Saul’s Disobedience

Then Samuel said to Saul,

Samuel, Israel’s judge and prophet, addressed Saul as the king he had anointed at the LORD’s command. His presence reminded Saul that Israel’s monarchy remained under God’s authority.

“The LORD sent me

Samuel did not speak on his own behalf. He came as God’s messenger, carrying the command Saul was required to obey.

to anoint you king over His people Israel.

Saul’s kingship came from God, and Israel remained the LORD’s people rather than Saul’s possession. The anointing set Saul apart for royal service, foreshadowing the Messiah, the “Anointed One,” and bound Saul to rule according to God’s word.

Now therefore, listen to the words of the LORD.

Saul’s duty was not merely to lead Israel in battle but to obey the command God gave through Samuel. His response to this instruction would reveal whether he would submit to the LORD who had made him king.

‘I witnessed what the Amalekites did to the Israelites

He had not forgotten Amalek’s unprovoked assault on Israel after the exodus, when they preyed upon the weak and stragglers of the nation.

when they opposed them on their way up from Egypt.

Amalek’s attack was opposition to the people God had redeemed and was leading into the land He promised them. Their lasting hostility brought God’s judgment upon the nation.

Now go and attack the Amalekites

Descended from Esau’s grandson Amalek, they had long opposed Israel and had attacked the people soon after the Exodus. God’s command carried out a judgment announced generations earlier for their persistent hostility.

Israel was not to seize Amalekite property or treat the campaign as an opportunity for personal gain. Everything was set apart for God’s judgment.

Do not spare them,

Saul was required to obey fully. Any attempt to preserve what God had condemned would reject the purpose of the command.

but put to death men and women, children and infants,

The judgment fell upon the whole Amalekite community, ending a culture marked by enduring opposition to God and His people. Its severity reveals the seriousness of rebellion and God’s authority to judge nations.

The destruction of their livestock prevented Israel from benefiting from the victory and left no remnant of Amalek’s wealth or power.

So Saul summoned the troops

As king, Saul called Israel’s fighting men together to carry out the Lord’s command against Amalek. The campaign was an act of judgment on a longstanding enemy that had attacked Israel after the exodus.

Saul assembled and organized the army at Telaim, likely in southern Judah near the route toward Amalekite territory. The numbering prepared the force for an ordered military campaign.

200,000 foot soldiers

Israel provided a substantial army for the mission, showing that Saul had the support and resources needed to obey the command he had received.

Judah’s force is listed separately, reflecting its size and importance among the tribes. The tribe would later hold a central place in Israel’s history through David’s royal line.

Saul came to the city of Amalek

Saul advanced into Amalekite territory to carry out the judgment God had commanded through Samuel. The Amalekites had opposed Israel from the time of the exodus and had remained a persistent enemy. Their settlement likely served as a principal gathering place or stronghold within their region.

and lay in wait in the valley.

Saul positioned his forces in the valley, using the terrain to prepare an ambush or gain advantage over the Amalekites. The campaign began with deliberate military planning, but its outcome would reveal Saul’s failure to carry out God’s command completely.

And he warned the Kenites,

Saul spared the Kenites because of their longstanding peaceful relationship with Israel. They were a nomadic people associated with Moses’ relatives and had shown goodwill toward Israel during the wilderness journey.

“Since you showed kindness to all the Israelites when they came up out of Egypt,

Their past help had not been forgotten. Saul recognized that God’s judgment on Amalek was not directed against those who had aided His people.

go on and get away from the Amalekites.

The Amalekites were under God’s judgment for their persistent hostility toward Israel. The Kenites were given opportunity to separate from them before the attack began.

Otherwise I will sweep you away with them.”

Remaining among Amalek would place the Kenites in the path of the coming destruction. Saul’s warning distinguished between Israel’s enemies and those who had treated Israel kindly.

So the Kenites moved away from the Amalekites.

The Kenites heeded Saul’s warning and escaped the judgment that fell upon Amalek.

