Paul’s Concern for the Jews

I speak the truth in Christ;

Paul begins with a solemn assurance that his words arise from his union with Christ and are governed by loyalty to Him. He is preparing to express profound sorrow over Israel’s unbelief, a matter that could be misunderstood because of his strong defense of the gospel among Gentiles.

I am not lying,

Paul reinforces the seriousness of his testimony. Though many of his fellow Jews opposed his ministry, he had not abandoned his love for Israel or denied God’s continuing purposes for the nation.

as confirmed by my conscience

His inner moral witness agrees with what he declares publicly. Paul’s grief for Israel is sincere, not a rhetorical device or an attempt to win favor with his readers.

in the Holy Spirit.

The Holy Spirit confirms and directs Paul’s conscience, giving divine weight to his testimony. His concern for Israel is consistent with God’s truth and with the Spirit’s work in revealing God’s plan of salvation.

I have deep sorrow

Paul openly declares the grief he carries for Israel, his own people according to the flesh. Though Israel possessed God’s covenants, promises, worship, and patriarchal heritage, many had rejected Jesus as the Messiah. Paul’s sorrow reflects the tragedy of a people deeply privileged by God yet largely unwilling to receive the salvation offered in Christ.

and unceasing anguish

His burden was not temporary or merely personal disappointment. Israel’s unbelief remained a continual source of pain because their rejection of Christ placed them outside the salvation they had long awaited. Paul’s concern also reveals that God’s promises to Israel had not failed, a matter he develops throughout the following chapters.

Paul’s grief arose from the deepest part of his being. He did not speak of Israel with detachment or hostility, but with genuine love for those who opposed the gospel he preached. His sorrow prepared the way for his explanation of God’s sovereign purpose in Israel’s present unbelief and future restoration.

Paul expresses profound grief over Israel’s widespread rejection of the Messiah. He speaks of a willingness to bear the judgment they deserve if it could bring them salvation, reflecting the burden he carries for his people.

for the sake of my brothers,

Though called to minister among the Gentiles, Paul never ceased to identify with Israel or to long for their redemption. Their unbelief was not a matter of indifference to him but a source of continual sorrow.

my own flesh and blood,

Israel was Paul’s own people by ancestry, history, and covenant heritage. From them came the patriarchs, the Law, the promises, and ultimately Christ according to the flesh.

the people of Israel.

Israel descended from Jacob and developed into the twelve tribes. God set this nation apart within His redemptive purposes, forming its national identity through the Exodus, the covenant at Sinai, and settlement in the promised land.

Theirs is the adoption as sons;

God called Israel His son and chose the nation as His own possession among the peoples of the earth. This covenant relationship anticipated the adoption of all who become God’s children through Christ.

theirs the divine glory

God’s visible presence rested with Israel in the wilderness, filling the tabernacle and later the temple. His glory marked His dwelling among His people and revealed His holiness.

and the covenants;

God bound Himself to Israel through covenants with Abraham, Moses, and David, promising descendants, land, blessing, a righteous kingdom, and the coming King. These commitments advance toward their fulfillment in Christ and the new covenant.

theirs the giving of the law,

At Sinai, God gave Israel His commandments, ordering the nation’s worship, conduct, and life in the land. The Law distinguished Israel from surrounding nations and exposed humanity’s need for redemption.

the temple worship,

Israel was given an appointed system of priests, sacrifices, feasts, and sacred service centered first on the tabernacle and later on the temple in Jerusalem. These provisions taught that access to God required atonement and mediation.

and the promises.

Israel received God’s promises concerning blessing, restoration, an enduring kingdom, and the Messiah. God’s faithfulness to these promises is displayed supremely in Jesus Christ.

