He did not say anything to them without a parable. But privately He explained all things to His own disciples.

Jesus spoke all these things to the crowds in parables. He did not tell them anything without using a parable.
With many such parables Jesus spoke the word to them, to the extent that they could understand.
And beginning with Moses and all the Prophets, He explained to them what was written in all the Scriptures about Himself.
Jesus spoke to them using this illustration, but they did not understand what He was telling them.
I have spoken these things to you in figures of speech. A time is coming when I will no longer speak to you this way, but will tell you plainly about the Father.
So they set a day to meet with Paul, and many people came to the place he was staying. He expounded to them from morning to evening, testifying about the kingdom of God and persuading them about Jesus from the Law of Moses and the Prophets.
