1 Maccabees 10:31
Good News Translation
Jerusalem and its surrounding territory is to be recognized as a holy city and to be exempt from the payment of all taxes.

Jerusalem and its environs, its tithes and its revenues, shall be holy and free from tax.

And I consider Jerusalem and the land that belongs to it so holy that I won't tax the money you receive from these places.
