A Prophecy against Israel’s Shepherds

Then the word of the LORD came to me, saying,

God again gave Ezekiel a message to deliver to Israel. The prophet spoke under divine authority, not from personal opinion. The message that follows addresses Israel’s shepherds—the kings, princes, priests, and other leaders—who had used the people for their own gain rather than protecting and guiding them. God would hold these leaders accountable and would Himself act for the good of His scattered people.

Jer 1:4 The word of the LORD came to me, saying:

Ezk 7:1 And the word of the LORD came to me, saying,

“Son of man, prophesy against the shepherds of Israel.

God addresses Ezekiel as a mortal man appointed to deliver His message. Israel’s shepherds were its kings, priests, prophets, and other rulers, entrusted with the spiritual and civil welfare of the nation. Instead of protecting and directing the people according to God’s law, they had led them into corruption and ruin.

Prophesy and tell them that this is what the Lord GOD says:

Ezekiel’s charge came from the sovereign God of Israel. The judgment was not Ezekiel’s personal accusation but the Lord’s declaration against those who had abused their authority.

‘Woe to the shepherds of Israel, who only feed themselves!

God pronounced judgment on leaders who used their positions for personal gain. While the people suffered through injustice, idolatry, and national collapse, those responsible for their care pursued wealth, security, and privilege.

Should not the shepherds feed their flock?

Leaders were meant to provide wise direction, justice, protection, and faithful instruction in God’s ways. Their neglect left the people vulnerable and scattered, revealing their failure to fulfill the responsibility God had given them.

You eat the fat,

Israel’s leaders took for themselves the best, or richest, part of what belonged to the flock. Fat from sacrifices was reserved for the Lord, making their greed a further sign of contempt for what was holy.

wear the wool,

They used the people entrusted to them to supply their own comfort and wealth. Rather than protecting the flock, they treated it as a source of personal advantage.

and butcher the fattened sheep,

The leaders consumed those who should have been preserved and strengthened. Their rule brought ruin to the healthy and prosperous members of the nation.

but you do not feed the flock.

They neglected their chief responsibility: to provide righteous guidance, justice, protection, and care for God’s people.

You have not strengthened the weak,

Israel’s leaders neglected those least able to protect or provide for themselves.

They failed to give care and relief to those suffering in body and spirit.

Rather than restoring the wounded and broken, they left them without help.

brought back the strays,

Those who had wandered from the covenant community were not guided home.

The leaders showed no concern for people who had fallen away or become scattered.

Instead, you have ruled them with violence and cruelty.

Their authority was marked by oppression and self-interest rather than the faithful care God required of shepherds over His people.

They were scattered for lack of a shepherd,

Israel’s leaders neglected their God-given responsibility to guide, protect, and care for the people. Their failure contributed to spiritual corruption, injustice, and national ruin, leaving the nation without faithful direction.

and when they were scattered

God’s judgment resulted in Israel’s dispersion among foreign nations, especially through the Assyrian and Babylonian invasions. Yet the scattering did not cancel His covenant purposes, for He would later gather His people under the righteous Shepherd He promised.

they became food for all the wild beasts.

Without godly leadership and divine protection, Israel became vulnerable to surrounding powers that exploited and devoured them. The image portrays the danger faced by a defenseless flock and anticipates the need for the true Shepherd who would preserve and restore God’s people.

My flock went astray on all the mountains and every high hill.

Israel, entrusted to unfaithful leaders, wandered into idolatry. The mountains and high hills were common places for pagan shrines and unauthorized worship, revealing the nation’s rejection of the Lord’s commands.

They were scattered over the face of all the earth,

Their spiritual rebellion led to national judgment. Israel and Judah were conquered, and many of their people were carried into exile among foreign nations, leaving the flock divided and displaced.

with no one to search for them or seek them out.’

The rulers, priests, and prophets failed to protect, instruct, and restore the people. Their neglect exposed the need for the Lord Himself to gather His scattered flock under the true Shepherd.

Therefore, you shepherds,

Israel’s rulers had failed to care for the people entrusted to them. Instead of protecting, feeding, and guiding the flock, they had used their positions for personal gain while the nation suffered. Their authority did not exempt them from accountability; God held them responsible for the harm caused by their neglect and selfishness.

hear the word of the LORD:

The judgment against these leaders came from the LORD Himself. They were required to receive His indictment and recognize that their conduct had violated the purpose of their office. God’s word exposed their failure and announced His response on behalf of His scattered and abused people.

