(15) Moreover they reckoned not.—Rather, and they were not wont to reckon.

To be bestowed on workmen.—Literally, to give to the doers of the work. Here the phrase “doers of the work” obviously means the artisans, not the superintendents, as in 2Kings 12:11.

They dealt faithfully.—This is not a covert thrust at the priests, as Thenius imagines. The statement of the verse is repeated in 2Kings 22:7, in connection with the restoration of the Temple under Josiah, where the priests are not concerned in the matter at all. All that is meant is, that the officials entrusted with the oversight of the work were above suspicion, and did not belie their reputation.

12:1-16 It is a great mercy to young people, especially to all young men of rank, like Jehoash, to have those about them who will instruct them to do what is right in the sight of the Lord; and they do wisely and well for themselves, when willing to be counselled and ruled. The temple was out of repair; Jehoash orders the repair of the temple. The king was zealous. God requires those who have power, to use it for the support of religion, the redress of grievances, and repairing of decays. The king employed the priests to manage, as most likely to be hearty in the work. But nothing was done effectually till the twenty-third year of his reign. Another method was therefore taken. When public distributions are made faithfully, public contributions will be made cheerfully. While they were getting all they could for the repair of the temple, they did not break in upon the stated maintenance of the priests. Let not the servants of the temple be starved, under colour of repairing the breaches of it. Those that were intrusted did the business carefully and faithfully. They did not lay it out in ornaments for the temple, till the other work was completed; hence we may learn, in all our expenses, to prefer that which is most needful, and, in dealing for the public, to deal as we would for ourselves.Comparing this verse with the marginal reference, it will be seen that the author of Kings desires to point out, that the repairs were not delayed by any deductions from the money that flowed in. The writer of Chronicles describes what became of the surplus in the chest after the last repairs were completed.

The need of supplying fresh bowls, snuffers, etc., arose from the pollution of those previously used in the temple service by their application to the Baal worship during the reigns of Ahaziah and Athaliah (see 2 Chronicles 24:7).

13-16. Howbeit there were not made … bowls, &c.—When the repairs of the temple had been completed, the surplus was appropriated to the purchase of the temple furniture. The integrity of the overseers of the work being undoubted, no account was exacted of the way in which they applied the money given to them, while other moneys levied at the temple were left to the disposal of the priests as the law directed (Le 5:16; Nu 5:8). For they perceived by many experiments that they were faithful. Moreover, they reckoned not with the men into whose hand they delivered the money to be bestowed on the workmen,.... That is, the king's secretary and the high priest, or his officer, never called to account the overseers of the workmen, to whom they committed the money to pay them with; never examined how they laid it out, and for what:

for they dealt faithfully; they saw they acted such an honest and upright part, and such an high opinion had they of them, that they never examined their accounts, or called for their bills.

15. the men into whose hand they delivered] This must refer to certain treasurers into whose care each new chest full of offerings was entrusted. These were selected at first as being men who were sure to deal uprightly, and to them, without demanding any account, all was given over, and through their hands it was passed on to the overseers and contractors, and thus distributed to the workmen.

The same expression and with the same signification as in verses 11 and 14.Verse 15. - Moreover they reckoned not with the men, into whose hand they delivered the money to be bestowed on workmen. Society rests upon faith and trust. In all business transactions confidence must be reposed in some one, whose character is the guarantee of his honesty. In the case before us, the overseers of the temple were the persons trusted to expend the money aright (see ver. 11). The overseers (2 Kings 11:18) had been appointed by the high priest. For they dealt faithfully; i.e. honestly. But when the twenty-third year of the reign of Joash arrived, and the dilapidations had not been repaired, the king laid the matter before the high priest Jehoiada and the priests, and directed them not to take the money any more from their acquaintance, but to give it for the dilapidations of the temple; "and the priests consented to take no money, and not to repair the dilapidations of the house," i.e., not to take charge of the repairs. We may see from this consent how the command of the king is to be understood. Hitherto the priests had collected the money to pay for the repairing of the temple; but inasmuch as they had not executed the repairs, the king took away from them both the collection of the money and the obligation to repair the temple. The reason for the failure of the first measure is not mentioned in our text, and can only be inferred from the new arrangement made by the king (2 Kings 12:9): "Jehoiada took a chest-of course by the command of the king, as is expressly mentioned in 2 Chronicles 24:8, - bored a hole in the door (the lid) thereof, and placed it by the side of the altar (of burnt-offering) on the right by the entrance of every one into the house of Jehovah, that the priests keeping the threshold might put thither (i.e., into the chest) all the money that was brought into the house of Jehovah."
