Sanballat’s Conspiracy

When Sanballat, Tobiah, Geshem the Arab, and the rest of our enemies heard

Sanballat of Samaria, Tobiah the Ammonite, and Geshem the Arab were leading opponents of Jerusalem’s restoration. Their interests were threatened by a strengthened Jewish city with secure defenses and renewed self-government. Their alliance reflects the determined resistance Nehemiah faced from the surrounding peoples.

that I had rebuilt the wall and not a gap was left—

The wall had been repaired around the city, removing the breaches that had left Jerusalem exposed for generations. The work demonstrated the unity of the returned exiles and the success of Nehemiah’s leadership despite intimidation, ridicule, and threats.

though to that time I had not yet installed the doors in the gates—

The gates had not yet been set in place, leaving the city vulnerable even though the wall itself was complete. Nehemiah’s enemies recognized that their opportunity to stop the work was rapidly disappearing.

Sanballat and Geshem sent me this message:

Sanballat, governor of Samaria, and Geshem, an influential Arab leader, had consistently opposed the rebuilding of Jerusalem’s walls. Their involvement shows that Nehemiah faced organized resistance from neighboring powers threatened by a restored and fortified Judah.

“Come, let us meet together in one of the villages on the plain of Ono.”

The plain of Ono lay northwest of Jerusalem near the boundary between Judah and Samaria. Though presented as a diplomatic meeting in a convenient location, it would have drawn Nehemiah away from Jerusalem and placed him within reach of his enemies.

But they were planning to harm me.

Nehemiah recognized that the invitation concealed hostile intent. Rather than abandoning the work entrusted to him, he acted with the discernment needed to protect both himself and the rebuilding effort.

So I sent messengers to them, saying,

Nehemiah answered through representatives rather than meeting his enemies at Ono. Their invitation was intended to harm him, and he would not abandon Jerusalem’s defense to enter their territory.

“I am doing a great work

The rebuilding of Jerusalem’s wall was the work God had placed before Nehemiah. It restored security to the city, strengthened its people, and advanced the return of Judah after the exile.

and cannot come down.

Nehemiah would not allow threats, flattery, or false diplomacy to pull him away from the task. His presence was needed among the builders, and leaving the work unfinished would have endangered the entire effort.

Why should the work stop

A delay would have served the interests of Sanballat, Tobiah, and Geshem, who opposed Jerusalem’s restoration. Nehemiah recognized that their proposal was designed to interrupt the work and weaken the people’s resolve.

while I leave it to go down to you?”

He refused to place himself under the control of those plotting against him. Nehemiah remained at Jerusalem, giving his attention to the work God had entrusted to him.

Four times they sent me the same message,

Sanballat and Geshem repeatedly tried to draw Nehemiah away from Jerusalem’s walls and into a vulnerable meeting. Their persistence reveals a deliberate effort to interrupt the rebuilding and weaken Nehemiah’s leadership.

and each time I gave the same reply.

Nehemiah refused to abandon the work God had entrusted to him. His unchanged answer denied his enemies an opening for deception, intimidation, or delay, keeping the restoration of Jerusalem moving forward despite organized opposition.

The fifth time,

Sanballat’s repeated efforts show his determination to halt the rebuilding by drawing Nehemiah away from Jerusalem. When private invitations failed, he intensified the pressure.

Sanballat sent me

As a regional leader with influence in Samaria, Sanballat viewed a fortified Jerusalem under Persian authority as a threat to his own position and influence.

The repeated invitation concealed a new attempt to distract Nehemiah from the work and place him in danger away from the city.

by his young servant,

Sending a servant allowed Sanballat to deliver the message without appearing personally involved while still maintaining pressure on Nehemiah.

who had in his hand an unsealed letter

Official letters were normally sealed. Leaving this letter open invited others to read its accusations, spreading a public rumor that Nehemiah was planning rebellion against Persia.

Sanballat’s letter presents the charge as widely known, seeking to pressure Nehemiah by implying that regional opposition has already accepted it.

and Geshem agrees—

Geshem, an influential Arab leader allied with Sanballat and Tobiah, is named to make the accusation appear corroborated by another prominent opponent.

that you and the Jews are plotting to revolt,

Allegations of rebellion against Persia were dangerous and could bring imperial intervention. Nehemiah’s enemies sought to portray Jerusalem’s rebuilding as a political threat rather than the authorized restoration of the city.

and this is why you are building the wall.

The wall would strengthen Jerusalem’s security and restore its standing, but opponents distorted its purpose to accuse the builders of preparing for independence.

According to these reports, you are to become their king,

The charge attacks Nehemiah’s loyalty to King Artaxerxes and falsely attributes royal ambition to him. It was intended to stop the work by creating fear of Persian punishment.

and you have even appointed prophets in Jerusalem to proclaim on your behalf:

Nehemiah’s enemies falsely charged him with arranging prophetic support for a royal claim. Such an announcement in Jerusalem, Judah’s religious center, would have given the rumor credibility among the people and alarmed Persian officials.

