Hosea 13
Berean Study Bible

God’s Anger against Israel

When Ephraim spoke, there was trembling;

Ephraim, the leading tribe of the northern kingdom, once held great influence among Israel and its neighbors. Its strength, population, and central position gave it prominence in national affairs.

Jdg 8:1-3 Then the men of Ephraim said to Gideon, …
Jdg 12:1-6 Then the men of Ephraim assembled and crossed the Jordan…
Deu 33:17 His majesty is like a firstborn bull, and his horns…

he was exalted in Israel.

The tribe’s stature was reflected in its role in Israel’s history and in the dominance of the northern kingdom often called Ephraim. Yet its privilege carried responsibility to remain faithful to the Lord.

Gen 48:19 But his father refused. “I know, my son, I know!”…
Jos 17:14-18 Then the sons of Joseph said to Joshua,…
Psa 78:67-69 He rejected the tent of Joseph, and refused…

But he incurred guilt through Baal,

Ephraim turned to Baal worship, embracing the idolatry and corrupt practices of the surrounding nations. By rejecting the covenant God, the kingdom brought guilt upon itself.

Jdg 2:11-13 And the Israelites did evil in the sight of the LORD…
1Ki 16:31-33 And as if it were not enough for him to walk…
2Ki 17:16-18 They abandoned all the commandments of the LORD their God…

and he died.

Though Ephraim had been powerful, its idolatry led to spiritual ruin and ultimately to national destruction when Assyria conquered the northern kingdom and carried its people into exile.

Ezk 18:4 Behold, every soul belongs to Me; both father and son…
Rom 5:12 Therefore, just as sin entered the world through one man,…
Rom 6:23 For the wages of sin is death, but the gift of God…

Now they sin more and more

Israel’s rebellion had become habitual, deepening with each generation. Rather than returning to the LORD, the people continued the pattern of covenant unfaithfulness that had marked much of their history.

Hos 4:7 The more they multiplied, the more they sinned against Me;…
Jer 9:3 They bend their tongues like bows; lies prevail over truth.…
2Ti 3:13 while evil men and imposters go from bad to worse…

and make for themselves cast images,

They shaped metal images for worship in direct violation of God’s command against idols. What God had forbidden became an accepted part of national life.

Exo 32:4 He took the gold from their hands, and with an engraving…
Deu 9:16 And I saw how you had sinned against the LORD your God;…
Psa 106:19-20 At Horeb they made a calf and worshiped a molten image.…

idols skillfully made from their silver,

Wealth given for ordinary needs and blessing was turned into objects of false worship. The careful craftsmanship shows that their idolatry was deliberate, not accidental.

Hos 8:4 They set up kings, but not by Me. They make princes…
Isa 40:19-20 To an idol that a craftsman casts and a metalworker…
Isa 46:6-7 They pour out their bags of gold and weigh out silver…

all of them the work of craftsmen.

These gods were made by human hands and possessed no life, power, or authority. Israel trusted what its own people had created instead of the Creator.

Jer 10:9 Hammered silver is brought from Tarshish,…
Isa 44:12-13 The blacksmith takes a tool and labors over the coals;…
Hab 2:18 What use is an idol, that a craftsman should carve it…

People say of them, “They offer human sacrifice

Idolatry had drawn the nation into practices associated with pagan religion, including the killing of children in sacrificial rites. Such actions revealed how far Israel had departed from the worship and commands of the LORD.

Jer 7:31 They have built the high places of Topheth…
Deu 12:31 You must not worship the LORD your God in this way,…
Psa 106:37-38 They sacrificed their sons and their daughters to demons.…

and kiss the calves!”

Worshipers showed devotion to the calf idols established in the northern kingdom. The calves, intended as visible objects of worship, led the people away from the God who had redeemed them.

1Ki 12:28-30 After seeking advice, the king made two golden calves…
2Ki 17:16 They abandoned all the commandments of the LORD their God…
2Ki 10:29 but he did not turn away from the sins…

Therefore they will be like the morning mist,

Israel’s apparent strength and prosperity would quickly disappear because of persistent idolatry and covenant unfaithfulness. Morning mist vanishes as the sun rises, portraying the sudden end of a people who had refused the Lord’s warnings.

Jas 4:14 You do not even know what will happen tomorrow!…
Psa 144:4 Man is like a breath; his days are like a passing shadow.

like the early dew that vanishes,

Dew briefly refreshes the ground before evaporating in the heat. Israel’s devotion had been equally short-lived, and the nation’s security, built on idols and political alliances, would not endure the coming judgment.