Theirs are the patriarchs,

Abraham, Isaac, and Jacob stand at the beginning of Israel’s covenant history. Through them God promised a land, a people, and blessing for the nations. Their descendants became the people of Israel, entrusted with God’s covenant promises.

and from them proceeds the human descent of Christ,

Jesus was born into Israel and descended from the line of David, fulfilling God’s promises concerning the Messiah. His true humanity places Him within the history of God’s dealings with the patriarchs and their descendants.

who is God over all,

Though Christ came according to human descent from Israel, He is also sovereign over all things. Paul identifies Him as fully divine, sharing the authority and glory belonging to God.

forever worthy of praise!

His reign and glory are eternal, and His work fulfills the promises given to Israel while bringing salvation to the world.

Amen.

The conclusion, “Amen,” a Hebrew word meaning “truly” or “so be it,” affirms the certainty and truth of this declaration.

God’s Sovereign Choice

It is not as though God’s word has failed.

Israel’s widespread rejection of Christ did not overturn God’s covenant faithfulness. His promises to Abraham, Isaac, and Jacob were never dependent on every physical descendant responding in faith.

For not all who are descended from Israel are Israel.

Physical descent from Jacob identified a person as an Israelite by birth, but it did not guarantee participation in the covenant blessings. Within the nation, God preserved a believing remnant, including those who trusted His promises. God’s true people are marked by faith in Christ, whether Jew or Gentile.

Nor because they are Abraham’s descendants are they all his children.

Physical descent from Abraham did not by itself make a person an heir of God’s covenant promise. Abraham fathered Ishmael, Isaac, and the sons of Keturah, yet God established the covenant line through Isaac. The true children of Abraham are identified by God’s promise and by faith, not merely by ancestry.

On the contrary, “Through Isaac your offspring will be reckoned.”

God declared that Isaac, born to Sarah in fulfillment of His promise, would carry the covenant line. Ishmael was also blessed and became the father of a great nation, but he was not the appointed heir through whom the promised offspring would come. From Isaac’s line came Israel and, ultimately, Jesus Christ, through whom God’s promise to bless the nations is fulfilled.

So it is not the children of the flesh who are God’s children,

Physical descent from Abraham did not by itself establish a person as an heir of God’s covenant promises. Paul points to Abraham’s family: Ishmael was Abraham’s son by natural descent, yet God established the covenant line through Isaac. Israel’s national privileges were real, but ancestry alone could not secure a place among God’s redeemed people.

but it is the children of the promise who are regarded as offspring.

Isaac was born according to God’s promise to Abraham and Sarah, demonstrating that God’s covenant purposes rest on His word and sovereign choice. The true heirs of Abraham’s promise are those whom God brings into His covenant family through faith in Christ. In this way, God’s promise reaches both believing Jews and Gentiles without canceling His purposes for Israel.

Gal 3:29 And if you belong to Christ, then you are Abraham’s seed…

For this is what the promise stated:

God’s covenant promise identified Isaac as the son through whom the promised line would continue. Abraham and Sarah could not produce this heir by natural expectation, making his birth a work of God’s sovereign power and faithfulness.

“At the appointed time I will return,

God set the time for the fulfillment of His promise, directing events according to His purpose rather than human ability or planning.

Gen 21:2 So Sarah conceived and bore a son to Abraham in his old age…

and Sarah will have a son.”

Sarah gave birth to Isaac in her old age, just as God had said. Through Isaac, not Ishmael or the other sons of Abraham, the covenant line was preserved and the history of Israel advanced.

Not only that,

Paul adds a second family example to show that God’s purpose in election was evident within the covenant line itself.

but Rebecca’s children

Jacob and Esau were twins whose lives would represent two distinct peoples, yet God’s promise would continue through Jacob.

were conceived by one man,

Both sons shared the same father and were born from the same pregnancy, removing ancestry or personal achievement as grounds for God’s choice.

Gen 25:21 Later, Isaac prayed to the LORD on behalf of his wife…
Gen 25:24-26 When her time came to give birth, there were indeed twins…

our father Isaac.

Isaac, Abraham’s promised son, stood in the line through which God preserved His covenant and brought forth Israel.

Heb 11:20 By faith Isaac blessed Jacob and Esau concerning the future.