‘As surely as I live, declares the Lord GOD,

God swears by His own life, the highest possible assurance that His judgment against Israel’s leaders will certainly come. His oath rests on His unchanging character and sovereign authority.

because My flock lacks a shepherd

Israel’s rulers, priests, and other appointed leaders had failed to provide protection, instruction, and justice. Though entrusted with God’s people, they left them without faithful care.

and has become prey and food for every wild beast,

Without godly leadership, the nation was exposed to oppression, invasion, and spiritual ruin. The surrounding powers exploited Israel’s weakness as predators attack scattered sheep.

and because My shepherds did not search for My flock

Those responsible for the people made no effort to restore the wandering, strengthen the weak, or gather those who had been driven away. Their neglect contributed to the nation’s scattering.

but fed themselves instead,

Israel’s leaders used their positions for personal gain rather than serving God’s people. Their conduct stood in direct contrast to the faithful Shepherd who would seek, protect, and lay down His life for the sheep.

therefore, you shepherds,

God directs His judgment toward Israel’s rulers, who had neglected and exploited the people entrusted to their care. Though appointed to protect, guide, and provide for the flock, they had served themselves instead. Their failure brought accountability before the true Shepherd of Israel.

hear the word of the LORD!’

The leaders must receive God’s authoritative verdict. Their position did not exempt them from obedience, and the Lord would act against those who had scattered His people.

This is what the Lord GOD says:

Ezekiel speaks under God’s direct authority, announcing a judgment that comes from the covenant Lord rather than from human opinion.

‘Behold, I am against the shepherds,

Israel’s kings, priests, and other rulers had been entrusted with the care of God’s people but had abused their authority and neglected their duty.

and I will demand from them My flock

The people belonged to God, not to their leaders. He holds those appointed to lead accountable for the harm done under their care.

and remove them from tending the flock,

God would strip unfaithful rulers of their positions, a judgment realized through the collapse of Judah and the exile.

so that they can no longer feed themselves.

These leaders had used the people for their own security, wealth, and power instead of providing protection and justice.

For I will deliver My flock from their mouths,

God Himself would intervene to rescue His people from those who treated them as prey.

and it will no longer be food for them.’

The Lord’s judgment would end their exploitation and prepare the way for His own faithful care of the flock.

The Good Shepherd

For this is what the Lord GOD says:

God speaks with sovereign authority, announcing His own response to the failure of Israel’s leaders.

‘Behold, I Myself will search for My flock

The Lord identifies Israel as His flock and declares that He will personally act where the shepherds of the nation neglected, exploited, and scattered the people.

and seek them out.

He will gather His people from exile and distress, restoring those who belong to Him and providing the care, protection, and leadership their human rulers failed to give.

As a shepherd looks for his scattered sheep

God presents Himself as the faithful shepherd of Israel, personally attentive to every member of His flock. Israel’s rulers had failed to protect and gather the people, but the Lord would do what they had neglected.

when he is among the flock,

The shepherd knows the condition of his sheep because he remains with them. God’s presence with His people stands in contrast to the distant and self-serving leadership condemned earlier in the chapter.

so I will look for My flock.

Though Israel had been unfaithful, the Lord had not abandoned His covenant people. He would actively seek those who had been lost, displaced, and neglected.

I will rescue them from all the places

The promise includes deliverance from the nations and regions where the people had been driven. God alone had authority to restore what judgment had scattered.

to which they were scattered

Israel’s dispersion followed persistent rebellion and became part of the judgment culminating in exile. Yet scattering would not be Israel’s final condition, because God promised to regather His people.

on a day of clouds and darkness.

The imagery recalls the calamity and terror surrounding Jerusalem’s fall and the exile. In the midst of that judgment, God declared His purpose to rescue and restore His flock.

I will bring them out from the peoples,

God promises to recover Israel from the nations among whom they had been scattered for covenant unfaithfulness. The regathering displays His faithfulness to the people He disciplined.

gather them from the countries,

Though Israel’s exile involved dispersion beyond Babylon, God would not lose any part of His people. Their restoration would reverse the judgment of scattering and renew them as a nation under His care.

and bring them into their own land.

The return includes the land promised to Abraham’s descendants. Israel’s restoration is both national and spiritual, securing them again in the inheritance God gave them.

I will feed them on the mountains of Israel,

God portrays Himself as Israel’s Shepherd, supplying what the false shepherds of the nation had withheld. The mountains of the restored land would become places of security and abundant provision.

in the ravines,

His care would extend into every part of the land, including its low and difficult places. No portion of the restored flock would be neglected.

and in all the settlements of the land.

