Little is recorded of Norden’s earlier years, yet his public recognition as a Baptist minister in a colony dominated by an established church required steady courage. His work was not a quest for novelty, but a settled conviction that Christ rules His church through His Word, and that believers must worship with a clear conscience before God. Prince George County, Virginia Prince George County lay south of the James River, near the developing communities that would soon grow around Petersburg. In this setting, ordinary families labored in fields and trades, then gathered to hear Scripture, pray, and exhort one another. Such meetings, simple as they were, stood as a quiet testimony that the church is not upheld by social power but by God’s grace among His people. The Licensing (June 14, 1715) The licensing of Norden did not erase opposition, but it did mark a meaningful step toward open, orderly worship. Licensing signaled that this congregation intended to meet with pastoral oversight, doctrinal clarity, and accountable membership rather than secrecy or disorder.
