Isaiah 31

Woe to Those Who Rely on Egypt

Woe to those who go down to Egypt for help,

Judah faced the growing threat of Assyria and looked south to Egypt for military support. Egypt’s strength made such an alliance appear practical, but it rejected the Lord’s covenant care and repeated the unbelief that had marked Israel’s history.

Isa 30:1-3 “Woe to the rebellious children,” declares the LORD……
Jer 42:14-16 No, but we will go to the land of Egypt and live there…
2Ki 18:21 Look now, you are trusting in Egypt…

who rely on horses,

Egypt was renowned for its cavalry, and horses represented the military resources Judah believed could preserve the nation. Dependence on such strength displaced trust in the Lord, who alone had delivered His people in the past.

Deu 17:16 But the king must not acquire many horses for himself…
Pro 21:31 A horse is prepared for the day of battle,…
Psa 147:10-11 He does not delight in the strength of the horse;…

who trust in their abundance of chariots

Egypt’s chariots were advanced military technology and among the most feared weapons of the ancient world, representing security and power. Their number offered the illusion of security, yet military technology and political alliances could not protect Judah from judgment.

Psa 20:7 Some trust in chariots and others in horses…
1Ki 10:26 Solomon accumulated 1,400 chariots and 12,000 horses,…
Psa 46:9 He makes wars to cease throughout the earth;…

and in their multitude of horsemen.

Human numbers and power seemed more dependable than seeking God’s direction. Judah measured safety by visible resources rather than by the faithfulness of the Lord.

2Ch 16:8 Were not the Cushites and Libyans a vast army…
2Ch 12:3 with 1,200 chariots, 60,000 horsemen,…
Hab 1:8 Their horses are swifter than leopards, fiercer than wolves…

They do not look to the Holy One of Israel;

The nation’s failure was spiritual before it was political. They ignored the God who had set them apart as His people and who possessed authority over Egypt, Assyria, and every army.

Isa 17:7 In that day men will look to their Maker…
2Ch 20:12 Our God, will You not judge them? We are powerless…
Psa 123:2 As the eyes of servants look to the hand of their master…

they do not seek the LORD.

Rather than turning to God for counsel, protection, and deliverance, Judah pursued its own plans. Their alliance with Egypt revealed a refusal to depend on the Lord.

Hos 7:10 Israel’s arrogance testifies against them, yet they do not…
2Ch 15:2 So he went out to meet Asa and said to him,…
Isa 55:6 Seek the LORD while He may be found; call on Him…

Yet He too is wise and brings disaster;

Judah looked to Egypt for military help against Assyria, but the Lord’s wisdom far exceeded the plans of Jerusalem’s leaders. The coming calamity was not accidental; it was God’s judgment on a nation that rejected His counsel and trusted human power.

Job 12:13 Wisdom and strength belong to God; counsel and understanding…
Isa 45:7 I form the light and create the darkness;…
Amo 3:6 If a ram’s horn sounds in a city, do the people not tremble?…

He does not call back His words.

The warnings delivered through Isaiah would not be withdrawn. God’s announced judgment against Judah’s rebellion and its reliance on Egypt would unfold as He had declared.

Num 23:19 God is not a man, that He should lie, or a son of man,…
1Sa 15:29 Moreover, the Glory of Israel does not lie…
Isa 55:11 So My word that proceeds from My mouth will not return to Me…

He will rise up against the house of the wicked

God would act against the rebellious leaders and people of Judah who persisted in unbelief and disobedience. Their covenant position did not shield them from discipline when they chose the counsel of the ungodly.

Pro 21:12 The Righteous One considers the house of the wicked…
Pro 3:33 The curse of the LORD is on the house of the wicked…
Pro 14:11 The house of the wicked will be destroyed,…

and against the allies of evildoers.

Egypt could not protect Judah from Assyria or from God’s judgment. By joining itself to a nation opposed to the Lord’s purposes, Judah placed itself alongside those under His condemnation.

