The Unrepentance of Israel and Judah

Come, let us return to the LORD.

Israel is summoned to repent and renew the covenant relationship they have forsaken. The call is communal: the nation must acknowledge its sin and turn together to the God against whom it has rebelled.

Hos 14:1 Return, O Israel, to the LORD your God for you have stumbled…
Jol 2:13 So rend your hearts and not your garments,…
Deu 30:2 and when you and your children return to the LORD…

For He has torn us to pieces, but He will heal us;

The judgment Israel has suffered came from the LORD’s hand because of persistent unfaithfulness. Yet His discipline is not His final purpose for a repentant people. The God who judges sin also restores those who return to Him.

Job 5:18 For He wounds, but He also binds; He strikes…

Isa 30:26 The light of the moon will be as bright as the sun,…

He has wounded us, but He will bind up our wounds.

Israel’s suffering is pictured as a wound requiring careful treatment. The LORD who inflicted judgment is able to bring healing, forgiveness, and renewed life, showing that His covenant mercy remains available after discipline.

Psa 147:3 He heals the brokenhearted and binds up their wounds.
Ezk 34:16 I will seek the lost, bring back the strays…
Jer 30:17 But I will restore your health and heal your wounds,…

After two days He will revive us;

Israel’s judgment would not be God’s final purpose for His covenant people. After the wounds inflicted for their rebellion, He promised renewal and restoration.

Psa 85:6 Will You not revive us again, that Your people may rejoice…
Psa 71:20 Though You have shown me many troubles and misfortunes,…
Ezk 37:12 Therefore prophesy and tell them that this is what the Lord…

on the third day He will raise us up,

God would bring His people from a condition like death into renewed life. The third day also anticipates the resurrection of Christ, whose victory over death secures the future hope of all who belong to Him.

Act 10:40 God raised Him up on the third day and…

that we may live in His presence.

Restoration meant more than national recovery; it meant renewed fellowship with the Lord. God’s purpose was that His people would once again live under His favor and in faithful obedience before Him.

Jhn 14:23 Jesus replied, “If anyone loves Me, he will keep My word.…

So let us know—let us press on to know the LORD.

Israel is called to turn from superficial repentance and pursue faithful covenant fellowship with God. Knowing the LORD involves obedient devotion, not mere awareness of His existence. Though the nation had been unfaithful, the invitation holds out the possibility of genuine restoration for those who return to Him.

As surely as the sun rises, He will appear;

God’s coming is certain and dependable. Just as the sunrise follows the night according to His established order, He will make Himself known to His repentant people in judgment, mercy, and deliverance.

Mal 3:1 “Behold, I will send My messenger, who will prepare the way”…

He will come to us like the rain,

In Israel’s agricultural setting, rain meant survival, provision, and renewed life. God’s presence would restore what sin and judgment had brought into decline, supplying the blessing His people could not produce for themselves.

Psa 72:6 May he be like rain that falls on freshly cut grass,…
Isa 55:10-11 For just as rain and snow fall from heaven…
Deu 32:2 Let my teaching fall like rain and my speech settle like dew…

like the spring showers that water the earth.

The seasonal rains prepared the land for growth and harvest. In the same way, the LORD would revive and sustain those who sought Him, bringing renewal after the barrenness caused by their rebellion.

Jol 2:23 Be glad, O children of Zion, and rejoice in the LORD…
Deu 11:14 then I will provide rain for your land in season,…
Jas 5:7 Be patient, then, brothers, until the Lord’s coming…

What shall I do with you, O Ephraim?

Ephraim stands for the northern kingdom of Israel, where the tribe’s influence gave its name to the nation. God’s question reveals both grief and righteous displeasure at a people repeatedly refusing to remain faithful to Him.

Hos 11:8 How could I give you up, O Ephraim? How could I surrender…

What shall I do with you, O Judah?

Judah, the southern kingdom, shared Israel’s guilt. Though the kingdoms were divided politically after Solomon’s reign, both had turned from the Lord through idolatry and covenant rebellion, making judgment unavoidable.

Mic 6:3 My people, what have I done to you? Testify against Me…
Jer 3:11-13 And the LORD said to me, “Faithless Israel has shown…
Jer 2:30 I have struck your sons in vain; they accepted…

For your loyalty is like a morning mist,

Their devotion appeared briefly but had no lasting substance. Like mist visible at daybreak, their professions of loyalty disappeared when tested by temptation, prosperity, or fear.

Jas 4:14 You do not even know what will happen tomorrow!…
Pro 20:6 Many a man proclaims his loving devotion,…
Psa 12:1-2 Help, O LORD, for the godly are no more; the faithful…

like the early dew that vanishes.

Judah and Israel offered intermittent repentance without enduring obedience. God desired faithful hearts, yet their devotion repeatedly faded, exposing the need for the cleansing and renewal He alone provides.

Psa 90:5-6 You sweep them away in their sleep; they are like…
Psa 103:15-16 As for man, his days are like grass—he blooms…

Therefore I have hewn them by the prophets;

God sent His prophets to confront Israel’s covenant unfaithfulness and expose its sin. Their messages cut through the nation’s false security, calling rulers, priests, and people to repentance. Though often resisted, the prophets served as God’s appointed instruments of correction.

Jer 1:10 See, I have appointed you today over nations and kingdoms…
2Ki 17:13-14 Yet through all His prophets and seers, the LORD…
Jer 23:29 “Is not My word like fire,” declares the LORD,…

I have slain them by the words of My mouth,

God’s declarations carried the certainty of judgment. Through His prophets, He announced the consequences of Israel’s rebellion, showing that His word was not empty warning but the righteous sentence of the covenant Lord.