Yet before the twins were born

Jacob and Esau were the sons of Isaac and Rebekah, born after God had promised that the older would serve the younger. Before either son entered the world, God had already determined their distinct roles in the history of His covenant people.

Gal 1:15 But when God, who set me apart from my mother’s womb…

or had done anything good or bad,

Neither brother’s conduct had influenced God’s decision. Jacob’s place in the covenant line did not rest on superior character, nor was Esau set aside because of prior wrongdoing.

in order that God’s plan of election might stand,

God’s purpose in choosing Jacob demonstrated that His covenant promises advance according to His own will. Israel’s history, including the line through which the Messiah would come, depended on God’s faithful and sovereign choice.

Act 13:48 When the Gentiles heard this, they rejoiced…
Jhn 15:16 You did not choose Me, but I chose you. And I appointed you…

not by works but by Him who calls,

God’s purpose in choosing Jacob was established before either son had done good or evil. His decision rested on His own will rather than birth order, human merit, or future achievement.

she was told,

Rebekah received God’s answer concerning the two nations struggling within her womb. The revelation explained the future of her sons and the peoples who would descend from them.

“The older will serve the younger.”

Esau, the firstborn, would not hold the place of supremacy normally associated with the firstborn. Jacob, though younger, was chosen to carry forward the covenant line, showing that God directs history according to His purposes rather than human custom.

Paul grounds his argument in God’s recorded declaration, showing that Israel’s history unfolded according to His revealed purpose.

“Jacob I loved,

Jacob received covenant favor as the chosen heir through whom God established Israel and advanced the promised line. God’s choice rested on His purpose rather than the brothers’ works or status.

but Esau I hated.”

Esau, though the firstborn, was passed over for the covenant promise, and his descendants became Edom. God “hated” Esau’s line—that is, rejected it in favor of another as the covenant heir—demonstrating that His redemptive purpose proceeds according to His sovereign choice rather than human merit.

What then shall we say?

Paul anticipates the objection raised by God’s sovereign election of Isaac over Ishmael and Jacob over Esau. Israel’s history shows that God’s saving purpose has never rested on human ancestry, effort, or merit, but on His own calling.

Is God unjust?

Some might conclude that God acts unfairly when He chooses according to His purpose rather than human expectation. Yet God is not bound by human standards of fairness or obligated to grant mercy to anyone. His choices remain righteous because He is the Creator, Judge, and covenant-keeping God.

Certainly not!

God’s election does not compromise His justice. He judges sin rightly, keeps His promises faithfully, and extends mercy according to His will. Paul rejects the charge completely: God’s sovereign freedom and perfect righteousness cannot conflict.

For He says to Moses:

Paul cites God’s words spoken to Moses after Israel’s sin with the golden calf. Though the nation had broken the covenant, God revealed that Israel’s future rested on His own character and purpose rather than on its deservingness.

“I will have mercy on whom I have mercy,

God alone determines the recipients of His mercy. His saving purpose is not controlled by human effort, ancestry, or merit, but proceeds according to His righteous will.

Exo 33:19 “I will cause all My goodness to pass before you”…
Psa 103:8-11 The LORD is compassionate and gracious, slow to anger…
Deu 10:17-18 For the LORD your God is God of gods and Lord of lords,…

and I will have compassion on whom I have compassion.”

God’s compassion is freely given and fully consistent with His holiness and justice. Israel’s history, and ultimately salvation through Christ, show that God faithfully carries out His purposes by mercy.

So then, it does not depend on man’s desire or effort,

Paul concludes that salvation and God’s election are not secured by human determination, religious achievement, or obedience to the law. Addressing both Jewish and Gentile believers in Rome, he rejects the idea that ancestry, zeal, or personal righteousness can place anyone in a position to claim God’s favor. God’s saving purpose proceeds according to His will rather than human merit.

but on God’s mercy.