Hos 6:4 What shall I do with you, O Ephraim? For your loyalty…
Psa 90:5-6 You sweep them away in their sleep; they are like…

like chaff blown from a threshing floor,

At harvest, grain was separated from its useless husks on an exposed threshing floor. The wind carried the chaff away, leaving nothing of value behind. Israel would be scattered and removed because it had rejected the God who had delivered and sustained it.

Psa 1:4 Not so the wicked! For they are like chaff…
Isa 17:13 The nations rage like the rush of many waters.…
Mat 3:12 His winnowing fork is in His hand to clear His threshing…

like smoke through an open window.

Smoke quickly drifts away and cannot be contained. So Israel’s kingdom would vanish before the advancing Assyrian power, with neither its wealth, rulers, nor idols able to preserve it.

Psa 37:20 But the wicked and enemies of the LORD will perish…
Psa 68:2 As smoke is blown away, You will drive them out;…
Psa 102:3 For my days vanish like smoke, and my bones burn…

Yet I am the LORD your God ever since the land of Egypt;

The LORD had bound Himself to Israel through the Exodus, when He redeemed them from slavery and established them as His covenant people. Their national life began through His power, faithfulness, and provision.

Exo 20:2 I am the LORD your God, who brought you out…
Deu 5:6 I am the LORD your God, who brought you out…
Psa 81:10 I am the LORD your God, who brought you up out of Egypt.…

you know no God but Me,

Israel’s calling was to worship the LORD alone rather than follow the idols of surrounding nations. Their repeated attraction to Baal and other false gods was a rejection of the One who had delivered and sustained them.

Exo 20:3 You shall have no other gods before Me.
Deu 4:35 You were shown these things so that you would know…
Deu 32:39 See now that I am He; there is no God besides Me…

for there is no Savior besides Me.

Neither foreign alliances, military strength, nor idols could preserve Israel. The LORD alone had rescued them in the past and remained their only true source of deliverance.

Isa 43:11 I, yes I, am the LORD, and there is no Savior but Me.
Isa 45:21 Speak up and present your case—yes, let them take counsel…
Act 4:12 Salvation exists in no one else, for there is no other…

I knew you in the wilderness,

God cared for Israel personally during the years after the Exodus, leading, protecting, and providing for them in a barren region. Though the people repeatedly rebelled, He remained faithful to the covenant He had made with them.

Deu 32:10-12 He found him in a desert land, in a barren…
Deu 8:2-3 Remember that these forty years the LORD your God led you…
Deu 1:31 and in the wilderness, where the LORD your God carried you…

in the land of drought.

The wilderness of Sinai offered little water or food, leaving Israel dependent on God for daily provision. He supplied manna and brought water from the rock, showing His power and care before bringing them into the abundance of the Promised Land.

Jer 2:6 They did not ask, ‘Where is the LORD who brought us……
Deu 8:15 He led you through the vast and terrifying wilderness…
Psa 63:1 A Psalm of David, when he was in the Wilderness…

When they had pasture,

Israel received the abundance of the land God had promised, a fertile inheritance after years of wilderness dependence.

Ezk 34:14 I will feed them in good pasture, and the lofty mountains…
Psa 23:2 He makes me lie down in green pastures;…
Psa 65:12-13 The pastures of the wilderness overflow;…

they became satisfied;

Their needs were met, and prosperity replaced hardship.

Deu 8:10 When you eat and are satisfied, bless the LORD your God…
Deu 6:11-12 with houses full of every good thing,…
Psa 78:29 So they ate and were well filled, for He gave them…

when they were satisfied, their hearts became proud,

Instead of recognizing God as the source of their blessings, they came to view their security and wealth as their own achievement. Prosperity exposed their tendency toward self-reliance.

Deu 8:14 then your heart will become proud, and you will forget…
2Ch 26:16 But when Uzziah became powerful, his arrogance…
2Ch 32:25 But because his heart was proud, Hezekiah did not repay…

and as a result they forgot Me.

They abandoned grateful dependence on the Lord, turning from His covenant and pursuing idols.

Deu 8:11 Be careful not to forget the LORD your God…
Deu 8:19 If you ever forget the LORD your God and go after…
Jer 2:32 Does a maiden forget her jewelry or a bride her wedding sash…

So like a lion I will pounce on them;

God’s judgment against Israel would come with the force and certainty of a predator striking its prey. After persistent idolatry and rebellion, the nation could no longer presume upon the Lord’s protection. The image portrays judgment as sudden, decisive, and deserved.

Hos 5:14 For I am like a lion to Ephraim and like a young lion…
Psa 17:12 like a lion greedy for prey, like a young lion…
Psa 50:22 Now consider this, you who forget God, lest I tear you…

like a leopard I will lurk by the path.

