An evil man seeks only rebellion;

The evil man pursues resistance to God’s authority and rejects the order established by His commandments. Rebellion marked Israel’s history in the wilderness and later contributed to the division, defeat, and exile of the kingdoms. Samuel declared that rebellion is like divination because both reject God’s revealed will in favor of self-rule (1 Samuel 15:23). Persistent sin hardens the heart and brings a person into open conflict with the Lord.

a cruel messenger will be sent against him.

God’s judgment may come through an invading army, a royal officer, civil punishment, or another severe instrument of discipline. The messenger’s cruelty reflects the dreadful consequences of hardened rebellion, not any failure of divine justice. Those who refuse correction eventually reap what they have sown (Galatians 6:7). God is patient, yet He holds the unrepentant accountable and vindicates His righteous rule.
