Hosea 11
Berean Study Bible

Out of Egypt I Called My Son

When Israel was a child,

Israel’s national life began under God’s care, from the promises given to the patriarchs through the deliverance from Egypt. Like a child dependent on a father, the people owed their existence, protection, and formation to God.

Jer 31:20 Is not Ephraim a precious son to Me, a delightful child?…
Ezk 16:6-8 Then I passed by and saw you wallowing in your blood,…
Jer 2:2 “Go and proclaim in the hearing of Jerusalem……

I loved him,

God’s covenant love lay behind His choice of Israel and His faithful preservation of them despite their repeated rebellion. His love was shown in His acts of rescue, provision, guidance, and discipline.

Mal 1:2-3 “I have loved you,” says the LORD. But you ask……
Jer 31:3 The LORD appeared to us in the past, saying:…
Deu 7:7-8 The LORD did not set His affection on you and choose you…

and out of Egypt I called My son.

God brought Israel out of Egyptian slavery and claimed the nation as His own son, setting them apart to serve Him. Israel’s exodus also foreshadowed Christ’s return from Egypt, identifying Him as the true and faithful Son.

Exo 4:22-23 Then tell Pharaoh that this is what the LORD says:…
Mat 2:15 where he stayed until the death of Herod.…
Deu 14:1 You are sons of the LORD your God; do not cut yourselves…

But the more I called Israel,

God repeatedly summoned Israel to remain faithful to the covenant He had established with them. Through His law and His prophets, He warned them against sin and called them back when they strayed.

Jer 7:13 And now, because you have done all these things,…
Isa 65:12 I will destine you for the sword, and you will all kneel…
Pro 1:24 Because you refused my call, and no one took…

the farther they departed from Me.

Israel answered God’s faithfulness with increasing rebellion. The nation turned its heart from the Lord, imitated surrounding peoples, and sought security through foreign alliances rather than trusting Him.

Jer 2:5 This is what the LORD says: “What fault did your fathers…
Jer 7:24 Yet they did not listen or incline their ear…
Isa 59:2 But your iniquities have built barriers…

They sacrificed to the Baals

Baal worship had become deeply rooted in Israel despite God’s clear prohibition of idolatry. These Canaanite fertility cults drew Israel away from the Lord and often involved corrupt and immoral practices.

Jdg 2:11-13 And the Israelites did evil in the sight of the LORD…
Jer 19:5 They have built high places to Baal on which to burn…
Jer 11:13 Your gods are indeed as numerous as your cities…

and burned incense to carved images.

Incense, which belonged in the worship of God, was offered to objects made by human hands. Israel’s idolatry rejected the Lord who had redeemed and sustained them, bringing the judgment warned of in the covenant.

Jer 1:16 I will pronounce My judgments against them…
2Ki 22:17 because they have forsaken Me and burned incense…
Isa 44:17 From the rest he makes a god, his graven image.…

It was I who taught Ephraim to walk,

God recalls His fatherly care for Israel from its earliest days as a nation. Ephraim, the leading tribe of the Northern Kingdom, represents the people as a whole. From the Exodus onward, the Lord patiently guided, provided for, and established them.

Deu 1:31 and in the wilderness, where the LORD your God carried you…
Isa 63:9 In all their distress, He too was afflicted…
Deu 32:11-12 As an eagle stirs up its nest and hovers over its young,…

taking them by the arms,

Like a parent steadying a small child, God supported Israel in weakness and danger. His protection was evident in their deliverance from Egypt, preservation in the wilderness, and settlement in the land.

Isa 40:11 He tends His flock like a shepherd; He gathers the lambs…
Num 11:12 Did I conceive all these people? Did I give them birth,…
Isa 46:4 Even to your old age, I will be the same,…

but they never realized that it was I who healed them.

Israel repeatedly failed to recognize that their security, restoration, and deliverance came from the Lord. Their forgetfulness led them to credit false gods for blessings that God alone had given.

Exo 15:26 If you will listen carefully to the voice of the LORD…
Psa 107:17-20 Fools, in their rebellious ways,…
Hos 7:1 When I heal Israel, the iniquity of Ephraim will be exposed…

I led them with cords of kindness,

God guided Israel with the patient care of a father rather than the cruelty of a taskmaster. After delivering them from Egypt, He sustained and directed them as His covenant people.