2Ch 19:2 Jehu son of Hanani the seer went out to confront him…
Psa 94:20 Can a corrupt throne be Your ally—one devising mischief…
Pro 29:24 A partner to a thief hates his own soul;…

But the Egyptians are men, not God;

Egypt’s military reputation could not make it equal to the Lord. Judah’s leaders were tempted to seek protection through an alliance with Egypt rather than depend on God’s promised care.

Num 23:19 God is not a man, that He should lie, or a son of man,…
Hos 11:9 I will not execute the full fury of My anger;…
Psa 146:3 Put not your trust in princes, in mortal man…

their horses are flesh, not spirit.

Egypt’s horses and chariots represented formidable military force, yet they remained limited, mortal resources. God’s power is not confined by human strength or battlefield advantage.

Psa 20:7 Some trust in chariots and others in horses…
Psa 33:17 A horse is a vain hope for salvation; …
Zec 4:6 Not by might nor by power, but by My Spirit,…

When the LORD stretches out His hand,

The Lord’s intervention brings judgment upon those who oppose His purposes and exposes the weakness of every human plan formed apart from Him.

Exo 7:5 And the Egyptians will know that I am the LORD,…
Isa 5:25 Therefore the anger of the LORD burns against His people…
Isa 10:4 Nothing will remain but to crouch among the captives…

the helper will stumble,

Egypt, the nation Judah looked to for support, would prove unable to secure either itself or its allies when confronted by God.

Jer 37:7 This is what the LORD, the God of Israel, says…
Ezk 30:6 For this is what the LORD says: The allies of Egypt…
Isa 20:5 Those who made Cush their hope and Egypt their boast…

and the one he helps will fall;

Judah would share in Egypt’s collapse because it had placed confidence in foreign power rather than in the Lord.

2Ki 18:21 Look now, you are trusting in Egypt…
Isa 36:6 Look now, you are trusting in Egypt…
Ezk 29:7 When Israel took hold of you, you splintered…

both will perish together.

Neither Egypt nor Judah could escape the consequences of trusting in military alliances instead of God.

Exo 14:28 The waters flowed back and covered the chariots and horsemen…
Psa 106:11 The waters covered their foes; not one of them remained.
Ezk 30:8 Then they will know that I am the LORD when I set fire…

For this is what the LORD has said to me:

Isaiah records a direct word from God, establishing that the coming message rests on the Lord’s own authority.

Jer 1:7 But the LORD told me: “Do not say, ‘I am only a child.’…
Num 12:6 He said, “Hear now My words: If there is a prophet among you…
Ezk 2:7 But speak My words to them, whether they listen…

“Like a lion roaring or a young lion over its prey—

God portrays His determination through the image of a lion standing securely over what it has taken. No threat can force it to retreat.

Hos 5:14 For I am like a lion to Ephraim and like a young lion…
Amo 3:8 The lion has roared—who will not fear?…
Jer 49:19 Behold, one will come up like a lion…

and though a band of shepherds is called out against it,

Even a group gathered to drive the lion away lacks the strength to overcome it.

Amo 3:12 This is what the LORD says: “As the shepherd…
Ezk 34:10 This is what the Lord GOD says: ‘Behold, I am against…
Jer 23:1-2 Woe to the shepherds who destroy and scatter…

it is not terrified by their shouting or subdued by their clamor—

The noise and resistance of men cannot alter God’s purpose or prevent His action.

Isa 17:12-14 Alas, the tumult of many peoples; they rage…
Psa 65:7 You stilled the roaring of the seas…
Psa 46:6-7 Nations rage, kingdoms crumble; the earth melts…

so the LORD of Hosts will come down to do battle on Mount Zion and its heights.

The Lord of heavenly armies would defend Jerusalem against its enemies. Mount Zion, the place of the temple and David’s throne, would not be abandoned because God Himself would act for His covenant people.

