The Choosing of the Seven

In those days when the disciples were increasing in number,

The church in Jerusalem was growing rapidly as many came to faith through the apostles’ witness. Its expanding membership brought new practical needs and revealed strains that could arise within a diverse body of believers.

the Grecian Jews among them began to grumble against the Hebraic Jews

Greek-speaking Jewish believers, many of whom had lived outside Judea, differed in language and background from the Aramaic-speaking Jews of Jerusalem. Their complaint exposed a division that threatened the unity of the congregation.

because their widows were being overlooked in the daily distribution of food.

The church provided daily support for widows who lacked family resources through the communal sharing of resources. Whether through neglect or unequal administration, Greek-speaking widows were not receiving the same care as others. The matter required prompt attention so that the church’s service would reflect fairness and preserve peace among the believers.

So the Twelve summoned all the disciples

The Twelve, Jesus’ appointed apostles, called the Jerusalem believers together as the church continued to grow. Their action shows both their recognized leadership and the need for the congregation to address matters affecting the whole community.

and said, “It is unacceptable for us to neglect the word of God

The apostles were responsible for teaching the gospel, guarding its truth, and leading the church in prayer and instruction. They understood that these duties could not be set aside without harming the church’s spiritual life.

in order to wait on tables.

The daily distribution of food, especially to widows, required faithful oversight. The apostles did not dismiss this work as unimportant, but recognized that others could be appointed to administer it so that both practical care and the ministry of the word would be properly maintained.

Therefore, brothers,

The apostles addressed the believers as members of one family in Christ. The word “therefore” points back to the complaint that Greek-speaking Jewish widows were being neglected in the daily distribution of food.

select from among you

The congregation was to identify qualified men from within its own fellowship. Those selected would already be known for their character and conduct, allowing the church to act with confidence and accountability.

seven men

Seven provided a practical number to oversee the distribution fairly and consistently. The group could represent the concerns of the congregation while keeping the work organized and manageable.

confirmed to be full of the Spirit and wisdom.

The task involved material care, yet it required spiritual maturity. These men needed evident submission to the Holy Spirit, sound judgment, and the ability to handle resources and people faithfully.

We will assign this responsibility to them

The apostles retained their responsibility for prayer and the ministry of the word while entrusting the daily distribution to qualified servants. The church’s needs were met through ordered leadership and the faithful service of different members.

and will devote ourselves

The apostles recognized that their primary responsibility was to lead the church spiritually rather than become occupied with the daily administration of its charitable work. Their decision did not diminish the importance of caring for the widows, but ensured that both needs would receive proper attention.

to prayer

Prayer remained essential to the apostles’ leadership as they sought God’s direction, strength, and wisdom for the growing church. Their dependence on God shaped their decisions and ministry.

and to the ministry of the word.”

The apostles were charged with proclaiming Christ, teaching the truth of the gospel, and establishing believers in sound doctrine. As the church expanded in Jerusalem, faithful instruction in God’s word was necessary for its unity, maturity, and witness.

This proposal pleased the whole group.

The congregation accepted the apostles’ plan, preserving unity while ensuring that the widows received fair care. The selection of seven qualified men allowed the apostles to remain devoted to prayer and the ministry of the word.

They chose Stephen, a man full of faith and of the Holy Spirit,

Stephen stood out for his evident trust in God and spiritual maturity. He would soon bear powerful witness before the Jewish council and become the first recorded Christian martyr.

Nicolas had been a Gentile proselyte before becoming a follower of Christ. His inclusion shows that the Jerusalem church already included believers from varied ethnic and cultural backgrounds.

They presented these seven to the apostles,

The congregation brought the chosen men before the apostles, recognizing their authority to confirm those entrusted with this work. Their appointment addressed the needs of the Greek-speaking widows while preserving unity and fairness within the growing church.

who prayed

The apostles sought God’s guidance and blessing before setting the men apart, showing that their service depended on divine wisdom rather than human judgment alone.

By laying hands on the seven, the apostles publicly commissioned them for responsibility in the church and affirmed their authority to carry out the task.

So the word of God continued to spread.

The gospel advanced throughout Jerusalem despite growing opposition from the Jewish authorities. God used the apostles’ preaching, the church’s unity, and the Spirit’s power to establish the message of Christ among increasing numbers of people.

The number of disciples in Jerusalem grew rapidly,

The church expanded in the city where Jesus had been crucified and where many had witnessed the events surrounding His death, resurrection, and ascension. These disciples were committed followers of Jesus who received the apostles’ instruction and shared life together as a believing community.

Act 2:41 Those who embraced his message were baptized…

and a great number of priests became obedient to the faith.

Many priests, who regularly served in the temple and knew the Scriptures, came to believe that Jesus was the promised Messiah. Their conversion showed that the gospel was reaching even members of the religious establishment and overcoming resistance within Jerusalem.

The Arrest of Stephen

Now Stephen,

Stephen was one of the seven appointed to oversee the church’s practical needs and became a prominent servant in Jerusalem. His Greek name may indicate ties to the Hellenistic Jewish community—that is, Jews who spoke Greek and were likely influenced by Greek culture—reflecting the early church’s diverse backgrounds.

Act 7:55 But Stephen, full of the Holy Spirit, looked intently…
Act 8:2 God-fearing men buried Stephen and mourned deeply over him.
Act 22:20 And when the blood of Your witness Stephen was shed,…

who was full of grace and power,

He displayed God’s favor and the Spirit’s power in both his character and his ministry.

was performing great wonders and signs

God worked openly through Stephen, confirming the truth of the message he proclaimed.

among the people.