God freely shows compassion to sinners who deserve judgment. His mercy is not a reward for effort but an expression of His sovereign character and purpose. In Romans 9, Paul shows that God’s dealings with Israel, the Gentiles, and His chosen people rest on His authority to fulfill His promises and extend mercy as He wills.

For the Scripture says to Pharaoh:

God spoke to Pharaoh through Moses during the conflict that led to Israel’s deliverance from Egypt. Pharaoh’s repeated refusal to release the Israelites revealed both his hardened opposition and God’s authority over Egypt’s ruler.

“I raised you up for this very purpose,

Pharaoh’s throne, strength, and influence did not place him beyond God’s rule. His reign served within God’s purpose, even as Pharaoh acted according to his own rebellion.

Pro 16:4 The LORD has made everything for His purpose—…
Dan 4:17 This decision is the decree of the watchers,…

that I might display My power in you,

Through the plagues, God exposed the helplessness of Egypt’s gods and demonstrated His power over nature, nations, and kings. Israel’s rescue showed that no earthly power could prevent God from keeping His covenant promises.

Exo 14:4 And I will harden Pharaoh’s heart so that he will pursue…
Exo 14:31 When Israel saw the great power that the LORD had exercised…

and that My name might be proclaimed in all the earth.”

The deliverance from Egypt became known among surrounding nations and established the Lord’s reputation as the true God. Paul uses Pharaoh’s history to show that God’s purposes in mercy and judgment advance according to His sovereign will.

Therefore God has mercy on whom He wants to have mercy,

God’s mercy rests on His sovereign purpose rather than human effort, ancestry, or merit. Paul draws from God’s words to Moses after Israel’s rebellion with the golden calf, when the Lord preserved His covenant people despite their sin. Salvation is therefore rooted in God’s grace, fully revealed in Christ’s death and resurrection.

and He hardens whom He wants to harden.

Pharaoh’s repeated refusal to obey God led to judicial hardening, through which God displayed His power in Egypt and delivered Israel from slavery. Hardening does not make God the author of evil; it confirms rebellious people in the resistance they have chosen while accomplishing His righteous purposes.

One of you will say to me,

Paul anticipates the objection that God’s sovereign purpose appears to remove human responsibility. His argument confronts the natural human impulse to judge God’s actions by human standards.

“Then why does God still find fault?

If God hardens whom He chooses, the objector asks how anyone can rightly be held accountable. Pharaoh illustrates the issue: he repeatedly resisted God’s command, and God judicially confirmed him in that rebellion.

Rom 3:5 But if our unrighteousness highlights the righteousness of God…

For who can resist His will?”

God’s purposes cannot be defeated, yet people remain responsible for their sinful choices. Paul does not treat God’s sovereignty and human accountability as contradictory; both are presented as true, even where the full workings of God’s will remain beyond human judgment.

But who are you, O man, to talk back to God?

Paul rebukes human pride in judging God’s dealings with people. In the context of Romans 9, he defends God’s sovereign freedom in showing mercy and carrying out His purposes. Like Job, man stands before the Creator with limited knowledge and no standing to accuse Him of wrongdoing.

Job 9:12 If He takes away, who can stop Him? Who dares to ask Him?…
Dan 4:35 All the peoples of the earth are counted as nothing…

Shall what is formed say to Him who formed it,

God is the Maker, and humanity is His creation. The potter-and-clay image presents God’s rightful authority over the lives and destinies of those He has made. His purposes are wise and righteous, even when they are not fully revealed to human understanding.

Jer 18:6 O house of Israel, declares the LORD, can I not treat you……

“Why did You make me like this?”

No person can charge God with injustice because of his place, circumstances, or role in God’s plan. Human responsibility remains real, while God’s sovereignty is absolute. Paul’s argument calls for humble submission to the God whose judgments are always just.

Does not the potter have the right

God possesses absolute authority over those He has made. Paul draws on the familiar image of a potter shaping clay to defend God’s freedom in carrying out His purposes in history.

