20 הָאַ֥יִל אֲשֶׁר־ רָאִ֖יתָ בַּ֣עַל הַקְּרָנָ֑יִם מַלְכֵ֖י מָדַ֥י וּפָרָֽס׃ As for the ram that you saw with the two horns, these are the kings of Media and Persia. The two-horned ram that you saw represents the kings of Media and Persia.
21 וְהַצָּפִ֥יר הַשָּׂעִ֖יר מֶ֣לֶךְ יָוָ֑ן וְהַקֶּ֤רֶן הַגְּדוֹלָה֙ אֲשֶׁ֣ר בֵּין־ עֵינָ֔יו ה֖וּא הַמֶּ֥לֶךְ הָרִאשֽׁוֹן׃ And the goat is the king of Greece. And the great horn between his eyes is the first king. The shaggy goat is the king of Greece, and the large horn between its eyes is the first king.
