The Proclamation of Cyrus

In the first year of Cyrus king of Persia,

Cyrus had taken Babylon and established Persian rule over its former territories. His accession brought a change in imperial policy, allowing displaced peoples to return to their lands and restore their worship.

to fulfill the word of the LORD spoken through Jeremiah,

The end of Judah’s exile came at the appointed time after the seventy years foretold by Jeremiah. Israel’s return showed that the fall of Jerusalem and the restoration of its people were both under God’s control.

the LORD stirred the spirit of Cyrus king of Persia

Though Cyrus did not belong to Israel, God moved him to carry out His purpose. The Persian king became the instrument through whom the people of Judah received permission to return and rebuild.

to send a proclamation throughout his kingdom

The decree reached the extensive Persian Empire, including the Jewish exiles in Babylon and surrounding regions. It opened the way for those willing to return to Jerusalem.

and to put it in writing as follows:

Recording the decree gave it official authority and preserved its terms for those who would act upon it.

Cyrus the Great founded the Persian Empire and conquered Babylon in 539 BC. In the following year, he authorized Jewish exiles to return and restore the temple, beginning the return from captivity.

‘The LORD, the God of heaven,

Cyrus’s proclamation recognizes the God of Israel as the supreme ruler over heaven and earth, not merely a local deity tied to Judah.

who has given me all the kingdoms of the earth,

Cyrus ruled a vast empire extending from Asia Minor to regions east of Mesopotamia. His words acknowledge that his authority and victories ultimately came from God.

has appointed me to build a house for Him

The decree identifies Cyrus as God’s chosen instrument for rebuilding the temple destroyed by Babylon. The work would restore the center of Israel’s worship and renew the community in Jerusalem.

at Jerusalem in Judah.

Jerusalem remained the appointed place of the temple and the heart of Israel’s national and religious life. The return of the exiles marked the beginning of Judah’s restoration after captivity.

Whoever among you belongs to His people,

Cyrus’s decree invited Israelites scattered throughout the Persian Empire to return from exile. The call recognized them as the covenant people of the God of Israel and opened the way for the restoration promised after Judah’s judgment.

may his God be with him,

Those who returned would need God’s protection and provision for the difficult journey and the demanding work ahead. The blessing acknowledged that success depended upon God’s favor.

Jerusalem, the former capital of Judah and site of Solomon’s temple, had been left devastated by Babylon. The returning exiles were called back to the city God had chosen as the center of Israel’s worship.

and build the house of the LORD,

Rebuilding the temple restored the public worship of God and marked the renewal of Israel’s life in the land. The work would establish a place for sacrifices, prayer, and obedience according to the Law.

the God of Israel;

Though Israel had been conquered and dispersed, the Lord remained their God and had not abandoned His covenant or His purposes for the nation.

He is the God who is in Jerusalem.

God’s presence was associated with the temple in Jerusalem, where He had placed His name. Cyrus’s declaration recognized the Lord’s claim over the city and the temple that was to be rebuilt.

And let every survivor, wherever he lives,

Cyrus’s decree addressed Jews still scattered throughout the Persian Empire after Babylon’s fall. Though many families had settled in exile, God preserved a remnant and opened the way for those willing to return to Jerusalem.

Neighboring peoples were directed to provide practical support for the journey and resettlement. As at the Exodus, God moved foreign rulers and communities to supply what His people needed for their departure.

with silver, gold, goods, and livestock,

These provisions helped finance travel, restore homes and livelihoods, and support the rebuilding of the temple. The return required both worship resources and the ordinary necessities of a restored community.

Beyond required assistance, voluntary gifts were to be given for the temple. The house of God in Jerusalem was central to the restoration of Israel’s worship, covenant life, and national identity.

So the family heads of Judah and Benjamin,

Judah and Benjamin formed the heart of the former southern kingdom, and their ancestral leaders assumed responsibility for organizing the return. Their leadership helped preserve the covenant community and its tribal identity after exile.

God moved individuals to leave Babylon and undertake the difficult journey to Jerusalem. The return depended on His sovereign direction as He fulfilled His promise to bring His people back from exile.

prepared to go up and rebuild the house of the LORD

Their purpose was to restore the temple destroyed by Babylon, reestablishing the appointed place of sacrifice and worship. The work marked the beginning of national restoration under God’s covenant purposes.

Jerusalem was the city chosen for the temple and the center of Israel’s public worship. Returning there fulfilled God’s promise that the city and its house of worship would be rebuilt.

