Therefore rejoice, O heavens, and you who dwell in them!

Heaven rejoices because Michael and his angels have cast the dragon and his angels from their place of access in the heavenly realm. Satan’s accusations against God’s people are silenced through the victory of Christ and the testimony of those redeemed by His blood. The heavenly inhabitants—angels and the gathered people of God—celebrate the certainty of God’s triumph and the approaching reign of His kingdom.

But woe to the earth and the sea;

The world below heaven now faces intensified conflict because Satan directs his hatred toward humanity, especially toward Israel and those who hold to the testimony of Jesus. Earth and sea encompass the whole inhabited world, including the restless nations that will be drawn into the final rebellion against God. Heaven’s victory does not remove earthly suffering immediately; it marks the beginning of Satan’s final, violent opposition.

with great fury the devil has come down to you,

Defeated in heaven, the devil acts with rage against those still on earth. His fury will be seen in persecution, deception, warfare, and his attempt to destroy the woman and her offspring described later in the chapter. Satan remains powerful and malicious, yet he acts only within the limits God permits and cannot overturn God’s purpose.

knowing he has only a short time.”

Satan understands that his judgment is certain and that his final opportunity to oppose God is brief. The events that follow point to the final period of tribulation, when his hostility reaches its greatest intensity before Christ returns to destroy his power and establish His kingdom. The brevity of Satan’s remaining time assures believers that evil is not enduring and that God’s victory will be complete.
