Art thou the king of the Jews? - St. Luke says, expressly, Luke 23:2, that when the Jews brought him to Pilate they began to accuse him as a rebel, who said he was king of the Jews, and forbade the people to pay tribute to Caesar. It was in consequence of this accusation that Pilate asked the question mentioned in the text.

Then the governor's soldiers took Jesus into the Praetorium and gathered the whole company of soldiers around him.
And they began to accuse him, saying, "We have found this man subverting our nation. He opposes payment of taxes to Caesar and claims to be Messiah, a king."
So Pilate asked Jesus, "Are you the king of the Jews?" "You have said so," Jesus replied.
Then the Jewish leaders took Jesus from Caiaphas to the palace of the Roman governor. By now it was early morning, and to avoid ceremonial uncleanness they did not enter the palace, because they wanted to be able to eat the Passover.
So Pilate came out to them and asked, "What charges are you bringing against this man?"
"Is that your own idea," Jesus asked, "or did others talk to you about me?"
"What is truth?" retorted Pilate. With this he went out again to the Jews gathered there and said, "I find no basis for a charge against him.
