EXPOSITORY (ENGLISH BIBLE)
(17) Both to the genealogy.—The verse is a parenthesis relating to the registration of the priests and Levites, suggested by the occurrence of the word “register” in 2Chronicles 31:16. Translate, “And as to the register of the priests, it was according to their clans (Heb., father-houses); and the Levites from twenty years old and upwards were in their offices in their divisions.” For the latter statement, see 1Chronicles 23:24.

31:1-21 Hezekiah destroys idolatry. - After the passover, the people of Israel applied with vigour to destroy the monuments of idolatry. Public ordinances should stir us up to cleanse our hearts, our houses, and shops, from the filth of sin, and the idolatry of covetousness, and to excite others to do the same. The after-improvement of solemn ordinances, is of the greatest importance to personal, family, and public religion. When they had tasted the sweetness of God's ordinance in the late passover, they were free in maintaining the temple service. Those who enjoy the benefit of a settled ministry, will not grudge the expense of it. In all that Hezekiah attempted in God's service, he was earnest and single in his aim and dependence, and was prospered accordingly. Whether we have few or many talents intrusted to us, may we thus seek to improve them, and encourage others to do the same. What is undertaken with a sincere regard to the glory of God, will succeed to our own honour and comfort at last. Both to the genealogy of the priests ... - Some prefer: "And as for the list of the priests, it was according to the houses of their fathers, and that of the Levites was from twenty years," etc. The writer states the nature of the lists which guided the officers who made the distributions. Three lists are enumerated one of the priests made out according to families; one of the Levites, including all above 20 years of age (see the marginal reference), and made out according to courses; and a third 2 Chronicles 31:18 of the priestly and Levitical families. 2Ch 31:11-19. Hezekiah Appoints Officers to Dispose of the Tithes.

11-18. Hezekiah commanded to prepare chambers in the house of the Lord—storehouses, granaries, or cellars; either the old ones, which had been allowed through neglect to fall into decay, were to be repaired, or additional ones built. Private individuals brought their own first-fruits to the temple; but the tithes were levied by the Levites, who kept a faithful account of them in their several places of abode and transmitted the allotted proportion to the priests. Officers were appointed to distribute equal rations to all in the cities of the priests who, from age or other reasons, could not repair to the temple. With the exception of children under three years of age—an exception made probably from their being considered too young to receive solid food—lists were kept of the number and age of every male; of priests according to their fathers' house, and Levites from twenty years (see Nu 4:3; 28:24; 1Ch 23:24). But, besides, provision was also made for their wives, daughters, and servants.

Both to the genealogy of the priests by the house of their fathers,.... As to the priests registered according to their families from the age before observed, a portion was given: so to the Levites:

from twenty years old and upward, in their charges, by their courses; for though originally they were not admitted into the tabernacle till twenty five years of age, nor to officiate till thirty, but in David's time they were allowed at twenty years of age and upwards, 1 Chronicles 23:24.

Verse 17. - It is hard to feel certain as to the exact construction of this and the following verse. Keil would translate here," And concerning the catalogue of the priests, it was according, etc.; and the Levites, they were from twenty years," etc. And arrived at ver. 18, and unable to proceed in like manner with it, he reverts to the "to give" of ver. 15, as what is to stand before the words," to the genealogy [or, 'catalogue'] of all their little ones." He thus treats both vers. 16 and 17 as parenthetical. It seems quite as probable that the "to give" should be shown before ver. 17 as well as ver. 18. On the whole, this seems to suit best the entire passage. The significant וְאֵת, at the beginning of ver. 17, neutralizes then the מִלְבַד of ver. 16, and connects vers. 15 and 17. (On the words, from twenty years old, comp. 1 Chronicles 23:27. See also Numbers 4:3; Numbers 8:24.) 2 Chronicles 31:172 Chronicles 31:17 contains a parenthetic remark as to the catalogues. ואת, as nota accus., serves here to emphasize the statement which is added as an elucidation (cf. Ew. 277, d): "But concerning the catalogue of the priests, it was (taken, prepared) according to the fathers'-houses; and the Levites, they were from twenty years old and upwards in their offices in their courses." All the duties were discharged by several courses. On the age fixed on, see 1 Chronicles 23:27.
