Moab Seduces Israel

While Israel was staying in Shittim,

Shittim, also called Abel-Shittim, lay in the plains of Moab east of the Jordan, opposite Jericho. It was Israel’s final encampment before entering Canaan, a place of preparation that became a setting for grave disobedience.

the men began to indulge in sexual immorality

Israelite men entered unlawful relationships that quickly led to participation in pagan worship. Their sin was not private but brought defilement and covenant unfaithfulness into the camp.

with the daughters of Moab,

The Moabite women drew Israel into the worship of Baal of Peor. What began as sexual sin became idolatry, exposing Israel’s vulnerability as they stood on the threshold of the land God had promised them.

who also invited them to the sacrifices for their gods.

Moabite women drew Israel into the religious rites of their people in the plains of Moab, opposite Jericho. These sacrifices, associated with Baal of Peor, involved meals offered in honor of false gods. What appeared to be social fellowship became covenant unfaithfulness, as Israel joined practices forbidden by the Lord.

And the people ate and bowed down to these gods.

By sharing the sacrificial meals and bowing in worship, the Israelites gave outward allegiance to Moabite idols. Their participation brought God’s judgment upon the camp and revealed the danger of abandoning wholehearted devotion to Him.

So Israel joined in worshiping Baal of Peor,

Israel’s involvement with the Moabite women led to participation in the worship of Baal at Peor, a Moabite cult associated with fertility practices. Their sin combined sexual immorality with idolatry and directly violated their covenant obligation to worship the LORD alone. At the border of the promised land, Israel adopted the religion of the people around them rather than remaining faithful to the God who had redeemed them.

and the anger of the LORD burned against them.

God’s response showed the seriousness of Israel’s rebellion. Their idolatry provoked divine judgment because it rejected His holiness and covenant authority. The resulting plague demonstrated that unfaithfulness to the LORD brought real consequences upon the nation.

God gave Moses direct instructions as Israel’s covenant leader during the crisis at Baal Peor.

Those responsible for the nation’s rebellion were held accountable for allowing or participating in the idolatry and immorality that had spread through the camp.

Their judgment was to be public, demonstrating the seriousness of Israel’s sin, serving as a deterrent and means of communal purification, and removing its corrupting influence from the community.

The punishment was carried out under God’s authority because the rebellion was an offense against Him.

Judgment upon the guilty addressed the covenant breach and halted the wrath already falling on Israel.

So Moses told the judges of Israel,

Moses directed Israel’s appointed leaders to carry out God’s judgment. These judges bore responsibility for preserving order within the tribes and enforcing the covenant among the people.

“Each of you must kill

The punishment was judicial execution for deliberate rebellion against God, not personal vengeance. Israel’s worship of false gods had brought divine judgment upon the camp and required decisive action to remove the offense.

Baal of Peor was associated with Moabite worship and the immorality that accompanied it. Israelites who participated had openly broken their covenant loyalty to the Lord. The command targeted those involved in the apostasy so that the corruption would not spread through the nation.

The Zeal of Phinehas

Just then an Israelite man brought to his family a Midianite woman

The man was Zimri, son of Salu, a Simeonite leader, and the woman was Cozbi, daughter of a Midianite chief. While Israel was under judgment for joining in Moabite and Midianite immorality and idolatry, Zimri openly brought Cozbi into the camp. His conduct directly defied God’s command for Israel to remain separate from pagan worship and its corrupting influence.

in the sight of Moses and the whole congregation of Israel

Zimri’s action was public and deliberate. Moses stood as God’s appointed leader, and the gathered people were mourning the sin that had brought a plague upon the nation. His defiance revealed the seriousness of Israel’s rebellion and the contempt some held for God’s authority.

The people were assembled before the place where God met with Israel, grieving over the judgment already falling on the camp. Their mourning formed a sharp contrast to Zimri’s open sin. The Tent of Meeting also pointed ahead to Christ, the true mediator who brings reconciliation between God and His people.