The Lord had not overlooked Israel’s sin. Like a leopard waiting along a traveled road, He would meet the people in the course of their ordinary lives when the appointed time arrived. His judgment would be deliberate and inescapable.

Jer 5:6 Therefore a lion from the forest will strike them down,…
Psa 10:9 He lies in wait like a lion in a thicket;…
Lam 3:10 He is a bear lying in wait, a lion hiding in ambush.

Like a bear robbed of her cubs

God portrays His wrath against Israel as fierce and unstoppable. Having rejected the Lord who delivered and sustained them, the nation faced judgment for persistent idolatry and covenant rebellion.

2Sa 17:8 He continued, “You know your father and his men.…
Pro 17:12 It is better to meet a bear robbed of her cubs…

I will attack them,

The coming invasion was not merely a political disaster but God’s judgment upon the Northern Kingdom. Assyria would become the instrument of this judgment.

Deu 32:41-42 When I sharpen My flashing sword, and My hand grasps it…
Isa 42:13 The LORD goes forth like a mighty one; He stirs up His zeal…
Psa 7:12-13 If one does not repent, God will sharpen His sword;…

and I will tear open their chests.

The violent image emphasizes the total devastation awaiting a people who had hardened themselves against God. Their outward religion could not conceal their corruption.

Psa 50:22 Now consider this, you who forget God, lest I tear you…
Psa 17:12 like a lion greedy for prey, like a young lion…
Amo 1:13 This is what the LORD says: “For three transgressions…

There I will devour them like a lion,

Israel would find no refuge from the Lord’s judgment. Like a lion overtaking its prey, God’s sentence against the nation would be certain and decisive.

Hos 5:14 For I am like a lion to Ephraim and like a young lion…
Isa 31:4 For this is what the LORD has said to me: “Like a lion…
Jer 25:38 He has left His den like a lion, for their land has been…

like a wild beast tearing them apart.

The nation’s rebellion would bring ruin to its land, cities, leadership, and people, culminating in the collapse of Israel before its enemies.

Jer 5:6 Therefore a lion from the forest will strike them down,…
Ezk 22:27 Her officials within her are like wolves tearing their prey…
1Sa 17:34-35 David replied, “Your servant has been tending…

Death and Resurrection

You are destroyed, O Israel,

Israel’s ruin came through persistent idolatry, covenant unfaithfulness, and refusal to heed God’s warnings. The Northern Kingdom ultimately fell to Assyria in 722 BC, suffering national collapse, exile, and the loss of its independence.

Hos 4:6 My people are destroyed for lack of knowledge…
Jer 2:19 Your own evil will discipline you; your own apostasies…
Deu 32:28-30 Israel is a nation devoid of counsel, with no understanding…

because you are against Me—

Their sin was not merely disobedience to divine commands but rebellion against the God who had chosen, delivered, and sustained them. By trusting idols, foreign powers, and their own strength, Israel set itself against the Lord.

Lev 26:40 But if they will confess their iniquity…
Isa 63:10 But they rebelled and grieved His Holy Spirit.…
Act 5:39 But if it is from God, you will not be able to stop them.…

against your helper.

The God Israel rejected was the One who had repeatedly rescued and provided for them. Their downfall exposed the emptiness of the substitutes they pursued and the danger of turning from the only true source of help.

Psa 54:4 Surely God is my helper; the Lord is my sustainer…
Heb 13:6 So we say with confidence: “The Lord is my helper;”…
Psa 121:1-2 A song of ascents. I lift up my eyes to the hills.…

Where is your king now

Israel’s kings had not delivered the nation from its growing ruin. Though the people had demanded a monarchy like the surrounding nations, their rulers proved unable to provide the security God alone could give.

1Sa 12:13 Now here is the king you have chosen, the one you requested.…
1Sa 10:19 But today you have rejected your God, who saves you…
1Sa 8:7 And the LORD said to Samuel, “Listen to the voice…

to save you in all your cities,

From the capital to the smaller towns, Israel faced the consequences of its rebellion. No human king could protect the land from the judgment brought by its sin.

Psa 33:16-17 No king is saved by his vast army; no warrior…
Psa 60:11 Give us aid against the enemy, for the help of man…
Psa 146:3 Put not your trust in princes, in mortal man…

and the rulers to whom you said,

Israel had looked to kings, princes, and officials for leadership and military strength, yet many of these leaders encouraged idolatry and injustice rather than faithfulness to the Lord.

1Sa 12:12 But when you saw that Nahash king of the Ammonites…
1Sa 8:19-20 Nevertheless, the people refused to listen to Samuel…
Hos 8:4 They set up kings, but not by Me. They make princes…

“Give me a king and princes”?