The restoration would reach the whole nation, from the countryside to its inhabited towns. God would establish His people in peace and provide for them throughout the land.

I will feed them in good pasture,

God promises to personally care for His scattered people after condemning Israel’s unfaithful shepherds. The pasture portrays provision, safety, and restoration under His rule.

and the lofty mountains of Israel will be their grazing land.

Israel’s highlands, once marked by desolation and neglect, would again support the restored flock. The promise includes a real return to the land and renewed security there.

There they will lie down in a good grazing land;

The restored people will live without the fear, oppression, and displacement that had marked the nation’s judgment and exile.

they will feed in rich pasture on the mountains of Israel.

God’s care will be abundant rather than merely sufficient. The restored flock will enjoy the blessings of His covenant faithfulness in the land He gave to Israel.

I will tend My flock

God promises to assume personally the care Israel’s unfaithful shepherds had abandoned. Their leaders had exploited the people rather than protecting and guiding them, but the Lord would gather, feed, and guard His own.

and make them lie down,

His care would bring safety, provision, and rest to a scattered and wounded people. Like sheep secure under a faithful shepherd, Israel would no longer be left vulnerable to predatory rulers or foreign oppression.

declares the Lord GOD.

The promise rests on the authority of Israel’s covenant God, whose purpose to restore His people cannot fail.

I will seek the lost,

God Himself would pursue Israelites scattered through exile and neglect by their leaders.

He would gather those driven from the land and restore them to His care.

bind up the broken,

Like a faithful shepherd tending injured sheep, He would heal the wounds inflicted by sin, oppression, and judgment.

Those left vulnerable and discouraged would receive His protection and support.

but the sleek and strong I will destroy.

The well-fed and powerful sheep picture leaders and people who prospered by exploiting the weak. God would judge them for abusing His flock.

I will shepherd them with justice.’

Unlike Israel’s failed shepherds, the Lord, the true Shepherd, would rule His people with righteous leadership and care, providing for the helpless and judging the oppressor with fairness. This promise anticipates the coming Davidic Shepherd, fulfilled in Christ, the Good Shepherd.

This is what the Lord GOD says to you, My flock:

God addresses Israel as His own flock, affirming both His covenant claim over them and His care for them. Though their human shepherds had failed, the Lord Himself would act on behalf of His people.

‘I will judge between one sheep and another,

God’s judgment would reach beyond Israel’s corrupt leaders to include individuals within the flock. He saw how some Israelites used their strength and position to harm others, especially the weak and vulnerable.

between the rams and the goats.

The rams represent powerful members of the community who had oppressed others, while the goats portray those who acted selfishly and violently within the flock. God would distinguish the faithful from the unjust and hold each person accountable.

The Lord addresses the strong and well-fed among His people, who had taken more than they needed from the land and its resources. Though they had received abundant provision, they used their position to benefit themselves at the expense of the weaker sheep.

Must you also trample the rest of the pasture with your feet?

Their selfishness did not end with enjoying the best portions. By their oppression and abuse, they ruined what remained for others, leaving the poor and vulnerable without the provision God intended for them.

Amo 5:11 Therefore, because you trample on the poor…
Isa 10:6 I will send him against a godless nation;…

Is it not enough for you to drink the clear waters?

God had supplied them with what was pure, sufficient, and life-giving. Their prosperity should have led to gratitude and just treatment of others rather than exploitation.

Jhn 4:14 But whoever drinks the water I give him will never thirst.…

Must you also muddy the rest with your feet?

Their conduct corrupted the community and made what was good difficult for others to receive. God condemns those who misuse His gifts and harm fellow members of His flock.

Jas 3:11-12 Can both fresh water and salt water flow…

Why must My flock feed on what your feet have trampled,

God condemns Israel’s leaders for exploiting those entrusted to their care. Like selfish shepherds who consume the best pasture and ruin what remains, they had used their position for personal gain and left the people spiritually and materially impoverished. Their corruption harmed the very ones they were responsible to protect.

Mic 3:2-3 You hate good and love evil. You tear the skin…

and drink what your feet have muddied?’

By muddying the water, the leaders made what should have sustained the flock unfit to drink. Water, a symbol of life and purity, had been corrupted by their unjust rule, false guidance, and self-interest, corrupting the nation’s spiritual life. God would hold them accountable and provide true shepherding for His people, ultimately fulfilled in Christ, the Good Shepherd who gives life to His flock.

