1 Brothers and sisters, my heart’s desire and my prayer to God for Israel is for their salvation. Brothers, my heart’s desire and prayer to God for them is that they may be saved. Brothers and sisters, my heart’s desire and prayer to God for the Israelites is that they may be saved.
2 For I testify about them that they have a certain enthusiasm for God, but not in accordance with [correct and vital] knowledge [about Him and His purposes]. For I bear them witness that they have a zeal for God, but not according to knowledge. For I can testify about them that they are zealous for God, but their zeal is not based on knowledge.
3 For not knowing about God’s righteousness [which is based on faith], and seeking to establish their own [righteousness based on works], they did not submit to God’s righteousness. For, being ignorant of the righteousness of God, and seeking to establish their own, they did not submit to God’s righteousness. Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness.
4 For Christ is the end of the law [it leads to Him and its purpose is fulfilled in Him], for [granting] righteousness to everyone who believes [in Him as Savior]. For Christ is the end of the law for righteousness to everyone who believes. Christ is the culmination of the law so that there may be righteousness for everyone who believes.
5 For Moses writes that the man who practices the righteousness which is based on law [with all its intricate demands] shall live by it. For Moses writes about the righteousness that is based on the law, that the person who does the commandments shall live by them. Moses writes this about the righteousness that is by the law: “The person who does these things will live by them.”
6 But the righteousness based on faith [which produces a right relationship with Him] says the following: “DO NOT SAY IN YOUR HEART, ‘WHO WILL ASCEND INTO HEAVEN?’ that is, to bring Christ down; But the righteousness based on faith says, “Do not say in your heart, ‘Who will ascend into heaven?’” (that is, to bring Christ down) But the righteousness that is by faith says: “Do not say in your heart, ‘Who will ascend into heaven?’” (that is, to bring Christ down)
7 or, ‘WHO WILL DESCEND INTO THE ABYSS?’ that is, to bring Christ up from the dead [as if we had to be saved by our own efforts, doing the impossible].” “or ‘Who will descend into the abyss?’” (that is, to bring Christ up from the dead). “or ‘Who will descend into the deep?’” (that is, to bring Christ up from the dead).
8 But what does it say? “THE WORD IS NEAR YOU, IN YOUR MOUTH AND IN YOUR HEART”—that is, the word [the message, the basis] of faith which we preach— But what does it say? “The word is near you, in your mouth and in your heart” (that is, the word of faith that we proclaim); But what does it say? “The word is near you; it is in your mouth and in your heart,” that is, the message concerning faith that we proclaim:
9 because if you acknowledge and confess with your mouth that Jesus is Lord [recognizing His power, authority, and majesty as God], and believe in your heart that God raised Him from the dead, you will be saved. because, if you confess with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved. If you declare with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved.
10 For with the heart a person believes [in Christ as Savior] resulting in his justification [that is, being made righteous—being freed of the guilt of sin and made acceptable to God]; and with the mouth he acknowledges and confesses [his faith openly], resulting in and confirming [his] salvation. For with the heart one believes and is justified, and with the mouth one confesses and is saved. For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved.
11 For the Scripture says, “WHOEVER BELIEVES IN HIM [whoever adheres to, trusts in, and relies on Him] WILL NOT BE DISAPPOINTED [in his expectations].” For the Scripture says, “Everyone who believes in him will not be put to shame.” As Scripture says, “Anyone who believes in him will never be put to shame.”
12 For there is no distinction between Jew and Gentile; for the same Lord is Lord over all [of us], and [He is] abounding in riches (blessings) for all who call on Him [in faith and prayer]. For there is no distinction between Jew and Greek; for the same Lord is Lord of all, bestowing his riches on all who call on him. For there is no difference between Jew and Gentile—the same Lord is Lord of all and richly blesses all who call on him,
13 For “WHOEVER CALLS ON THE NAME OF THE LORD [in prayer] WILL BE SAVED.” For “everyone who calls on the name of the Lord will be saved.” for, “Everyone who calls on the name of the Lord will be saved.”
14 But how will people call on Him in whom they have not believed? And how will they believe in Him of whom they have not heard? And how will they hear without a preacher (messenger)? How then will they call on him in whom they have not believed? And how are they to believe in him of whom they have never heard? And how are they to hear without someone preaching? How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them?
15 And how will they preach unless they are commissioned and sent [for that purpose]? Just as it is written and forever remains written, “HOW BEAUTIFUL ARE THE FEET OF THOSE WHO BRING GOOD NEWS OF GOOD THINGS!” And how are they to preach unless they are sent? As it is written, “How beautiful are the feet of those who preach the good news!” And how can anyone preach unless they are sent? As it is written: “How beautiful are the feet of those who bring good news!”
16 But they did not all pay attention to the good news [of salvation]; for Isaiah says, “LORD, WHO HAS BELIEVED OUR REPORT?” But they have not all obeyed the gospel. For Isaiah says, “Lord, who has believed what he has heard from us?” But not all the Israelites accepted the good news. For Isaiah says, “Lord, who has believed our message?”
17 So faith comes from hearing [what is told], and what is heard comes by the [preaching of the] message concerning Christ. So faith comes from hearing, and hearing through the word of Christ. Consequently, faith comes from hearing the message, and the message is heard through the word about Christ.
18 But I say, did they not hear? Indeed they have; “THEIR VOICE [that of creation bearing God’s message] HAS GONE OUT TO ALL THE EARTH, AND THEIR WORDS TO THE [farthest] ENDS OF THE WORLD.” But I ask, have they not heard? Indeed they have, for “Their voice has gone out to all the earth, and their words to the ends of the world.” But I ask: Did they not hear? Of course they did: “Their voice has gone out into all the earth, their words to the ends of the world.”
19 But I say, did Israel fail to understand [that the gospel was to go also to the Gentiles]? First Moses says, “I WILL MAKE YOU JEALOUS OF THOSE WHO ARE NOT A NATION (Gentiles); WITH A NATION THAT LACKS UNDERSTANDING I WILL MAKE YOU ANGRY.” But I ask, did Israel not understand? First Moses says, “I will make you jealous of those who are not a nation; with a foolish nation I will make you angry.” Again I ask: Did Israel not understand? First, Moses says, “I will make you envious by those who are not a nation; I will make you angry by a nation that has no understanding.”
20 Then Isaiah is very bold and says, “I HAVE BEEN FOUND BY THOSE WHO DID NOT SEEK ME; I HAVE SHOWN MYSELF TO THOSE WHO DID NOT [consciously] ASK FOR ME.” Then Isaiah is so bold as to say, “I have been found by those who did not seek me; I have shown myself to those who did not ask for me.” And Isaiah boldly says, “I was found by those who did not seek me; I revealed myself to those who did not ask for me.”
21 But of Israel he says, “ALL DAY LONG I HAVE STRETCHED OUT MY HANDS [in compassion] TO A DISOBEDIENT AND OBSTINATE PEOPLE.” But of Israel he says, “All day long I have held out my hands to a disobedient and contrary people.” But concerning Israel he says, “All day long I have held out my hands to a disobedient and obstinate people.”