‘There is a king in Judah.’

Under Persian rule, any claim that Judah had set up a king could be treated as rebellion against Artaxerxes. The accusation was designed to portray Nehemiah’s rebuilding work as a political uprising rather than faithful service authorized by the Persian court.

Soon these rumors will reach the ears of the king.

Sanballat used the threat of an imperial report to pressure Nehemiah into abandoning the work or compromising with his opponents. Reports of rebellion were taken seriously by Persia, especially in territories with a history of unrest.

So come, let us confer together.”

The invitation was not a sincere effort to resolve conflict. Nehemiah’s adversaries sought to draw him away from Jerusalem, hinder the rebuilding, and place him in danger.

Then I sent him this reply:

Nehemiah answered Sanballat directly, refusing to let the public accusation go unanswered. His response addressed the charge without being drawn into further negotiation.

“There is nothing to these rumors you are spreading;

The open letter accused Jerusalem’s leaders of planning rebellion against Persia. Nehemiah plainly denied the report, recognizing it as an attempt to frighten the people and halt the rebuilding work.

you are inventing them in your own mind.”

Sanballat’s claims had no factual basis. Nehemiah exposed the accusation as deliberate fabrication and remained focused on completing the work God had given him.

For they were all trying to frighten us,

Sanballat, Tobiah, Geshem, and their allies sought to stop Jerusalem’s rebuilding through threats and intimidation. Unable to prevent the work by direct opposition, they attempted to create fear among Nehemiah and the workers.

They hoped discouragement would drain the builders’ resolve and cause them to abandon their responsibilities. Their attack targeted both the labor force and Nehemiah’s leadership.

and it will never be finished.”

A completed wall would restore Jerusalem’s security and strengthen the returned community. The enemies opposed its completion because it would end their influence over the vulnerable city.

But now, my God, strengthen my hands.

Nehemiah answered intimidation with prayer, asking God to give him strength to continue the work entrusted to him.

Later, I went to the house of Shemaiah son of Delaiah, the son of Mehetabel, who was confined to his house.

Shemaiah’s confinement was likely arranged to give his warning an appearance of secrecy and urgency. Though presented as a concerned adviser, he had been hired by Nehemiah’s enemies to frighten and discredit him.

He said: “Let us meet at the house of God inside the temple.

Shemaiah urged Nehemiah to seek shelter in a restricted area of the temple. As a layman and governor, Nehemiah had no right to enter the sanctuary reserved for priests. The proposal was designed to make him sin and lose the respect of the people.

Let us shut the temple doors because they are coming to kill you—

The warning appealed to Nehemiah’s natural concern for his safety. Hiding in the temple would have made him appear fearful and unwilling to remain with the workers and defenders of Jerusalem.

The claim of a nighttime attack intensified the pressure, but Nehemiah recognized that God had not sent Shemaiah. His enemies hoped fear would lead him into disobedience and provide grounds to accuse him.

Nehemiah answered without hesitation, refusing to be intimidated by a threat designed to stop the work on Jerusalem’s wall.

“Should a man like me run away?

As governor and leader of the rebuilding effort, he knew that fleeing would weaken the people and suggest that God’s work could be abandoned through fear.

Should one like me go into the temple to save his own life?

Entering the sanctuary for protection would have violated the order God established for the temple and exposed Nehemiah to the charge of disobedience. His enemies hoped fear would lead him into sin and disgrace.

I will not go!”

Nehemiah rejected both the threat and the compromise it offered. He would not preserve himself by abandoning his duty or dishonoring God.

I realized that God had not sent him,

Nehemiah recognized that Shemaiah’s counsel did not accord with God’s will. Though Shemaiah presented himself as a prophet and urged Nehemiah to seek refuge in the temple, his message sought to produce fear and lead Nehemiah into disobedience.

Jer 23:21 I did not send these prophets, yet they have run…

but that he had uttered this prophecy against me

The warning was designed to frighten Nehemiah into compromising his integrity. As governor and leader of the rebuilding effort, he was not permitted to enter the temple sanctuary in the manner Shemaiah proposed. Yielding would have damaged his reputation and given his enemies grounds to accuse him.

because Tobiah and Sanballat had hired him.

Tobiah and Sanballat continued their efforts to stop Jerusalem’s restoration through intimidation, conspiracy, and deception. Unable to halt the work by open threats, they paid Shemaiah to misuse a prophetic claim against Nehemiah.

He had been hired to intimidate me

Nehemiah recognized that Shemaiah had been paid by his enemies to frighten him into abandoning his work and seeking safety.

so that I would sin by doing as he suggested,

Shemaiah urged Nehemiah to hide in the temple, but Nehemiah was not a priest and had no right to enter its inner sanctuary. Obeying this counsel would have violated God’s law.

so they could give me a bad name

His enemies hoped that such an act would expose Nehemiah as fearful and disobedient, damaging the confidence of the people in his leadership.

