and they asked Ezra the scribe

Ezra, a priest and skilled teacher of the Law, was recognized as the proper leader to instruct the people from God’s written Word.

to bring out the Book of the Law of Moses,

They sought the Torah, the covenant instruction God had given through Moses, as the foundation for restoring the nation’s worship and conduct.

Jos 8:31 just as Moses the servant of the LORD had commanded the Israelites. He built it according to what is written in the Book of the Law of Moses: “an altar of uncut stones on which no iron tool has been used.” And on it they offered burnt offerings to the LORD…

On the first day of the seventh month,

The first day of the seventh month, Tishri, was the Feast of Trumpets and marked the beginning of a month of solemn sacred observances, including the Day of Atonement and the Feast of Tabernacles. This occasion provided an appropriate setting for the restored community to hear God’s commands.

Ezra the priest

Ezra the priest stood before the people as both a descendant of Aaron and a skilled scribe devoted to God’s Law. His leadership helped restore proper worship and instruction among those who had returned from exile.

Ezr 7:1-6 Many years later, during the reign of Artaxerxes,…
Ezr 7:10 For Ezra had set his heart to study the Law of the LORD,…

brought the Law

The Law likely refers to the books of Moses containing God’s covenant commands for Israel. Its public reading called the nation to order its worship, conduct, and communal life according to God’s revealed will.

Jos 8:34-35 Afterward, Joshua read aloud all the words of the law—…
Exo 24:7 Then he took the Book of the Covenant and read it…
2Ki 22:8-11 Then Hilkiah the high priest said to Shaphan the scribe,…

before the assembly of men and women

The phrase “before the assembly of men and women” emphasized that the whole covenant community was responsible to hear and obey God’s Law.

Deu 31:12 Assemble the people—men, women, children…
2Ki 23:2 And he went up to the house of the LORD with all the people…
2Ch 34:30 And he went up to the house of the LORD with all the people…

and all who could listen and understand.

The phrase “and all who could listen and understand” included children old enough to grasp what was read, emphasizing that God’s instruction was to be known and understood by all His people.

Mat 15:10 Jesus called the crowd to Him and said, “Listen…
Mat 13:23 But the seed sown on good soil is the one who hears the word…
Deu 31:13 Then their children who do not know the law will listen…

So Ezra read it aloud from daybreak until noon

Ezra’s reading lasted for several hours, showing the people’s renewed submission to God’s Law after the return from exile. The gathering took place during the Feast of Tabernacles, when Israel was to hear the Law publicly read. Their willingness to remain and listen reflected a serious desire to restore covenant faithfulness.

Neh 9:3 While they stood in their places, they read from the Book…
Jos 8:34 Afterward, Joshua read aloud all the words of the law—…
Deu 31:11 when all Israel comes before the LORD your God…

as he faced the square before the Water Gate,

The Water Gate stood on Jerusalem’s eastern side near the city’s water supply. The open square provided space for a large assembly and allowed the reading to take place before the whole community rather than within the temple courts alone.

Rut 4:1-2 Meanwhile, Boaz went to the gate and sat down there.…
Pro 1:20-21 Wisdom calls out in the street, she lifts her voice…

in front of the men and women and those who could understand.

Men, women, and children old enough to comprehend were included. The Law governed the life of the entire covenant people, so its instruction was not limited to leaders, priests, or men.

Deu 31:12 Assemble the people—men, women, children…
Jos 8:35 There was not a word of all that Moses had commanded…
2Ch 34:30-31 And he went up to the house of the LORD with all the people…

And all the people listened attentively to the Book of the Law.

The people’s attention marked a significant change from the disobedience that had contributed to Judah’s exile. They recognized the Law as God’s authoritative word and received it with reverence.

2Ki 22:11 When the king heard the words of the Book of the Law,…
2Ch 34:19 When the king heard the words of the Law, he…
2Ch 34:27 because your heart was tender and you humbled yourself…

Ezra the scribe stood on a high wooden platform built for this occasion.

Ezra’s elevated position enabled the gathered people to see and hear the reading of God’s Law. The specially constructed platform marked the public importance of the assembly and reflected the central place of Scripture in renewing the restored community after the exile.

Ezr 7:6 Ezra came up from Babylon. He was a scribe…
2Ch 6:13 Now Solomon had made a bronze platform five cubits long,…
Deu 31:11-12 when all Israel comes before the LORD your God…

At his right side stood Mattithiah, Shema, Anaiah, Uriah, Hilkiah, and Maaseiah,

These men stood with Ezra as recognized representatives of the people, demonstrating that the instruction and observance of the Law involved the whole covenant community. Their place beside him also provided visible support for the public reading.

1Ki 22:19 Micaiah continued, “Therefore hear the word of the LORD:…
Luk 1:11 Just then an angel of the Lord appeared to Zechariah…
1Ki 2:19 So Bathsheba went to King Solomon to speak to him…

and at his left were Pedaiah, Mishael, Malchijah, Hashum, Hash-baddanah, Zechariah, and Meshullam.

