Though he was called to preach among the Gentiles, he remained burdened for his fellow Jews. Psa 20:4 May He give you the desires of your heart… and prayer to God Paul continually brought Israel’s condition before God, recognizing that salvation depends on God’s mercy and power. Dan 6:10 Now when Daniel learned that the document had been signed… for the Israelites Israel possessed the covenants, the law, the promises, and the history of God’s revelation, yet many had rejected Jesus as the promised Messiah. Neh 1:6 Your eyes be open and Your ears attentive to hear… is for their salvation. Paul desired that they would turn from reliance on their own righteousness and receive the salvation God provides through faith in Christ. Jer 3:23 Surely deception comes from the hills,… For I testify about them Paul speaks as one who once shared the same convictions. Formerly a Pharisee, he had pursued righteousness through the Law and had opposed the church before Christ transformed him. His grief over Israel’s unbelief was personal, rooted in his love for his own people. Rom 9:1 I speak the truth in Christ; I am not lying… that they are zealous for God, Israel’s devotion was evident in its attachment to the Law, the temple, the feasts, and the traditions handed down through the fathers. Many sincerely desired to honor God and preserve the covenant, yet they failed to recognize the Messiah to whom the Law pointed. 1Ki 19:10 I have been very zealous for the LORD, the God of Hosts,… but not on the basis of knowledge. Their zeal lacked a true understanding of God’s righteousness revealed in Jesus Christ. Seeking acceptance with God through their own obedience, they refused the righteousness God provides through faith in His Son. Pro 19:2 Even zeal is no good without knowledge… Because they were ignorant of God’s righteousness Israel’s zeal was not joined to a true understanding of the righteousness God reveals and gives through faith in Jesus Christ. Though they possessed the Law and the Prophets, many failed to recognize that these Scriptures pointed beyond human obedience to the promised Messiah. Rom 3:21-22 But now, apart from the law, the righteousness of God… and sought to establish their own, Many relied on observance of the Mosaic Law and religious tradition as the basis for acceptance before God. In doing so, they treated righteousness as something earned by personal obedience rather than received from God. Rom 9:31-32 but Israel, who pursued a law of righteousness… they did not submit to God’s righteousness. By rejecting Christ, they refused the righteousness God provides through Him. God’s righteousness requires humble faith, admitting that no one can be justified by works, submitting to God’s provision through Jesus, and accepting Christ as the fulfillment of the Law. Rom 8:7 because the mind of the flesh is hostile to God… For Christ is the end of the law, Christ fulfilled the Mosaic Law in His perfect obedience, sacrificial death, and resurrection. The law revealed God’s holiness and exposed human sin, but it could not make sinners righteous. Its sacrifices, commands, and promises pointed forward to the Messiah, who accomplished what the law required. Gal 3:24-25 So the law became our guardian to lead us to Christ,… to bring righteousness Through Christ, believers receive right standing before God. His righteousness is credited to those who trust in Him, not earned through personal obedience or religious works. His atoning death fully dealt with sin and established the basis for justification. Dan 9:24 Seventy weeks are decreed for your people… to everyone who believes. This righteousness is offered to all people, Jew and Gentile alike, through faith in Jesus Christ. Access to God is no longer defined by ethnic identity or observance of the Mosaic covenant, but by belief in the completed work of Christ. Rom 3:22 And this righteousness from God comes through faith… For concerning the righteousness that is by the law, Paul considers the righteousness sought through obedience to the Mosaic Law, given to Israel through Moses. The Law revealed God’s holy standard and governed Israel’s moral, ceremonial, and civil life, but it required obedience rather than providing the power to fulfill its demands. Php 3:6 as to zeal, persecuting the church; as to righteousness… Moses writes: As Israel’s lawgiver, Moses recorded God’s covenant commands and the blessings attached to obedience. Paul appeals to Moses’ own teaching to show the nature of righteousness pursued by the Law. Deu 31:9 So Moses wrote down this law and gave it to the priests,… “The man who does these things will live by them.” Life under the Law depended on doing all that God commanded, with living meaning God’s favor and the fullness of life promised to Israel. The standard was righteous, but sinners could not attain righteousness by their own obedience. Christ alone fulfilled the Law perfectly and provides the righteousness it required. Lev 18:5 Keep My statutes and My judgments, for the man who… But the righteousness that is by faith says: Righteousness before God is received through faith, not earned by obedience to the law. God counted Abraham righteous because he believed Him, establishing the pattern fulfilled in faith in Christ. Rom 1:17 For the gospel reveals the righteousness of God… “Do not say in your heart, Faith does not rest on human achievement or inward claims of worthiness. The heart is the center of a person’s thoughts, desires, and will, where trust in God begins. Deu 9:4 When the LORD your God has driven them out before you,… ‘Who will ascend into heaven?’ No one can reach God or obtain salvation by human effort. What humanity could never accomplish, God has accomplished. Deu 30:12 It is not in heaven, that you should need to ask,… (that is, to bring Christ down) Christ has already come from heaven in the incarnation. His coming was God’s initiative, and His finished work makes salvation available to those who believe. Jhn 3:13 No one has ascended into heaven except the One… or, ‘Who will descend into the Abyss?’ The Abyss represents the depths associated with death and the realm beyond human reach. No one can enter that domain and overcome its power by personal effort. Paul’s question exposes the impossibility of securing salvation through human achievement. Deu 30:13 And it is not beyond the sea, that you should need to ask,… (that is, to bring Christ up from the dead).” Christ’s resurrection was accomplished by God’s power, not by any human act. Having truly died, Jesus rose bodily from the grave, defeating death and establishing the salvation believers receive by faith. Act 13:30 But God raised Him from the dead, But what does it say? Paul appeals to Scripture as the decisive authority, drawing from Moses’ words to Israel in Deuteronomy 30:14. 2Ti 3:16-17 All Scripture is God-breathed and is useful for instruction,… “The word is near you; Moses taught that God’s revealed will was not hidden or unreachable. Paul applies that assurance to the gospel, which is openly proclaimed and available to those who hear it. Deu 30:14 But the word is very near you; it is in your mouth… it is in your mouth and in your heart,” God’s message calls for inward faith and outward confession. The heart receives the truth, and the mouth acknowledges it. Mat 12:34 You brood of vipers, how can you who are evil… that is, the word of faith we are proclaiming: The message Paul proclaims is the “word of faith,” the gospel of Jesus Christ: righteousness and salvation are received through faith in Him, not achieved by human effort. 2Co 4:13 And in keeping with what is written, “I believed,… that if you confess with your mouth, “Jesus is Lord,” Such a confession openly identified a believer with Jesus Christ in a world where Caesar was honored as lord and loyalty to Christ could bring rejection or persecution. Declaring Jesus as Lord acknowledges His divine authority and rightful rule over every life. Mat 10:32-33 Therefore everyone who confesses Me before men… and believe in your heart that God raised Him from the dead, Faith rests on the bodily resurrection of Jesus, by which God publicly confirmed His victory over sin and death. The heart includes the inner person—mind, will, and affections—so this belief is settled trust in the risen Christ, not mere agreement with a fact. Act 2:24 But God raised Him from the dead, releasing Him… you will be saved. God saves those who place their faith in Christ, delivering them from sin’s guilt and judgment and reconciling them to Himself. Salvation is received through faith in the crucified and risen Lord, not earned by human works, and includes the sure hope of eternal life. Act 16:31 They replied, “Believe in the Lord Jesus”… For with your heart you believe and are justified, Biblical faith rises from the whole person—mind, will, and affections—not from outward agreement alone. Those who trust in Christ are justified, declared righteous before God on the basis of His saving work rather than their own merit. Genuine belief rests in God’s promise and produces inward allegiance to Him. Rom 4:3 For what does the Scripture say? “Abraham believed God… and with your mouth you confess and are saved. Faith in Christ is openly acknowledged, especially in a world where confessing Jesus as Lord could bring rejection, persecution, or death. Such confession does not earn salvation but reveals the reality of faith within. Salvation includes deliverance from sin’s guilt and power now and the certain hope of eternal life, and it is expressed publicly through allegiance to Christ. Mat 10:32-33 Therefore everyone who confesses Me before men… It is just as the Scripture says: Paul grounds the promise of salvation in God’s written revelation, showing that the gospel fulfills what God had already declared through the prophets. Isa 28:16 So this is what the Lord GOD says: “See, I lay a stone… “Anyone who believes in Him God’s saving promise extends to every person without distinction. Faith in Christ means trusting Him as the crucified