You have seen, O LORD,

Jerusalem’s fall and Judah’s misery were fully known to God. The Babylonian invasion, famine, death, exile, and humiliation had not escaped His notice.

The suffering included both the cruelty of Judah’s enemies and the personal grief of the one mourning over the city’s ruin. Though Judah had been judged for sin, the violence and contempt of Babylon were still answerable to God.