Exo 15:13 With loving devotion You will lead the people…
Rom 2:4 Or do you disregard the riches of His kindness…
Jer 31:3 The LORD appeared to us in the past, saying:…

with ropes of love;

His relationship with Israel was marked by faithful love and commitment. Though Israel often resisted Him, God continued to draw them to Himself and preserve them.

Jhn 6:44 No one can come to Me unless the Father who sent Me…
Isa 63:9 In all their distress, He too was afflicted…
Deu 7:7-8 The LORD did not set His affection on you and choose you…

I lifted the yoke from their necks

He broke the burden of Egyptian slavery and gave them freedom to serve Him. Their deliverance showed that the Lord alone was their Redeemer and protector.

Jer 30:8 On that day, declares the LORD of Hosts,…
Isa 10:27 On that day the burden will be lifted from your shoulders,…
Lev 26:13 I am the LORD your God, who brought you out of the land…

and bent down to feed them.

God personally provided for Israel in the wilderness, supplying food and meeting their needs. The picture expresses His tender care for a people who depended entirely on Him.

Ezk 34:14-15 I will feed them in good pasture, and the lofty mountains…
Deu 32:13-14 He made him ride on the heights of the land…
Psa 78:24-25 He rained down manna for them to eat; He gave them grain…

Will they not return to the land of Egypt

Egypt recalls Israel’s former slavery and represents a return to bondage rather than the freedom God had given them.

Hos 9:3 They will not remain in the land of the LORD;…
Deu 28:68 The LORD will return you to Egypt in ships…
Jer 42:15-17 then hear the word of the LORD, O remnant of Judah!…

and be ruled by Assyria

Instead of finding refuge, the Northern Kingdom would fall under Assyrian domination, a judgment fulfilled when Assyria conquered Israel and carried many of its people into exile.

2Ki 17:6 In the ninth year of Hoshea, the king of Assyria…
2Ki 18:11 The king of Assyria exiled the Israelites…
2Ki 17:23 Finally, the LORD removed Israel from His presence,…

because they refused to repent?

Israel’s continued rebellion and refusal to return to the Lord brought the covenant consequences of judgment upon the nation.

Jer 5:3 O LORD, do not Your eyes look for truth?…
Jer 8:5-6 Why then have these people turned away?…
Zec 1:3-4 So tell the people that this is what the LORD of Hosts says:…

A sword will flash through their cities;

Assyria’s invasion would bring swift and violent judgment upon Israel. The sword portrays the warfare God permitted against a nation that had persistently rejected Him.

Ezk 21:14-17 So then, son of man, prophesy and strike your hands together…
Lam 1:20 See, O LORD, how distressed I am! I am churning within…
Deu 32:25 Outside, the sword will take their children,…

it will destroy the bars of their gates

The defenses of Israel’s cities would fail. Gates and their bars represented security, but no fortification could preserve a people under divine judgment.

Isa 45:2 I will go before you and level the mountains;…
Psa 107:16 For He has broken down the gates of bronze…
Nam 3:13 Look at your troops—they are like your women!…

and consume them in their own plans.

Israel’s political schemes, foreign alliances, and idolatrous practices would not save them. The very policies they trusted for protection would contribute to their ruin.

Pro 1:31 So they will eat the fruit of their own way,…
Psa 9:16 The LORD is known by the justice He brings;…
Job 5:13 He catches the wise in their craftiness…

My people are bent on turning from Me.

Israel’s rebellion had become settled and persistent. Though God had delivered and sustained them, the Northern Kingdom repeatedly pursued Baal worship and relied on foreign alliances rather than the Lord. Their unfaithfulness resembled the idolatry seen in the wilderness and the recurring apostasy of the period of the judges.

Jer 8:5 Why then have these people turned away?…
Jer 2:19 Your own evil will discipline you; your own apostasies…
Psa 78:57 They turned back and were faithless like their fathers,…

Though they call to the Most High,

Israel continued religious activity and appealed to God in times of need, but their worship was not joined with repentance or obedience. They acknowledged the God who rules over all, yet refused to abandon the sins that separated them from Him.

Jer 11:11 Therefore this is what the LORD says: ‘I am about to bring…
Mic 3:4 Then they will cry out to the LORD, but He will not answer…
Pro 1:28 Then they will call on me, but I will not answer;…

He will by no means exalt them.