Isa 42:13 The LORD goes forth like a mighty one; He stirs up His zeal…
Psa 76:2-3 His tent is in Salem, His dwelling place in Zion.…
Jol 3:16 The LORD will roar from Zion and raise His voice…

Like birds hovering overhead,

God’s protection over Jerusalem is pictured as close, alert, and continuous, like birds circling above their young to guard them from danger.

Deu 32:11-12 As an eagle stirs up its nest and hovers over its young,…
Psa 91:4 He will cover you with His feathers; under His wings…
Exo 19:4 You have seen for yourselves what I did to Egypt,…

so the LORD of Hosts will protect Jerusalem.

Jerusalem faced the advancing Assyrian army, yet the God who commands the armies of heaven declared Himself its defender. The city’s safety depended not on alliances or military strength, but on His intervention.

Isa 37:35 “I will defend this city and save it for My own sake…”…
2Ki 19:34 I will defend this city and save it for My own sake…
Psa 125:2 As the mountains surround Jerusalem, so the LORD surrounds…

He will shield it and deliver it;

God would stand between Jerusalem and its enemy, preventing its destruction and rescuing its people from the threat surrounding them.

Psa 18:2 The LORD is my rock, my fortress, and my deliverer.…
2Sa 22:3 My God is my rock, in whom I take refuge…
Psa 144:2 He is my steadfast love and my fortress, my stronghold…

He will pass over it and preserve it.”

As the destroyer passed over the homes marked by God’s command in Egypt, the judgment falling on Assyria would not consume Jerusalem. God would spare the city and preserve it through the crisis.

Exo 12:13 The blood on the houses where you are staying…
Exo 12:23 When the LORD passes through to strike down the Egyptians,…
Psa 121:7-8 The LORD will guard you from all evil; He will preserve…

Return to the One

Isaiah calls Judah to turn back to the Lord, the only true God and covenant King. Amid the Assyrian threat, they had looked to Egypt for protection rather than trusting the God who had delivered and preserved them.

Hos 14:1 Return, O Israel, to the LORD your God for you have stumbled…
Mal 3:7 Yet from the days of your fathers, you have turned away…
Zec 1:3 So tell the people that this is what the LORD of Hosts says:…

against whom you have so blatantly rebelled,

Their sin was deliberate resistance to God’s commands, shown in idolatry, political alliances, and reliance on human power. Yet the call to return reveals that God had not abandoned His covenant people.

Jer 3:13 Only acknowledge your guilt, that you have rebelled…
Ezk 20:8 But they rebelled against Me and refused to listen…
Deu 9:24 You have been rebelling against the LORD…

O children of Israel.

As descendants of Jacob, also known as Israel, they belonged to the nation God had chosen and formed for His purposes. Their identity carried both the privilege of God’s care and the responsibility to live in faithful obedience to Him.

Exo 19:3 Then Moses went up to God, and the LORD called to him…
Lev 23:2 “Speak to the Israelites and say to them,…
Jos 3:9 So Joshua told the Israelites, “Come here and listen”…

For on that day,

God will decisively intervene to judge Judah’s enemies and expose the emptiness of all false trusts.

Isa 2:20 In that day men will cast away to the moles and bats…
Zec 13:2 And on that day, declares the LORD of Hosts…
1Th 1:9 For they themselves report what kind of welcome you gave us,…

every one of you

“Every one of you” emphasizes a widespread turning among the people, not merely the reform of a few leaders.

Rom 14:12 So then, each of us will give an account of himself to God.
2Co 5:10 For we must all appear before the judgment seat of Christ,…
Act 17:30 Although God overlooked the ignorance of earlier times,…

will reject the idols of silver and gold

The nation will abandon the idols of silver and gold in which it had placed its confidence and return its allegiance to the Lord.

Isa 30:22 So you will desecrate your silver-plated idols…
Psa 115:4 Their idols are silver and gold, made by the hands of men.
Deu 7:25 You must burn up the images of their gods; do not covet…

that your own hands have sinfully made.

