A Remnant Chosen by Grace

I ask then, did God reject His people?

Paul confronts the claim that Israel’s widespread unbelief means God has abandoned the nation He chose and bound to Himself by covenant. Israel’s rejection of the Messiah had created sharp tension between Jewish and Gentile believers, but God’s promises had not failed.

Certainly not!

Israel’s disobedience brought discipline and a partial hardening, not permanent rejection. God remains faithful to His covenant purposes and will preserve a believing remnant within Israel.

I am an Israelite myself,

Paul’s own conversion demonstrates that Jewish people were still being saved through faith in Christ. His apostleship to the Gentiles did not erase his identity or concern for his fellow Israelites.

a descendant of Abraham,

Paul belonged to the physical family through whom God established His covenant promises, showing that Abraham’s descendants had not been excluded from God’s mercy.

from the tribe of Benjamin.

Benjamin was one of the tribes preserved within the southern kingdom after Israel divided. Paul’s specific ancestry confirms his full Jewish heritage and serves as living evidence that God had not rejected His people.

God did not reject His people,

Israel’s widespread unbelief did not cancel God’s covenant promises to the nation descended from Abraham, Isaac, and Jacob. Though many had turned from Him, the Lord remained faithful to the people He had chosen and disciplined throughout their history.

whom He foreknew.

God had set His covenant love on Israel long before their present failure. His purposes for them rested on His own faithfulness, not on their consistent obedience.

Do you not know what the Scripture says about Elijah,

Paul recalls Elijah’s ministry during Israel’s spiritual collapse under Ahab and Jezebel. Surrounded by idolatry and persecution, Elijah believed faithful worship had nearly disappeared from the land.

how he appealed to God against Israel:

Elijah brought Israel’s rebellion before the Lord, grieving that they had abandoned the covenant, destroyed God’s altars, and killed His prophets. Yet God would show him that He had preserved faithful Israelites even in a time of national apostasy.

“Lord, they have killed Your prophets

Elijah recalled Israel’s long resistance to God’s messengers. Under Ahab and Jezebel, those who remained faithful faced deadly persecution.

and torn down Your altars.

The nation had forsaken the worship of the LORD for Baal. The ruined altar Elijah repaired on Mount Carmel stood as evidence of Israel’s covenant unfaithfulness.

I am the only one left,

Overwhelmed by the rebellion around him, Elijah believed he was the last faithful servant of God. Yet the Lord had preserved seven thousand Israelites who had not worshiped Baal.

and they are seeking my life as well”?

Jezebel’s threat forced Elijah to flee after the events at Carmel. Paul uses Elijah’s experience to show that Israel’s unbelief did not mean God had rejected His people; He had kept a faithful remnant.

And what was the divine reply to him?

God answered Elijah’s despair after he believed he alone remained faithful in Israel. Though the nation had widely turned to idolatry under Ahab and Jezebel, the Lord had neither lost control nor abandoned His covenant people.

“I have reserved for Myself seven thousand men

God Himself had preserved a faithful remnant. Their survival did not depend on Elijah’s awareness or human strength, but on the Lord’s sovereign purpose amid Israel’s rebellion.

Rom 9:27-29 Isaiah cries out concerning Israel: “Though……
Isa 10:20-22 On that day the remnant of Israel and the survivors…
Zec 13:8-9 And in all the land, declares the LORD,…

who have not bowed the knee to Baal.”

These men had refused to join Baal worship despite the pressure and danger surrounding them. Their faithfulness showed that God still had servants in Israel and that idolatry had not completely overcome the nation.

In the same way,

God’s preservation of faithful Israelites in Elijah’s day continued in Paul’s generation. Israel’s widespread unbelief did not mean that God had rejected His people or abandoned His promises.

at the present time

During the early growth of the church, many Jews rejected Jesus as the Messiah, yet Jewish believers in Christ remained as evidence of God’s continuing work among Israel.

Rom 13:11 And do this, understanding the occasion. The hour has come…

there is a remnant

As in earlier periods of Israel’s history, God preserved a faithful portion who trusted Him rather than following the unbelief of the majority.