The nation’s desire for a royal system had expressed its rejection of God’s direct rule. The failure of its rulers exposed the emptiness of trusting human authority in place of the Lord.

1Sa 8:4-5 So all the elders of Israel gathered together…
Hos 3:4 For the Israelites must live many days without king…
Deu 17:14-15 When you enter the land that the LORD your God is giving you…

So in My anger I gave you a king,

Israel demanded a king so it could resemble the surrounding nations, rejecting the Lord’s direct rule over them. Saul’s appointment granted their request, yet it also exposed their unbelief and set Israel on a path marked by unstable human leadership, disobedience, and idolatry.

1Sa 12:13-15 Now here is the king you have chosen, the one you requested.…
1Sa 8:6-22 But when they said, “Give us a king to judge us,”…
1Sa 10:17-24 After this, Samuel summoned the people to the LORD at Mizpah…

and in My wrath I took him away.

Saul lost the kingdom because of persistent disobedience, and later kings likewise fell under God’s judgment. The northern kingdom’s succession of corrupt rulers ended in national collapse and exile. Human kings failed, but God’s purposes would ultimately be fulfilled through the righteous King He Himself provides.

1Sa 15:23-28 For rebellion is like the sin of divination…
1Sa 28:17-19 He has done exactly what He spoke through me: The LORD…
1Sa 31:1-6 Now the Philistines fought against Israel, and many fell…

The iniquity of Ephraim is bound up;

Ephraim, the leading tribe of the northern kingdom, stands for Israel as a whole. Its sin had not been forgotten or set aside. God had preserved the full record of the nation’s idolatry, injustice, and covenant unfaithfulness.

Lam 1:14 My transgressions are bound into a yoke,…
Job 14:17 My transgression would be sealed in a bag,…
Deu 32:34 Have I not stored up these things, sealed up within My vaults…

his sin is stored up.

Israel’s guilt had accumulated over generations and awaited God’s appointed judgment. Though the nation continued in outward strength for a time, its rebellion would bring the destruction foretold through Hosea. Yet the record of sin also underscores humanity’s need for the forgiveness God provides through Christ.

Rom 2:5 But because of your hard and unrepentant heart,…
Job 21:19 It is said that God lays up one’s punishment…
2Pe 2:9 if all this is so, then the Lord knows how to rescue…

Labor pains come upon him,

Judgment has overtaken Israel with the certainty and intensity of childbirth. Their idolatry and reliance on foreign powers have brought the nation to a crisis they cannot escape.

1Th 5:3 While people are saying, “Peace and security,”…
Isa 13:8 Terror, pain, and anguish will seize them;…
Jer 30:6 Ask now, and see: Can a male give birth?…

but he is an unwise son.

Israel has refused the fear of the Lord and ignored repeated calls to return to Him.

Pro 10:1 The proverbs of Solomon: A wise son brings joy…
Pro 17:25 A foolish son brings grief to his father…
Pro 19:13 A foolish son is his father’s ruin, and a quarrelsome wife…

When the time arrives,

The moment for decisive repentance and deliverance stands before them.

Luk 2:6 While they were there, the time came for her Child…
Luk 1:57 When the time came for Elizabeth to have her child,…
Jhn 16:21 A woman has pain in childbirth because her time has come…

he fails to present himself at the opening of the womb.

Like a child unwilling or unable to be born, Israel remains trapped in rebellion rather than entering the renewal God had set before them.

Luk 2:23 as it is written in the Law of the Lord:…
Exo 13:2 “Consecrate to Me every firstborn male. The firstborn”…
Exo 34:19 The first offspring of every womb belongs to Me,…

I will ransom them from the power of Sheol;

God declares His authority over the grave and the realm of the dead. Though Israel had brought judgment upon itself through rebellion, death would not have the final word over God’s covenant purposes. The promise points beyond temporary deliverance to the ultimate defeat of the grave.

Psa 49:15 But God will redeem my life from Sheol,…
Psa 30:3 O LORD, You pulled me up from Sheol; You spared…

I will redeem them from Death.

Death, the consequence of sin, is presented as an enemy from which God can deliver His people. Redemption requires a cost, and God’s saving work would ultimately be fulfilled through the death and resurrection of Christ, who secured victory over death for those who belong to Him.

Job 33:24 Spare him from going down to the Pit; I have found…
Isa 25:8 He will swallow up death forever. The Lord GOD…

Where, O Death, are your plagues?

Death is challenged as a defeated enemy. Its power to destroy, terrify, and bring judgment will not endure forever. God’s declared victory anticipates the day when death’s works are ended and its power is removed.

