The Hebrew root for "settled" is "שָׁכַן" (shakan), which means to dwell or reside. This indicates a sense of permanence and establishment. Ishmael's descendants, though not the chosen line through which God's covenant would be fulfilled, were still given a place and a role in the unfolding biblical narrative.
