At that time
This phrase indicates a specific period during Joshua's military campaigns in Canaan. It follows the successful conquests of the northern and southern coalitions of Canaanite kings, suggesting a strategic continuation of Israel's efforts to secure the Promised Land.

Joshua proceeded to eliminate the Anakim
The Anakim were a race of giants, descendants of Anak, known for their formidable size and strength. Their presence in Canaan was a source of fear for the Israelites, as noted in the report of the spies in Numbers 13:33. Joshua's actions here fulfill God's promise to give Israel victory over their enemies, demonstrating God's power over seemingly insurmountable obstacles.

from the hill country of Hebron, Debir, and Anab
Hebron, Debir, and Anab were significant locations in the southern part of Canaan. Hebron, in particular, was an ancient city with historical and spiritual significance, being associated with the patriarchs Abraham, Isaac, and Jacob. The elimination of the Anakim from these areas signifies the removal of a major threat and the establishment of Israelite control over key territories.

and from all the hill country of Judah and of Israel
This phrase expands the scope of Joshua's campaign to include the broader regions of Judah and Israel, indicating a comprehensive effort to secure the land. The hill country was strategically important for defense and agriculture, making its control vital for the stability and prosperity of the Israelite tribes.

Joshua devoted them to destruction, along with their cities
The term "devoted to destruction" refers to the Hebrew concept of "herem," which involves the complete destruction of a people or city as an offering to God. This was a common practice in ancient warfare, intended to prevent the influence of pagan cultures and religions on the Israelites. It underscores the seriousness of maintaining the purity of worship and obedience to God's commands. This act also prefigures the ultimate victory over sin and evil through Jesus Christ, who conquers spiritual giants and secures eternal salvation for believers.

What Does Joshua 11:21 Mean
At that time

“ At that time ” (Joshua 11:21a) roots this action in the flow of Israel’s conquest.

• It follows the sweeping northern victory recorded in Joshua 11:1-15, underscoring a decisive moment when God “delivered them into the hand of Israel” (Joshua 11:8).

• This timing fulfills earlier promises—God had pledged to drive out the nations “little by little” (Exodus 23:30; Deuteronomy 7:22), and now that process reaches a climactic point.

• The phrase signals God’s faithfulness: every stage of the conquest is on His timetable, just as He assured Abraham centuries earlier (Genesis 15:16).

Joshua proceeded to eliminate

Joshua’s deliberate action reveals obedience to divine command.

• God had charged him, “Do not be afraid… for tomorrow at this time I will deliver all of them slain before Israel” (Joshua 11:6).

• Earlier, Moses had commanded, “You shall destroy them totally” (Deuteronomy 20:17). Joshua now carries that out.

• The wording highlights thoroughness; nothing about this mission is half-hearted (compare Numbers 32:20-22).

the Anakim

The Anakim were renowned giants who inspired terror in the spies (Numbers 13:33).

• Their stature symbolized insurmountable obstacles, yet God had already promised, “Understand… it is the Lord your God who goes before you as a consuming fire” (Deuteronomy 9:1-3).

• By confronting these formidable foes, Joshua demonstrates that no human intimidation can nullify divine promise (Psalm 27:1).

from the hill country of Hebron, Debir, and Anab

These specific towns matter.

• Hebron—the city where Abraham dwelt (Genesis 13:18) and where Caleb later claims his inheritance (Joshua 14:13-14).

• Debir—also called Kiriath-sepher, later given to Othniel for his valor (Joshua 15:15-17).

• Anab—lesser known, yet situated within territory allotted to Judah (Joshua 15:50).

Each place marks a tangible piece of God’s land-grant now cleared of opposition.

and from all the hill country of Judah and of Israel

The text widens from three towns to an entire mountain range.

• The hill country of Judah becomes the heartland of the future kingdom (2 Samuel 5:5).

• The hill country of Israel anticipates the northern tribal inheritances (Joshua 17:15-18).

• God’s promise to give Israel “every place the sole of your foot treads” (Joshua 1:3) is visibly taking shape.

Joshua devoted them to destruction

“Devoted to destruction” (herem) means set apart exclusively to God—no spoil, no survivors.

• This echoes Jericho’s fate (Joshua 6:17-21).

Deuteronomy 7:2 declares, “You must devote them to complete destruction. Do not make a covenant with them.”

• The action protects Israel from idolatry (Deuteronomy 20:18) and underlines God’s holiness: judgment on sin is as certain as grace to His people (Romans 11:22).

along with their cities

Joshua levels the infrastructure as well as the inhabitants.

• Destroying the cities prevents future strongholds of rebellion (compare Deuteronomy 13:12-16).

• It also keeps Israel from immediate urban entanglements, encouraging dependence on the Lord as they settle (Joshua 24:13).

• The pattern anticipates later victories—e.g., Lachish and Libnah (Joshua 10:31-35)—and foreshadows ultimate rest “from all their enemies” (Joshua 21:44).

summary

Joshua 11:21 records a pivotal sweep in which Joshua, at God’s appointed time, eliminates the intimidating Anakim across Judah and Israel’s hill country, devoting them and their cities to destruction. The verse showcases God’s faithfulness to His promises, Joshua’s uncompromising obedience, and the certainty that no giant or fortress can withstand the Lord who fights for His people.

(21) Anab is identified with Anab, west of Debir. The death of Ahiman, Sheshai, and Talmai, the three sons of Anak, the chiefs of the Anakim, is recorded in Judges 1:10.

Verse 21. - And at that time (see ver. 18). What is meant is, during the continuance of the war in which the country above described was conquered. The destruction of the Anakim was the conclusion of the work, and was rendered necessary by their having reoccupied the places Joshua had taken (see notes on Joshua 10:36-39). The Anakims. Literally, the long-necked men. Called the "children of Anak" (Numbers 13:28, 33; also Joshua 15:13, 14). Gesenius would derive the German nacken and the English neck from this root. The word is used of the chains on the necks of camels (Judges 8:26. So also Song of Solomon 4:9, of a necklace). They were men of gigantic stature (Numbers 13:32), and were no doubt a hill tribe of the Amorites. It is worthy of remark that to the two fearless men whose faith did not fail them at the sight of the walled cities, and of the giant forms of their inhabitants, was entrusted the task of overcoming these antagonists, and thus of proving the truth of their own words. Thus it ever is in the counsels of God. "To him that hath shall be given, and from him that hath not, even that which he hath shall be taken away." To Joshua, who had confidence in God, the whole land of Canaan was given into subjection. From the Israelites, who had not that confidence, the inheritance of their fathers was taken away (cf. also Matthew 25:21, 28). Many writers suppose that these Anakim (like the Rephaim of Joshua 12:4) were the aboriginal inhabitants, and of Turanian descent (see note on next verse). Anab. A town about ten miles southwest of Hebron (cf. Joshua 15:50). It was apparently one of the daughter cities of Debir, and there is still a place of that name in the immediate vicinity of Dhaharijeh. Mountains of Judah. For this and the "mountains of Israel" see note on ver. 16.