Rom 9:27-29 Isaiah cries out concerning Israel: “Though……

Mic 2:12 I will surely gather all of you, O Jacob; …

chosen by grace.

Their standing before God rested on His sovereign favor, not on ancestry, law-keeping, or human merit.

Tit 3:5-7 He saved us, not by the righteous deeds we had done…

And if it is by grace,

God’s choice of a remnant from Israel rests on His unmerited favor, not on Israel’s faithfulness or achievement. Throughout Israel’s history, God preserved His people despite their disobedience, according to His covenant purposes.

Eph 2:8-9 For it is by grace you have been saved through faith…
2Ti 1:9 He has saved us and called us to a holy calling…
Tit 3:5 He saved us, not by the righteous deeds we had done…

then it is no longer by works.

Obedience to the law could not earn acceptance before God, since all people stand guilty of sin. The law exposed sin and pointed to the need for God’s provision of salvation through Christ.

Gal 2:16 know that a man is not justified by works of the law…
Rom 4:4-5 Now the wages of the worker are not credited as a gift,…
Php 3:9 and be found in Him, not having my own righteousness…

Otherwise, grace would no longer be grace.

Grace is God’s free gift, received through faith rather than earned by human effort. Any system that makes salvation dependent on works changes grace into a reward and denies its character as God’s merciful provision.

What then?

Paul draws his argument to a clear conclusion about Israel’s present condition within God’s saving plan.

Rom 6:15 What then? Shall we sin because we are not under law,…

Rom 7:7 What then shall we say? Is the law sin? Certainly not!…

What Israel was seeking, it failed to obtain,

Israel pursued righteousness through the law but, in rejecting Christ, did not receive the righteousness God grants through faith.

Rom 9:31-32 but Israel, who pursued a law of righteousness…
Rom 10:3 Because they were ignorant of God’s righteousness…
Gal 2:16 know that a man is not justified by works of the law…

but the elect did.

A remnant of Israel believed in Christ and received the promised salvation by God’s grace, showing that His covenant purposes had not failed.

The others were hardened,

Those who persisted in unbelief were confirmed in their resistance to God. Their hardening opened the way for the gospel to spread among the Gentiles, while leaving Israel’s future restoration within God’s purpose.

In judgment, God permitted persistent unbelief to result in spiritual dullness, leaving many unable to recognize the righteousness offered through Christ.

Isa 29:10 For the LORD has poured out on you a spirit of deep sleep.…

Rom 1:28 Furthermore, since they did not see fit to acknowledge God,…

eyes that could not see,

Though they possessed the Law, the prophets, and the promises, many in Israel failed to perceive their fulfillment in Jesus the Messiah.

Jer 5:21 Hear this, O foolish and senseless people……

and ears that could not hear,

They heard God’s word but did not receive it in faith, remaining resistant to its meaning and demands.

to this very day.”

Paul applies this condition to his own time, while maintaining that God had preserved a believing remnant and had not rejected Israel completely.

And David says:

David’s imprecatory words from Psalm 69 are applied to Israel’s present condition of unbelief. The psalm’s language of judgment anticipates the consequences of rejecting God’s appointed Messiah.

“May their table become a snare and a trap,

What had been given as provision and blessing becomes an occasion for judgment when received without faith. Israel’s religious privileges, rather than leading them to Christ, became sources of confidence apart from Him.

Psa 69:22 May their table become a snare; may it be a retribution…
Psa 35:8 May ruin befall them by surprise; may the net they hid…
Psa 9:15 The nations have fallen into a pit of their making;…

a stumbling block and a retribution to them.

Their refusal to believe results in spiritual blindness and divine recompense. The judgment is not arbitrary but follows their persistent rejection of the truth God revealed.

Isa 8:14 And He will be a sanctuary—but to both houses of Israel…
Psa 69:23 May their eyes be darkened so they cannot see…
Deu 32:35 Vengeance is Mine; I will repay. In due time…

May their eyes be darkened so they cannot see,

David’s lament in Psalm 69 is applied to Israel’s rejection of the Messiah. Their blindness was a judicial consequence of refusing God’s truth, leaving many unable to recognize Christ and the Gospel. Yet this hardening was neither universal nor final, since God preserved a believing remnant.

