The Second Census of Israel

After the plague had ended,

Israel had suffered judgment for joining themselves to Baal of Peor through sexual immorality and idolatry with Moabite women. The death of 24,000 Israelites brought that crisis to an end and marked a transition as the new generation prepared to enter Canaan.

The Tribe of Reuben

Reuben was the firstborn of Israel.

As Jacob’s eldest son, Reuben held the privileges and responsibilities of the firstborn, but his sin with Bilhah brought lasting loss to his family line. His tribe remained one of Israel’s recognized tribes, though it never held the leading place expected of the firstborn.

Gen 29:32 And Leah conceived and gave birth to a son,…
Gen 49:3-4 Reuben, you are my firstborn, my might, excelling in honor,…

These were the descendants of Reuben:

The census identifies Reuben’s clans as Israel prepared to enter Canaan. These family divisions established each tribe’s place in military service, inheritance, and national life.

Gen 46:8-9 Now these are the names of the sons of Israel…
1Ch 5:1 These were the sons of Reuben the firstborn of Israel.…

The Hanochite clan from Hanoch,

Hanoch’s descendants formed one of the principal family groups within the tribe of Reuben, preserving their ancestral identity through the generations. Hanoch means “dedicated” or “initiated.”

Exo 6:14 These were the heads of their fathers’ houses…
Deu 33:6 Let Reuben live and not die, nor his men be few.”

the Palluite clan from Pallu,

Pallu’s descendants likewise formed a distinct clan within Reuben, contributing to the tribe’s full number and organization. Pallu means “distinguished” or “separated.”

Jos 13:15-23 This is what Moses had given to the clans of the tribe…

the Hezronite clan from Hezron,

Exo 6:14 These were the heads of their fathers’ houses…

and the Carmite clan from Carmi.

Carmi was also a son of Reuben. The Carmites formed another branch of Reuben’s tribe, preserving the record of the families descended from Jacob’s firstborn as Israel prepared to enter Canaan.

1Ch 5:3 The sons of Reuben, the firstborn of Israel:…
Jos 7:1 The Israelites, however, acted unfaithfully…
1Ch 2:7 The son of Carmi: Achar, who brought trouble upon Israel…

These were the clans of Reuben,

Reuben, Jacob and Leah’s firstborn, became the ancestor of a tribe settled east of the Jordan River. Its families were organized into clans for census, military service, and the later distribution of territory. Reuben’s inheritance included productive pastureland suited to its herds and flocks.

Exo 6:14 These were the heads of their fathers’ houses…
Gen 46:8-9 Now these are the names of the sons of Israel…
1Ch 5:1-3 These were the sons of Reuben the firstborn of Israel.…

and their registration numbered 43,730

This count recorded Reubenite men twenty years old and above who were able to serve in Israel’s army. The tribe had declined from its earlier total of 46,500, reflecting the losses Israel suffered during the wilderness generation, including judgment connected with rebellion and unbelief.

Num 1:20-21 From the sons of Reuben, the firstborn of Israel,…
Exo 30:12-16 When you take a census of the Israelites…
Exo 38:25-26 The silver from those numbered among the congregation…

Now the son of Pallu

Pallu was a son of Reuben, Jacob’s firstborn. His descendants belonged to the tribe of Reuben, which later received territory east of the Jordan River. Though Reuben lost the privileges of the firstborn through sin, his family remained part of Israel and shared in the covenant inheritance.

Gen 46:9 The sons of Reuben: Hanoch, Pallu, Hezron, and Carmi.
Exo 6:14 These were the heads of their fathers’ houses…
1Ch 5:3 The sons of Reuben, the firstborn of Israel:…

was Eliab,

Eliab, whose name means “God is Father,” continued Pallu’s line and was the father of Dathan and Abiram, who joined Korah’s rebellion against Moses and Aaron. Their judgment demonstrated God’s defense of the leadership He had appointed and preserved a lasting warning within Reuben’s genealogy.

Num 16:1 Now Korah son of Izhar, the son of Kohath son of Levi…
Num 16:12 Then Moses summoned Dathan and Abiram, the sons of Eliab…
Deu 11:6 and what He did in the midst of all the Israelites…

and the sons of Eliab were Nemuel, Dathan, and Abiram.

Eliab belonged to the tribe of Reuben, Jacob’s firstborn. His sons Dathan and Abiram later became prominent in Israel’s wilderness history through their opposition to Moses. Nemuel is otherwise little mentioned.

Num 16:1 Now Korah son of Izhar, the son of Kohath son of Levi…
Deu 11:6 and what He did in the midst of all the Israelites…
Psa 106:17 The earth opened up and swallowed Dathan;…

It was Dathan and Abiram, chosen by the congregation,

Dathan and Abiram held recognized standing among the people and had sufficient influence to join a public challenge against Israel’s appointed leaders.

Num 16:2 a rebellion against Moses, along with 250 men of Israel…
Num 1:16 These men were appointed from the congregation;…
Deu 1:13 Choose for yourselves wise, understanding, and respected men…

who rebelled against Moses and Aaron

Their resistance rejected the authority God had given Moses and Aaron to lead Israel and administer the priesthood.

Num 16:3 They came together against Moses and Aaron and told them…
Psa 106:16 In the camp they envied Moses, as well as Aaron,…
Exo 16:2 And there in the desert the whole congregation of Israel…

with the followers of Korah

They joined Korah and his company in a coordinated uprising that drew support from influential men within the congregation.