God would not restore or honor a people who remained determined in rebellion. Israel’s refusal to return led to national judgment and eventual conquest by Assyria. Empty worship could not prevent the consequences of persistent unfaithfulness.

Psa 75:6-7 For exaltation comes neither from east nor west,…
Psa 147:6 The LORD sustains the humble, but casts the wicked…
Psa 18:27 For You save an afflicted people, but You humble…

God’s Love for Israel

How could I give you up, O Ephraim?

Ephraim, meaning “fruitful,” stands for the northern kingdom of Israel, which had repeatedly turned to idolatry and rebellion. Though judgment was deserved, God did not regard His covenant people with indifference.

Jer 31:20 Is not Ephraim a precious son to Me, a delightful child?…
Isa 49:15-16 Can a woman forget her nursing child, or lack compassion…

How could I surrender you, O Israel?

God would soon permit Israel to fall to the Assyrians, yet He would not utterly abandon the nation. His discipline would serve His larger purpose of preserving a remnant and fulfilling His promises.

Isa 54:7-8 For a brief moment I forsook you, but with great compassion…
Deu 31:6-8 Be strong and courageous; do not be afraid or terrified…

How could I make you like Admah?

Admah was destroyed with the cities of the plain because of its wickedness. Israel’s sin warranted severe judgment, but God would not erase His people as He had those cities.

Deu 29:23 All its soil will be a burning waste of sulfur and salt,…
Gen 19:24-25 Then the LORD rained down sulfur and fire…

How could I treat you like Zeboiim?

Zeboiim shared the fate of Sodom and Gomorrah. The comparison reveals the seriousness of Israel’s guilt while showing that God’s covenant mercy restrained total destruction.

Gen 10:19 and the borders of Canaan extended from Sidon…
Gen 14:2 went to war against Bera king of Sodom,…

My heart is turned within Me;

God reveals His personal grief over Israel’s rebellion and the compassion that tempers His judgment. He remains holy and just, yet His purposes for Israel do not end in ruin.

Lam 1:20 See, O LORD, how distressed I am! I am churning within…
Jer 4:19 My anguish, my anguish! I writhe in pain!…

My compassion is stirred!

God’s mercy moves Him to preserve His people despite their unfaithfulness. His judgment would be real, but restoration remained part of His covenant purpose.

Isa 63:15 Look down from heaven and see, from Your holy and glorious…
Mic 7:19 He will again have compassion on us; He will vanquish…
Psa 103:13 As a father has compassion on his children…

I will not execute the full fury of My anger;

Israel’s idolatry and rebellion deserved judgment, yet God would not pour out the full measure of destruction their sin warranted. His covenant mercy restrained His anger even as He disciplined them.

Psa 78:38 And yet He was compassionate; He forgave their iniquity…
Jer 30:11 For I am with you to save you, declares the LORD.…

I will not destroy Ephraim again.

Ephraim, the leading tribe and common name for the northern kingdom, would face severe judgment through Assyria, but God would not utterly erase His people. Exile and loss would not cancel His purposes for Israel.

Amo 9:8 Surely the eyes of the Lord GOD are on the sinful kingdom……
Jer 31:20 Is not Ephraim a precious son to Me, a delightful child?…

For I am God and not man—

God’s judgment is holy and just, yet His mercy is not weakened by human anger, impulse, or revenge. He remains faithful to His character and His covenant.

Num 23:19 God is not a man, that He should lie, or a son of man,…
1Sa 15:29 Moreover, the Glory of Israel does not lie…

the Holy One among you—

Though Israel had defiled itself through idolatry, the Holy One remained in their midst. His presence exposed their sin, but it also preserved the possibility of restoration.

Isa 12:6 Cry out and sing, O citizen of Zion, for great among you…
Zep 3:15 The LORD has taken away your punishment…

and I will not come in wrath.

God would not abandon Israel to complete ruin. His judgment would serve His righteous purposes, while His mercy would keep open the way for repentance and future restoration.

Psa 85:3-4 You withheld all Your fury; You turned from Your anger…
Isa 54:9 For to Me this is like the days of Noah,…

They will walk after the LORD;

Israel’s restoration will include renewed obedience to the covenant God they had forsaken through idolatry. Those once drawn away from Him will again follow His will as His people.