His public ministry drew attention throughout the city and soon provoked opposition from those who rejected the gospel.

But resistance arose

Opposition to the gospel emerged as Stephen’s witness confronted established religious assumptions and challenged unbelief concerning Jesus as the Messiah.

Act 14:2 But the unbelieving Jews stirred up the Gentiles…

from what was called the Synagogue of the Freedmen,

This synagogue likely served Jews whose ancestors had been enslaved and later freed, along with other Greek-speaking Jews living in Jerusalem.

Cyrene in North Africa and Alexandria in Egypt were major centers of Jewish population and learning, and Jews from both cities were present in Jerusalem.

These regions of Asia Minor supplied additional Hellenistic Jews, showing that the opposition came from several parts of the Jewish Diaspora.

They disputed with Stephen,

Stephen’s teaching about Jesus, the Law, and God’s redemptive purpose brought him into direct conflict with these men. Unable to answer his wisdom and Spirit-empowered testimony, they would soon pursue false accusations against him.

but they could not stand up to his wisdom

Stephen’s opponents were unable to refute the truth and clarity of his arguments. Chosen among the Seven to serve the church, he spoke with wisdom granted by God, much as Solomon had received wisdom to govern Israel. Jesus had promised His followers that their adversaries would not be able to resist the wisdom He gave them.

or the Spirit by whom he spoke.

The Holy Spirit empowered Stephen to speak boldly and faithfully as a witness to Christ. His testimony reflected the Spirit’s continuing work in the church and anticipated the powerful defense of the gospel Stephen would soon give before the Sanhedrin.

Then they prompted some men to say,

Unable to overcome Stephen’s teaching, his opponents secretly enlisted men to bring a false charge against him. Their actions followed the same pattern used against Jesus, relying on manufactured testimony to turn public and religious opinion against an innocent man.

“We heard Stephen speak words of blasphemy

The accusation was designed to make Stephen appear guilty of a capital offense before the Jewish council.

against Moses

They claimed that Stephen dishonored the Law and the authority Moses received from God, though Stephen proclaimed that God’s purposes were fulfilled in Christ.

and against God.”

By joining Moses and God in the charge, the witnesses portrayed Stephen as an enemy of Israel’s faith and sought to justify his arrest and condemnation.

So they stirred up the people, elders, and scribes

Stephen’s opponents deliberately stirred public hostility against him, drawing the Jerusalem populace and influential religious leaders into their opposition. The elders and scribes represented established Jewish authority and learning, giving the accusation an appearance of legitimacy.

and confronted Stephen.

They moved openly against Stephen because his preaching concerning Jesus challenged their rejection of the gospel and exposed the unbelief of the nation’s leaders.

They seized him

The opposition quickly became physical. Stephen was treated as a dangerous offender, though his ministry had been marked by wisdom, grace, and the power of the Holy Spirit.

and brought him before the Sanhedrin,

Stephen was taken before Israel’s highest religious court, the same council that had condemned Jesus. The proceedings against him marked a further escalation in the persecution of the church and prepared the way for his testimony before the nation’s rulers.

where they presented false witnesses

Stephen’s enemies brought testimony designed to secure his condemnation, repeating the injustice seen in Jesus’ trial. Their accusations violated God’s command against false witness and revealed their determination to silence the church’s growing testimony.

who said, “This man never stops speaking

Stephen openly and consistently proclaimed what God had done through Jesus Christ. His teaching had become well known in Jerusalem, and his opponents could not ignore either his message or its influence.

Act 5:42 Every day, in the temple courts and from house to house…

against this holy place

The charge concerned the temple, the center of Jewish worship and national life. Stephen’s preaching showed that God’s redemptive work was not confined to the temple and that Jesus, the Messiah, had fulfilled what the temple represented.

and against the law.

They also accused Stephen of dishonoring the law of Moses. He did not reject God’s law but exposed Israel’s repeated resistance to God’s purposes and proclaimed its fulfillment in Christ.

For we have heard him say

Stephen’s opponents presented themselves as direct witnesses, but their charge distorted his teaching, much as false witnesses had distorted Jesus’ words before the council.

that Jesus of Nazareth

The reference identifies Jesus as the known Galilean teacher whose crucifixion and reported resurrection had become central to the apostles’ message.

“This place” is the Jerusalem temple, the center of Israel’s worship. Jesus had foretold its destruction, not as an attack upon God’s purposes, but as judgment upon the city and its leaders.

and change the customs

The accusation concerned the law of Moses and the practices built around it. Stephen proclaimed that Christ had fulfilled the law and that access to God was no longer centered on the temple sacrifices.

that Moses handed down to us.”

By invoking Moses, the witnesses portrayed Stephen as opposing Israel’s covenant foundation. Stephen did not reject Moses; he showed that Moses and the prophets pointed forward to the Messiah whom Israel’s leaders had rejected.

All who were sitting in the Sanhedrin

The supreme Jewish council in Jerusalem included chief priests, elders, and scribes and exercised authority in religious and civil affairs. Stephen stood before the same body that had condemned Jesus, revealing the growing conflict between the council and the church.

looked intently at Stephen,

The council carefully examined him as they weighed the accusations brought against him. Their attention reflects the seriousness of the charges and the threat they believed Stephen’s message posed to their authority.

and they saw that his face was like the face of an angel.

Stephen’s appearance reflected God’s presence and favor, recalling Moses after he met with the Lord. Filled with the Holy Spirit, Stephen stood before his accusers with the innocence and composure of one upheld by God, even as he faced the path toward martyrdom.