Then Saul struck down the Amalekites

Saul began the campaign Samuel had commanded on the Lord’s behalf, carrying out judgment against the Amalekites, a nomadic tribe that had attacked Israel after the exodus and remained a hostile enemy.

The fighting extended across Amalekite territory from Havilah in the south and east toward Shur near the Egyptian frontier, showing the broad reach of Saul’s victory.

The location places the campaign in the desert regions bordering Egypt, where the Amalekites had long opposed Israel.

He captured Agag king of Amalek alive,

Saul spared the Amalekite king despite the Lord’s command to destroy Amalek completely for its longstanding hostility toward Israel. By preserving Agag, Saul substituted his own judgment for God’s clear instruction.

Saul carried out much of the command against Amalek’s forces, but his obedience was incomplete. Though the Amalekites were devoted to destruction (herem), meaning completely destroyed or consecrated to God, his later preservation of the best livestock confirmed that he had withheld what God had commanded him to destroy, leading to his rejection as king.

Saul and his troops spared Agag,

Saul preserved the Amalekite king despite God’s command that Amalek be entirely destroyed. Agag’s survival showed that Saul had not carried out the judgment entrusted to him against a nation that had long opposed Israel.

along with the best of the sheep and cattle, the fat calves and lambs, and the best of everything else.

The army kept the most valuable livestock and goods as spoil, choosing what appeared useful and profitable rather than obeying the command to destroy it all.

They were unwilling to devote them to destruction,

Their refusal exposed deliberate disobedience. What God had set apart for judgment could not be retained for personal use, sacrifice, or gain.

Saul and his troops destroyed only what they did not want, giving the appearance of obedience while withholding the best for themselves.

Samuel Denounces Saul

Then the word of the LORD

God addressed Samuel with authority concerning Israel’s king and the nation’s covenant responsibility.

came to Samuel,

Samuel served as God’s appointed prophet and judge, receiving the message that Saul had failed in his duty as king.

The following words announce God’s judgment on Saul’s disobedience and prepare for his rejection from the throne.

“I regret that I have made Saul king,

God’s regret expresses His sorrow over Saul’s rebellion and the loss of what Saul’s kingship might have been under faithful obedience. Saul’s failure did not surprise God or alter His sovereign purpose, but it brought real judgment upon a king chosen to lead Israel under God’s authority.

Saul had deliberately departed from the path God commanded. By preserving Agag and the best Amalekite livestock, he placed his own judgment and public interests above the Lord’s direct command.

God had ordered the complete destruction of Amalek as an act of divine judgment. Saul’s selective obedience was rebellion, revealing that he no longer feared God as Israel’s true King.

And Samuel was distressed

Samuel grieved deeply because Saul’s sin affected the whole nation and because he had anointed Saul at God’s command. The prophet understood the seriousness of a king rejecting the word of the Lord.

Samuel spent the night pleading before God, carrying the burden of Saul’s failure and Israel’s future. His response showed the gravity of the coming judgment and his dependence on God’s direction.

Early in the morning Samuel got up to confront Saul,

Samuel acted promptly to carry out the Lord’s instruction concerning Saul’s disobedience. As Israel’s prophet and judge, he was responsible to address the king’s failure to carry out God’s command against Amalek.

but he was told, “Saul has gone to Carmel,

Carmel was a town in Judah south of Hebron. Rather than meeting Samuel, Saul had gone there after his campaign against the Amalekites.

and behold, he has set up a monument for himself

Saul marked the victory with a monument honoring himself. Though the victory had been granted by God, Saul’s action revealed the pride and self-interest that accompanied his partial obedience.

Saul then traveled to Gilgal, a place associated with Israel’s entrance into the land and covenant worship. His presence there could not conceal his refusal to obey God fully.

When Samuel reached him,

Samuel came to Saul as the prophet through whom God had given Israel’s king both authority and command. The meeting followed Saul’s failure to destroy the Amalekites completely as God had ordered.