Jer 18:6 O house of Israel, declares the LORD, can I not treat you……
Isa 45:9 Woe to him who quarrels with his Maker—one clay pot…

to make from the same lump of clay

All people share the same fallen human nature and stand equally dependent on God’s mercy. God is not obligated to treat every person or nation identically.

Jer 18:4 But the vessel that he was shaping from the clay…
Isa 64:8 But now, O LORD, You are our Father; we are the clay,…
Gen 2:7 Then the LORD God formed man from the dust of the ground…

one vessel for special occasions

God has set apart individuals and peoples for honorable roles in His redemptive plan, including His preservation of Israel and the calling of those who receive mercy through faith.

Act 9:15 “Go!” said the Lord. “This man is My chosen instrument…
Eph 2:10 For we are God’s workmanship, created in Christ Jesus…

and another for common use?

The potter’s differing uses for vessels illustrate God’s right to assign distinct roles without injustice. Paul’s argument prepares for his explanation that God’s purposes include both judgment against unbelief and mercy toward those He calls.

What if God, intending to show His wrath and make His power known,

God’s judgment reveals His holiness, justice, and authority over human rebellion. As with Pharaoh in Egypt, God may permit opposition to continue so that His power and righteous judgment are openly displayed.

Exo 9:16 But I have raised you up for this very purpose…
Nam 1:3 The LORD is slow to anger and great in power;…
Psa 106:8 Yet He saved them for the sake of His name,…

bore with great patience

Rather than judging immediately, God endures persistent sin for a time. His forbearance does not weaken His justice; it allows His purposes to unfold and leaves the guilty without excuse.

Neh 9:30 You were patient with them for many years…
Act 13:18 He endured their conduct for about forty years…
1Pe 3:20 who disobeyed long ago when God waited patiently…

the vessels of His wrath,

Those who remain hardened in rebellion become objects of divine judgment. Like clay in a potter’s hands, people remain accountable for their sin while God sovereignly directs history toward His appointed end.

prepared for destruction?

Persistent rejection of God leads to certain judgment. Paul’s question emphasizes that God is righteous both in patiently enduring the wicked and in ultimately bringing destruction upon unrepentant evil.

What if He did this

Paul presses the question of God’s freedom to carry out His purposes in judgment and mercy. Human beings are not in a position to charge the Creator with injustice for acting according to His righteous will.

to make the riches of His glory known

God’s dealings reveal the fullness of His holiness, power, justice, grace, and mercy. His purpose extends beyond immediate circumstances to the display of His character.

Col 1:27 To them God has chosen to make known among the Gentiles…
Eph 1:18 I ask that the eyes of your heart may be enlightened,…
2Co 4:6 For God, who said, “Let light shine out of darkness,”…

to the vessels of His mercy,

Those who receive mercy are pictured as vessels shaped and used by God. Their salvation displays His grace rather than human merit.

whom He prepared in advance for glory—

God’s saving purpose for His people was established before their conversion and leads to their final glorification. Those He mercifully calls will share eternal life in His presence.

2Th 2:13-14 But we should always thank God for you, brothers…

including us,

Paul includes himself and the Roman believers among those receiving God’s mercy.

1Pe 2:9-10 But you are a chosen people, a royal priesthood…

whom He has called

Their place in God’s people rests on His sovereign summons, not ethnic descent or human merit.

not only from the Jews,

Israel received the covenants, promises, and Messiah according to God’s purpose.

but also from the Gentiles?

God’s saving purpose now gathers people from every nation into one redeemed people through Christ.

As He says in Hosea:

Paul cites Hosea, who ministered to the Northern Kingdom of Israel before its fall to Assyria. Hosea’s family life and prophecies portrayed Israel’s unfaithfulness and God’s promised restoration.

Hos 2:23 And I will sow her as My own in the land…
Hos 1:10 Yet the number of the Israelites will be like the sand…

“I will call them ‘My People’ who are not My people,

In Hosea, God promised to restore Israelites who had been placed under judgment. Paul shows that this promise also reaches the Gentiles, whom God calls into His covenant people by mercy rather than ethnic descent.