Deu 13:4 You are to follow the LORD your God and fear Him.…
Deu 10:12 And now, O Israel, what does the LORD your God ask of you…
Mic 4:5 Though all the nations may walk in the name of their gods…

He will roar like a lion.

The LORD will act with irresistible authority, summoning His scattered people and bringing judgment upon all that opposed His purposes. His voice will make clear that He alone is Israel’s King and Deliverer.

Jol 3:16 The LORD will roar from Zion and raise His voice…
Amo 1:2 He said: “The LORD roars from Zion and raises His voice…
Amo 3:8 The lion has roared—who will not fear?…

When He roars, His children will come trembling from the west.

God’s children will return in awe of His power, no longer trusting foreign nations or false gods. Their trembling reflects repentance and reverence as He gathers them from the lands where they had been dispersed.

Isa 43:5-6 Do not be afraid, for I am with you; I will bring…
Isa 49:12 Behold, they will come from far away, from the north…
Isa 59:19 So shall they fear the name of the LORD where the sun sets…

They will come trembling like birds from Egypt

Egypt recalls Israel’s former bondage and later served as a refuge for those fleeing invasion. God promises to gather His scattered people, who will return in fear and dependence upon Him.

Isa 11:11 On that day the Lord will extend His hand a second time…
Jer 31:8-9 Behold, I will bring them from the land of the north…
Exo 19:4 You have seen for yourselves what I did to Egypt,…

and like doves from the land of Assyria.

Assyria had conquered the northern kingdom and carried many Israelites into exile. Though dispersed among powerful nations, they would not remain beyond the reach of the Lord’s restoring purpose.

Zec 10:10-11 I will bring them back from Egypt and gather them…
Isa 27:13 And in that day a great ram’s horn will sound…
Isa 60:8 Who are these who fly like clouds, like doves…

Then I will settle them in their homes,

The return includes renewed security in the land God gave Israel. Their restoration would come by God’s faithfulness to His covenant, not by their own strength.

Amo 9:14-15 I will restore My people Israel from captivity;…
Jer 32:37-41 I will surely gather My people from all the lands…
Ezk 28:25-26 This is what the Lord GOD says: ‘When I gather…

declares the LORD.

The promise rests on the authority of the Lord, whose judgment would not cancel His purpose to preserve and restore His people.

Isa 55:11 So My word that proceeds from My mouth will not return to Me…
Jer 1:12 “You have observed correctly,” said the LORD,…
Num 23:19 God is not a man, that He should lie, or a son of man,…

Ephraim surrounds Me with lies,

Ephraim, the northern kingdom of Israel, persisted in rebellion while maintaining an outward claim to belong to the Lord. Idolatry, political alliances, and disregard for God’s commands revealed a nation that had broken covenant faithfulness.

Hos 7:13 Woe to them, for they have strayed from Me!…
Hos 12:1 Ephraim feeds on the wind and pursues the east wind…
Psa 78:36-37 But they deceived Him with their mouths,…

the house of Israel with deceit;

Israel’s worship and public profession concealed hearts turned toward false gods and foreign powers. Their unfaithfulness was deliberate, not merely ignorance, as they repeatedly rejected the warnings God sent through His prophets.

Hos 12:7 A merchant loves to defraud with dishonest scales…
Mic 6:12 For the wealthy of the city are full of violence,…
Jer 9:5-6 Each one betrays his friend; no one tells the truth.…

but Judah still walks with God

Judah is set apart from the northern kingdom because it retained a measure of covenant loyalty. Though Judah would later face judgment for its own sins, it had not yet reached Israel’s settled pattern of apostasy.

Gen 17:1 When Abram was ninety-nine years old, the LORD appeared…
Deu 10:12 And now, O Israel, what does the LORD your God ask of you…
2Ki 18:6 He remained faithful to the LORD and did not turn from…

and is faithful to the Holy One.

God alone is holy and deserving of His people’s obedience. Judah’s remaining faithfulness preserved the line through which God would fulfill His covenant promises, including the coming Messiah from the tribe of Judah.

Isa 10:20 On that day the remnant of Israel and the survivors…
2Ki 20:3 “Please, O LORD, remember how I have walked…”…
2Ch 31:20 So this is what Hezekiah did throughout Judah.…