And all their neighbors supported them

Those living around the returning exiles contributed willingly to their departure and the restoration of Jerusalem. God used surrounding peoples to provide for His people’s return from Babylon.

with articles of silver and gold,

Precious metals supplied resources for the journey and for the rebuilding and furnishing of the temple.

with goods and livestock,

Practical provisions sustained the travelers and helped reestablish households, agriculture, and sacrificial worship in Judah.

Additional costly items increased the resources available for the community and the house of God.

Beyond these gifts, voluntary offerings were given for the temple’s restoration, showing willing support for the worship of the Lord in Jerusalem.

Cyrus Restores the Holy Vessels

King Cyrus also brought out the articles belonging to the house of the LORD

Cyrus returned the sacred vessels taken from Jerusalem, recognizing them as belonging to Israel’s God rather than keeping them among Babylon’s treasures. Their release accompanied the return of the exiles and prepared for the restoration of temple worship in Jerusalem.

that Nebuchadnezzar had carried away from Jerusalem

Nebuchadnezzar had removed these articles during Babylon’s invasions of Judah, culminating in Jerusalem’s destruction and the temple’s burning in 586 BC. Their loss marked the humiliation of Judah and the interruption of its worship.

Babylon displayed the captured temple articles in its own religious treasury as spoils of conquest. Cyrus’s decision to return them showed that Babylon’s power had ended and that the Lord was fulfilling His purpose to restore His people and their worship.

Cyrus king of Persia

Cyrus the Great, founder of the Persian Empire, issued the decree permitting Jewish exiles to return to Jerusalem and rebuild the temple. God used his rule to end the Babylonian captivity and begin the restoration of Judah.

The sacred vessels taken from Solomon’s temple by Nebuchadnezzar were removed from Babylonian storage for return to Jerusalem. Their restoration marked the renewal of temple worship and God’s continued care for His covenant people.

by the hand of Mithredath the treasurer,

Mithredath, a Persian treasury official, supervised the release of the vessels. His involvement shows that the transfer was authorized and carefully administered by the Persian government.

who counted them out

The vessels were formally inventoried before being entrusted to the returning exiles, preserving accountability for articles dedicated to the worship of the Lord.

to Sheshbazzar the prince of Judah.

Sheshbazzar led the first return from exile and received responsibility for the temple vessels. As prince of Judah, he served as the recognized Jewish leader under Persian authority and helped begin the work of restoration in Jerusalem.

This was the inventory:

The returned vessels were carefully counted, demonstrating that the temple treasures taken by Nebuchadnezzar had been preserved under Persian control. Their release marked the beginning of the restoration of temple worship in Jerusalem.

These sacred vessels had belonged to the temple service and were now entrusted to the returning exiles for use in rebuilding worship according to God’s commands.

1,000 silver dishes,

The large number reflects the substantial resources restored from the former temple. Persia’s official record of these items also ensured accountability during their transport to Jerusalem.

Even the smaller items were listed precisely, showing that the returned treasures were not treated as common spoils but as property set apart for the worship of the Lord.

30 gold bowls,

Gold vessels reflected the sacred honor of temple worship and were likely used in offerings and other priestly services. Nebuchadnezzar had carried such articles to Babylon when Jerusalem fell, but Cyrus authorized their return for use in the rebuilt temple.

410 matching silver bowls,

The large number of silver bowls, associated with redemption and purification, shows that the returning exiles received more than ceremonial treasures; they were supplied with the practical vessels needed to restore regular worship. Their careful accounting demonstrates that the temple property was treated as belonging to the God of Israel.

In all, there were 5,400 gold and silver articles.

The vessels taken from Solomon’s temple during the Babylonian conquest were returned for the rebuilding of worship in Jerusalem. The total likely included additional items not listed individually. Their return showed that the temple service would again be supplied with the sacred articles set apart for God.

Sheshbazzar brought all these along

As the prince of Judah and leader of the first returning group, Sheshbazzar bore responsibility for the temple vessels entrusted to him by Cyrus. His work connected the end of the exile with the restoration of the altar, temple, and worship in Jerusalem.

when the exiles went up from Babylon to Jerusalem.

The exiles returned under Persian permission after Babylon’s fall, carrying the vessels back to the city where they belonged. Their ascent to Jerusalem marked the beginning of Judah’s restoration in the land and the renewal of covenant worship.
