Israel, especially Jerusalem, where the Temple had stood as the visible center of worship. The restoration included rebuilding the city, the Temple, and the life of the covenant community.

Jeremiah anticipates the exiles’ claim that God had supplied them with spiritual guidance in Babylon. Their desire for reassurance made them vulnerable to voices promising a quick end to the captivity.

“The LORD has raised up for us prophets in Babylon,”

Some prophets among the exiles claimed divine authority while contradicting God’s word through Jeremiah. Their messages of peace and swift deliverance encouraged false hope rather than submission to the seventy-year exile God had decreed.

about the king who sits on David’s throne

Zedekiah, Judah’s last Davidic king, ruled in Jerusalem under Babylonian control. Though David’s dynasty carried God’s covenant promise, the kings’ persistent rebellion brought the kingdom to its appointed judgment.

Jerusalem’s remaining inhabitants had not escaped danger by avoiding deportation. Babylon’s siege would bring famine, disease, and death upon the city.

The exiles in Babylon were tempted to pity those still in Jerusalem, but those left behind faced the more immediate judgment. God had promised the exiles a future restoration, while Jerusalem’s residents continued to reject His warnings.

War, starvation, and disease would devastate Judah as the consequences of persistent idolatry, injustice, and refusal to heed God’s warnings through Jeremiah.

Jer 24:10 And I will send against them sword and famine and plague…

Jer 14:12 Although they may fast, I will not listen to their cry;…

and I will make them like rotten figs, so bad they cannot be eaten.

Those remaining in Jerusalem had become spiritually corrupt and fit only for judgment. Like spoiled fruit that cannot be used, they would be rejected because they continued in disobedience rather than turning to the LORD.

Jer 24:8 But like the bad figs, so bad they cannot be eaten,…
Jer 24:3 “Jeremiah,” the LORD asked, “what do you see?”…

I will pursue them with sword and famine and plague.

God’s judgment would follow Judah into exile as well as fall upon Jerusalem. Babylon’s campaigns brought war, siege, starvation, and disease, exposing the devastating consequences of Judah’s long rebellion and idolatry.

I will make them a horror to all the kingdoms of the earth—

Judah’s collapse would become a horror—a public warning—among all the kingdoms of the earth. The destruction of Jerusalem, its temple, and its monarchy showed that covenant privilege did not shield a people determined to reject the Lord.

a curse, a desolation, and an object of scorn and reproach among all the nations

The land would be ruined, its cities emptied, and its people mocked among the nations. Those once known as God’s people would become a curse—an example of misfortune—because of their disobedience.

to which I banish them.

The Babylonian exile fulfilled this judgment as Judah’s people were forcibly removed from their homeland after Jerusalem fell in 586 BC. Their banishment and scattering were real punishment, yet it did not cancel God’s later promise to preserve a remnant and restore them.

I will do this because they have not listened to My words, declares the LORD,

God’s judgment came because Judah repeatedly rejected His commands. The Babylonian exile was not accidental but the covenant consequence of persistent rebellion against Him.

For generations, God sent prophets to warn His people, call them to repentance, and announce the coming judgment. Though these messengers faithfully delivered God’s word, they were often rejected.

And neither have you exiles listened, declares the LORD.”

The exiles in Babylon had continued the same pattern of disobedience. Their removal from Judah had not by itself produced repentance, and they remained accountable for responding to God’s word through Jeremiah.

Judah’s people, the exiles taken captive to Babylon, had been carried from their land after Jerusalem fell in 586 BC. Their captivity fulfilled the warnings given through Jeremiah because of persistent rebellion and idolatry.

I have sent away

The exile was not merely the result of Babylonian power. God Himself had brought judgment upon Judah, yet His rule over their discipline also meant that their future remained in His hands.

from Jerusalem to Babylon.

