3 For rulers are not a terror to good works, but to evil. Now do you want not to fear the authority? Do that which is good, and you will have praise from him. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended.
4 For he is God’s servant to you for good. But if you do evil, be afraid, for he does not bear the sword in vain. For he is God’s servant, an avenger for wrath to the one practicing evil. for he is God’s servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God’s wrath on the wrongdoer. For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer.
