Matthew Henry's Concise Commentary

7:15-28 It is desirable to obtain the right and full sense of what we see and hear from God; and those that would know, must ask by faithful and fervent prayer. The angel told Daniel plainly. He especially desired to know respecting the little horn, which made war with the saints, and prevailed against them. Here is foretold the rage of papal Rome against true Christians. St. John, in his visions and prophecies, which point in the first place at Rome, has plain reference to these visions. Daniel had a joyful prospect of the prevalence of God's kingdom among men. This refers to the second coming of our blessed Lord, when the saints shall triumph in the complete fall of Satan's kingdom. The saints of the Most High shall possess the kingdom for ever. Far be it from us to infer from hence, that dominion is founded on grace. It promises that the gospel kingdom shall be set up; a kingdom of light, holiness, and love; a kingdom of grace, the privileges and comforts of which shall be the earnest and first-fruits of the kingdom of glory. But the full accomplishment will be in the everlasting happiness of the saints, the kingdom that cannot be moved. The gathering together the whole family of God will be a blessedness of Christ's coming.

Gill's Exposition of the Entire Bible

I beheld, and the same horn made war with the saints,.... The same little horn before described; not Antiochus Epiphanes, who made war with the Jews, as many think; or the Roman Caesars, that persecuted the church of Christ, as others; nor Titus Vespasian, who fought against Israel, as Saadiah; but antichrist, or the pope of Rome; and this refers to the wars of the popes with the Waldenses, which began in the year 1160, and continued long, and with the two witnesses at the close of their testimony, Revelation 11:7, this Daniel had a view of in vision; not while he was inquiring of the angel, but before, though not mentioned till now; and was a reason he was so very inquisitive about this little horn, because of its war with the saints, and its success, as follows:

and prevailed against them: as the popes and their abettors did against the Waldenses and Albigenses, whom they slew in great numbers, and got the victory over; as the beast also, the same with this little horn, will overcome the witnesses, and slay them, Revelation 11:7.

Jamieson-Fausset-Brown Bible Commentary

21. made war with the saints—persecuted the Church (Re 11:7; 13:7).

prevailed—but not ultimately. The limit is marked by "until" (Da 7:22). The little horn continues, without intermission, to persecute up to Christ's second advent (Re 17:12, 14; 19:19, 20).

Daniel's Visions Interpreted
20And of the ten horns that were in his head, and of the other which came up, and before whom three fell; even of that horn that had eyes, and a mouth that spoke very great things, whose look was more stout than his fellows. 21I beheld, and the same horn made war with the saints, and prevailed against them; 22Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom. …

Revelation 11:7 Now when they have finished their testimony, the beast that comes up from the Abyss will attack them, and overpower and kill them.
Revelation 13:7 It was given power to wage war against God's holy people and to conquer them. And it was given authority over every tribe, people, language and nation.
Daniel 7:20 I also wanted to know about the ten horns on its head and about the other horn that came up, before which three of them fell--the horn that looked more imposing than the others and that had eyes and a mouth that spoke boastfully.