Jerusalem, the center of Israel’s worship and national life, lay in ruins, while Babylon became the place of captivity among a foreign and idolatrous people. Though far from their homeland, the exiles had not been abandoned by the Lord, who would later fulfill His promise to restore them.

This is what the LORD of Hosts, the God of Israel, says

God speaks with the full authority of the ruler of heaven’s armies and the covenant God of His people. Though Judah’s exiles lived under Babylonian power, they remained accountable to the Lord who had bound Himself to Israel and governed the nations.

Ahab and Zedekiah were false prophets among the Jewish exiles in Babylon. Their family names identify them as particular men whose personal claims and conduct would be judged.

who are prophesying to you lies in My name:

They falsely claimed divine authority while giving messages God had not spoken. Their deception threatened to lead the exiles away from obedience to the word God had given through Jeremiah.

“I will deliver them to Nebuchadnezzar king of Babylon,

The Lord would use Nebuchadnezzar, the king ruling over Judah’s captives, as the instrument of His judgment. Babylon’s authority over the exiles did not lessen God’s sovereign control over its king or its actions.

and he will kill them before your very eyes.

Their execution would be public and undeniable, confirming God’s judgment against their lies. It would warn the exiles that false claims made in the Lord’s name would not escape His justice.

Because of them,

Zedekiah and Ahab had deceived the Judean exiles by claiming to speak for the Lord. Their rebellion against God and their corrupt influence among the captives brought devastating judgment.

all the exiles of Judah who are in Babylon

Judah’s people had been carried into Babylon through Nebuchadnezzar’s invasions, living under foreign rule while Jerusalem and the temple lay in ruins. Jeremiah’s letter addressed this displaced community and warned them not to follow voices that contradicted God’s word.

‘May the LORD make you like Zedekiah and Ahab,

The exiles would invoke their names as a warning against those who reject God’s truth and lead others into sin. The curse recognized that the Lord had judged them, even though Babylon carried out the sentence.

Nebuchadnezzar executed them by fire, a brutal punishment that made their downfall widely known. Their deaths confirmed the seriousness of their false prophecy, adultery, and lies spoken in the Lord’s name.

For they have committed an outrage in Israel

The false prophets had openly violated God’s covenant standards, bringing shame upon the community that bore His name. Their conduct was not a private failure but a public offense against the holiness and order God required of Israel.

by committing adultery with the wives of their neighbors

Their sexual sin violated God’s commandment and betrayed the trust of fellow Israelites. Men who claimed spiritual authority had instead exploited their position and dishonored the households around them.

and speaking lies in My name,

They falsely presented their own words as messages from the LORD. By attaching God’s name to deception, they misled the people and opposed the true message Jeremiah had been sent to proclaim.

which I did not command them to do.

God had not sent or authorized these prophets. Their claims of divine authority could not excuse their rebellion, because genuine prophecy proceeds from God’s command rather than human ambition.

The Message to Shemaiah

You are to tell

God commands Jeremiah to deliver a message of judgment to a man who had opposed the true prophetic word.

Shemaiah

Shemaiah had presented himself as a prophet and sought to discredit Jeremiah’s message to the exiles.

Shemaiah had acted without God’s commission, sending letters in his own name and presenting his own message as though he possessed prophetic authority. From Babylon, he sought to influence Jerusalem against Jeremiah and the word God had given through him.

Zephaniah held a leading priestly position in Jerusalem, and Shemaiah addressed the wider priesthood in an effort to turn the temple authorities against Jeremiah.

‘The LORD has appointed you priest in place of Jehoiada,

Shemaiah addressed Zephaniah, a priest serving in Jerusalem during the Babylonian exile. He appealed to Zephaniah’s office as though it obligated him to act against Jeremiah.

to be the chief officer in the house of the LORD,

The chief officer oversaw order in the temple and had authority to restrain those judged to be disruptive or dangerous. Shemaiah sought to use that authority to silence Jeremiah’s message.

responsible for any madman who acts like a prophet—

Shemaiah contemptuously called Jeremiah unstable and falsely prophetic because Jeremiah’s warnings of a long exile contradicted the hopeful messages promoted by false prophets.

you must put him in stocks and neck irons.

