16 But if he will not listen to you, go again, and ask one or two to go with you, that every word spoken may be attested by two or three witnesses. 17 If he refuses to hear them, appeal to the Church; and if he refuses to hear even the Church, regard him just as you regard a Gentile or a tax-gatherer.