On seeing this,

Phinehas witnessed the open defiance of an Israelite man who brought a Midianite woman into the camp before Moses and the grieving assembly. The sin followed Israel’s involvement in idolatry and sexual immorality at Peor, bringing God’s judgment upon the nation.

Phinehas son of Eleazar, the son of Aaron the priest,

As Aaron’s grandson and a priest in Israel, Phinehas bore responsibility for the holiness of the sanctuary and the people. His actions reflected zeal for the covenant God had established with Israel.

While the leaders mourned before the tabernacle, Phinehas acted decisively against the public rebellion that had provoked the plague.

The spear became the means by which Phinehas carried out judgment on the guilty pair, stopping the spread of God’s wrath among Israel.

Phinehas, Aaron’s grandson, pursued the Israelite man and the Midianite woman after their open defiance of God’s command. Their attempt to continue their sin in private did not remove its guilt before the Lord.

Phinehas executed God’s judgment on both offenders, showing that Israel’s covenant unfaithfulness and the woman’s role in leading Israel toward idolatry were equally serious. His zeal upheld the holiness of God amid a national crisis.

God accepted Phinehas’s action as an act of atonement, turning away the judgment that had fallen on Israel because of its sin at Baal Peor.

Then the LORD

Yahweh, Israel’s covenant God, spoke after Phinehas acted decisively against the public rebellion at Baal Peor. The plague brought upon Israel for idolatry and sexual immorality had been stopped, and God now addressed the meaning of Phinehas’s action.

God’s words interpret the event and establish His judgment concerning Phinehas. Moses received the divine command and proclamation as Israel’s appointed leader and mediator during the wilderness period.

Phinehas belonged to Aaron’s priestly line and served during Israel’s wilderness years. His ancestry underscored his responsibility to defend the holiness of God’s worship and covenant.

Israel had joined itself to Moabite women and the worship of Baal of Peor, bringing a deadly plague upon the camp. Phinehas acted when Zimri openly brought Cozbi into the camp, executing judgment on both and stopping the plague.

My covenant of peace.

God grants Phinehas peace, preservation, and a lasting priestly line. The covenant confirms that his descendants would continue in the priesthood because he defended God’s holiness and made atonement for Israel.

It will be a covenant of permanent priesthood for him and his descendants,

God established an enduring priestly covenant with Phinehas, grandson of Aaron, confirming that his family line would continue in the Aaronic priesthood. Priests served Israel by offering sacrifices, guarding the holiness of worship, and representing the people before God.

The name of the Israelite who was slain with the Midianite woman

The Israelite slain with the Midianite woman was Zimri son of Salu, a leader of a Simeonite family. His public defiance at Peor contributed to Israel’s grave sin and the plague that followed. Phinehas killed both offenders, ending the outbreak among the people.

And the name of the slain Midianite woman was Cozbi,

Cozbi, whose name means “deceiver” or “my lie,” was the Midianite woman brought by Zimri into the Israelite camp during the plague at Baal-peor. Her identification shows that the rebellion involved deliberate public defiance of God’s command, not a private or accidental offense.

the daughter of Zur,

Zur was one of Midian’s leading men, making Cozbi a woman of notable standing. Her involvement indicates that Midianite leaders were implicated in the effort to draw Israel into idolatry and sexual immorality.

a tribal chief of a Midianite family.

“Attack the Midianites

Midianite leaders joined the effort to corrupt Israel at Peor through idolatry and sexual immorality. Cozbi, the daughter of a Midianite chief, was openly involved in the rebellion that brought God’s judgment on the camp. Though Midian descended from Abraham, these clans had acted as enemies of Israel by seeking to break the nation’s covenant faithfulness.

Midian joined Moab in a deliberate effort to weaken Israel as the nation camped near the promised land. Their attack was not military but spiritual, designed to draw Israel away from covenant faithfulness.
