Everyone who believes in him is declared right with God--something the law of Moses could never do.

CommentaryWesley's Notes on the Bible
13:39 Every one that believeth is justified from all things - Has the actual forgiveness of all his sins, at the very time of his believing; from which ye could not be justified - Not only ye cannot now; but ye never could. For it afforded no expiation for presumptuous sins. By the law of Moses - The whole Mosaic institution! The division of the law into moral and ceremonial was not so common among the Jews, as it is among us. Nor does the apostle here consider it at all: but Moses and Christ are opposed to each other.

'Men and brethren, children of the stock of Abraham, and whosoever among you feareth God, to you is the word of this salvation sent. 27. For they that dwell at Jerusalem, and their rulers, because they knew Him not, nor yet the voices of the prophets which are read every Sabbath day, they have fulfilled them in condemning Him. 28. He is the one all the prophets testified about, saying that everyone who believes in him will have their sins forgiven through his name."
For no one can ever be made right with God by doing what the law commands. The law simply shows us how sinful we are.
So we are made right with God through faith and not by obeying the law.
The law of Moses was unable to save us because of the weakness of our sinful nature. So God did what the law could not do. He sent his own Son in a body like the bodies we sinners have. And in that body God declared an end to sin's control over us by giving his Son as a sacrifice for our sins.
For Christ has already accomplished the purpose for which the law was given. As a result, all who believe in him are made right with God.
Yet we know that a person is made right with God by faith in Jesus Christ, not by obeying the law. And we have believed in Christ Jesus, so that we might be made right with God because of our faith in Christ, not because we have obeyed the law. For no one will ever be made right with God by obeying the law."
For the law never made anything perfect. But now we have confidence in a better hope, through which we draw near to God.