1Pe 2:10 Once you were not a people, but now you are the people…
Hos 1:9 And the LORD said, “Name him Lo-ammi,…

and I will call her ‘My Beloved’ who is not My beloved,”

Those once separated from God are received in covenant love. God’s purpose has always included the gathering of a people for Himself from beyond Israel, fulfilling His promises without abandoning His faithfulness to Israel.

Isa 62:4-5 No longer will you be called Forsaken, nor your land…
Jer 31:3 The LORD appeared to us in the past, saying:…

and, “It will happen that in the very place where it was said to them, ‘You are not My people,’

Hosea announced judgment on the Northern Kingdom for persistent idolatry and covenant unfaithfulness, culminating in exile. Yet God also promised that Israel’s rejection would not be final. In the land where their disobedience had brought the declaration of judgment, He would restore those whom He had disciplined.

Hos 1:9 And the LORD said, “Name him Lo-ammi,…
Hos 2:23 And I will sow her as My own in the land…
1Pe 2:10 Once you were not a people, but now you are the people…

they will be called ‘sons of the living God.’”

God’s restoration would bring a renewed identity and relationship with Him. The living God, unlike the powerless idols Israel had pursued, remains faithful to His covenant purposes. Paul applies Hosea’s promise to show that God calls a people for Himself not only from Israel but also from the Gentiles, bringing all who believe into His family through Christ.

Isaiah cries out concerning Israel:

Paul draws on Isaiah’s warning to show that Israel’s history had long testified to God’s righteous judgment and preserving mercy.

Isa 1:9 Unless the LORD of Hosts had left us a few survivors,…
Isa 11:11-16 On that day the Lord will extend His hand a second time…

“Though the number of the Israelites is like the sand of the sea,

Israel had become a great nation, fulfilling God’s promise to Abraham. Yet outward numbers and physical descent did not ensure faithfulness to God.

Hos 1:10 Yet the number of the Israelites will be like the sand…
Gen 32:12 But You have said, ‘I will surely make you prosper…
Gen 22:17 I will surely bless you, and I will multiply…

only the remnant will be saved.

In the midst of judgment, God preserved those who trusted Him. Paul applies this truth to Israel’s response to Christ: salvation belongs to the faithful remnant, not to every descendant by birth.

Rom 11:5 In the same way, at the present time there is a remnant…
Jol 2:32 And everyone who calls on the name of the LORD will be saved…

For the Lord will carry out His sentence on the earth

Paul recalls God’s judgment against unbelief while affirming that He preserves a remnant according to His purpose. The Lord’s sentence is neither uncertain nor limited by human resistance; He rules over all peoples and brings His righteous judgment to completion.

Psa 96:13 before the LORD, for He is coming—…
Act 17:31 For He has set a day when He will judge the world…
Deu 32:35 Vengeance is Mine; I will repay. In due time…

thoroughly and decisively.”

God’s judgment will be complete and final, accomplishing exactly what He has decreed. His purposes for Israel and the nations will not fail, and no sin or rebellion will escape His righteous verdict.

Isa 28:22 So now, do not mock, or your shackles will become heavier.…
Zep 1:18 Neither their silver nor their gold will be able…

It is just as Isaiah foretold:

Paul confirms that Israel’s present condition was anticipated by Isaiah, showing that God’s dealings with His people unfold according to His revealed plan.

Isa 1:10 Hear the word of the LORD, you rulers of Sodom;…

“Unless the Lord of Hosts had left us descendants,

God, sovereign over all the powers of heaven and earth, preserved a remnant of Israel by His mercy. Though many rejected Him, He did not allow the nation to be completely extinguished.

Isa 10:22 Though your people, O Israel, be like the sand of the sea,…
Isa 37:31-32 And the surviving remnant of the house of Judah…
Rom 11:5 In the same way, at the present time there is a remnant…

we would have become like Sodom,

Apart from God’s preserving grace, Israel’s sin would have brought the total destruction that fell on Sodom.