1Co 15:54 When the perishable has been clothed with the imperishable…
Rev 20:14 Then Death and Hades were thrown into the lake of fire.…

Where, O Sheol, is your sting?

The grave cannot permanently hold those whom God redeems. The sorrow and fear connected with death are real, but they are not final for God’s people. Resurrection will demonstrate that Sheol has lost its claim over them.

1Co 15:55 Where, O Death, is your victory? Where, O Death…
Rev 1:18 the Living One. I was dead, and behold, now I am alive…

Compassion is hidden from My eyes.

The promise of future victory does not cancel the immediate judgment against Israel. Their idolatry and persistent unfaithfulness had brought them under God’s discipline, and He would not overlook their sin. Judgment would come, yet God’s purpose to overcome death and redeem His people would remain.

Jer 13:14 I will smash them against one another, fathers and sons…
Ezk 5:11 Therefore as surely as I live, declares the Lord GOD,…

Judgment on Samaria

Although he flourishes among his brothers,

Ephraim, representing the northern kingdom of Israel, had gained wealth, influence, and prominence among the tribes. Under rulers such as Jeroboam II, Israel enjoyed military strength and economic success, yet prosperity was accompanied by idolatry, injustice, and confidence in political alliances rather than the LORD.

Gen 49:22-26 Joseph is a fruitful vine—a fruitful vine by a spring,…
Deu 33:13-17 Concerning Joseph he said: “May his land be blessed…

an east wind will come—a wind from the LORD rising up from the desert.

The scorching desert wind portrays the judgment God would bring against Israel. Like a hot wind that withers vegetation and dries the land, the Assyrian invasion would sweep away the nation’s strength. Though Assyria acted through its own ambition, its assault came under the LORD’s sovereign judgment.

Exo 10:13-14 So Moses stretched out his staff over the land of Egypt…
Jer 4:11-12 At that time it will be said to this people and to Jerusalem,…

His fountain will fail, and his spring will run dry.

Israel’s sources of life, security, and abundance would be cut off. The land’s resources, agricultural productivity, and national stability would fail as the people came under siege and exile. Their former prosperity would not protect them from the consequences of abandoning God.

Jer 15:18 Why is my pain unending, and my wound incurable?…
Isa 19:5-10 The waters of the Nile will dry up, and the riverbed…

The wind will plunder his treasury of every precious article.

The invading army would seize Israel’s wealth, including royal treasures, valuable possessions, and the resources accumulated during its prosperous years. The fall of Samaria in 722 BC brought the northern kingdom to an end, leaving Ephraim stripped of its riches and carried into captivity.

2Ki 24:13 As the LORD had declared, Nebuchadnezzar also carried off…
Isa 39:6-7 The time will surely come when everything in your palace…

Samaria will bear her guilt

Samaria stands for the Northern Kingdom as a whole. Israel’s continued idolatry, injustice, and covenant unfaithfulness brought the judgment God had long warned would follow rebellion.

2Ki 17:7-18 All this happened because the people of Israel had sinned…
Mic 1:5 All this is for the transgression of Jacob…
Hos 7:1 When I heal Israel, the iniquity of Ephraim will be exposed…

because she has rebelled against her God.

Israel abandoned the Lord who had redeemed and established her, pursuing Baal worship and trusting foreign powers rather than remaining faithful to the covenant.

Jer 2:29 Why do you bring a case against Me? You have all rebelled…
Deu 31:27 For I know how rebellious and stiff-necked you are.…
Isa 1:2 Listen, O heavens, and give ear, O earth…

They will fall by the sword;

Assyria would invade and destroy Samaria, fulfilling God’s judgment in the city’s fall in 722 BC.

Ezk 6:11-12 This is what the Lord GOD says: Clap your hands,…
Jer 15:2 If they ask you, ‘Where shall we go?’ you are to tell them…
Ezk 21:3-5 This is what the LORD says: ‘I am against you,…

their little ones will be dashed to pieces,

The coming conquest would bring the merciless violence common in ancient warfare, extending even to the defenseless.

Nam 3:10 Yet she became an exile; she went into captivity.…
Isa 13:16 Their infants will be dashed to pieces before their eyes…
Psa 137:9 Blessed is he who seizes your infants…

and their pregnant women ripped open.

The horror of the judgment reveals the devastating consequences of Israel’s rebellion and the completeness of Samaria’s collapse.

2Ki 8:12 “Why is my lord weeping?” asked Hazael. ……
Amo 1:13 This is what the LORD says: “For three transgressions…
2Ki 15:16 At that time Menahem, starting from Tirzah, attacked Tiphsah…
