6:9 Perceive not - The Hebrew words are imperative; yet they are not to be taken as a command what the people ought to do, but only as a prediction what they would do. The sense is, because you have so long heard my words, and seen my works, to no purpose, and have hardened your hearts, and will not learn nor reform, I will punish you in your own kind, your sin shall be your punishment. I will still continue my word and works to you, but will withdraw my Spirit, so that you shall be as unable, as now you are unwilling, to understand.

His Holy Covenant
This fulfills the prophecy of Isaiah that says, 'When you hear what I say, you will not understand. When you see what I do, you will not comprehend.
so that the Scriptures might be fulfilled: 'When they see what I do, they will learn nothing. When they hear what I say, they will not understand. Otherwise, they will turn to me and be forgiven.'"
He replied, "You are permitted to understand the secrets of the Kingdom of God. But I use parables to teach the others so that the Scriptures might be fulfilled: 'When they look, they won't really see. When they hear, they won't understand.'
"The Lord has blinded their eyes and hardened their hearts--so that their eyes cannot see, and their hearts cannot understand, and they cannot turn to me and have me heal them."
Go and say to this people: When you hear what I say, you will not understand. When you see what I do, you will not comprehend.
