The Visit of Jethro

Now Moses’ father-in-law Jethro,

Jethro, also called Reuel, was Moses’ father-in-law and a Midianite leader. The Midianites descended from Abraham through Keturah and lived primarily in the regions east and southeast of Canaan. Jethro had sheltered Moses during his exile from Egypt and later became a trusted source of counsel.

Reports of Israel’s deliverance had spread through the surrounding lands. God’s acts in Egypt, at the sea, and in the wilderness distinguished Israel from the nations and showed that Moses’ leadership rested on God’s power.

After Moses had sent back his wife Zipporah,

Moses had previously returned Zipporah to her father in Midian, likely before the confrontation with Pharaoh intensified. Scripture does not state the reason, but the separation was temporary, and she remained under her father’s care with their sons.

his father-in-law Jethro had received her,

Jethro received Zipporah and her children into his household, providing protection and support while Moses carried out the work God had given him in Egypt. As priest of Midian and Moses’ father-in-law, Jethro later came to the Israelite camp, acknowledged the Lord’s greatness, and offered Moses practical counsel for governing the people.

The other son was named Eliezer,

Moses named his second son Eliezer, meaning “God is my help,” during his years in Midian, marking God’s care for him while he lived far from Egypt and his people.

“The God of my father was my helper

Moses identified the Lord as the God worshiped by his fathers, the covenant God of Abraham, Isaac, and Jacob, who had not abandoned him in exile.

Pharaoh had sought Moses’ life after he killed the Egyptian taskmaster. God preserved Moses in Midian and later sent him back to Egypt to lead Israel out of bondage.

His visit brought Moses’ household back to him after their separation during the events surrounding Israel’s deliverance from Egypt.

Zipporah came with Gershom and Eliezer, reuniting Moses with his immediate family as Israel camped in the wilderness.

So Moses went out to meet his father-in-law

Moses personally receives Jethro with the honor due an elder and a respected family member. Though Moses leads Israel, he does not treat his position as grounds for superiority. Jethro’s arrival reunites Moses with his wife and sons after Israel’s deliverance from Egypt.

These customary actions express genuine respect, affection, and peace between the two men. Moses’ humility toward Jethro prepares for the counsel Jethro will soon offer concerning the burdens of leadership.

They greeted each other

Their greeting reflects a warm and peaceful reunion. Jethro has come to hear of the Lord’s work for Israel, and Moses welcomes him not merely as a guest but as family.

Moses brings Jethro into the privacy of his dwelling, where he recounts the Lord’s deliverance and later receives practical counsel for governing the people.

Then Moses recounted to his father-in-law

Jethro, a Midianite priest and Moses’ father-in-law, had sheltered Moses during his years of exile from Egypt and had given him Zipporah in marriage. Midian was descended from Abraham through Keturah, linking Jethro’s family to Israel’s wider ancestral line.

all the hardships they had encountered along the way,

Since leaving Egypt, Israel had faced danger at the Red Sea, bitter water, hunger, thirst, and attack from Amalek. These events revealed their dependence on the LORD throughout the wilderness journey.

and how the LORD had delivered them.

The LORD had opened the sea, supplied water and manna, and granted victory over their enemies. Moses’ report centered on God’s faithful protection and rescue of Israel.

Moses’ father-in-law, the priest of Midian, responded with genuine joy after hearing how the Lord had delivered Israel. Though not an Israelite, he recognized the greatness of Israel’s God and His work on behalf of His people.

over all the good things the LORD had done for Israel,

Jethro rejoiced over the Lord’s protection, provision, and mighty acts throughout the Exodus, including Israel’s escape from Egypt and their preservation in the wilderness. God had remembered His covenant promises and acted faithfully for the descendants of Abraham, Isaac, and Jacob.

whom He had rescued from the hand of the Egyptians.

Israel’s deliverance from Egyptian slavery stood at the center of their national identity. The Lord had broken Pharaoh’s power, brought His people out by His strength, and made clear that He alone was their Redeemer.

Jethro declared, “Blessed be the LORD,

Jethro offered praise to the LORD for His mercy and authority. His response shows that the events of the Exodus had become known beyond Israel and bore witness to God’s supremacy.

who has delivered you from the hand of the Egyptians and of Pharaoh,

The LORD had broken Egypt’s control over Moses, Aaron, and the Israelites. Pharaoh, once the most powerful ruler in the region, could not resist God’s judgment or prevent Israel’s departure.

Israel’s rescue was complete and national. God had fulfilled His covenant purpose by bringing His people out of slavery and setting them apart as His own.

Now I know that the LORD is greater than all other gods,

Jethro, Moses’ Midianite father-in-law, recognized that the God of Israel had shown Himself supreme over every false god honored in Egypt and the surrounding nations. The Lord’s acts against Pharaoh had revealed that no ruler, nation, or idol could resist His will.

for He did this

Jethro referred to the Lord’s deliverance of Israel from slavery in Egypt, including the judgments on Egypt and the rescue at the Red Sea. God had acted faithfully to save His people and fulfill His promises.

when they treated Israel with arrogance.”

