‘Do not be afraid, Paul;

The command addressed Paul’s real danger without denying it. God steadied His servant by directing him away from fear and toward the certainty of God’s purpose.

you must stand before Caesar.

Paul’s voyage to Rome would not end in the sea, because the Lord had appointed him to testify before the imperial court. The promise fulfilled the Lord’s earlier assurance that Paul would bear witness in Rome (Acts 23:11), showing that opposition, imprisonment, and disaster could not overturn God’s plan.

The angel directed Paul’s attention from his own preservation to God’s mercy toward everyone aboard the ship.

God has granted you the lives of all who sail with you.’

The lives of the soldiers, sailors, prisoners, and passengers were preserved through God’s gracious purpose for Paul. Paul’s presence became a means of blessing to others, and the coming deliverance would confirm that the God Paul served rules both the sea and the affairs of rulers.