The leaders surrounding Ezra on both sides showed the unity and order of the assembly. Their presence emphasized shared responsibility among Israel’s leaders to uphold God’s Law and guide the people in faithful obedience.

Ezra opened the book

Ezra, a priest and skilled scribe, led the returned exiles in restoring faithful worship and obedience to God. The book was the Torah, God’s Law given through Moses and foundational to Israel’s covenant life. Its public reading placed God’s revealed will at the center of the nation’s renewal.

Luk 4:17 The scroll of the prophet Isaiah was handed to Him.…
Exo 24:7 Then he took the Book of the Covenant and read it…
Rev 5:1-5 Then I saw a scroll in the right hand of the One…

in full view of all the people,

The gathering was not limited to Israel’s leaders or scholars. Men, women, and all who could understand were included, showing that the Law belonged to the whole covenant community and was to be known and obeyed by all.

Jos 8:34-35 Afterward, Joshua read aloud all the words of the law—…
Deu 31:11-13 when all Israel comes before the LORD your God…
2Ki 23:2-3 And he went up to the house of the LORD with all the people…

since he was standing above them all,

Ezra stood on a raised platform so the vast assembly could see and hear him. His position also reflected the honor due to the Word he read, which stood in judgment over the people rather than being subject to their preferences.

2Ch 6:13 Now Solomon had made a bronze platform five cubits long,…
Act 21:40 Having received permission, Paul stood on the steps…
Mat 5:1-2 When Jesus saw the crowds, He went up on the mountain…

and as he opened it, all the people stood up.

The people responded with reverence as the Scriptures were opened. Their standing expressed recognition that they were hearing God’s Law and prepared the assembly to listen attentively to its instruction.

Neh 9:3 While they stood in their places, they read from the Book…
Exo 33:8-10 Then, whenever Moses went out to the tent,…
2Ch 20:13 Meanwhile all the men of Judah, with their wives…

Then Ezra blessed the LORD, the great God,

Ezra led the assembled people in acknowledging the Lord’s supreme authority as they gathered to hear the Law after the return from exile. His praise directed the nation’s attention to God, whose covenant had preserved and restored them.

Deu 10:17 For the LORD your God is God of gods and Lord of lords,…
Psa 95:3 For the LORD is a great God, a great King above all gods.
1Ch 29:10 Then David blessed the LORD in the sight of all…

and with their hands uplifted,

The people responded in a posture of prayer and dependence, expressing reverence as they received Ezra’s blessing.

Psa 134:2 Lift up your hands to the sanctuary and bless the LORD!
1Ti 2:8 Therefore I want the men everywhere to pray…
Lam 3:41 Let us lift up our hearts and hands to God in heaven:

all the people said, “Amen, Amen!”

Their united response affirmed the truth of Ezra’s words and their shared agreement before God; “Amen” means “truly” or “so be it.”

Psa 41:13 Blessed be the LORD, the God of Israel…
Psa 72:19 And blessed be His glorious name forever; may all the earth…
Deu 27:26 Cursed is he who does not put the words of this law…

Then they bowed down and worshiped the LORD with their faces to the ground.

The assembly humbled itself before the holy God, recognizing His majesty and submitting anew to His covenant.

2Ch 7:3 When all the Israelites saw the fire coming down…
Ezk 1:28 The appearance of the brilliant light all around Him…
Exo 34:8 Moses immediately bowed down to the ground and worshiped.

The Levites—Jeshua, Bani, Sherebiah, Jamin, Akkub, Shabbethai, Hodiah, Maaseiah, Kelita, Azariah, Jozabad, Hanan, and Pelaiah—

These Levites assisted Ezra in explaining the Law to the returned exiles. Set apart for service connected with worship and instruction, they helped the people grasp the meaning of God’s commands after generations of displacement in Babylon.

Neh 10:9-13 The Levites: Jeshua son of Azaniah, Binnui…
Ezr 8:18-20 And since the gracious hand of our God was upon us…
Neh 12:8-9 The Levites were Jeshua, Binnui, Kadmiel, Sherebiah, Judah…

instructed the people in the Law

The Law was read publicly in Hebrew, while many of the people likely spoke Aramaic and had limited knowledge of its requirements. The Levites clarified its meaning so that the covenant people could understand how to live faithfully before the Lord.

Deu 33:10 He will teach Your ordinances to Jacob and Your law…
2Ch 17:8-9 accompanied by certain Levites—Shemaiah,…
Ezr 7:10 For Ezra had set his heart to study the Law of the LORD,…

as they stood in their places.

The people remained gathered attentively as the Law was explained. Their orderly, reverent response marked a renewed commitment to hear God’s Word and restore obedience within the community.

2Ch 35:10 So the service was prepared; the priests stood…
Jos 8:33-35 All Israel, foreigners and citizens alike, with their elders…
2Ch 30:16-17 They stood at their prescribed posts, according to the Law…

So they read from the Book of the Law of God,

Ezra and the Levites publicly read the Torah to the returned exiles in Jerusalem. Gathered at the Water Gate during the Feast of Tabernacles, the people heard the covenant law that governed Israel’s worship, conduct, and identity as God’s people. After years in Babylon, this reading marked a renewed submission to the Lord and His revealed will.