Egypt had oppressed Israel, and Pharaoh had repeatedly hardened his heart against God’s command to let them go. Their pride and cruelty brought judgment, while Israel’s rescue displayed the Lord’s justice and power.

Then Moses’ father-in-law Jethro brought a burnt offering and sacrifices to God,

Jethro, also called Reuel, was a Midianite priest and Moses’ father-in-law. Having heard of the Lord’s deliverance of Israel, he responded with worship, acknowledging the God of Israel as supreme. The burnt offering expressed wholehearted devotion, while the sacrifices marked thanksgiving and fellowship before God. Jethro’s worship shows that knowledge of the Lord’s mighty acts extended beyond Israel.

and Aaron came with all the elders of Israel

Aaron and Israel’s elders joined Jethro, recognizing his place within Moses’ family and receiving him as a fellow worshiper of the Lord. Their presence united Israel’s spiritual and civil leaders in a public act of reverence and fellowship.

Sharing a meal sealed peace and fellowship in the ancient world. Gathered before God, Jethro, Aaron, and the elders celebrated the Lord’s deliverance and their shared worship of Him.

Jethro Advises Moses

The next day

Jethro’s visit continued into the ordinary demands of Israel’s life in the wilderness. He quickly saw how much responsibility rested on Moses.

Moses took his seat to judge the people,

Moses served as Israel’s chief civil and spiritual leader, hearing disputes and making decisions according to God’s commands. His seated position marked the formal exercise of authority.

and they stood around him

The people brought their cases directly to Moses and waited for his judgment. Their gathering around him shows both their reliance on his leadership and the public nature of justice within the camp.

When his father-in-law saw all that Moses was doing for the people,

Jethro’s question called attention to the practical demands of Moses’ work. The people came to Moses for judgments and instruction concerning God’s will, yet the growing nation required an orderly way to address its many needs.

Why do you sit alone as judge,

Moses bore responsibility as Israel’s leading human authority under God, but he was not intended to carry every case by himself. Jethro saw that such a burden would exhaust Moses and delay justice for the people.

The long lines of waiting Israelites revealed the limits of a single judge serving an entire nation. Jethro’s counsel would lead to the appointment of capable men to handle ordinary disputes, while Moses continued to bring the difficult matters before God.

“Because the people come to me to inquire of God,”

Moses served as God’s appointed mediator and judge for Israel. The people brought their disputes and concerns to him because he received God’s instruction and applied it to their lives. Israel was governed under God’s authority, with Moses acting as His representative among the people.

Moses replied.

He recognized that the demands of leadership required him to hear the people and seek God’s direction for their judgments. His direct communion with the Lord set him apart as Israel’s leader and established his role as a mediator, foreshadowing Christ, who perfectly mediates between God and humanity.

“Whenever they have a dispute,

The growing Israelite community required order as families and tribes faced conflicts during their wilderness journey. Moses bore responsibility for maintaining justice among the people.

it is brought to me to judge between one man and another,

Moses personally heard their cases and rendered decisions, combining the duties of national leader, prophet, and judge. The burden of judging every matter would soon lead Jethro to urge the appointment of capable men to assist him.

Moses did not judge by personal preference but instructed the people according to God’s revealed commands. Before the covenant was formally given at Sinai, God had already begun directing Israel’s worship, conduct, and community life through Moses.

But Moses’ father-in-law said to him,

Jethro, the Midianite priest and Moses’ father-in-law, had observed Moses serving as Israel’s only judge. Though he stood outside Israel’s covenant community, he recognized the practical strain of Moses’ role and spoke with concern for both Moses and the people.

“What you are doing

Moses was personally hearing the disputes of a vast nation, leaving the people waiting and placing an impossible burden on one man. Israel needed orderly leadership in which qualified men could assist in judging ordinary cases.

Jethro’s honest assessment exposed the weakness of a system that depended entirely on Moses. His counsel would lead to the appointment of capable leaders under Moses, preserving his strength for matters requiring his direct attention and establishing a more sustainable order for the nation.

Surely you and these people with you will wear yourselves out,

Jethro saw Moses judging the people alone from morning until evening. The demands placed both Moses and Israel under an unsustainable burden, leaving the people waiting for decisions and Moses exhausted by responsibilities no one man could carry indefinitely.

because the task is too heavy for you.

Moses was serving as Israel’s chief judge, hearing disputes and teaching God’s statutes during the wilderness journey. Jethro urged him to establish capable men as rulers over groups of thousands, hundreds, fifties, and tens, so that ordinary matters could be handled promptly while Moses addressed the most difficult cases.

You cannot handle it alone.

Moses was not meant to abandon his responsibility, but to lead through appointed men who feared God, loved truth, and rejected dishonest gain. This arrangement strengthened Israel’s order and allowed Moses to remain focused on representing the people before God and communicating His commands.

