1 And YHWH spoke to Joshua, saying, Then the LORD said to Joshua, Then the LORD said to Joshua:
2 “Speak to the sons of Israel, saying: Appoint for yourselves cities of refuge, of which I spoke to you⁺ by the hand of Moses, “Say to the people of Israel, ‘Appoint the cities of refuge, of which I spoke to you through Moses, “Tell the Israelites to designate the cities of refuge, as I instructed you through Moses,
3 for the fleeing there of the manslayer who kills a person in error, without knowledge. And they shall be unto you⁺ a refuge from the avenger of the blood. that the manslayer who strikes any person without intent or unknowingly may flee there. They shall be for you a refuge from the avenger of blood. so that anyone who kills a person accidentally and unintentionally may flee there and find protection from the avenger of blood.
4 And he flees to one of these cities, and stands at the entrance of the gate of the city, and declares in the ears of the elders of that city his case, and they shall take him into the city as one of them and give to him a place, that he may dwell among them. He shall flee to one of these cities and shall stand at the entrance of the gate of the city and explain his case to the elders of that city. Then they shall take him into the city and give him a place, and he shall remain with them. When they flee to one of these cities, they are to stand in the entrance of the city gate and state their case before the elders of that city. Then the elders are to admit the fugitive into their city and provide a place to live among them.
5 And if the avenger of the blood pursues after him, they shall not shut up the manslayer into his hand, because without knowing he struck his neighbor; he did not hate him from yesterday and the day before yesterday. And if the avenger of blood pursues him, they shall not give up the manslayer into his hand, because he struck his neighbor unknowingly, and did not hate him in the past. If the avenger of blood comes in pursuit, the elders must not surrender the fugitive, because the fugitive killed their neighbor unintentionally and without malice aforethought.
6 And he shall dwell in that city until he stands before the face of the congregation for judgment, and until the death of the high priest who is in those days. Then the manslayer may return and come to his own city and his own house, to the city from which he fled.” And he shall remain in that city until he has stood before the congregation for judgment, until the death of him who is high priest at the time. Then the manslayer may return to his own town and his own home, to the town from which he fled.’” They are to stay in that city until they have stood trial before the assembly and until the death of the high priest who is serving at that time. Then they may go back to their own home in the town from which they fled.”
7 And they appointed Kedesh in Galilee in the hill country of Naphtali, and Shechem in the hill country of Ephraim, and Kiriath-arba (that is, Hebron) in the hill country of Judah. So they set apart Kedesh in Galilee in the hill country of Naphtali, and Shechem in the hill country of Ephraim, and Kiriath-arba (that is, Hebron) in the hill country of Judah. 8 And on the other side of the Jordan by Jericho eastward, they assigned Bezer in the wilderness on the plain from the tribe of Reuben, and Ramoth in Gilead from the tribe of Gad, and Golan in Bashan from the tribe of Manasseh. And beyond the Jordan east of Jericho, they appointed Bezer in the wilderness on the tableland, from the tribe of Reuben, and Ramoth in Gilead, from the tribe of Gad, and Golan in Bashan, from the tribe of Manasseh. East of the Jordan (on the other side from Jericho) they designated Bezer in the wilderness on the plateau in the tribe of Reuben, Ramoth in Gilead in the tribe of Gad, and Golan in Bashan in the tribe of Manasseh.
9 These were the cities appointed for all the sons of Israel, and for the sojourner who is sojourning in their midst, for the fleeing there of anyone striking a person in error, that he would not die by the hand of the avenger of the blood until his standing before the face of the congregation. These were the cities designated for all the people of Israel and for the stranger sojourning among them, that anyone who killed a person without intent could flee there, so that he might not die by the hand of the avenger of blood, till he stood before the congregation. Any of the Israelites or any foreigner residing among them who killed someone accidentally could flee to these designated cities and not be killed by the avenger of blood prior to standing trial before the assembly.