Saul said to him,

Saul greeted Samuel before Samuel confronted him with the evidence of his disobedience. Though appointed king through Samuel, Saul had acted according to his own judgment rather than God’s command.

“May the LORD bless you.

Saul’s respectful blessing attempted to present his actions favorably before the prophet.

I have carried out the LORD’s instructions.”

Saul claimed full obedience, though he had spared Agag and preserved the best livestock. His words exposed the difference between outward profession and actual submission to God’s command.

But Samuel replied,

Samuel confronted Saul as the Lord’s prophet and judge over Israel. God had established Samuel’s authority, and he spoke against Saul’s failure to carry out the command concerning Amalek.

“Then what is this bleating of sheep and lowing of cattle that I hear?”

The surviving livestock exposed Saul’s disobedience. Though he had claimed obedience, the sounds of the animals showed that he and the people had spared what God commanded them to destroy. Saul’s partial obedience revealed a heart unwilling to submit fully to God’s word and led to his rejection as king.

Saul answered,

King Saul responded to Samuel’s rebuke by attempting to explain his failure to carry out the LORD’s command against Amalek.

“The troops brought them from the Amalekites;

Saul shifted blame to his soldiers, though he remained responsible as Israel’s king and commander.

Israel had been commanded to destroy Amalek’s possessions completely. Keeping the finest animals revealed deliberate disobedience and a willingness to preserve what God had forbidden.

to sacrifice to the LORD your God,

Saul presented the spared livestock as intended for worship, but religious sacrifice could not excuse disobedience. His reference to “your God” also contrasts with Samuel’s evident loyalty to the LORD.

Saul claimed partial compliance, yet God had required complete judgment upon Amalek, devoting it to destruction (herem), meaning something set apart for God, often through complete destruction. His incomplete obedience confirmed that he had not faithfully carried out the command entrusted to him.

“Stop!” exclaimed Samuel.

Samuel interrupted Saul because the king’s partial obedience had become open disobedience. As the LORD’s prophet and judge, Samuel spoke with divine authority and prepared Saul to hear God’s judgment.

“Let me tell you what the LORD said to me last night.”

The LORD had revealed His response to Saul’s failure to carry out the command against Amalek. Saul had spared Agag and the best livestock, setting aside God’s instruction for his own judgment.

“Tell me,” Saul replied.

Saul was ready to hear Samuel, though he had already defended his actions as acceptable. The message Samuel delivered would reveal that Saul’s disobedience had brought the loss of his dynasty and God’s rejection of him as king.

“Although you were once small in your own eyes,

Saul had begun with a sense of personal insufficiency. He came from Benjamin, Israel’s smallest tribe, and had not sought prominence. His earlier humility made his later self-will and concern for public approval especially tragic.

have you not become the head of the tribes of Israel?

God had raised Saul from obscurity to rule the united tribes. His kingship was not earned by status or personal ambition but entrusted to him as a sacred responsibility.

The LORD anointed you king over Israel

Saul’s anointing established him as God’s chosen ruler and placed him under God’s command. The same Lord who gave him authority required obedience from him.

and sent you on a mission,

Samuel reminds Saul that God had personally commissioned him to carry out a specific act of judgment as Israel’s king.

saying, ‘Go and devote to destruction

Saul was commanded to devote the Amalekites to destruction (Hebrew herem), placing them under God’s judgment and leaving no plunder or survivors for personal advantage.

the sinful Amalekites.

Amalek had long opposed Israel, beginning with its attack on the people after the exodus from Egypt.

Samuel confronted Saul for disregarding God’s clear command to destroy the Amalekites and all they possessed. Saul’s incomplete obedience was rebellion, not a minor failure, and revealed that he had placed his own judgment above God’s word.

Why did you rush upon the plunder

Instead of devoting the Amalekite spoil to destruction, Saul and the people spared what appeared valuable. Though taking spoils was common after victory, God had expressly forbidden it in this judgment against Amalek. Saul permitted material advantage to override God’s command.

