He said, "The LORD roars from Zion And from Jerusalem He utters His voice; And the shepherds' pasture grounds mourn, And the summit of Carmel dries up."2He said: “The LORD roars from Zion and raises His voice from Jerusalem; the pastures of the shepherds mourn, and the summit of Carmel withers.”
Thus says the LORD, "For three transgressions of Damascus and for four I will not revoke its punishment, Because they threshed Gilead with implements of sharp iron.3This is what the LORD says: “For three transgressions of Damascus, even four, I will not revoke My judgment, because they threshed Gilead with sledges of iron.
"So I will send fire upon the house of Hazael And it will consume the citadels of Ben-hadad.4So I will send fire upon the house of Hazael to consume the citadels of Ben-hadad.
"I will also break the gate bar of Damascus, And cut off the inhabitant from the valley of Aven, And him who holds the scepter, from Beth-eden; So the people of Aram will go exiled to Kir," Says the LORD.5I will break down the gates of Damascus; I will cut off the ruler of the Valley of Aven and the one who wields the scepter in Beth-eden. The people of Aram will be exiled to Kir,” says the LORD.
Thus says the LORD, "For three transgressions of Gaza and for four I will not revoke its punishment, Because they deported an entire population To deliver it up to Edom.6This is what the LORD says: “For three transgressions of Gaza, even four, I will not revoke My judgment, because they exiled a whole population, delivering them up to Edom.
"So I will send fire upon the wall of Gaza And it will consume her citadels.7So I will send fire upon the walls of Gaza, to consume its citadels.

I will turn My hand against Ekron, and the remnant of the Philistines will perish,” says the Lord GOD.
Thus says the LORD, "For three transgressions of Tyre and for four I will not revoke its punishment, Because they delivered up an entire population to Edom And did not remember the covenant of brotherhood.9This is what the LORD says: “For three transgressions of Tyre, even four, I will not revoke My judgment, because they delivered up a whole congregation of exiles to Edom and broke a covenant of brotherhood.
"So I will send fire upon the wall of Tyre And it will consume her citadels."10So I will send fire upon the walls of Tyre to consume its citadels.”
Thus says the LORD, "For three transgressions of Edom and for four I will not revoke its punishment, Because he pursued his brother with the sword, While he stifled his compassion; His anger also tore continually, And he maintained his fury forever.11This is what the LORD says: “For three transgressions of Edom, even four, I will not revoke My judgment, because he pursued his brother with the sword and stifled all compassion; his anger raged continually, and his fury flamed incessantly.
"So I will send fire upon Teman And it will consume the citadels of Bozrah."12So I will send fire upon Teman to consume the citadels of Bozrah.”
Thus says the LORD, "For three transgressions of the sons of Ammon and for four I will not revoke its punishment, Because they ripped open the pregnant women of Gilead In order to enlarge their borders.13This is what the LORD says: “For three transgressions of the Ammonites, even four, I will not revoke My judgment, because they ripped open the pregnant women of Gilead in order to enlarge their territory.
"So I will kindle a fire on the wall of Rabbah And it will consume her citadels Amid war cries on the day of battle, And a storm on the day of tempest.14So I will kindle a fire in the walls of Rabbah to consume its citadels amid war cries on the day of battle and a violent wind on the day of tempest.
