Samuel Subdues the Philistines

Then the men of Kiriath-jearim came for the ark of the LORD

After the Philistines returned the Ark, the men of Kiriath-jearim brought it from Beth-shemesh to their town in Judah near the Benjaminite border. Its arrival ended the Ark’s time in Philistine territory and returned its custody to Israel.

Abinadab’s house, situated in a prominent location, became the Ark’s resting place for many years. The Ark was not yet brought to a central sanctuary, reflecting Israel’s unsettled spiritual condition during this period.

And they consecrated his son Eleazar to guard the ark of the LORD.

Eleazar was set apart for the solemn responsibility of guarding the Ark and preserving its holiness. His appointment recognized that the Ark was not an ordinary object but the sacred sign of the LORD’s presence among His people.

And from that day a long time passed,

After the Philistines returned the Ark, it was kept at Kiriath-jearim in the house of Abinadab. Israel remained under Philistine pressure, and the Ark did not return to the tabernacle at Shiloh, which had apparently been devastated after Israel’s defeat.

This extended period marked Israel’s continuing need for repentance and renewed obedience to the LORD. Samuel emerged as the leader who would call the nation away from idolatry and back to covenant faithfulness.

as the ark remained at Kiriath-jearim.

The Ark remained safely in this Judahite town rather than at Israel’s former central sanctuary. Its location reflected the disrupted condition of Israel’s worship and national life.

And all the house of Israel mournfully sought the LORD.

Israel’s grief showed recognition of its sin and of the LORD’s displeasure. Their seeking prepared the way for Samuel to lead them in repentance, deliverance from the Philistines, and renewed devotion to God.

Then Samuel said to all the house of Israel,

Samuel addressed the nation as God’s recognized judge and prophet during a time of Philistine domination and widespread idolatry. Israel’s restoration would require a united return to covenant faithfulness.

Repentance had to be genuine, involving the whole inner life rather than temporary regret or outward religious activity.

Many Israelites had adopted the gods of neighboring peoples, including the Canaanite fertility goddesses known as Ashtoreths. Their removal was necessary because loyalty to the LORD could not coexist with idol worship.

Israel was to set its inner devotion firmly toward God, turning from the practices that had brought spiritual decline.

So the Israelites put away the Baals and Ashtoreths

Israel renounced the Canaanite gods that had drawn the nation into idolatry and covenant unfaithfulness. Baal worship was associated with fertility and agricultural prosperity, while the Ashtoreths were linked to Canaanite goddess worship. Their removal showed genuine repentance and a decisive break with the practices adopted from the surrounding peoples.

Then Samuel said,

Samuel, Israel’s judge and prophet, exercised recognized spiritual authority during the nation’s crisis. He called the people to respond to the Lord with united repentance and renewed obedience.

“Gather all Israel to Mizpah,

Mizpah, in Benjamin north of Jerusalem, was a known place of national assembly. Bringing the tribes together emphasized that Israel’s unfaithfulness and need for restoration involved the whole nation.

When they had gathered at Mizpah,

Mizpah, meaning “watchtower,” was an important assembly site in Benjamin, where Israel met for national decisions and covenant renewal. The people came at Samuel’s call after abandoning their idols and turning back to the LORD.

This solemn act expressed humility, grief, and repentance before God. By pouring out a valuable resource in His presence, the Israelites visibly acknowledged their dependence upon Him and sought cleansing from their sin.

and there they confessed, “We have sinned against the LORD.”

The nation openly admitted its covenant unfaithfulness, especially its idolatry. Their confession marked a genuine turning point as they recognized that their distress had resulted from sin against God.

And Samuel judged the Israelites at Mizpah.

Samuel exercised both spiritual and national leadership, directing the people in repentance and settling matters among them. As judge, he guided Israel during its restoration to faithful worship of the LORD.

When the Philistines heard that the Israelites had gathered at Mizpah,

Samuel had assembled the nation for repentance and renewed commitment to the Lord. The Philistines regarded such a united gathering as a threat to their control over Israel and moved quickly to suppress it.

The five Philistine city-states acted through their leading rulers, advancing from the coastal plain into Israel’s hill country with a military force intended to break up the assembly.

Israel remembered earlier Philistine victories and their own military weakness. Their fear revealed the seriousness of the threat and drove them to seek the Lord’s help through Samuel.

Israel turned to Samuel as the Lord’s appointed prophet and judge. His lifelong service to God gave the people confidence that he could rightly represent them before the LORD.

“Do not stop crying out to the LORD our God for us,

Having confessed their sin and put away foreign gods, the Israelites urgently asked Samuel to continue interceding for them. They recognized that their safety depended upon the LORD’s mercy rather than their own strength.

Israel sought the deliverance only God could provide. Their request showed renewed dependence upon the covenant God who had called them to be His people.