Psa 69:23 May their eyes be darkened so they cannot see…
Isa 6:10 Make the hearts of this people calloused; deafen their ears…
Isa 29:10 For the LORD has poured out on you a spirit of deep sleep.…

and their backs be bent forever.”

The bent back pictures the weight of judgment, weakness, and subjection. Israel’s unbelief brought real consequences, but Paul’s wider argument does not end in hopelessness: God’s purposes for Israel remain, and His mercy will yet be displayed.

The Ingrafting of the Gentiles

I ask then, did they stumble so as to fall beyond recovery?

Israel’s rejection of the Messiah was serious, but it did not cancel God’s covenant purposes for the nation. Their present unbelief did not mean that God had abandoned the descendants of Abraham or that their future restoration was impossible.

Rom 9:32-33 They stumbled over the stumbling stone…

Certainly not!

Paul rejects any conclusion that Israel has been permanently cast aside. God remains faithful to His promises, and Israel’s national turning to Christ remains part of His plan.

Rom 3:4 Certainly not! Let God be true and every man a liar.…
Rom 6:2 Certainly not! How can we who died to sin…
Gal 2:17 But if, while we seek to be justified in Christ…

However, because of their trespass,

Israel’s rejection of Jesus opened the way for the gospel to go widely among the nations. God did not cause their unbelief, yet He used it to advance the spread of salvation.

Act 13:46 Then Paul and Barnabas answered them boldly…
Mat 21:43 Therefore I tell you that the kingdom of God……
Jhn 1:11 He came to His own, and His own did not receive Him.

salvation has come to the Gentiles

Through the apostles’ preaching, Gentiles received the same salvation offered to Israel: forgiveness of sins and new life through faith in Christ. They were brought into the blessings of God’s covenant without becoming Jews.

Act 13:47 For this is what the Lord has commanded us:…
Act 11:18 When they heard this, they had no further objections,…
Eph 3:6 This mystery is that through the gospel the Gentiles are…

to make Israel jealous.

As Gentiles came to know Israel’s God and receive the blessings promised through Israel’s Messiah, Israel was meant to recognize what it had rejected and be drawn back to faith in Christ.

Deu 32:21 They have provoked My jealousy by that which is not God;…
Rom 10:19 I ask instead, did Israel not understand?…
Isa 65:1-2 I revealed Myself to those who did not ask for Me;……

But if their trespass means riches for the world,

Israel’s rejection of Christ became the occasion for the Gospel to go out widely among the nations. Through Christ’s death and resurrection, salvation was proclaimed beyond Israel, bringing the blessings promised through Abraham’s offspring to people throughout the world.

Act 13:46 Then Paul and Barnabas answered them boldly…
Isa 49:6 “It is not enough for You to be My Servant,”…

and their failure means riches for the Gentiles,

Israel’s failure to receive her Messiah led the apostles to preach increasingly among the Gentiles. Men and women formerly outside the covenants of promise were brought into God’s people through faith in Christ and received the inheritance of eternal life.

Eph 3:8 Though I am less than the least of all the saints…
Act 11:18 When they heard this, they had no further objections,…

how much greater riches will their fullness bring!

Israel’s future turning to Christ will bring still greater blessing to the nations. Her restoration will display God’s faithfulness to His promises and accompany a fuller worldwide realization of the blessings of the Gospel.

Isa 11:10-12 On that day the Root of Jesse will stand as a banner…
Act 3:21 Heaven must take Him in until the time comes…

I am speaking to you Gentiles.

Paul turns directly to the Gentile believers in Rome, affirming their full place among God’s people through faith in Christ. Their inclusion fulfills God’s long-standing purpose to bring salvation beyond Israel to the nations.