Therefore this is what the Lord GOD says to them:

God speaks with the full authority of Israel’s covenant Lord and sovereign King. He addresses the leaders and influential people who had failed to care for those entrusted to them, making clear that their conduct will not escape His notice.

‘Behold, I Myself will judge

God personally takes up the case of His mistreated people. Earthly shepherds had used their strength for selfish advantage, but the Lord will intervene as the righteous Judge and establish justice within His flock.

Psa 96:13 before the LORD, for He is coming—…

between the fat sheep and the lean sheep.

The fat sheep represent those who had prospered by pushing aside and exploiting the weak, while the lean sheep are those left wounded, scattered, and deprived. God distinguishes between them and holds the strong accountable for harming the vulnerable.

Since you shove with flank and shoulder,

Israel’s powerful members used their position to push aside those unable to defend themselves. Rather than preserving the flock, they acted selfishly and treated the vulnerable as obstacles.

butting all the weak ones with your horns

Their strength became an instrument of oppression. Those with authority harmed the poor, afflicted, and defenseless instead of providing the protection and justice God required.

until you have scattered them abroad,

Their abuse fractured the community and drove the weak from safety and fellowship. God would judge those responsible for scattering His flock and would later gather and shepherd His people Himself.

I will save My flock,

God promised to deliver Israel from the leaders who had exploited and neglected them. Though the nation was scattered in exile and exposed to foreign powers, the Lord had not abandoned His covenant people. He would personally act as their shepherd, gathering, restoring, and defending them.

Jer 23:3 Then I Myself will gather the remnant of My flock…

and they will no longer be prey.

Israel would no longer be left vulnerable to rulers and nations that treated them as helpless victims. God’s protection would end the oppression caused by both corrupt shepherds within Israel and hostile enemies outside it.

I will judge between one sheep and another.

God would also deal with injustice among the people themselves. Those who used their strength, wealth, or influence to harm others would not escape His judgment. The Lord knows the condition of every heart and will distinguish the faithful from those who corrupt and oppress His flock.

I will appoint over them one shepherd,

God promises to replace Israel’s unfaithful rulers with one divinely appointed leader who will unite and faithfully govern His people.

My servant David,

David had been dead for centuries, so the promised shepherd is David’s royal descendant, the Messiah, who would rule in fulfillment of God’s enduring covenant with David.

Hos 3:5 Afterward, the people of Israel will return…

and he will feed them.

The shepherd will provide what the people need, leading them in truth, security, and righteous order after the devastation caused by false shepherds.

He will feed them and be their shepherd.

The repeated promise stresses the Messiah’s continual care and personal rule over God’s restored people. Jesus Christ fulfills this role as the Good Shepherd who leads and preserves His flock.

I, the LORD, will be their God,

God renews His covenant commitment to Israel after judgment and exile. Though the nation had rebelled, He had not abandoned His purpose to restore His people and dwell among them as their God.

Jer 31:33 “But this is the covenant I will make”…

and My servant David will be a prince among them.

David’s long-dead name points to the coming ruler from his royal line, the promised Messiah. Jesus Christ, the Son of David, will shepherd and govern God’s restored people in righteousness.

I, the LORD, have spoken.

The restoration of Israel and the reign of David’s greater Son rest on God’s own unchanging word.

The Covenant of Peace

I will make with them a covenant of peace

God promises to restore His people after judgment and to establish a settled relationship marked by His protection, provision, and favor. The covenant anticipates the full peace of Messiah’s reign.

and rid the land of wild animals,

Wild beasts threatened flocks, travelers, and isolated settlements. Their removal portrays the reversal of disorder in the land and God’s direct protection of His people and their livestock.

Lev 26:6 And I will give peace to the land, and you will lie down…
Isa 35:9 No lion will be there, and no vicious beast…
Hos 2:18 On that day I will make a covenant for them…

so that they may dwell securely in the wilderness

Places once associated with danger and isolation will become safe. Israel’s security will not depend merely on walls, armies, or favorable conditions, but on the Lord’s faithful care.

and sleep in the forest.

Even in areas normally feared because of predators or robbers, the people will live without alarm. The promise pictures complete safety, rest, and restored order under God’s rule.

Psa 3:5 I lie down and sleep; I wake again, for the LORD sustains…

I will make them and the places around My hill a blessing.

God promised to restore His people and the land surrounding Mount Zion, the place associated with His dwelling and worship in Jerusalem. After Israel’s exile and the failure of its leaders, He would renew the nation, protect His flock, and make the land a visible display of His favor.

