The language presupposes that at or before the time of Israel's restoration the judgments pronounced against the nations will have overtaken them, so that only a remnant of them will be then in existence. Kliefoth and Currey view this remnant as those who shall have been converted out of heathendom and become attached to the community of Israel, like "the nations of the saved" in Revelation 21:24; Keil, with more accuracy, regards their conversion as resulting from their recognition of the hand of God in building again the wastes places of Jerusalem.