Eph 3:1 For this reason I, Paul, the prisoner of Christ Jesus…
1Ti 2:7 For this reason I was appointed as a preacher, an apostle,…

Inasmuch as I am the apostle to the Gentiles,

Christ appointed Paul to carry the gospel among the Gentile world. The Jerusalem apostles recognized this calling, and Paul’s ministry helped establish churches throughout Asia Minor, Greece, and Rome’s wider world.

Gal 2:7-8 On the contrary, they saw that I had been entrusted…
Act 22:21 Then He said to me, ‘Go! I will send you far away…

I magnify my ministry

Paul treats his work as a sacred stewardship, seeking to display God’s mercy toward the nations. He also hopes that Israel will see the blessing Gentiles have received through Christ and be stirred to seek the same salvation.

Act 20:24 But I consider my life of no value to me…
Col 1:25 I became its servant by the commission God gave me…

in the hope that I may provoke my own people to jealousy

As apostle to the Gentiles, Paul desired that Israel would see the grace of God at work among the nations and recognize what they had rejected in refusing their Messiah. Gentile salvation did not replace Israel but was meant to awaken many Jews to seek the Lord and receive the promises fulfilled in Christ.

Act 13:45 But when the Jews saw the crowds, they were filled…

and save some of them.

Paul longed for the salvation of his fellow Israelites, though many had rejected Jesus. He expected that God would preserve and bring to faith a remnant from Israel, using the spread of the gospel among the Gentiles as part of His purpose. Salvation remained available to Jew and Gentile alike through faith in Christ.

Jas 5:20 Whoever turns a sinner from the error of his way…

For if their rejection is the reconciliation of the world,

Israel’s rejection of Jesus by much of the nation and its leaders resulted in the gospel going widely to the Gentiles. Through Christ’s atoning death, people from every nation could be reconciled to God.

Eph 2:13-16 But now in Christ Jesus you who once were far away…
2Co 5:18-19 All this is from God, who reconciled us to Himself…
Col 1:20-22 and through Him to reconcile to Himself all things,…

what will their acceptance be

Paul anticipates Israel’s future turning to her Messiah. Their restoration will mark a major fulfillment of God’s covenant purposes and bring blessing far beyond Israel itself.

Mat 23:39 For I tell you that you will not see Me again…
Zec 12:10 Then I will pour out on the house of David……
Act 3:19-21 Repent, then, and turn back, so that your sins may be wiped…

but life from the dead?

Israel’s acceptance will be like resurrection after long spiritual barrenness. It points toward the climactic completion of God’s redemptive plan, including the resurrection and final renewal associated with Christ’s return.

Jhn 5:28-29 Do not be amazed at this, for the hour is coming…
Ezk 37:12-14 Therefore prophesy and tell them that this is what the Lord…

If the first part of the dough is holy,

Israel’s patriarchs were set apart by God through His covenant promises to Abraham, Isaac, and Jacob. Their consecration established Israel as a people belonging to God.

Num 15:20-21 From the first of your dough, you are to lift up a cake…
Neh 10:37 Moreover, we will bring to the priests at the storerooms…
Ezk 44:30 The best of all the firstfruits and of every…

so is the whole batch;

The nation descended from them retains a covenantal distinction before God, even though many Israelites have rejected the Messiah. Their present unbelief has not canceled God’s purposes for Israel.

1Co 7:14 For the unbelieving husband is sanctified…

if the root is holy,

The root represents the patriarchs and the promises God made to them. It is the source from which Israel’s covenant history and privileges grew.

Rev 22:16 I, Jesus, have sent My angel to give you this testimony…
Isa 11:10 On that day the Root of Jesse will stand as a banner…
Isa 11:1 Then a shoot will spring up from the stump of Jesse…

so are the branches.

The branches are the descendants of the patriarchs, especially Israel. Their connection to the holy root explains why God has not permanently cast them off and why restoration remains possible through faith in Christ.

Jhn 15:4-6 Remain in Me, and I will remain in you…
Psa 80:8-11 You uprooted a vine from Egypt; You drove out the nations…

Now if some branches have been broken off,

Some Israelites were set aside because of unbelief in Christ. Their removal was not a permanent rejection of Israel but part of God’s purpose during the present age.