and risen Messiah, relying on His righteousness rather than personal merit. Jhn 3:16 For God so loved the world that He gave His one and only Son… will never be put to shame.” Those who belong to Christ will not be disappointed or condemned when God brings final judgment. Though believers may face rejection in the present world, their faith will be vindicated before God. Isa 50:7 Because the Lord GOD helps Me, I have not been disgraced;… For there is no difference between Jew and Greek: In Christ, the former division between Israel and the Gentile nations does not determine access to salvation. Jews had received the covenants, the law, and the promises, yet Gentiles are received on the same basis: faith in the risen Lord. God’s promise that all nations would be blessed through Abraham’s seed reaches its fulfillment in Christ. Rom 3:22-23 And this righteousness from God comes through faith… The same Lord is Lord of all, Jesus Christ exercises authority over Jew and Gentile alike. Israel’s God is not a tribal deity limited to one people, and the Messiah reigns over every nation. All stand under His authority and are accountable to Him. Act 10:36 He has sent this message to the people of Israel,… and gives richly to all who call on Him, God freely grants the riches of salvation to everyone who calls on the Lord in faith. His gifts include forgiveness, reconciliation with God, the Holy Spirit, and eternal life. No ethnic heritage, religious status, or past sin excludes the one who truly calls on Him. Psa 86:5 For You, O Lord, are kind and forgiving,… for, “Everyone who calls on the name of the Lord Salvation is not limited to Israel or earned through keeping the law. Jews and Gentiles alike are invited to acknowledge Jesus as Lord and depend on Him for mercy. Jol 2:32 And everyone who calls on the name of the LORD will be saved… will be saved.” God promises deliverance from sin and judgment to all who truly call upon Him, trusting in the risen Christ. Act 16:31 They replied, “Believe in the Lord Jesus”… How then can they call on the One in whom they have not believed? Calling on the Lord involves prayerful dependence and worship, but no one can rightly call on Christ for salvation without first trusting in Him. Many Jews professed faith in the God of Israel while rejecting Jesus as the promised Messiah, revealing that saving faith must rest in God’s revealed Savior. Act 16:31 They replied, “Believe in the Lord Jesus”… And how can they believe in the One of whom they have not heard? Faith in Christ requires hearing the truth about His person, death, and resurrection. The gospel is not discovered by human reason or inherited merely through religious identity; it must be made known so that people may respond in faith. Eph 1:13 And in Him, having heard and believed the word of truth… And how can they hear without someone to preach? God ordinarily spreads the gospel through His servants who publicly proclaim Christ. The apostles, evangelists, and early believers carried this message throughout the Roman world, fulfilling Christ’s command to make disciples among all nations. Isa 52:7 How beautiful on the mountains are the feet of those… And how can they preach unless they are sent? Gospel proclamation requires God-given authority and a recognized mission. In the early church, workers were set apart and sent to proclaim Christ, continuing the pattern of God calling prophets to speak His word. Those entrusted with this work serve as messengers, carrying a message that originates with God rather than themselves. Jhn 20:21 Jesus said to them, “Peace be with you. As the Father has sent Me,”… As it is written: Paul grounds the mission of the Gospel in the Scriptures, showing that the good news of salvation fulfills God’s revealed purpose. Luk 24:44-46 Jesus said to them, “These are the words I spoke to you… “How beautiful are the feet of those who bring good news!” Isaiah’s words originally celebrated the announcement of deliverance and peace for God’s people. Paul applies them to those who proclaim salvation through Jesus Christ. Their journey and labor are honored because they bring the news that God reigns, forgives sin, and grants peace through His Son. Isa 52:7 How beautiful on the mountains are the feet of those… But not all of them welcomed the good news. Although the gospel was proclaimed to Israel, many refused to believe that Jesus was the promised Messiah. Their unbelief did not overturn God’s plan; it had been anticipated in the Scriptures and revealed the same resistance to God’s truth seen throughout Israel’s history. Jhn 12:37 Although Jesus had performed so many signs… For Isaiah says, Paul appeals to the prophet Isaiah to show that Israel’s rejection of God’s message was foretold long before Christ’s coming. Jhn 12:38 This was to fulfill the word of Isaiah the prophet:… “Lord, who has believed our message?” Isaiah mourned the widespread refusal to receive God’s revelation concerning His suffering Servant. Jesus’ rejection by many in Israel fulfilled