God judged Saul’s actions by His own standard, not by Saul’s claims or intentions. Saul’s disobedience marked a turning point in his reign and led to God’s rejection of him as king.

“But I did obey the LORD,”

Saul insisted that he had carried out God’s command, measuring obedience by what he had accomplished rather than by what he had failed to do. He had attacked Amalek and defeated its people, but he had not obeyed fully.

Saul replied.

His defensive answer showed that he recognized Samuel’s accusation yet sought to justify his actions. Saul’s refusal to acknowledge his disobedience marked a decisive failure in his reign.

“I went on the mission that the LORD gave me.

Saul admitted that the campaign had come from the LORD and was therefore not subject to his own alteration. Amalek had long opposed Israel, and God had commanded judgment against that nation.

I brought back Agag king of Amalek

By sparing Agag, Saul preserved the one person he had been expressly commanded to destroy. Keeping the defeated king alive likely enhanced Saul’s public standing, but it placed his own judgment above God’s command.

Saul emphasized what he had done while overlooking the livestock and Agag that he had spared. The incomplete destruction of Amalek, devoted to destruction (herem), meaning completely destroyed as an offering to God, exposed the difference between military success and faithful obedience.

The troops took sheep and cattle from the plunder,

Saul’s army spared livestock from the Amalekites despite the command to destroy everything devoted to judgment. The soldiers shared responsibility for the disobedience, but Saul, as king, was accountable for allowing it.

the best of the things devoted to destruction,

They preserved what appeared valuable while destroying what seemed worthless. By choosing which parts of God’s command to follow, they replaced His judgment with their own.

in order to sacrifice them to the LORD your God

Saul presented the animals as intended offerings, but sacrifices taken in disobedience could not excuse disobedience. His reference to “the LORD your God” also reveals distance between Saul and the God he was called to serve.

at Gilgal.”

Gilgal had been a place of Israel’s covenant renewal and Saul’s public confirmation as king. Saul’s actions there exposed the contrast between his earlier calling and his failure to obey the Lord fully.

But Samuel declared:

Samuel confronts Saul as the Lord’s prophet and judge, speaking God’s verdict after Saul failed to carry out the command concerning Amalek.

“Does the LORD delight in burnt offerings and sacrifices as much as in obedience to His voice?

Saul’s sacrifice could not excuse his deliberate disobedience. God had commanded the destruction of Amalek’s livestock, yet Saul spared what he considered valuable and presented worship as a justification.

Behold, obedience is better than sacrifice,

The Lord requires His commands to be obeyed rather than replaced by religious acts of human choosing. Saul’s failure revealed that he valued his own judgment and the approval of the people above God’s word.

and attentiveness is better than the fat of rams.

Even the finest sacrificial offering cannot compensate for refusing to listen to the Lord. Saul’s rebellion would lead to the loss of his kingdom, while David would be chosen as the king who would follow God’s will.

For rebellion is like the sin of divination,

Rebellion rejects God’s revealed will and seeks an independent course, just as divination seeks direction apart from Him. Saul had received a clear command concerning Amalek, yet he chose what he considered a better outcome.

and arrogance is like the wickedness of idolatry.

By placing his judgment above God’s command, Saul treated his own will as supreme. His preservation of Agag and the best livestock revealed a heart unwilling to submit fully to the Lord.

Because you have rejected the word of the LORD,

Saul’s partial obedience was disobedience. Though he retained the appearance of carrying out the command, he set aside God’s instruction where it conflicted with his own desires and decisions.

He has rejected you as king.”

Saul’s dynasty would not endure because he had proved unfaithful to the authority entrusted to him. God would raise up another king who would obey His will.

Saul’s Confession

Then Saul said to Samuel, “I have sinned;

Saul finally admits his guilt after Samuel confronts him. Yet his confession comes only after he has defended his actions and sought to preserve his standing before the people.