Jer 11:16 The LORD once called you a flourishing olive tree…
Jhn 15:2 He cuts off every branch in Me that bears no fruit,…
Mat 3:10 The axe lies ready at the root of the trees,…

and you, a wild olive shoot,

Gentile believers, once outside Israel’s covenants and promises, were brought in through faith in Christ.

Eph 2:11-13 Therefore remember that formerly you who are Gentiles…
Isa 56:6-8 And the foreigners who join themselves to the LORD…
1Pe 2:10 Once you were not a people, but now you are the people…

have been grafted in among the others

“Have been grafted in among the others” means that Gentile believers were joined to the faithful remnant of Israel as one people of God, not by ethnic descent or human merit but by faith.

Eph 2:14-16 For He Himself is our peace, who has made the two one…
Eph 3:6 This mystery is that through the gospel the Gentiles are…
1Co 12:13 For in one Spirit we were all baptized into one body…

to share in the nourishment of the olive root,

They now share in the spiritual nourishment that flows from God’s promises to the patriarchs, fulfilled in Christ.

Col 2:6-7 Therefore, just as you have received Christ Jesus as Lord,…

do not boast over those branches.

Gentile believers had no basis for looking down on unbelieving Jews. Israel had received God’s covenants, promises, worship, and Messiah according to the flesh. Though many Jewish people had rejected Christ, their exclusion was not grounds for Gentile pride.

If you do, remember this:

Their place among God’s people came entirely by grace through faith in Christ. They were brought into blessings that God had long prepared through His dealings with Israel.

Deu 8:18 But remember that it is the LORD your God…

You do not support the root,

The root includes the patriarchs and the covenant promises God made to Abraham, Isaac, and Jacob, all of which find their fulfillment in Christ. Gentile believers did not establish this redemptive foundation.

Eph 2:12 remember that at that time you were separate from Christ,…
Jhn 4:22 You worship what you do not know; we worship what we do know,…
Act 3:25 And you are sons of the prophets and of the covenant…

but the root supports you.

God’s faithfulness to His promises sustains all who belong to Christ. Jews and Gentiles who believe are joined in one people of God, dependent on the same covenant mercy and the same Messiah.

Rev 5:5 Then one of the elders said to me, “Do not weep! Behold…

You will say then,

Paul anticipates the Gentile objection that Israel’s unbelief served mainly to make room for them in God’s people.

1Co 15:35 But someone will ask, “How are the dead raised?”…

“Branches were broken off

Some Israelites were removed from the place of covenant blessing because they rejected Jesus as the Messiah. Like natural branches cut from an olive tree, they did not continue through faith.

Jer 11:16-17 The LORD once called you a flourishing olive tree…

Gentile believers were brought into the people of God through faith in Christ, sharing in the promises God gave through Israel. Their inclusion, however, was not a reason for pride, since it depended entirely on God’s mercy.

Israel’s unbelief resulted in many Jews being removed from the place of covenant blessing pictured by the olive tree.

They were broken off because of unbelief,

Those who rejected Jesus as the Messiah were separated from the blessings connected with faith in God’s promised Savior.

but you stand by faith.

Gentile believers were brought into God’s people through faith in Christ, not through ancestry, law-keeping, or personal merit.

Do not be arrogant, but be afraid.

Gentiles must not look down on unbelieving Jews. Their place among God’s people rests on His mercy and requires humble, reverent faith.

For if God did not spare the natural branches,

Israel, descended from Abraham and entrusted with God’s covenants, Law, and promises, was like the original branches of the olive tree. Yet many were cut off because they rejected Christ in unbelief. Physical descent from the patriarchs did not secure their standing apart from faith in God’s Messiah.

He will certainly not spare you either.

Gentile believers had been brought into God’s people by grace, not by ancestry or merit. If they abandoned faith and followed the unbelief that led to Israel’s branches being removed, they too would face God’s judgment. God’s dealings with both Jew and Gentile are marked by the same holiness, justice, and requirement of continuing faith.