Their idols were products of human craft and rebellion, incapable of saving those who worshiped them.

Deu 27:15 Cursed is the man who makes a carved idol or molten image—…
Jer 10:3-5 For the customs of the peoples are worthless;…
Act 7:41 At that time they made a calf and offered…

“Then Assyria will fall,

Assyria, the empire that destroyed Israel’s Northern Kingdom in 722 BC and threatened Judah, would be brought down despite its overwhelming military power. Its collapse came through God’s judgment, fulfilled as Babylonian and Median forces conquered Nineveh in 612 BC.

2Ki 19:35 And that very night the angel of the LORD went out…
Isa 37:36 Then the angel of the LORD struck down 185,000 men…
2Ch 32:21 and the LORD sent an angel who annihilated every mighty man……

but not by the sword of man;

Assyria’s defeat would reveal more than the strength of its enemies. The Lord would direct the events that ended its power.

Hos 1:7 Yet I will have compassion on the house of Judah,…
1Sa 17:47 And all those assembled here will know that it is not…
Psa 44:3 For it was not by their sword that they took the land;…

a sword will devour them, but not one made by mortals.

God’s judgment would consume the empire that had long terrorized surrounding nations. Human armies would be involved, but Assyria’s fall would ultimately come by God’s decree.

Deu 32:41-42 When I sharpen My flashing sword, and My hand grasps it…
Ezk 21:3-5 This is what the LORD says: ‘I am against you,…
Isa 34:5-6 When My sword has drunk its fill in the heavens,…

They will flee before the sword,

Assyrian soldiers would panic and retreat as their once-feared strength failed.

Lev 26:36-37 As for those of you who survive, I will send a faintness…
Deu 32:30 How could one man pursue a thousand, or two…
Jer 46:5-6 Why am I seeing this? They are terrified, they are retreating;…

and their young men will be put to forced labor.

Those who had enslaved and deported conquered peoples would themselves be subjected to humiliation and servitude.

1Sa 8:16 And he will take your menservants and maidservants…
1Ki 9:21 their descendants who remained in the land,…
1Ki 5:13-14 Then King Solomon conscripted a labor force…

Their rock will pass away for fear,

Assyria’s seeming strength and security will collapse under the LORD’s judgment. The empire that had terrified surrounding nations will itself be overcome.

Deu 32:31 For their rock is not like our Rock, even our enemies…
Isa 17:10 For you have forgotten the God of your salvation…
Psa 18:2 The LORD is my rock, my fortress, and my deliverer.…

and their princes will panic at the sight of the battle standard,”

Assyrian commanders will lose courage and flee when the LORD raises the signal for battle. Neither military power nor royal leadership can preserve a nation appointed for judgment.

Jer 4:6 Raise a signal flag toward Zion. Seek refuge! Do not delay!…
Jer 46:5 Why am I seeing this? They are terrified, they are retreating;…
Jer 50:2 Announce and declare to the nations; lift up a banner…

declares the LORD,

The coming defeat rests on God’s certain decree, not on Judah’s military strength.

Zec 1:3 So tell the people that this is what the LORD of Hosts says:…
Jer 23:24 Can a man hide in secret places where I cannot see him?…
Mal 1:2 “I have loved you,” says the LORD. But you ask……

whose fire is in Zion,

The LORD is present in Jerusalem as a consuming fire against His enemies and a protector of His people.

Lam 4:11 The LORD has exhausted His wrath; He has kindled a fire…
Lam 2:4 He has bent His bow like an enemy; His right hand…
2Ki 25:9 He burned down the house of the LORD, the royal palace,…

whose furnace is in Jerusalem.

Jerusalem is the place from which God’s judgment goes forth. Assyria’s downfall will show that the LORD rules over every army and nation.

Jer 6:27-30 I have appointed you to examine My people like ore…
Ezk 22:18-22 “Son of man, the house of Israel has become dross to Me.”…
Isa 48:10 See, I have refined you, but not as silver;…
