Exodus 39:7
Good News Translation
They put them on the shoulder straps of the ephod to represent the twelve tribes of Israel, just as the LORD had commanded Moses.

He set them on the shoulder-pieces of the ephod, to be stones of remembrance for the sons of Israel; as the LORD had commanded Moses.

Then these were attached to the shoulder straps of the vest, so the LORD would never forget his people. Everything was done exactly as the LORD had commanded Moses.