Take notice, therefore, of the kindness and severity of God:

Paul calls believers to consider both God’s mercy and His judgment. God is gracious toward those who receive His salvation, yet He also judges unbelief and rebellion. His character is neither indulgent nor unjust; He acts faithfully according to His holiness and covenant purposes.

severity to those who fell,

Israel’s rejection of Christ brought judgment and a temporary setting aside of the nation from its privileged place of service in God’s redemptive plan. Their fall was the result of unbelief, not a failure of God’s promises.

Heb 3:17-19 And with whom was God angry for forty years?…
Jud 1:5 Although you are fully aware of this, I want to remind you…

but kindness to you,

Gentile believers had received blessings once associated with Israel’s covenant privileges. Their inclusion came entirely through God’s grace and through faith in Christ, not through ethnic heritage or human merit.

Tit 3:4-5 But when the kindness of God our Savior…
1Pe 2:10 Once you were not a people, but now you are the people…

if you continue in His kindness.

Their place of blessing required continued faith in Christ. Paul warns against pride and presumption, reminding Gentile Christians that they stand by faith and must remain dependent on God’s grace.

Otherwise you also will be cut off.

Just as unbelieving branches were removed, Gentiles who abandon faith and reject God’s kindness face judgment. The warning exposes the seriousness of unbelief and the necessity of enduring faith.

And if they do not persist in unbelief,

Israel’s present hardening is neither complete nor permanent. Their rejection of Jesus as Messiah brought their removal from covenant blessing, yet repentance and faith remain the way of restoration.

they will be grafted in,

The Jewish people who believe in Christ will be restored to the place of blessing from which unbelief excluded them. Their return does not create a separate people of God but brings them into the same redeemed community that includes believing Gentiles.

Isa 11:11-12 On that day the Lord will extend His hand a second time…

for God is able to graft them in again.

Israel’s restoration depends on God’s power and faithfulness to His covenant purposes. The God who brought Gentiles into His people is fully able to restore believing Jews to their original place in the cultivated olive tree.

Hos 14:4 I will heal their apostasy; I will freely love them…
Jer 31:18-20 I have surely heard Ephraim’s moaning: ‘You disciplined me…
Luk 1:37 For no word from God will ever fail.”

For if you were cut from a wild olive tree,

Gentiles had stood outside Israel’s covenants and promises, without the spiritual heritage entrusted to the patriarchs and prophets. Like branches from a wild olive, they bore no claim to the cultivated tree.

and contrary to nature were grafted into one that is cultivated,

God graciously brought believing Gentiles into the people of faith, giving them a share in the blessings rooted in His promises to Israel. Such grafting reversed ordinary agricultural practice and displayed God’s mercy.

how much more readily will these, the natural branches,

The Jewish people remain the natural heirs of the covenants, law, worship, and messianic promises given through Israel. Their present unbelief does not cancel God’s purpose for them.

Israel’s restoration through faith in Christ is fully possible and accords with God’s continuing faithfulness to His covenant promises.

All Israel Will Be Saved

I do not want you to be ignorant of this mystery, brothers,

Paul reveals God’s formerly hidden plan for Israel and the Gentiles. He addresses fellow believers as family and prepares them to understand Israel’s present condition without misunderstanding God’s faithfulness or purposes.

so that you will not be conceited:

Gentile Christians were not to regard themselves as superior to unbelieving Jews. Their salvation came by God’s mercy, not by personal merit, and Israel’s present unbelief gave no basis for pride or division.

A hardening in part has come to Israel,

Many in Israel had rejected Jesus as the Messiah, resulting in a real but limited spiritual hardening. It was neither total nor final, since Jewish believers remained part of the church and God had not abandoned His covenant purposes for Israel.

Isa 6:9-10 And He replied: “Go and tell this people, ‘Be ever hearing,…
Jhn 12:40 He has blinded their eyes and hardened their hearts…
Act 28:26-27 Go to this people and say, “You will be ever hearing…”…

until the full number of the Gentiles has come in.

God has appointed a period during which the gospel gathers Gentiles into salvation. When that work reaches its intended completion, the present hardening of Israel will give way to the future fulfillment of God’s promises to the nation.