this prophecy, despite His works, teaching, death, and resurrection. Isa 53:1 Who has believed our message? And to whom has the arm… Consequently, Paul draws the conclusion from the need for Christ’s messengers to be sent and heard. God ordinarily brings people to faith through the public proclamation of the gospel. Act 2:37-41 When the people heard this, they were cut to the heart… faith comes by hearing, Faith arises as people receive the message proclaimed about salvation in Christ, rather than through works of the law or human effort. Gal 3:2 Did you receive the Spirit by works of the law,… and hearing by the word of Christ. The message heard is the gospel concerning Jesus Christ—His death and resurrection and His authority to save all who believe. Col 3:16 Let the word of Christ richly dwell within you… But I ask, did they not hear? Israel had received ample witness to the gospel through the apostles and the early church. Their unbelief could not be excused by ignorance, since Christ had been openly proclaimed among them. Heb 4:2 For we also received the good news just as they did;… Indeed they did: Paul answers his own question with certainty. The issue was not whether the message had reached them, but whether they would believe and obey it. 1Th 1:8 For not only did the message of the Lord ring out… “Their voice has gone out into all the earth, Paul draws on the language of Psalm 19 to describe the far-reaching proclamation of the gospel. From Jerusalem, the message of Christ spread through the Roman world by the witness of those sent to preach. Psa 19:4 their voice has gone out into all the earth,… their words to the ends of the world.” The gospel was not confined to Israel but was carried to the nations. Israel’s rejection therefore stood alongside the growing inclusion of Gentiles who heard and believed. Isa 49:6 “It is not enough for You to be My Servant,”… I ask instead, did Israel not understand? Israel had received God’s law, promises, prophets, and warnings, yet many failed to recognize that salvation would come through faith and would extend to the Gentiles. Paul shows that Israel’s unbelief was not caused by a lack of revelation. Isa 1:3 The ox knows its owner, and the donkey its master’s manger… First, Moses says: By appealing to Moses, Paul demonstrates that the Gentile inclusion was announced in the Torah itself and was not a departure from God’s covenant purposes. Deu 32:21 They have provoked My jealousy by that which is not God;… “I will make you jealous by those who are not a nation; God foretold that Israel would be provoked to jealousy by seeing His favor extended to Gentiles, a “non-nation” whom Israel did not regard as a covenant people. Their reception of God’s mercy was intended to expose Israel’s unbelief and stir some to seek the Lord. Hos 1:10 Yet the number of the Israelites will be like the sand… I will make you angry by a nation without understanding.” The Gentiles, the “nation without understanding” historically outside Israel’s covenant, had not possessed Israel’s law, temple, prophets, or covenant privileges. Yet God would bring them into blessing through Christ, reversing Israel’s expectations and confirming what Moses had declared. Deu 32:28-29 Israel is a nation devoid of counsel, with no understanding… And Isaiah boldly says: Isaiah plainly declared that God would extend His saving mercy beyond Israel, a message that exposed Israel’s unbelief and anticipated the inclusion of the Gentiles. Isa 65:1 I revealed Myself to those who did not ask for Me;…… “I was found by those who did not seek Me; God made Himself known to Gentile peoples who had not pursued the God of Israel or belonged to Israel’s covenant privileges. Their faith came through God’s initiative in revealing the gospel. Rom 9:30-31 What then will we say? That the Gentiles,… I revealed Myself to those who did not ask for Me.” In Christ, God openly offered salvation to the nations. The Gentiles’ reception of the gospel demonstrated that God’s promises were being fulfilled while many in Israel refused the righteousness available through faith. Mat 11:25-27 At that time Jesus declared, “I praise You, Father… But as for Israel he says: Paul turns specifically to Israel, God’s covenant people, who had received the Law, the prophets, and the promises. Yet many had rejected the righteousness God provided through faith in Christ. Psa 81:11-13 But My people would not listen to Me, and Israel would not… “All day long I have held out My hands God portrays Himself as continually calling Israel back to fellowship and obedience. His patience had been displayed throughout their history as He sent prophets and preserved a faithful remnant. Isa 65:2 All day long I have held out My hands to an obstinate people… to a disobedient and obstinate people.” Israel’s resistance was not caused by a lack of revelation but by persistent refusal to submit to God’s word. Their unbelief fulfilled the pattern described by the prophets, even as God’s offer of mercy remained open.