Jos 8:34-35 Afterward, Joshua read aloud all the words of the law—…
2Ki 23:2 And he went up to the house of the LORD with all the people…
Deu 31:11-13 when all Israel comes before the LORD your God…

explaining it and giving insight,

The Levites helped the assembly grasp the meaning of what was read. Many of the people had grown up in exile and needed instruction in the Law and its application to their restored community. The reading was therefore joined with clear teaching, enabling the people to understand God’s commands rather than merely hear the words.

Act 17:2-3 As was his custom, Paul went into the synagogue…
Act 8:30-35 So Philip ran up and heard the man reading Isaiah…
Luk 24:27 And beginning with Moses and all the Prophets,…

so that the people could understand what was being read.

Understanding led the people to respond with conviction, worship, confession, and obedience. God’s Law was to shape the life of the whole nation, and its faithful explanation prepared Israel to renew the covenant and order the restored community according to His commands.

and the Levites who were instructing the people

The Levites helped explain the Law so that the assembled people could understand its requirements and meaning.

Lev 23:24 “Speak to the Israelites and say, ‘On the first day…

Do not mourn or weep.”

Though the Law exposed the people’s sin, the leaders directed them away from public grief toward the proper observance of the holy day.

Then Nehemiah told them,

The people were not to treat the day as ordinary, nor were they to remain absorbed in sorrow. It had been set apart for the Lord and for renewed obedience to Him.

Lev 23:24-25 “Speak to the Israelites and say, ‘On the first day…
Num 29:1 “On the first day of the seventh month, you are to hold”…
Isa 58:13 If you turn your foot from breaking the Sabbath,…

Do not grieve,

Their mourning over sin was proper, but it was not to overshadow the day God had appointed for worship and celebration.

2Sa 12:20 Then David got up from the ground, washed and anointed…
Jhn 16:22 So also you have sorrow now, but I will see you again…

for the joy of the LORD is your strength.”

Strength would come from confidence in the Lord’s mercy, presence, and faithfulness as the restored community sought to live under His covenant.

Psa 28:7 The LORD is my strength and my shield; my heart trusts…
Isa 61:10 I will rejoice greatly in the LORD, my soul will exult…
Hab 3:18-19 yet I will exult in the LORD; I will rejoice…

And the Levites calmed all the people, saying,

The Levites had helped explain the Law to the assembly and now quieted the weeping that followed its reading. Their service included instructing the people and preserving order in worship.

Psa 29:11 The LORD gives His people strength; the LORD blesses…

The first day of the seventh month was set apart by God as a day of sacred assembly. Though the Law exposed the nation’s sin, the day was also to mark Israel’s renewed submission to the Lord.

Exo 20:8-11 Remember the Sabbath day by keeping it holy.…

Do not grieve.”

Their sorrow showed conviction, but it was not to overshadow the celebration of God’s mercy and the restoration of His people.

Jer 31:16 This is what the LORD says: “Keep your voice from weeping…
Isa 61:3 to console the mourners in Zion—to give them a crown…
Jhn 16:22 So also you have sorrow now, but I will see you again…

Then all the people began to eat and drink,

The assembly responded to the reading and explanation of God’s Law with a communal meal. Their celebration followed a renewed understanding of their covenant obligations and God’s faithfulness to preserve them after the exile.

Neh 3:26 and the temple servants living on the hill of Ophel…

and by the Gate of Ephraim.

The observance extended across Jerusalem, displaying the unity of the returned people as they remembered God’s faithfulness.

The whole assembly that had returned from exile made booths and lived in them.

The returned exiles observed the Feast of Tabernacles by building temporary shelters and living in them, as God had commanded. The festival recalled Israel’s wilderness years, when the Lord preserved His people after bringing them out of Egypt. Their united participation showed that the restored community was renewing its covenant identity and ordering its life again around God’s law after the Babylonian captivity.

Lev 23:42-43 You are to dwell in booths for seven days.…
Deu 16:13-15 You are to celebrate the Feast of Tabernacles for seven days…
Ezr 3:4 They also celebrated the Feast of Tabernacles…

From the days of Joshua son of Nun until that day, the Israelites had not celebrated like this.

The celebration had not been observed with such broad, wholehearted obedience since the generation that entered the Promised Land under Joshua. The statement emphasizes the completeness and public character of the feast, not that the festival had been entirely unknown in the intervening centuries. Under Ezra and Nehemiah, the people responded to God’s word with a renewed commitment to worship and obedience.

1Ki 8:65-66 So at that time Solomon and all Israel with him…
2Ch 8:12-13 At that time Solomon offered burnt offerings to the LORD…

And there was great rejoicing.

Their joy arose from the restoration of worship, the reading of God’s law, and the evidence of His faithfulness in bringing them back to the land. The feast united the people in gratitude for God’s provision and strengthened them as His covenant community.

Psa 1:2 But his delight is in the Law of the LORD, and on His law…

Ezra read from the Book of the Law of God.

The public reading instructed a generation returning from exile in the covenant requirements God had given through Moses.