I have transgressed the LORD’s commandment and your instructions,

He recognizes that his failure to destroy Amalek completely was rebellion against God’s direct command, delivered through Samuel. Saul had spared Agag and the best livestock, treating God’s instruction as negotiable.

because I feared the people and obeyed their voice.

Saul places responsibility on the people’s desires, revealing that he valued public approval above obedience to God. As Israel’s king, he was responsible to lead the nation under God’s authority rather than yield to pressure.

Now therefore, please forgive my sin

Saul admits guilt, but his concern remains tied to preserving his position after Samuel announces God’s rejection of his kingship. He seeks forgiveness from the prophet who has delivered the Lord’s judgment, yet his earlier excuses and partial obedience reveal a repentance lacking full submission to God.

Saul wants Samuel beside him before the people and elders of Israel. Samuel’s presence would give public weight to Saul’s authority and suggest that the breach between Saul and the Lord had been repaired.

Saul asks to continue in Israel’s public worship, but worship cannot replace obedience. His failure to destroy Amalek as commanded showed that he had placed his own judgment and political interests above the word of the Lord.

“I will not return with you,” Samuel replied.

Samuel’s refusal ends his public support of Saul’s kingship. By declining to accompany him before the elders and people, Samuel shows that Saul can no longer claim the prophet’s approval or God’s favor.

“For you have rejected the word of the LORD,

Saul had knowingly disobeyed God’s command concerning Amalek, sparing King Agag and keeping the best livestock. His partial obedience and later excuses revealed a heart unwilling to submit fully to God’s authority.

and He has rejected you as king over Israel.”

God’s judgment removed Saul’s divine right to rule, though he remained on the throne for years afterward. His kingdom would be given to another, preparing the way for David, whom God chose to lead Israel in faithfulness.

As Samuel turned to go,

Samuel’s departure followed the Lord’s rejection of Saul for refusing to carry out the command against Amalek. As prophet and judge, Samuel represented God’s authority before Israel. His turning away visibly marked the withdrawal of divine approval from Saul’s reign.

Saul grabbed the hem of his robe,

Saul tried to stop Samuel, revealing his fear of losing both the prophet’s support and the kingdom itself. His grasp showed that he understood the seriousness of God’s judgment but still sought to preserve his position.

and it tore.

The torn robe became an immediate sign of what God was about to declare: Saul’s kingdom would be taken from him. The physical tearing portrayed the certainty of the Lord’s decision and anticipated the rise of a better king in Saul’s place.

So Samuel said to him,

Samuel delivered God’s final judgment to Saul after Saul’s repeated disobedience. Though Samuel had anointed him, he now confirmed that Saul’s reign had been rejected by the Lord.

“The LORD has torn the kingdom of Israel from you today

Saul’s loss of the kingdom was God’s response to his refusal to carry out the command against Amalek. The tearing of Samuel’s robe became a visible sign that Saul’s dynasty would not continue.

who is better than you.

The new king would be one who sought to obey God rather than preserve his own position. David was not sinless, but his rule would stand in contrast to Saul’s pattern of disobedience.

Moreover, the Glory of Israel

God, Israel’s supreme King and source of strength, possesses perfect honor and authority. His judgment over Saul reflects His rule over the nation.

does not lie

God’s word is wholly true. Unlike Saul, whose actions and excuses proved unreliable, the Lord’s declaration that the kingdom would be taken from him would certainly stand.

or change His mind,

God does not reverse His settled judgment because of human pressure, regret, or manipulation. This reflects His immutability: He does not change His nature or decisions capriciously. His rejection of Saul was the righteous response to Saul’s persistent disobedience.

for He is not a man,

God is not limited by human weakness, ignorance, or inconsistency. He sees the heart, knows the end from the beginning, and acts according to perfect justice.

that He should change His mind.”