Jethro calls Moses to give careful attention to counsel shaped by long experience. As a priest of Midian and Moses’ father-in-law, he recognizes both the burden Moses carries and the need for ordered leadership among Israel.

I will give you some advice,

Jethro offers practical direction for governing the growing nation. Moses’ present method of hearing every dispute himself cannot sustain the demands of the people in the wilderness.

The success of Moses’ leadership depends upon God’s favor and direction. Jethro’s counsel does not replace God’s authority but seeks to help Moses serve according to it.

You must be the people’s representative before God

Moses remains responsible for Israel’s relationship to the Lord. He receives God’s commands, instructs the people, and stands before God on their behalf.

and bring their causes to Him.

Matters requiring divine judgment are to be presented to the Lord through Moses. His role combines intercession, instruction, and judicial oversight as Israel is formed into a people governed by God’s law.

Teach them the statutes and laws,

Moses was to instruct Israel in the commands God had given, so that the people would know the covenant standards governing worship, justice, and daily conduct. Jethro’s counsel joined the administration of justice with clear instruction in God’s will.

and show them the way to live

Israel needed more than legal decisions in individual disputes; they needed guidance for ordering their households, relationships, and community life according to God’s commands. Moses was to make God’s requirements understandable and practical.

and the work they must do.

The people were also to know their responsibilities within the camp, including duties related to worship, service, justice, and the needs of the community. Clear instruction would help the appointed leaders judge wisely and enable Israel to live in proper order.

Furthermore, select capable men from among the people—

Jethro urged Moses to share the weight of judging Israel by choosing men known for wisdom, competence, and sound judgment. The growing nation required dependable leaders drawn from the people who could handle ordinary disputes without bringing every matter to Moses.

God-fearing, trustworthy men who are averse to dishonest gain.

Those entrusted with authority were to reverence God, deal honestly, and refuse bribery or personal advantage. Their character mattered as much as their ability, since they would represent justice among a people accountable to the Lord.

Appoint them over the people as leaders of thousands, of hundreds, of fifties, and of tens.

Israel was organized into manageable groups with appointed leaders at each level. This arrangement allowed routine cases to be settled locally while difficult matters could be brought to Moses, preserving order and enabling him to focus on the responsibilities God had given him.

Have these men judge the people at all times.

Jethro advised Moses to establish a regular system of judges drawn from capable, God-fearing, trustworthy men. Their continual service would provide the people with consistent access to justice and preserve order within the camp.

Then they can bring you any major issue,

Difficult or weighty disputes would be brought to Moses for judgment. As Israel’s appointed leader, Moses remained responsible for matters requiring greater wisdom, authority, or divine direction.

Ordinary disputes could be settled by the appointed judges without waiting for Moses. This allowed cases to be handled promptly and gave qualified men responsibility within Israel’s leadership structure.

so that your load may be lightened

Moses had been carrying a burden that one man could not sustain alone. Jethro recognized that the needs of the growing nation required shared leadership.

If you follow this advice

Jethro urged Moses to appoint qualified men to share the work of judging Israel’s disputes.

Jethro recognized that the plan must accord with God’s will, since Moses led the nation under God’s authority.

Delegating the lesser cases would preserve Moses’ strength for the responsibilities God had given him.

Prompt and fair judgments would settle disputes, maintain order in the camp, and benefit the whole community.

Moses listened to his father-in-law

Moses received Jethro’s counsel with humility, recognizing the wisdom of an experienced elder. Though Moses had been called by God to lead Israel, he did not assume that he alone possessed every practical answer. Jethro’s concern was for the burdens Moses carried and for the people who waited long hours for judgment.

and did everything he said.

Moses appointed capable, God-fearing men to handle lesser disputes, while reserving the most difficult cases for himself. This arrangement brought order to Israel’s camp, relieved Moses of an unsustainable workload, and established a pattern of delegated leadership under God’s authority.

So Moses chose capable men from all Israel

Following Jethro’s counsel, Moses appointed qualified men from every part of the nation to share the burden of judging disputes. Their selection from all Israel provided leadership throughout the camp rather than concentrating every matter in Moses alone.

and made them heads over the people

Moses publicly entrusted these men with authority to govern and judge according to God’s law. They served under Moses while giving the people accessible leaders who could address ordinary concerns fairly and promptly.

The ordered ranks provided a practical system for a large people traveling through the wilderness. Smaller cases could be settled locally, while difficult matters could be brought to higher leaders and ultimately to Moses.

And they judged the people at all times;

The appointed leaders heard the people’s cases regularly, providing accessible justice throughout the camp and relieving Moses of duties that others could faithfully perform.

Then Moses sent his father-in-law on his way,

After visiting Israel’s camp, rejoicing in the Lord’s deliverance, and giving Moses wise counsel about appointing judges, Jethro departed with Moses’ blessing and respect. Their parting reflects the close family bond between them and the value Moses placed on Jethro’s help during Israel’s early days in the wilderness.