The Philistines had long dominated Israel through military strength and repeated raids. As their army approached, Israel feared renewed oppression and appealed to the LORD for rescue.

Then Samuel took a suckling lamb

Samuel presented a young lamb, an unblemished and valuable sacrifice, as Israel sought the Lord’s mercy after abandoning idolatry. The lamb’s innocence pointed to the need for atonement before a holy God.

and offered it as a whole burnt offering to the LORD.

Unlike offerings in which portions were retained, the whole burnt offering was entirely consumed, expressing Israel’s complete return and submission to the Lord. Samuel acted on behalf of the nation as its judge, prophet, and priestly intercessor.

As the Philistines drew near to fight against Israel,

Israel faced a powerful and persistent enemy whose military strength had long threatened the nation. The approaching attack came while Israel had gathered at Mizpah in repentance and dependence on the LORD.

Samuel was offering up the burnt offering.

As judge, prophet, and spiritual leader, Samuel interceded for the people before God. The sacrifice expressed Israel’s need for atonement and its renewed submission to the LORD rather than confidence in military strength.

But that day the LORD thundered loudly against the Philistines

God answered Samuel’s intercession with a direct display of His power. The thunder was not merely a storm but the LORD’s intervention against Israel’s enemies.

The Philistine forces lost their order and ability to fight effectively as God brought panic into their ranks.

that they fled before Israel.

Israel pursued the defeated Philistines, receiving deliverance from an enemy they could not overcome by their own strength.

Then the men of Israel charged out of Mizpah

Having gathered in repentance under Samuel’s leadership, Israel responded with renewed faith when the Lord threw the Philistines into confusion. Mizpah, meaning “watchtower,” became the place where Israel’s return to God was followed by deliverance from its oppressors.

and pursued the Philistines,

Israel pressed the fleeing Philistine army westward from the hill country toward Philistine territory. The nation that had long suffered under Philistine power now acted with confidence because the Lord had fought for them.

striking them down all the way

The pursuit became a decisive rout, preventing the Philistines from regrouping after their panic. Israel’s victory rested not on military strength alone but on the Lord’s intervention against their enemy.

to an area below Beth-car.

Beth-car, meaning “house of the lamb,” marked the farthest extent of the pursuit, though its precise location is unknown. The Philistines were driven well away from Mizpah, securing Israel from immediate attack and establishing a period of peace.

Afterward, Samuel took a stone and set it up between Mizpah and Shen.

Following Israel’s victory over the Philistines, Samuel established a lasting memorial near the battlefield. Mizpah had been the gathering place where Israel repented and sought the LORD, and the stone preserved the memory of God’s deliverance for future generations.

He named it Ebenezer,

The memorial was called Ebenezer, Hebrew for “stone of help,” recalling both the recent victory and Israel’s earlier defeat near a place bearing the same name. Their deliverance came not through the ark, military strength, or human strategy, but through the LORD’s response to their repentance and Samuel’s intercession.

Samuel credited the LORD alone for Israel’s preservation and victory. The statement looked back on God’s faithfulness throughout Israel’s conflict with the Philistines while expressing continued dependence on Him for the future.

So the Philistines were subdued,

Israel’s victory ended a long period of Philistine oppression. God answered Samuel’s intercession and Israel’s repentance, bringing deliverance that Israel could not secure by its own strength.

The Philistines no longer pressed into Israelite land as they had before. This gave Israel needed security and allowed the nation to recover from years of disorder and foreign domination.

And the hand of the LORD was against the Philistines

God continued to restrain Israel’s enemy and preserve His people. The Philistines remained under divine judgment rather than regaining their former power over Israel.

The cities from Ekron to Gath, which the Philistines had taken, were restored to Israel,

Israel recovered territory long held under Philistine control, including the region between the major Philistine centers of Ekron and Gath. Samuel’s leadership and Israel’s return to the Lord brought an end to Philistine pressure and restored Israel’s borders.

The victory extended beyond individual cities, freeing nearby towns and farmland from Philistine rule. Israel’s security was strengthened as Philistine influence in the region was broken.

And there was peace between the Israelites and the Amorites.

With the Philistine threat restrained, Israel also enjoyed stable relations with the Amorite inhabitants of the land. The peace reflects a period of order and safety under Samuel’s judgeship.

So Samuel judged Israel

Samuel provided Israel with steady spiritual and civil leadership, calling the nation away from idolatry and back to covenant faithfulness. As prophet, judge, and leader, he guided Israel during the transition from the era of the judges to the establishment of the monarchy.

Every year he would go on a circuit

Samuel regularly traveled among Israel’s principal gathering places, bringing judgment and spiritual direction to the people rather than requiring all disputes to be brought to one location.

Bethel, meaning “House of God,” stood in the hill country and was remembered as the place where Jacob received God’s promise concerning the land and his descendants. Its inclusion connected Samuel’s ministry with Israel’s covenant history.

Then he would return to Ramah