Shemaiah demanded public confinement and humiliation for Jeremiah. His request revealed his rejection of God’s word and his attempt to suppress the prophet sent to expose false hopes among the exiles.

So now, why have you not rebuked Jeremiah of Anathoth,

Shemaiah challenged Zephaniah, the priest serving in Jerusalem, for allowing Jeremiah to continue proclaiming judgment. Jeremiah’s hometown of Anathoth was a priestly town in Benjamin, but his priestly background did not shield him from hostility among Jerusalem’s religious leaders.

who poses as a prophet among you?

Shemaiah rejected Jeremiah’s divine commission and treated him as a self-appointed prophet. His opposition reflected the resistance Jeremiah faced from officials and false prophets who preferred assurances of peace to God’s warning that Jerusalem would fall and the exile would endure.

For he has sent to us in Babylon, claiming:

Shemaiah the Nehelamite referred to Jeremiah’s letter sent from Jerusalem to the exiles in Babylon. Jeremiah’s message carried God’s instruction for those deported after Babylon’s invasion of Judah.

Jeremiah opposed false assurances of a quick return. The captivity would continue for seventy years as God’s judgment on Judah, requiring the exiles to accept their circumstances rather than expect immediate deliverance.

The people were to establish stable households in Babylon. Though far from Jerusalem, they remained under God’s care and were not to abandon their identity or faith.

They were to provide for their families and live productively during the long exile, seeking the welfare of the land where God had placed them.

(Zephaniah the priest, however,

Zephaniah, the second-ranking priest in Jerusalem, served under the high priest Seraiah. He had previously been sent by King Zedekiah to consult Jeremiah and later carried Jeremiah’s message to the king. Though part of the temple leadership, he remained in contact with Jeremiah during Judah’s final years before Jerusalem fell.

Shemaiah, an exile in Babylon, had sent a letter to Zephaniah urging him to restrain Jeremiah for his prophecies concerning the length of the exile. Zephaniah read Shemaiah’s accusations openly rather than acting against Jeremiah.

Jeremiah received the letter and answered with a message from the Lord condemning Shemaiah for speaking falsely in God’s name and giving the exiles groundless hope of a quick return.

what the LORD says concerning Shemaiah the Nehelamite.

Shemaiah was among the exiles and had gained influence by presenting himself as a prophet. The Lord identifies him publicly because his message opposed the word God had given through Jeremiah.

Because Shemaiah has prophesied to you—though I did not send him—

Shemaiah claimed divine authority without receiving a commission from God. His words directly contradicted Jeremiah’s instruction that the exile would last seventy years and that the people should settle in Babylon.

and has made you trust in a lie,

His false promises encouraged the exiles to reject God’s revealed purpose for their captivity and to expect a quick return to Judah. By trusting his message, they were being led away from obedience to the Lord’s word.

God announces His judgment with the full authority of His name. Jeremiah is delivering God’s verdict, not his own opinion.

‘I will surely punish Shemaiah the Nehelamite and his descendants.

Shemaiah had falsely claimed to speak for God and had tried to silence Jeremiah’s message to the exiles. His judgment would extend to his family line, showing the lasting consequences of leading others into rebellion.

He will have no one left among this people,

His household would be removed from Israel’s future community. The loss of descendants meant the end of his name, inheritance, and place among the restored people.

nor will he see the good that I will bring to My people,

Shemaiah would not share in the restoration God had promised after the exile. The blessing awaiting the faithful remnant would be withheld from the one who opposed God’s word.

The sentence is certain because it comes from the Lord Himself.

By contradicting God’s command concerning the exile and promoting false hope, Shemaiah had encouraged resistance to the Lord’s purpose. His message was rebellion because it turned the people away from obedience to God.