And so all Israel will be saved,

Paul points to a future salvation of Israel as a nation after the present ingathering of the Gentiles. Israel’s unbelief is not final; the descendants of Abraham, Isaac, and Jacob will turn to their Messiah.

God’s promise of Israel’s restoration stands firmly within His revealed plan.

“The Deliverer will come from Zion;

The Deliverer is Jesus Christ, Israel’s Messiah, whose return is connected with Zion, Jerusalem, the center of His kingdom.

Psa 14:7 Oh, that the salvation of Israel would come from Zion!…
Isa 59:20 The Redeemer will come to Zion, to those in Jacob…
Oba 1:17 But on Mount Zion there will be deliverance…

He will remove godlessness from Jacob.

Israel will be cleansed from rebellion and forgiven, receiving the spiritual renewal God promised to the nation.

Jer 31:33-34 “But this is the covenant I will make”…

And this is My covenant with them

God’s enduring covenant with Israel rests on His promises to the patriarchs and includes Israel’s future restoration. The prophets foretold a new covenant in which God would cleanse His people, write His law upon their hearts, and restore them to fellowship with Him.

Jer 31:33 “But this is the covenant I will make”…
Heb 8:10 For this is the covenant I will make with the house…
Heb 10:16 This is the covenant I will make with them after those days,…

when I take away their sins.”

Israel’s promised restoration includes the full removal of sin through the atoning work of Jesus Christ. His sacrifice provides the basis for forgiveness under the new covenant, fulfilling God’s pledge to cleanse His people and remember their sins no more.

Regarding the gospel, they are enemies on your account;

Israel’s widespread rejection of Jesus as Messiah placed many Jewish people in opposition to the gospel Paul preached. Their rejection opened the way for the message to go more fully to the Gentiles, who received the blessings of salvation through faith in Christ.

but regarding election, they are loved on account of the patriarchs.

God has not abandoned Israel. His covenant promises to Abraham, Isaac, and Jacob remain in force, and His purposes for the nation will be fulfilled. Their present unbelief does not cancel God’s faithful love or His promised future restoration.

For God’s gifts

Paul refers to the covenant privileges God granted Israel: the patriarchs, the covenants, the law, the worship, the promises, and the Messiah’s human descent. These blessings came from God’s grace and election, not Israel’s merit.

Jas 1:17 Every good and perfect gift is from above…
Eph 4:7 Now to each one of us grace has been given…
1Co 12:4-6 There are different gifts, but the same Spirit.…

and His call

Israel’s calling began with Abraham and continued through the nation God set apart to carry His revelation and bring forth the Messiah. Though many Israelites had rejected Christ, God had not abandoned His purpose for the people He chose.

2Ti 1:9 He has saved us and called us to a holy calling…
1Th 5:24 The One who calls you is faithful, and He will do it.
Gal 1:15 But when God, who set me apart from my mother’s womb…

are irrevocable.

God does not withdraw His covenant commitments or reverse His saving purpose. His gifts and call are irrevocable, meaning they cannot be withdrawn or annulled. Israel’s present unbelief does not cancel God’s promises, and Paul looks ahead to their future restoration in keeping with God’s faithfulness.

Just as you who formerly disobeyed God

Gentile believers had once lived apart from God’s covenant people and in rebellion against Him.

have now received mercy

God brought them forgiveness and salvation by grace through faith in Christ.

through their disobedience,

Israel’s widespread rejection of the Messiah led to the Gospel being proclaimed among the Gentiles, fulfilling God’s redemptive purpose without excusing Israel’s unbelief.

so they too have now disobeyed,

Israel’s rejection of Jesus as the Messiah continued the nation’s long history of resisting God’s revealed will. Yet this unbelief was neither final nor outside God’s purpose.

in order that they too may now receive mercy

God has not abandoned His covenant people. Their future restoration will rest on His mercy rather than on their obedience or merit.

through the mercy shown to you.