I will send down showers in season—showers of blessing.

Timely rain would bring fertile fields, abundant crops, and security in the land. These showers portray God’s faithful provision for Israel in the restoration He promised, bringing both material prosperity and renewed fellowship with Him.

The trees of the field will give their fruit,

God promises renewed agricultural abundance, reversing the barrenness and scarcity that had accompanied His judgment. Fruitful trees would show that He had restored His blessing to the land.

Lev 26:4 I will give you rains in their season, and the land will yield its produce, and the trees of the field will bear their fruit…
Jol 2:22 Do not be afraid, O beasts of the field,…

and the land will yield its produce;

Israel’s fields would again provide dependable harvests for the people. The restored fertility of the land confirms God’s faithfulness to His covenant promises after exile and discipline.

Psa 67:6 The earth has yielded its harvest; God, our God, blesses us.
Ezk 36:30 I will also make the fruit of the trees and the crops…

My flock will be secure in their land.

God’s people, formerly scattered and vulnerable, will live safely in the land He gave them. Their security includes freedom from hostile nations and relief from the oppression that had driven them into exile.

Then they will know that I am the LORD,

Israel’s restoration will make clear that the Lord alone has acted on their behalf. His judgment, deliverance, and provision will reveal His sovereign faithfulness, leading them to recognize His power, faithfulness, and covenant relationship with His people.

when I have broken the bars of their yoke

The yoke represents the captivity and oppression imposed by foreign powers, especially Babylon. God will remove the burden of their bondage as He had delivered Israel from Egypt.

Jer 30:8 On that day, declares the LORD of Hosts,…

and delivered them from the hands that enslaved them.

The Lord will free His people from those who ruled over them and restore them to covenant blessing. The return from exile points forward to the greater freedom from sin secured by Christ.

Exo 14:30 That day the LORD saved Israel from the Egyptians…

They will no longer be prey for the nations,

Israel had long suffered under foreign powers, including Assyria and Babylon. God promises an end to their exploitation and subjugation under hostile nations.

Jer 30:16 Nevertheless, all who devour you will be devoured…

and the beasts of the earth will not consume them.

Wild animals and predatory powers will no longer threaten the restored people. The Lord’s protection will remove dangers from both the land and its enemies.

Job 5:23 For you will have a covenant with the stones of the field,…

They will dwell securely,

Restored Israel will live in the land without the insecurity of invasion, exile, or oppression. Their safety will rest on God’s faithful rule over them.

and no one will frighten them.

Fear will give way to peace as the Lord delivers His people and establishes the conditions of His promised kingdom.

And I will raise up for them a garden of renown,

God promises to restore Israel’s land to fruitfulness and honor after the devastation brought by judgment and exile. The garden portrays abundant provision, security, and renewed covenant blessing under the care of the true Shepherd.

Jer 32:41 Yes, I will rejoice in doing them good…

and they will no longer be victims of famine in the land

The people will no longer endure the hunger and scarcity that had accompanied their sin, invasion, and displacement. The Lord will provide for their physical needs and remove the conditions that had left them vulnerable.

or bear the scorn of the nations.

Israel’s restoration will end the humiliation associated with defeat and exile. The nations that had mocked their suffering will see that the Lord has preserved His people and fulfilled His promises to them.

Then they will know

God’s restoration of Israel will remove all doubt that He has acted on their behalf after judgment and exile.

am with them,

His presence will bring protection, order, and blessing under the shepherding rule He promises, fulfilled in Jesus Christ, Immanuel, meaning “God with us.”

The scattered people will again stand as one nation before Him.

Israel’s identity as God’s covenant people will be publicly confirmed.

declares the Lord GOD.

The promise rests on God’s own authority and will be fulfilled.

‘You are My flock,

Israel belongs to the Lord as sheep belong to their shepherd. He had gathered, led, and defended them, even as their human leaders failed in their duty.

the sheep of My pasture,

The Lord Himself provides the place of safety and nourishment. His care stands in contrast to the selfish shepherds of Israel who exploited the flock rather than serving it.

My people,

The covenant remains central: Israel is not abandoned or forgotten despite judgment, exile, and national failure. Their identity rests on the Lord’s election and faithfulness.

and I am your God,’

The Lord reaffirms His covenant presence and rightful rule over His people. He alone is Israel’s protector, provider, and judge.

The promise carries the full authority of the sovereign Lord, who will judge corrupt leaders, restore His flock, and fulfill His covenant purposes.
