This statement reflects the mysterious yet purposeful nature of God's sovereignty, where judgment serves as a backdrop for the display of His mercy.

The ultimate expression of God's sovereign mercy is found in the person and work of Jesus Christ. Through His sacrificial death and resurrection, Jesus provides a means for humanity to receive God's mercy and escape judgment. As Paul writes, "But God, being rich in mercy, because of His great love with which He loved us, made us alive with Christ even when we were dead in our trespasses" (Ephesians 2:4-5).