Gentile believers received salvation during Israel’s temporary hardening. Their inclusion in God’s people displays His grace and will ultimately serve in Israel’s return to faith in Christ.

For God has consigned everyone to disobedience

God has placed both Jews and Gentiles under the same verdict: all stand guilty before Him and cannot claim salvation by ancestry, law, or human effort. Israel’s widespread rejection of Christ and the former unbelief of the Gentiles demonstrate humanity’s shared rebellion, while leaving each person responsible for sin.

Gal 3:22 But the Scripture pronounces all things confined by sin,…
Rom 3:9 What then? Are we any better? Not at all…
Psa 14:3 All have turned away, they have together become corrupt;…

so that He may have mercy on everyone.

God’s purpose is to display mercy to all without distinction. Salvation is offered to Jews and Gentiles alike through faith in Jesus Christ, not as a reward for obedience but as God’s gracious provision for those who believe.

A Hymn of Praise

O, the depth of the riches of the wisdom and knowledge of God!

Paul concludes his discussion of Israel, the Gentiles, and God’s saving purpose with worship. God’s wisdom is seen in His sovereign plan to bring mercy through both Israel’s temporary hardening and the inclusion of the Gentiles. His knowledge encompasses every person, nation, and event within His redemptive purpose.

How unsearchable are His judgments,

God’s decisions are perfectly righteous and cannot be measured by human understanding. Though His dealings with Israel had raised difficult questions, Paul affirms that God has neither failed His promises nor abandoned His people.

Job 5:9 The One who does great and unsearchable things,…
Dan 2:22 He reveals the deep and hidden things; He knows…

and untraceable His ways!

God’s purposes often unfold in ways no one could anticipate. The rejection of the Messiah by many in Israel opened the way for the gospel among the nations, yet God’s plan also includes a future restoration for Israel.

Job 26:14 Indeed, these are but the fringes of His ways;…
Psa 77:19 Your path led through the sea, Your way…
Isa 55:8-9 For My thoughts are not your thoughts, neither are your ways…

“Who has known the mind of the Lord?

God’s wisdom and purposes exceed human understanding. Paul applies this truth to God’s unfolding plan for Israel and the Gentiles, showing that salvation history rests on His knowledge, mercy, and faithfulness rather than human expectation.

Or who has been His counselor?”

God neither needs nor receives direction from His creatures. His decisions are perfectly wise, and His will governs the course of redemption and all creation.

“Who has first given to God,

God owes no one anything, for all things come from His hand and remain under His rule. No human act, sacrifice, or service can place the Creator in debt.

that God should repay him?”

Salvation, mercy, and every blessing are given by God’s grace, not earned by human merit. His covenant promises flow from His faithfulness, not from any obligation imposed on Him.

Psa 50:12 If I were hungry, I would not tell you, for the world is Mine,…

For from Him

God is the source of all that exists. Creation began by His will, and every creature, nation, and event ultimately owes its existence to Him.

Act 17:25 Nor is He served by human hands, as if He needed anything,…

and through Him

God continues to sustain and govern all things. His purposes unfold under His wisdom and power, including His dealings with Israel and the nations.

Jhn 1:3 Through Him all things were made, and without Him,…
1Co 8:6 Yet for us there is but one God, the Father…
Heb 1:2 But in these last days He has spoken to us by His Son…

and to Him are all things.

All creation belongs to God and moves toward the fulfillment of His purposes. History is not independent of Him but will culminate in His righteous design.

Col 1:16 For in Him all things were created, things in heaven…
Heb 2:10 In bringing many sons to glory, it was fitting for God…
Rev 4:11 Worthy are You, our Lord and God, to receive glory and honor…

To Him be the glory forever!

Paul closes with praise to the God whose wisdom, power, and mercy are without limit. Glory belongs to Him alone, now and eternally.

Jud 1:25 to the only God our Savior be glory, majesty, dominion…
Eph 3:21 To him be the glory in the church and in Christ Jesus…
1Pe 4:11 If anyone speaks, he should speak as one…

Amen.

This affirms the truth and certainty of the declaration; “Amen” means “truly” or “so be it.”