Deu 29:23 All its soil will be a burning waste of sulfur and salt,…
Gen 19:24-25 Then the LORD rained down sulfur and fire…
Isa 13:19 And Babylon, the jewel of the kingdoms,…

we would have resembled Gomorrah.”

Gomorrah’s ruin likewise portrays the judgment Israel deserved. The survival of descendants demonstrates both the seriousness of sin and God’s faithfulness to preserve His covenant purposes.

Israel’s Unbelief

What then will we say?

Paul draws together his argument about God’s sovereign purpose in calling both Jews and Gentiles.

Rom 4:1 What then shall we say that Abraham, our forefather…

That the Gentiles,

Non-Jewish peoples, long outside Israel’s covenants and privileges, were brought into God’s saving purpose through the gospel.

Rom 15:9-12 so that the Gentiles may glorify God for His mercy.…

who did not pursue righteousness,

Unlike Israel, they had not sought right standing with God through the Mosaic Law or its covenant obligations.

have obtained it,

Many Gentiles nevertheless received right standing before God when they believed in Christ.

a righteousness that is by faith;

God grants righteousness to those who trust in Christ rather than to those who rely on their own works or religious standing.

but Israel,

But Israel refers to the nation descended from Jacob, who had received God’s covenant, the Law through Moses, and the promises concerning the Messiah. Yet their privileged position did not remove their need to trust in God by faith.

Rom 10:21 But as for Israel he says: “All day long…
Psa 81:11-12 But My people would not listen to Me, and Israel would not…
Isa 65:2 All day long I have held out My hands to an obstinate people…

who pursued a law of righteousness,

Israel sought right standing with God through obedience to the Mosaic Law. The Law revealed God’s holy standard and exposed sin, but it was never a means by which sinful people could establish their own righteousness.

has not attained it.

Israel’s failure came from seeking righteousness by works rather than receiving it by faith. Righteousness is granted through faith in Jesus Christ, whose sacrifice fulfills the Law’s demands for all who believe.

Rom 10:3 Because they were ignorant of God’s righteousness…
Php 3:9 and be found in Him, not having my own righteousness…
Gal 3:21 Is the law, then, opposed to the promises of God?…

Why not?

Israel failed to attain righteousness because it pursued acceptance with God on the wrong basis.

Rom 11:7-8 What then? What Israel was seeking, it failed to obtain.…

Rom 10:16 But not all of them welcomed the good news.…

Because their pursuit was not by faith,

Rather than trusting God’s provision, many lacked faith and relied on their covenant privileges and obedience to the law.

Heb 11:6 And without faith it is impossible to please God.…

but as if it were by works.

They treated righteousness as something earned through human effort, overlooking that the law exposed sin and pointed to the need for God’s mercy.

They stumbled over the stumbling stone,

Jesus, the promised Messiah, became the point of their rejection because they would not receive Him by faith.

Mat 21:42-44 The stone the builders rejected has become the cornerstone.…

as it is written: “See, I lay in Zion

God established His saving purpose in Jerusalem, the center of Israel’s worship and the place where Christ was rejected and crucified.

a stone of stumbling and a rock of offense;

Jesus is the foundation appointed by God, yet many in Israel stumbled over Him because they sought righteousness through the law rather than through faith.

Isa 8:14 And He will be a sanctuary—but to both houses of Israel…
1Pe 2:8 “A stone of stumbling and a rock of offense.”…
Luk 20:18 Everyone who falls on this stone will be broken to pieces,…

and the one who believes in Him

Those who trust in Christ receive the righteousness God provides apart from works.

Jhn 3:16 For God so loved the world that He gave His one and only Son…
Jhn 3:18 Whoever believes in Him is not condemned,…
Act 10:43 All the prophets testify about Him…

will never be put to shame.”

Believers will be vindicated before God and will not be disappointed in the hope secured through Christ.