By discrediting Nehemiah, Sanballat, Tobiah, and their allies hoped to weaken the rebuilding effort and bring God’s work in Jerusalem to a halt.

O my God, remember Tobiah and Sanballat for what they have done,

Nehemiah placed his enemies before God rather than taking personal revenge. Tobiah and Sanballat had repeatedly opposed the rebuilding of Jerusalem’s wall, using ridicule, threats, deception, and political pressure to stop the work.

and also Noadiah the prophetess

Noadiah joined the effort to frighten Nehemiah. Though she claimed prophetic authority, she stood with those resisting God’s work and sought to weaken Nehemiah’s resolve.

and the other prophets who tried to intimidate me.

Opposition came not only from political adversaries but also from religious leaders who used fear and false messages against Nehemiah. He recognized their efforts as attempts to hinder the rebuilding and entrusted their judgment to God.

Completion of the Wall

So the wall was completed

Nehemiah’s task, begun in grief over Jerusalem’s ruined defenses, reached its intended end. Despite persistent threats, intimidation, and internal difficulties, the people rebuilt the city’s protection under his steady leadership. The finished wall restored Jerusalem’s security and marked a renewed commitment of the returned exiles to their city and covenant identity.

in fifty-two days,

The work was completed with extraordinary speed for a city wall of Jerusalem’s size, especially amid opposition and the need for many families to build while remaining alert to attack. The united labor of the people and God’s protection over the effort made the accomplishment possible.

on the twenty-fifth of Elul.

Elul was the sixth month of the Hebrew calendar, corresponding roughly to August and September. The completion came shortly before the seventh-month sacred gatherings, preparing Jerusalem for a season of national assembly, repentance, and renewed worship.

When all our enemies heard about this,

The wall around Jerusalem had been completed despite persistent threats, plots, and intimidation. The enemies included neighboring peoples such as the Samaritans, Ammonites, Arabs, and Ashdodites, whose political influence was threatened by a fortified and renewed Jerusalem.

all the surrounding nations were afraid and disheartened,

Their confidence collapsed when Nehemiah’s workers finished the project in fifty-two days. Jerusalem’s restoration demonstrated that Judah was no longer defenseless and that its people had received unusual strength and protection.

Even Israel’s opponents recognized that the work could not be explained merely by human effort. God had preserved the builders, frustrated their enemies’ plans, and enabled Nehemiah to complete the wall.

Also in those days,

Also in those days indicates that opposition to Nehemiah’s work continued even after the wall was completed. Internal alliances and divided loyalties remained a serious threat to Jerusalem’s stability.

the nobles of Judah

The nobles of Judah were influential leaders among the people. Some were connected to Tobiah through marriage and shared interests, giving him access to Jerusalem’s leaders.

Neh 5:7 and after serious thought I rebuked the nobles and officials…
Neh 5:9 So I continued, “What you are doing is not right.…
Neh 5:12 “We will restore it,” they replied, “and will require nothing…

sent many letters to Tobiah,

Many in Judah maintained private correspondence with Tobiah, an enemy of Nehemiah’s reforms. Their letters revealed divided loyalties and undermined unity among those responsible for Judah’s welfare.

and Tobiah’s letters kept coming to them.

Tobiah persistently sought influence within Jerusalem, using these relationships to advance his opposition and undermine Nehemiah’s leadership.

For many in Judah were bound by oath to him,

Tobiah had gained the loyalty of influential people in Judah through formal agreements and personal alliances. Their commitments to him weakened Nehemiah’s efforts by creating divided loyalties within the restored community.

since he was a son-in-law of Shecaniah son of Arah,

Tobiah’s marriage into a respected Judean family gave him standing among the returned exiles. These family connections enabled an outsider opposed to Jerusalem’s restoration to exercise influence within Judah.

and his son Jehohanan had married the daughter of Meshullam son of Berechiah.

Tobiah’s influence extended through his son’s marriage to the family of Meshullam, one of the builders of Jerusalem’s wall. Such intermarriage linked prominent families to Tobiah and complicated support for Nehemiah’s leadership.

Moreover, these nobles kept reporting to me Tobiah’s good deeds,

Judah’s leading men maintained close ties with Tobiah, strengthened by marriage alliances among prominent families. They praised him before Nehemiah, seeking to lessen suspicion toward a man who had repeatedly opposed Jerusalem’s restoration.

and they relayed my words to him.

The nobles also carried Nehemiah’s words to Tobiah, exposing the governor’s plans and creating an internal threat to the work. Their divided loyalty made Nehemiah’s leadership more difficult.

And Tobiah sent letters to intimidate me.

Tobiah used repeated messages to pressure Nehemiah and discourage him from completing the wall. Though opposition came from both outside enemies and influential men within Judah, Nehemiah remained committed to the task God had given him.