Saul’s kingship had been forfeited, and God’s decision to give the kingdom to another would not be withdrawn.

“I have sinned,” Saul replied.

Saul admitted his disobedience only after Samuel declared that the LORD had rejected him as king. His words showed awareness of guilt, but his concern remained centered on the loss of his position rather than submission to God.

“Please honor me now before the elders of my people and before Israel.

Saul feared public disgrace before Israel’s leaders and the nation. Though God had removed His favor, Saul wanted Samuel’s presence to preserve the appearance of royal authority.

Saul sought Samuel’s support in a public act of worship, yet he spoke of the LORD as Samuel’s God rather than his own. He desired the outward signs of restored standing without the obedient heart God required.

So Samuel went back with Saul,

Though Saul had been rejected as king, Samuel returned with him before the people. His presence preserved order in Israel and allowed Samuel to complete the matter of Agag according to God’s command. God’s judgment on Saul remained unchanged.

and Saul worshiped the LORD.

Saul publicly worshiped the LORD, but his outward devotion could not undo his earlier rebellion. He sought honor before the elders and the nation, yet the kingdom would not remain with him because he had not fully obeyed God.

Then Samuel said, “Bring me Agag king of the Amalekites.”

Samuel carried out the judgment God had commanded against Amalek. The Amalekites had long opposed Israel, and Agag, their king, stood as the surviving representative of a people Saul had been ordered to destroy completely. Saul’s decision to spare Agag showed that he had not obeyed the Lord’s command, so Samuel acted where Saul had failed.

Agag came to him cheerfully,

Agag apparently believed he had escaped the danger of death. His cheerful demeanor suggests relief or misplaced confidence. As a captured king, he may have expected mercy or some arrangement that would preserve his life. He did not understand that his fate rested not on political custom but on the judgment God had pronounced.

for he thought, “Surely the bitterness of death is past.”

Agag’s confidence was misplaced. Though he believed the threat had passed, Samuel was about to carry out God’s sentence against him.

But Samuel declared:

Samuel spoke as the Lord’s prophet and judge, announcing the judgment Saul had failed to carry out.

Agag and the Amalekites had inflicted death and suffering through their violent attacks.

The judgment matched Agag’s deeds: his death would end his mother’s line and royal house.

And Samuel hacked Agag to pieces

Samuel personally completed the sentence God had commanded against Amalek, demonstrating the seriousness of Saul’s disobedience and of God’s judgment on persistent wickedness.

before the LORD at Gilgal.

Gilgal was a place closely associated with Israel’s covenant commitment to the Lord. Samuel’s action was performed openly as an act of obedience under God’s authority.

Then Samuel went to Ramah,

Samuel returned to his hometown in the hill country of Ephraim, where he had established a place of worship and carried out much of his ministry. His departure marked the end of his close association with Saul after the king’s disobedience in the matter of Amalek. Ramah became the place from which Samuel continued to serve the Lord and guide Israel apart from Saul’s court.

but Saul went up to his home in Gibeah of Saul.

Saul returned to Gibeah, his hometown and royal residence in Benjamin, north of Jerusalem. Though God had rejected him from continuing as Israel’s dynasty, Saul remained on the throne for the time being. The separate departures of Samuel and Saul revealed the growing divide between the prophet of the Lord and the king who had refused God’s command.

And to the day of his death, Samuel never again visited Saul.

Samuel’s separation from Saul marked the end of his public support for the rejected king. Though Saul remained on the throne for years, God had removed His approval and was preparing David to succeed him.

Samuel mourned for Saul,

Samuel grieved over Saul’s disobedience, the loss of his kingship, and the harm his failure would bring to Israel. His sorrow showed both personal affection for Saul and concern for God’s people.

and the LORD regretted that He had made Saul king over Israel.

The Lord was grieved by Saul’s rebellion and by the ruin Saul had brought upon his calling. God’s judgment on Saul was just, and His rejection of Saul cleared the way for a king who would seek to obey Him.