Num 16:32 and the earth opened its mouth and swallowed them…
Psa 106:18 Then fire blazed through their company;…
Jud 1:11 Woe to them! They have traveled the path of Cain;…

who rebelled against the LORD.

Their rebellion was ultimately against the LORD, who had established Moses and Aaron in their offices. The judgment that followed showed the seriousness of rejecting God’s order.

Num 16:30 But if the LORD brings about something unprecedented,…
Deu 9:24 You have been rebelling against the LORD…
1Sa 12:15 But if you disobey the LORD and rebel against His command,…

And the earth opened its mouth and swallowed them

God judged the rebellion led against Moses and Aaron by causing the ground to open beneath the offenders. Their destruction demonstrated that rejecting the leaders God had appointed was rebellion against God Himself.

Deu 11:6 and what He did in the midst of all the Israelites…
Psa 106:17 The earth opened up and swallowed Dathan;…

along with Korah,

Korah, a Levite, had challenged the authority of Moses and Aaron and sought priestly authority for himself and his associates. His rebellion disrupted Israel’s order of worship and leadership.

Jud 1:11 Woe to them! They have traveled the path of Cain;…
Psa 106:16 In the camp they envied Moses, as well as Aaron,…

whose followers died when the fire consumed 250 men.

The 250 men were recognized leaders who joined Korah’s challenge and offered incense apart from God’s command. Fire from the Lord consumed them, revealing the holiness required in approaching Him.

Psa 106:18 Then fire blazed through their company;…
Lev 10:2 So fire came out from the presence of the LORD…

They serve as a warning sign.

Their judgment remained a lasting witness to Israel of the consequences of opposing God’s authority and disregarding His appointed means of worship.

1Co 10:11 Now these things happened to them as examples…
2Pe 2:6 He condemned the cities of Sodom and Gomorrah…

However, the line of Korah did not die out.

Though Korah perished under God’s judgment for rebelling against Moses and Aaron, his sons were not included in that destruction. Their survival preserved the Korahite family within the tribe of Levi. In later generations, Korah’s descendants served in duties connected with the tabernacle and temple and became known as musicians and gatekeepers. Several psalms bear their name, reflecting the continued place of this family in Israel’s worship. God’s judgment on Korah did not cancel His purposes for his descendants.

1Ch 9:19 Shallum son of Kore, the son of Ebiasaph,…

The Tribe of Simeon

These were the descendants of Simeon by their clans:

Simeon’s tribe was counted on the plains of Moab as Israel prepared to enter Canaan and divide the land by inheritance. Num 1:23 those registered to the tribe of Simeon numbered 59,300.
Num 2:13 and his division numbers 59,300.

Exo 6:15 The sons of Simeon were Jemuel, Jamin, Ohad…
Gen 46:10 The sons of Simeon: Jemuel, Jamin, Ohad, Jachin, Zohar…

These were the clans of Simeon,

Simeon descended from Jacob’s second son by Leah. Its families remained part of Israel, though the tribe later received towns within Judah’s territory and gradually lost much of its separate prominence.

Gen 46:10 The sons of Simeon: Jemuel, Jamin, Ohad, Jachin, Zohar…
Exo 6:15 The sons of Simeon were Jemuel, Jamin, Ohad…

and there were 22,200 men.

The count included men twenty years old and above eligible for military service. Simeon had fallen sharply from 59,300 in the first census, likely reflecting heavy losses connected with Israel’s sin at Baal Peor, where a Simeonite leader was involved in the rebellion.

Shillem’s descendants, whose name may mean “recompense” or “peace,” likewise formed a recognized clan within Naphtali. Their inclusion preserved the family lines by which the land would be apportioned and confirmed Naphtali’s continuing place among the tribes of Israel.

Inheritance by Lot

Then the LORD said to Moses,

God continued to direct Israel’s preparation for entering Canaan from the plains of Moab. After the second census, He gave Moses instructions for distributing the land among the tribes according to their numbers. Moses remained the appointed leader through whom the Lord revealed His will, ensuring that Israel’s inheritance would be assigned by divine authority rather than human preference.

Increase the inheritance for a large tribe

Land was to be apportioned in keeping with each tribe’s population. Larger tribes needed broader territory to support their households, flocks, and agricultural life. The allotments were therefore neither arbitrary nor equal in size, but fitted to the number of people God had preserved and numbered.

The Levites Numbered

Now these were the Levites numbered by their clans:

The Levites were counted separately from the other tribes because the Lord had assigned them to the service of the Tabernacle rather than to military duty or a territorial inheritance. They were distributed among Israel to assist the priests, guard the sanctuary, transport its furnishings, and instruct the people in God’s law.

1Ch 23:6-11 Then David divided the Levites into divisions…

The Libnite clan, the Hebronite clan, the Mahlite clan, the Mushite clan, and the Korahite clan.

These clans descended from Levi’s sons through the lines of Gershon, Kohath, and Merari. Their orderly division reflected the responsibilities assigned to Levites in transporting, guarding, and serving around the Tabernacle. The Korahites belonged to Kohath’s line; although Korah led a rebellion against Moses and Aaron, his descendants continued as a recognized Levite family.