Jer 5:14 Therefore this is what the LORD God of Hosts says:…
Rev 19:15 And from His mouth proceeds a sharp sword…

and My judgments go forth like lightning.

God’s judgments came with sudden, unmistakable force. Like lightning flashing across the sky, they revealed His holiness and justice, leaving Israel without excuse for ignoring His repeated warnings.

For I desire mercy, not sacrifice,

God condemned Israel’s outward religious observances because they were not joined to covenant faithfulness, repentance, or care for others. Though sacrifices were required under the Law, they could not substitute for obedience or excuse idolatry and injustice. God desired a people whose lives reflected His faithful love.

and the knowledge of God rather than burnt offerings.

Israel had retained elements of worship while abandoning a true relationship with the Lord and disregarding His commands. Burnt offerings represented complete devotion, yet they were empty when offered by hearts turned from God. The Lord called His people to know Him personally—through an intimate, relational understanding of His character and will—through faith, obedience, and loyalty rather than relying on ritual alone.

But they, like Adam, have transgressed the covenant;

Adam, the first man created by God, broke God’s command in Eden, bringing sin and death into human experience. Israel likewise violated the covenant God made with them at Sinai, despite being set apart as His people. Their repeated rebellion showed the same distrust of God’s word and rejection of His authority.

there they were unfaithful to Me.

Israel’s idolatry and disobedience were acts of betrayal against the God who had redeemed and provided for them. Their unfaithfulness is pictured throughout Hosea as marital betrayal, exposing the seriousness of their covenant violation while leaving open God’s call to repentance and restoration.

Jer 3:20 But as a woman may betray her husband, so you have betrayed…

Gilead is a city of evildoers,

Though Gilead was a fertile region east of the Jordan, famed for its healing balm, it had become identified with rebellion against God. Settled by Reuben, Gad, and half of Manasseh, the area shared in Israel’s widespread idolatry, injustice, and covenant unfaithfulness.

Nam 3:1 Woe to the city of blood, full of lies, full of plunder…
Ezk 7:23 Forge the chain, for the land is full of crimes…
Isa 1:21 See how the faithful city has become a harlot!…

tracked with footprints of blood.

Its violence was so open that bloodshed seemed to mark the paths of those who lived there, exposing a society guilty of murder and oppression before God.

Pro 1:16 For their feet run to evil, and they are swift…

Mic 7:2 The godly man has perished from the earth…

Like raiders who lie in ambush,

The priests acted with deliberate violence, lying in wait to prey on travelers along the roads.

Pro 1:11-12 If they say, “Come along, let us lie in wait for blood…”…
Jer 5:26 For among My people are wicked men; they watch…
Psa 10:8-9 He lies in wait near the villages; in ambush…

so does a band of priests;

Rather than teaching God’s law and serving the people, they had become united in wickedness.

Ezk 22:26 Her priests do violence to My law and profane My holy things…
Mal 2:7-9 For the lips of a priest should preserve knowledge…
Mic 3:11 Her leaders judge for a bribe, her priests teach…

they murder on the way to Shechem;

Even the road leading to Shechem, a significant city appointed for refuge and justice, was made dangerous by their crimes.

surely they have committed atrocities.

Their conduct was marked by intentional, shameful evil and revealed the corruption of Israel’s spiritual leaders.

Jer 5:30-31 A horrible and shocking thing has happened in the land.…
Deu 22:21 she shall be brought to the door of her father’s house,…

In the house of Israel I have seen a horrible thing:

God exposes the Northern Kingdom’s open rebellion against Him. What Israel concealed or excused was fully known to the Lord and had become detestable because of its persistent rejection of the covenant.

Jer 18:13 Therefore this is what the LORD says: “Inquire…
Jer 5:30 A horrible and shocking thing has happened in the land.
Jer 23:14 And among the prophets of Jerusalem I have seen…

Ephraim practices prostitution there,

Ephraim, the leading tribe of the Northern Kingdom, represents the nation as a whole. Its prostitution describes Israel’s spiritual adultery through idolatry and reliance on pagan worship rather than faithfulness to the God who had redeemed and established them.

Hos 5:3 I know all about Ephraim, and Israel is not hidden from Me.…
Hos 4:15 Though you prostitute yourself, O Israel,…
Jer 3:8 She saw that faithless Israel had committed adultery,…

and Israel is defiled.

Idolatry had corrupted the nation, making it unfit for fellowship with God. The defilement was national as well as personal and would bring the judgment Israel had refused to heed.

Lev 18:24 Do not defile yourselves by any of these practices,…
Ezk 36:18 So I poured out My wrath upon them because of the blood…
Jer 2:7 I brought you into a fertile land to eat its fruit…

Also for you, O Judah,

Judah would not escape the consequences of Israel’s rebellion. Though the kingdoms were divided, both had turned from the Lord and stood accountable to His covenant.

Jer 4:3-4 Break up your unplowed ground, and do not sow among the thorns.…
Amo 2:4-5 This is what the LORD says: “For three transgressions…
Mic 1:5 All this is for the transgression of Jacob…

a harvest is appointed,

Judah’s harvest would bring the results of its conduct, including divine discipline. God had fixed the time of judgment and would deal with the southern kingdom in righteousness.

Jer 51:33 For this is what the LORD of Hosts, the God of Israel, says:…
Jol 3:13 Swing the sickle, for the harvest is ripe.…

when I restore My people from captivity.

Judgment would not be God’s final purpose for His people. After their captivity, He would restore the nation, preserving His covenant promises to Israel and Judah.
