"Build me seven altars here, " Balaam said, "and prepare for me seven bulls and seven rams."
So My people come to you as usual, sit before you, and hear your words; but they do not put them into practice. Although they express love with their mouths, their hearts pursue dishonest gain.
Woe to them! They have traveled the path of Cain; they have rushed headlong into the error of Balaam; they have perished in Korah's rebellion.
You are to make for Me an altar of earth, and sacrifice on it your burnt offerings and peace offerings, your sheep and goats and cattle. In every place where I cause My name to be remembered, I will come to you and bless you.
You are to build an altar of acacia wood. The altar must be square, five cubits long, five cubits wide, and three cubits high.
1 Samuel 15:22
But Samuel declared: "Does the LORD delight in burnt offerings and sacrifices as much as in obeying the voice of the LORD? Behold, obedience is better than sacrifice, and attentiveness is better than the fat of rams.
2 Kings 18:22
But if you say to me: 'We trust in the LORD our God, ' is He not the One whose high places and altars Hezekiah has removed, saying to Judah and Jerusalem: 'You must worship before this altar in Jerusalem'?
Psalm 50:8, 9
I do not rebuke you for your sacrifices, and your burnt offerings are ever before Me. . . .
The sacrifice of the wicked is detestable to the LORD, but the prayer of the upright is His delight.
"What is your multitude of sacrifices to Me?" says the LORD. "I am full from the burnt offerings of rams and the fat of well-fed cattle; I take no delight in the blood of bulls, of lambs and goats. . . .
Woe unto you, scribes and Pharisees, hypocrites! for ye devour widows' houses, and for a pretence make long prayer: therefore ye shall receive the greater damnation.
On the seventh day you are to present seven bulls, two rams, and fourteen male lambs a year old, all unblemished,

And because God had helped the Levites who were carrying the ark of the covenant of the LORD, they sacrificed seven bulls and seven rams.

Each day during the seven days of the feast, he shall provide seven bulls and seven rams without blemish as a burnt offering to the LORD, along with a male goat for a sin offering.
